Consulate’s electoral board to start vetting OVR applications

Quintin heads the Board that will review registration-related applications

The Consulate’s Resident Election Registration Board will meet at 4pm Monday, Oct 18, to hear applications filed between July and September for registration and certification, reactivation, transfer of registration and correction of wrong entries.

The electoral board meeting follows a hectic quarter for the OVR team as it raced against time attending to last-minute overseas voter registrants over the past three and a half months.

Board chairman Consul Bob Quintin says another meeting will be held at a later date due to the 14-day extension of the OVR from its previous Sept 30 closing.

“Basically we approve the applications and then we transmit a report and a consolidated list of applicants for a certain period,” Consul Quintin said.

He said the updated voters list may not be finalized by the Commission on Elections in Manila until January as the registration extension has set back all processes leading up to the general elections on May 9, 2022.

But, going by the volume of people who managed to beat the extended deadline on Thursday, he said the total number should be more than the 16,672 voters who were deactivated after the 2019 mid-term election.

That means, the total tally would be likely more than the 87,441 set for that year, but unlikely to top the 93,978 set for the last presidential vote in 2016.

The thick crowd had to disperse on police orders 

The number could have been higher by a few thousands had the police not broken up a long queue of OVR applicants last Thursday after the chanting by some of the name of their favored candidate caused the crowd to turn rowdy.

Filipinos will elect in May a successor to the incumbent president, Rodrigo R. Duterte, whose six-year term ends on Jun 30 next year.

Vying for the presidency are Vice President Leni Robredo, Senators Panfilo Lacson, Manny Pacquiao and Ronald dela Rosa, as well as former Senator Ferdinand Marcos, Jr. and Manila Mayor Francisco Damagoso.

Chilly weather descends on HK

The Observatory forecast even cooler weather later in the week, with the temperature dropping to 19 degrees overnight on Friday and Saturday after some showers on Thursday.

Two Filipinos, Kyrgyz teen HK’s latest Covid-19 cases

The 2 infected Filipino men flew in via CX906 on Oct 13

Two Filipino male residents who flew in recently from Manila on the same Cathay Pacific flight and a female teenager who arrived from Kyrgyzstan on Friday were reported as Hong Kong’s newest coronavirus patients today, Oct 17.

The Centre for Health Protection said the three, who were all asymptomatic, all had the L452R mutant strain. They took the number of cases to 12,295 in Hong Kong so far.

There are five preliminary positive cases today, a government information officer said.

The two Filipinos who both arrived on Oct 13 on a CX906 flight were a 63-year-old man who checked in at Regal Airport Hotel in Chek Lap Kok, and a 47-year-old man who stayed at Ramada Hong Kong Harbour View in Sai Ying Pun.

The elderly man received two doses of CoronaVac in the Philippines on Jun 22 and Jul 20 while the younger man received his two CoronaVac jabs doses on Jun 16 and Jul 16.

The CHP said the two men tested negative before leaving Manila on a CX906 flight and upon arrival in Hong Kong. But the samples they submitted on the third day of quarantine were tested positive for the virus.

The unvaccinated female patient, aged 17, arrived on an OZ721 flight on Oct 15, submitted her specimen upon arrival at the Temporary Specimen Collection Centre at Hong Kong International Airport. She returned a positive result yesterday.

A total of 65 cases have been reported in the past 14 days ending Oct 16, including a local case with unknown sources. The rest were imported cases.

Meanwhile, the CHP reminded specified persons who resided or had stayed for more than two hours in Tower 1, Grand Promenade at 38 Tai Hong St, Sai Wan Ho, to undergo compulsory testing tomorrow, Oct 18, in accordance with the compulsory testing notice.

This was where a Russian diplomat spent his home quarantine before he tested positive for Covid-19 with the L452R mutant strain on Oct. 14.

The Hospital Authority said a total of 51 confirmed patients are being treated in eight public hospitals and the North Lantau Hospital Hong Kong Infection Control Centre. All of them are in stable condition.

Russian diplomat, 3 FDHs among 6 new Covid-19 cases

830 people were tested during the lockdown of Grand Promenade but no new cases were found

A staff member of the Russian Consulate General who yesterday tested preliminary positive for Covid-19 with mutant strain is among six new confirmed cases reported today, Oct 16.

The 55-year-old diplomat who is fully vaccinated, was on his 10th day of home quarantine at Tower 1 of Grand Promenade in Sai Wan Ho when he was found infected with the L452R mutant strain of the coronavirus.

He left Hong Kong on Aug 22 and returned on Oct 5.                    

An overnight lockdown of his residential building did not result to any new cases being found.

According to a press statement by the CHP, 830 people were tested, but no one answered the door at 70 households.

The testing ended at 7am today, and two people were issued with fixed penalties of $5,000 each after they were found to have ignored the compulsory testing notice.

Also among today’s patients are three foreign domestic workers, two Filipinas and one Indonesian.

