The DMW warning against a fake employee 

Even the Department of Migrant Workers in the Philippines has fallen prey to scammers.

An advisory posted a few hours ago on DMW’s Anti-Illegal Recruitment and Human Trafficking Program (formerly of the POEA or Philippine Overseas Employment Administration) warned of certain individuals pretending to be their staff so they can recruit workers for fake overseas jobs.

The post was accompanied by a supposed DMW ID card of someone named Vivian S. Puzon.

Two years ago, a similar warning was posted on the POEA Facebook page. 

Three supposed POEA IDs in the names of Brett Franco G. Porras, Epifanio Supapo, Jr. and  Roberto B. Bustillo were posted, along with the warning that they were using the name of the agency for illegal recruitment activities.

“Peke ang mga ito, hindi namin sila empleyado,” said the advisory. (These are fakes, they are not our employees).

The DMW advisory in turn said: “Mag-ingat sa sinumang magpapakilala na sila ay taga-DMW at mag-rerecruit ng trabaho pa-abroad - SCAM po yan." (Beware of anyone who introduce themselves as being from DMW and recruit for jobs abroad. That is SCAM).

3k fine for 1 overstay, arrest warrant for another

The two overstaying cases were heard in Shatin Court

A Filipina who overstayed her visa for more than two years got off with a relatively lenient sentence of $3,000 fine, while a recognizance paper holder who had previously overstayed for more than eight years was ordered arrested after failing to show up at the hearing of his case.

In the first case heard in Shatin Magistracy on Monday, Oct. 30, Acting Principal Magistrate Amy Chan convicted Leizel D. Manago, 33 years old, of violating her condition of stay after she pleaded guilty to the charge.

According to the charge sheet, Manago was permitted to remain in Hong Kong as a tourist only until Jan 23, 2021, but overstayed until her arrest in Tuen Mun on July 6, 2023.

Separately, Antonio A. Aranas failed to show up for the hearing of his overstaying case on the same day and court, so his bail was ordered forfeited and a warrant of arrest issued against him.

Aranas, 51, is in Hong Kong on recognizance, or on the promise that he would remain in Hong Kong and not work or commit any crime while his application for non-refoulement or against being sent back home, was being considered.

He is charged with having overstayed his visa for eight years and four months, after being allowed entry into Hong Kong.

The charge against him states that he was allowed by Immigration to remain in the city only until July 29, 2007 but stayed until Nov. 26, 2015, when he was arrested.

His application against non-refoulement allows him to stay in Hong Kong until it is decided with finality.

Hindi na kailangan ng patunay na bakunado ang mga pumapasok sa Pilipinas

Bakunado man o hindi, dapat pa ring mag eTravel pass ang mga papasok o palabas ng Pilipinas

Lahat ng mga papasok sa Pilipinas mula sa ibang bansa ay hindi na kailangang magpakita ng patunay na bakunado sila kontra sa Covid-19, ayon sa pahayag ng Department of Health noong nakaraang linggo.

“Lahat ng mga darating mula sa ibang bansa ay tatanggapin bakunado man sila o hindi,” ayon sa DOH.

Sa pinakahuling patakaran bago ito, ang mga hindi bakunado o hindi nakapagpabakuna ng dalawang beses na edad 15 pataas ay kinakailangang magpakita ng negative na resulta para sa Covid-19 sa antigen test na isinagawa sa laboratoryo.

Sa kabila nito, hindi pa rin tinatanggal ang patakaran na magrehistro sa eTravel ang lahat ng mga papasok at lalabas ng Pilipinas, bagama’t madalas na hindi na ito hinihingi sa mga paliparan ng Pilipinas. Makukuha ang eTravel pass 72 oras bago ang takdang paglipad ng pasahero.

Pero ayon sa tauhan ng Cathay Pacific sa Pilipinas, mas maganda pa din na sumunod na lang sa patakaran dahil may mga pasahero pa rin na hindi pinapalusot ng mga taga Immigration kapag nalaman nilang walang eTravel ang mga ito, lalo ang mga paalis.

“Sa haba ng pila sa Immigration, may naiiwan ng kanilang eroplano dahil pinabalik ng taga Immigration sa dulo ng pila dahil walang eTravel pass,” sabi ng isang taga Cathay na nasa check-in counter.

Ang eTravel pass ay ipinalit sa arrival at departure cards na dati nang pinapakumpleto sa mga pasahero na parating, o paalis, ng Pilipinas.

Ginagamit ito ng Immigration para malaman ang bilang ng mga taong pumapasok at lumalabas ng bansa, at para din maitala ang mga detalye ng bawat pasahero na dumadaan sa kanila.

Ayon pa din sa DOH, ang mga paalis ng Pilipinas ay dapat na alamin kung ano ang patakaran ng bansang kanilang pupuntahan pagdating sa bakuna kontra sa Covid-19 para hindi sila magkaproblema pagdating doon.

Kabilang dito ang mga paalis na overseas Filipino workers na ang destinasyon ay maaring nangangailangan pa ng patunay na bakuna, hindi lang laban sa Covid-19, kundi pati sa iba pang sakit.

Ang Hong Kong ay matagal nang hindi nanghihingi ng patunay ng bakuna o Covid-19 test, kaya ang mga paalis papunta dito ay wala nang kailangang dalhin na dokumento, bagamat katulad ng nasabi na, dapat pa ring kumuha ng eTravel pass para makasiguro.

Katulad ng Hong Kong, hindi na rin obligado ang mga tao sa Pilipinas na magsuot ng mask sa mga pampublikong lugar. Pero ang mga bata, may edad, may sakit o mahina ang pangontra sa mikrobyo ay pinapayuhan pa ring mag mask kapag nasa labas ng bahay.

