Use of LeaveHomeSafe app mandatory at restaurants from Dec 9

Everyone who enters a restaurant will have to use the app from Dec 9

The government has announced that the use of the LeaveHomeSafe app will be mandatory in all restaurants as well as gyms, cinemas and other regulated premises, starting on Dec 9, a Thursday.

This means that all diners or guests at the venues will no longer be allowed to write down their personal details in lieu of using the contact-tracing app.

The government statement issued tonight, Nov 23, also included an announcement that most existing social distancing measures, including the restriction against group gatherings of more than four people, will be extended for 14 days until Dec 8.

Tempering the announcement was a declaration that cruise ships that offer “trips to nowhere” to local residents will be allowed to operate at 75 percent capacity from the previous 50 percent, starting on Dec 1.

According to the government, the mandatory use of the LeaveHomeSafe app is needed to boost the efficiency and accuracy of its contact tracing and testing, especially in tackling the more transmissible variant strains.

"We will closely liaise with the relevant trades in the coming two weeks to ensure the smooth implementation of the relevant measures,” the statement said.

“We appeal to the public to co-operate and comply with the relevant requirements in order to further enhance the anti-epidemic capacity of Hong Kong.”

Persons in charge of errant eateries face a fine of up to $50k and 6 months in jail

The statement came with a reminder that persons responsible or managers of scheduled premises that contravene the anti-virus regulations could be subject to a maximum fine of $50,000 and imprisonment for six months.

Individual offenders may be liable to a maximum fine of $10,000 which could be discharged by paying a fixed penalty of $5,000.

For those who organize or participate in a prohibited group gathering, makes a false declaration or owns, controls or operates the place where such a gathering occurs, the penalty is a maximum fine of $25,000 and imprisonment for six months. Participants may discharge liability by paying a $5,000 fixed penalty.

The government also said vaccination is a crucial part of its anti-virus policy, and as such, it will implement new measures to boost the overall vaccination rate, which now stands at a relatively low level of just under 70%.
