Family driver charged with stabbing two fellow Filipinos

A 35-year-old Filipino domestic worker appeared in Eastern Court this morning, charged with stabbing a fellow Filipino driver and his friend outside the public toilet at the City Hall carpark on Edinburgh Place on Saturday, Jan 30.

Mark Gregor G. Baldomaro was charged with two counts of wounding for the attacks on Tirso Fernandez Jr, 36, and his friend, Reginald M. Aguilar, 33, on Saturday evening.

Police said Baldomaro was arrested in Central the following day.

No plea was taken from Baldomaro, who works for the same employer as his wife at The Leighton Hill, 3 Broadwood Road, Happy Valley.

His wife was in the gallery along with some Filipino friends during the hearing of the case before Magistrate David Cheung.

According to the prosecutor, Baldomaro and Fernandez knew each other, being fellow drivers, while both their wives also worked as domestic helpers.

Baldomaro’s lawyer applied for bail for the defendant, who he said has a clear record and would stay with his wife in their employer’s house.

But the prosecutor opposed granting bail to Baldomaro, saying the charges against him are serious and there’s a risk he would abscond. Cheung agreed and denied bail.

The prosecutor said the younger victim, Aguilar, was still in intensive care at Queen Mary Hospital for treatment of his stab wounds in his chest and abdomen. The victim’s stab wounds could have a long-term effect on Aguilar’s health, the prosecutor said, citing the doctors’ assessment.

Meanwhile, Fernandez has been transferred to the general ward of the hospital, the prosecutor said.

Police said the attack happened at around 6:30pm last Saturday while Fernandez, his wife and Aguilar were at Edinburgh Place. The motive for the attack was still being determined by investigators.

A video footage circulated on Facebook following the stabbing showed Filipino workers who were near the scene frantically helping the victims as they lay wounded on the pavement while an ambulance was called.

Magistrate Cheung adjourned the case until Mar 16 for further investigation and remanded Baldomaro in custody.

34 new infections include 3 newly arrived FDHs

Five new imported cases of Covid-19 were reported today, Feb 1, including two newly arrived domestic workers from Indonesia and one from the Philippines.

The two others are a returnee from the United Arab Emirates who flew in on Jan 30, and another from Nepal, who was found to have the more contagious coronavirus variant on his 12th day in hotel quarantine.

They were among 34 new infections reported by the Centre for Health Protection at its daily news briefing on the pandemic. Of the 29 local cases, eight were untraceable.

The 21 linked cases included two from the Luk Yeung Sun Shuen estate in Tsuen Wan, where 12 infections have so far been reported.

About 20 preliminary positive cases were also reported. They included one from the construction site for the airport’s third runway, where about 15 cases had already been uncovered.

Chuang says residents in 7 buildings have been ordered to undergo testing

CHP’s Dr Chuang Shuk-kwan said mandatory testing has been issued for residents of several buildings in various districts after new untraceable infections were found in all of them.

Among the buildings she mentioned were 95-99 Cheung Sha Wan Road in Sham Shui Po, 66A Parkes Street in Jordan,  63 Pokfulam Road, 11-17 Fort Street in North Point, Block K of Tun Man House in Oi Man Estate in Ho Man Tin, 8 Station Lane in Tai Wai, and 8-12 Wilmer Street, Sai Ying Pun. 

Under tighter testing rules, a single infection in any residential or commercial building will trigger compulsory testing for everyone who had stayed there for more than two hours within the past 14 days.

Among the untraceable cases was a staff member at the Salvation Army elderly care home in Nan Shan Estate, Shek Kip Mei.  About 50 residents there will be moved into quarantine, while the number of staff who will also be isolated is still being determined.

One confirmed patient passed away yesterday morning, raising the total death toll in public hospitals to 177. The 85-year-old female patient succumbed to Covid-19 complications at United Christian Hospital.

There are now a total of 10,487 confirmed cases in Hong Kong.

As of 9am today, 766 of the confirmed patients were being treated at 22 public hospitals and the treatment facility at AsiaWorld-Expo. Of these, 28 are in critical condition, 40 are serious, and 698 are in stable condition.

Filipina alleged to be part of ATM money laundering scam identified

 A Filipina domestic helper who allegedly collected the ATM cards of unwitting fellow workers that were later used in money laundering has been identified by some of her recruits, and is said to be still working in Hong Kong.

The full identity of the alleged scammer, who initially went by the name Gemmalyn, is already known to the Consulate. She is described by one of her recruits as the money launderers’ link to workers whom she allegedly urged to open bank accounts, saying that was where their “part-time income” would be paid.

Asked what the Consulate intended to do with the information, Consul General Raly Tejada said, “We are already coordinating with the police.”

On Sunday, two workers who said their accounts had been used to move huge amounts of cash went to the Consulate to seek advice and report how they got into the mess.

C.S. and R.I. told Consul Paulo Saret that they were promised access to loans and make a lot of money offering gadgets online. But they would first have to hand over their ATM cards to the contact woman.

When Saret asked them if they knew who the alleged conduit was, R.I. said she knew her because the woman took both her and C.S.’ ATM cards.

“Is she this woman?” Saret asked, showing a Facebook profile picture of a woman that an informant provided the Consulate.

At first, R.I. said that was not the contact woman. But after a closer scrutiny and a little tinkering with the woman’s Facebook profile, it revealed the original photo of the contact woman that had been provided to the Consulate.

Her identity was first revealed by two other duped workers, one of whom was arrested by police two weeks ago. It turned out she started using various accounts and different names after blocking all the workers who were chasing her for their ATM cards.

C.S. said she opened a bank account at Hong Kong and Shanghai Banking Corp in Tuen Mun in July 2020 and gave her card to R.I., a friend she met two years ago.