The first is a 35-year-old Filipina worker who came via 5J272 and tested positive on her arrival test at Hong Kong Airport.

The other Filipina is 34 years old and was on her third day in quarantine at Penny’s Bay when she tested positive. She flew in via 57272 on Oct 12.

The Indonesian, who is 38 years old, was at Silka Tsuen Wan hotel when she tested positive on her Day 3 test. She came from Jakarta via CX776 on Oct 12.

The two other patients are both returnees from the United Kingdom who came via VS206 on Oct 14 and tested positive on their arrival test. One is a 33-year-old female who was asymptomatic while the other is a 48-year-old male who developed symptoms on Oct 13.

All of the cases are classified as imported, and involved patients who were all fully vaccinated. Five have tested positive for mutant strains while the test result for one is still pending.

They took Hong Kong’s total confirmed cases to 12,291.

The CHP reminded that persons covered by a CTN on the following places must take their next test tomorrow, Oct 17: Two Island Place, North Point; Tung Yik building in Yuen Long and Block 20, Fortune Garden, also in Yuen Long.

Filipinos in HK welcome Philippines’ new, no-quarantine rule

Fully vaccinated travelers from HK can now skip quarantine in the PHL 

Filipinos in Hong Kong have welcomed the news that they no longer have to stay in a quarantine facility when they fly to the Philippines, as long as they are fully vaccinated and can present a negative result for a Covid-19 PCR test done within 72 hours before boarding.

Upon arrival in the Philippines, all they have to do is to monitor themselves for 14 days for any symptoms of Covid-19.

This is because Hong Kong and mainland China are among the places designated by the Philippines as “green” (or low-risk) countries where the conditional no-quarantine rule applies.

The new regulation, which took effect starting Thursday, applies to Filipinos and foreigners alike. It was passed a day earlier by the Inter-Agency Task Force on Covid-19, in the wake of a significant drop in the number of new coronavirus cases in the country.

From a record-high of more than 26,000 cases reported on Sept 11, the number is now down to just more than 7,000.

This has prompted the government to relax many lockdown restrictions in the country starting today, Oct. 16, including the reopening of more business establishments like cinemas, museum, parks, libraries and other places of entertainment.

Among those who reacted to the news with joy are a number of Filipino migrant workers who are about to go home to the Philippines for a vacation.

Elaine Rosal said in a message to The SUN that she is due to go on vacation next month and wanted to find out if there were still free Covid-19 tests being done in Hong Kong.

She was told that free tests are available only to those who are covered by the compulsory testing notice. Swab tests needed for travel could be done in any of the community testing centers across Hong Kong, but a fee of $240 is charged each time. Prior appointment is also required.

Other Filipinos also welcomed the news, as it means they are freed from at least seven days of isolation in a quarantine facility when they get to the Philippines. The only downside is that when they return to Hong Kong, they will still have to spend and stay for 21 days in a quarantine hotel, as the Philippines is designated here as a high-risk place.

Previously, fully vaccinated travelers arriving in the Philippines from green countries were required to spend seven days in hotel quarantine, during which they were tested on their third day. No negative test result prior to boarding their flights was, however, required.

The new rule allows all fully vaccinated Filipinos and foreigners coming from green places to choose between presenting a valid RT-PCR test before boarding, or take the test at a quarantine facility on their arrival in the Philippines, and stay there until they receive a negative result.

Facility-based quarantine is still required for the following travelers until the release of a negative RT-PCR test taken on their 5th day of quarantine: (1) unvaccinated (2) partially vaccinated (3) those whose vaccination status cannot be verified, and (4) those who fail to present a valid negative test result before boarding their flight

Those who fall into any of the above categories, except returning overseas Filipino workers, are required to secure hotel reservations for at least six days.

Unvaccinated or partially-vaccinated children traveling with their fully-vaccinated guardians must comply with the quarantine protocols for the place they come from. A guardian shall accompany them in the quarantine facility.

All individuals who are arriving from “yellow” or “red” list countries must still stay in a quarantine facility. Romania is classified as “red,” while all other countries, jurisdictions, and territories not mentioned are classified as “yellow.”

Fully vaccinated individuals coming from yellow countries need to undergo facility-based quarantine until the release of a negative result for a test done on the fifth day of their quarantine. They will then be required to undergo home quarantine until the 10th day.

All other inbound travelers coming from or who have been to red list countries within 14 days prior to their arrival in the Philippines are not allowed in, regardless of vaccination status. 

Individuals who transit through a red country will not be considered as having come from that place if they stayed at the airport the whole time and were not cleared for entry by its immigration authorities.

On arrival in the Philippines these passengers will still have to comply with relevant testing protocols. 

Filipinos returning to the Philippines from red list countries are required to undergo a 14-day quarantine upon arrival. The first 10 days of quarantine will be facility-based, while the remainder will be completed under home quarantine in their respective local government units of destination.