Bagyong papalapit sa HK, maaring maging 'super typhoon'

Pinapakita sa mapa ang paglakas ng bagyo (pula) habang lumalapit sa Pilipinas (Google maps)

Ang bagyong Doksuri ay patuloy na lumalakas habang papalapit sa Luzon Strait at maaring maging super typhoon nitong Martes ng hapon bago dumaan sa Hong Kong, ayon sa Observatory.

Huling namataan ang bagyo sa layong 520 km sa bandang hilaga ng Maynila, at tinatayang tumatahak sa lakas ng 195km bawat oras. Ibig sabihin, maaring maging super typhoon ito habang binabagtas ang baybayin ng Pilipinas patungo sa Batanes.

Ayon sa Observatory, ang bagyong Doksuri (agila sa salitang Korean) ay maaring mapunta sa Taiwan mula sa Pilipinas, o lumihis papunta sa baybayin ng Guangdong, kabilang ang Hong Kong.

Philippine fashion accessories take center stage at AWE

Trade shows are back as part of the new normal in Hong Kong, and Philippine products are making a strong comeback through the ongoing International Culture, Tourism and Intangible Cultural Heritage Exhibition at the AsiaWorld Expo.

While the other stalls in the Hall 3 of the venue were still being set up on Thursday, the Philippine booth featuring outstanding native fashion accessories was already fully decked out, in time for a VIP reception for a select few.

On hand to lead the ceremonial ribbon-cutting was Deputy Consul General Germinia Usudan, who is herself a big supporter of native arts and fashion. With her was Trade Attache Robert Mabalot, who put the show together.

The exhibitors from the Fashion Accessory Makers of the Philippines (FAMPh) also took part, led by their president Gina Nebrida Ty, whose own eye-catching creations were on display, including her “agsam necklace,” made of a kind of fern that grows only in Surigao.

Another must-see is what could be one of the costliest ternos ever made. The blue silk creation, adorned all over with intricately-cut mother of pearl beads and must have taken days, if not weeks, to finish, is said to cost Php150,000.

Mabalot said the exhibit gives the country an opportunity to show the Filipinos’ artistry which many locals may not be aware of.

Having hosted a similar exhibit amid the pandemic last year when a mandatory quarantine made it difficult to get people to come over, he said he was glad that everything is now back to normal.

She said FAMPh, which gathers both veteran and novice designers, was formed after members realized there were already several organizations representing apparels, but not one for native accessories.

“So we thought it was high time that there was also a proper representation of Philippine accessories,” she said.

The move has proved very fruitful in the short time the organization has been around, as it now gets support from such government agencies as the Department of Trade and Industries, as well as the Department of Science and Technology, which is collaborating with them on reviving the country’s leather industry.

The exhibit, which also features native arts and crafts from different parts of the world, will officially open on Friday and run until Sunday. The Philippine booth is located at B01 of Hall 3 of the AsiaWorld Expo, which is right in front of the entrance to the hall.

ATN cases to be handled by MWO from next month

Repatriation services will also be provided by MWOs from July 1

All legal and welfare cases involving overseas Filipino workers that occur starting July 1 will be handled by the Migrant Workers Offices (MWO) abroad instead of the Assistance to Nationals section of the Department of Foreign Affairs.

This was according to Department of Migrant Workers Undersecretary Hans Cacdac during a media briefing on Thursday.

“At the DMW, we consider the transfer of the ATN OFW services as being faithful to DMW’s nature… with respect to the DMW being a home for OFWs [where] OFWs are safe, protected, and there is inclusivity, and a diverse or multifaceted set of services for our OFWs and their families,” said Cacdac.

The transfer of ATN services for OFWs is part of Republic Act No. 11641, the law signed in December 2021 that created the DMW.

In line with the law, the MWOs (which used to be called Philippine Overseas Labor Office or POLO) will carry out ATN services for OFWs in their host countries. But the DFA will continue to retain an ATN fund to aid non-OFWs like permanent residents and students.

The law also provides the transfer of the Department of Social Welfare and Development’s attached office from Philippine embassies and consulates abroad to the MWOs.

However, the Overseas Workers Welfare Administration which has been taking care of the medical and other welfare services for OFWs, will remain an attached agency of the DMW.

Along with the streamlining of functions under the DMW, the Aksyon Fund, short for “Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan,” will be used to fund the ATN services.

Congress granted the DMW a seed budget of Php1.2 billion for Aksyon Fund 2023, and there’s still Php1.082 billion left from that fund.

Cacdac said the fund will initially be used to hire legal retainers in nine posts - Taiwan, Brunei, Singapore, Dubai, Riyadh, Jordan, Lebanon, and Prague --- and for humanitarian aid to distressed OFWs from Sudan, Kuwait and Turkey.

It will also be spent helping pay for the medical expenses of gravely ill OFWs and pay for their repatriation.

He clarified that ATN will continue handling ongoing cases with support from the Aksyon Fund until July 1. It will also continue taking care of such cases beyond the cut-off date in overseas posts where there are no MWOs.

“The transition should be smooth and seamless in a sense that… there is no disruption in the delivery of services on the ground. That’s the key. And we know our colleagues at DFA have done their job in these ATN OFW services, so we want to make sure that when the baton is passed, the services will continue undisrupted,” Cacdac said in a mix of English and Filipino.

He said the ATN had been training MWO staff on the handling of legal and welfare cases for a year now, and the sessions are now on their fourth and final leg.

Assistance in immigration concerns

Provision of legal services through a lawyer/legal counsel for all criminal and labor cases involving OFWs