C.S. said it was R.I. who suggested she join her part-time work because she was in dire need of cash to settle bank loans incurred by friends. R.I. claimed she handed the ATM card to the syndicate’s contact woman.

C.S. said that shortly later, she received a message from HSBC informing her of a cash deposit of more than $100,000 in her account.

Both helpers said they panicked after police began arresting two weeks ago some OFWs who had applied for similar jobs via the contact woman in an anti-money laundering probe, so they decided to come forward. They said they’d also report to the police.

Saret praised them for taking the initiative to report instead of waiting the police to arrest them. He advised them to tell what really happened, as that could help lessen their fault.

The two helpers went next to the nearby Wanchai Police Station in the afternoon to report the suspicious activity in their accounts.

C.S., the first to be called by the complaint officer, gave the police a prepared statement of what happened. She said it was R.I who suggested to her to join the part-time job by handing her ATM card and telling her she could also take a loan. 

When R.I. was asked why she took C.S.’ card and to whom did she give it, she said she gave it to the contact woman, who also told her what to do.

Asked how much they were paid for joining the job, C.S. said she was paid $900 through R.I. The latter, on the other hand, said she got $500 as initial pay, and $4,000 afterwards.

After taking down notes, the officer who interviewed the two women told them to go to the bank branch and explain their part. He took their addresses and phone numbers and told them to just wait until police call them after the bank makes a report.

Only C.S. was able to do that this morning. She went to the HSBC branch in Tuen Mun where she opened her account.

A bank officer who interviewed C.S. told her the account, which she opened in July last year, had already been frozen.

After reviewing the account transactions, the bank officer also told the Filipina to instruct the bank’s customer service to close the account’s online banking facility.

An account statement issued by the bank at the request of C.S. showed an initial deposit of $100 that R.I. made into it on Oct 26, 2020. C.S. said R.I. told her she needed that as maintaining balance.

Then on Oct 31, a cash deposit of $194,300 was made into the account, but it was all taken out on the same day. Four withdrawals of $20,000 each was made from the account, and the rest was transferred to three different accounts.

HK to step up lockdowns and mass testing before CNY

Cheung says there will be at least one lockdown per day in the next 10 days

The Hong Kong government will enforce lockdowns from today on any premises found to have even just a single case of coronavirus infection, officials said in a press conference today, Feb. 1.

Chief Secretary Matthew Cheung said everyone will be required to get tested if a single untraceable infection is found in their buildings, be it residential or commercial.

To ensure this is carried out, surprise lockdowns will be stepped up in the coming 10 days, or until just before the start of the Lunar New Year on Feb 12.

Cheung said at least one such operation will be carried out each day in various districts.

“We are determined to make an all-our effect over the next 10 days just before the eve of the Lunar New Year to mount operations,” he said.

“We expect, depending on the development of the pandemic situations, to mount at least one operation per day in different districts.”

Cheung dismissed criticism that the government’s two most recent lockdowns in North Point and Laguna City were a dud because not a single case of infection was found among the hundreds of residents tested.

“That’s good news. That means that area has zero infection,” he said.

Cheung also said the current social distancing rules will be extended until Feb 17, or two days after the Lunar New Year, because experts need more time to see an improvement in the coronavirus situation in the city.

No new case was found after the lockdown of Laguna City last night and North Point last week 

Secretary for Home Affairs Caspar Tsui said 60 fixed penalty tickets, each costing $5,000, have been issued to residents who failed to comply with mandatory testing. But so far, no prosecutions have been initiated.

“We don’t want to penalize people, we want everyone to be tested,” Tsui said.

The officials said the main purpose of ramping up the testing is to cut the silent transmission chain in the community.

Previously, mandatory testing was ordered for residents of buildings where at least four unrelated infections were found. This was further lowered to two unlinked infections, and then most recently, to a single case in so-called “designated areas.”

Locking down an area anywhere in the city where a single case is reported is the most stringent measure taken so far to combat the spread of the virus.

“One of the reasons why we are lowering the threshold is because we want to be ahead of the epidemic curve,” Dr Sophia Chan, Secretary for Food and Health said.

Chan said the purpose is to find all the silent transmission chains, “and cut them off.”

Yeung says more face-to-face classes may be held after the Lunar New Year

Meanwhile, Education Secretary Kevin Yeung said officials will meet with school representatives this week to decide how face-to-face classes can be increased after the holidays.

In the past month, he said there was a limited face-to-face arrangement for some classes, and no major outbreak was reported.

He said the Education Bureau is looking into increasing the time for this kind of school interaction from the end of this month, but it will still only allow half a day of classes to avoid students getting together for lunch.

In the meantime, teachers and other school staff will be encouraged to take Covid-19 tests more frequently for added safeguard.

Smart ID card replacement resumes today

All Smart Identity Card Replacement Centres (“Replacement Centres”) across Hong Kong have resumed their services today, Feb 1.

Those who have made appointments to replace their HK ID cards, or should have picked up their ID cards during the suspension will be given priority.

Other applicants are advised to make prior appointments for replacing their ID cards, including those affected by previous suspension of services.

This refers to those born in 1962 and 1963 whose call-up period should have ended on Jan 30, 2021. The Immigration Department will announce a new deadline for the application period.

For persons born from 1970 to 1972, the deadline for replacing their HK IDs is still Apr 30, 2021.

As before, holders of HKID cards who have been called up under their age groups may bring along two persons with disabilities, in addition to two family members or friends aged 65 or above, so they can all have their IDs replaced at the same time.

The New Smart Identity Card was introduced on Nov 26, 2018. It enhances the security features, card durability as well as chip technology on personal data protection of the previous smart ID card.
