Day 9’s oldest voter casts ballot in HK - for the last time

Josefina Martinez sat patiently on a chair at the head of the queue, as election supervisors replaced a ballot box that had reached its 1,000-ballot limit in her precinct on the fifth floor of Bayanihan Centre.

She had limped her way up to the room on Day 9 of the month-long election just to cast her vote, and waited patiently for about 20 more minutes while a new ballot box was put in place.

Martinez, 74, told The SUN she had been coming to Bayanihan to vote since overseas voting for Filipinos began in 2004.
“Manual kami noon.. kay Gloria pa iyon,” she said, harking back to the election of President Gloria Macapagal Arroyo, when the vote-counting machine was still on Comelec’s blueprint.

Asked why she did not ask to vote at the secretariat on the third floor, where disabled or elderly voters could have their ballots brought to them by an election inspector, she said, “Mahirap sa ibaba eh, baka palitan.”

With her bearing, she could be mistaken for a long-time Hong Kong resident, but she humbly replied, “katulad din nila, ng marami rito” when asked if she were one.

Martinez has served only one employer for the past 38 years. She still remembers that when she arrived in Hong Kong in 1983, there were only a small number of Filipino domestic workers around
According to her, the next dominant group after the Filipinos were the Thais, but they eventually left because they preferred entrepreneurship. They were replaced by Indonesians, she said.

“Di sila (Thai) pareho ng Indonesian, parang Pilipino rin na happy na sa kaunting kita,” she said.

Soon after arriving here, Martinez became an active member and vice president of Balikatan sa Kaunlaran Hong Kong Council, one of the first community groups to organize livelihood training for Filipino migrant workers.
“Wala pang mga financial literacy noon, ang advocacy namin noon ay livelihood at entrepreneurship,” Martinez said. The idea, she said, was to help migrant workers set up a business so they will have a source of income when they return home.

As a result of her entrepreneurship training, she said she and her husband got into various business ventures, from taxi and fishing boat operation, to raising fighting cocks for sale, and operating a sari-sari store.
Unfortunately she said not one of those businesses worked. 

“Lahat ng (aming) kinita, inilagay sa puhunan, (pero) parang walang naipanalo eh, puro bagsak lahat ang mga negosyo namin. Siguro mismanaged,” Martinez said.

But through hard work and diligence, the elderly woman was able to send all of her three children through university. Now she’s helping pay for her only grandchild’s schooling.

On this particular Easter Sunday, Martinez was accompanied to Bayanihan by her daughter and grandson, but they had to wait on the ground floor of the building while the elderly woman struggled to go up to her designated precinct and exercise her right to vote.

Despite her obvious difficulty in moving around, Martinez says she still travels everyday by bus to her employer’s house in Homantin, Kowloon.

“Kasi live out ako eh, kaya may bahay ako sa New Territories,” she said.

Martinez, who has been on live-out arrangement since 1987, was one of those who got to retain this right despite an immigration policy passed in 2003 that banned the practice.

She wants the live-out ban scrapped not just because many helpers are forced to live with their employers in cramped Hong Kong flats, but also because she wants them to be free from being on call 24 hours a day. 

“Kapag live-out ka, pagbaba mo sa bahay ng amo, sarili mo na ang oras mo,” she said.

As a member of the militant United Filipinos in Hong Kong, she has joined rallies calling on the Hong Kong government to make living out optional. But she admitted that is a long shot.

“Hindi payag ang maraming employer dahil ayaw nilang magbayad ng upa para sa katulong at ng pamasahe niya,” Martinez said.

She counts herself lucky that her local Chinese employers have been good to her that they still sign her contract every two years despite her age, and allow her to continue living on her own. But that will soon end, as she plans to go home for good in October next year.

Heavy turnout takes 9-day total in overseas voting past 9,300 mark

More than 3,500 voters cast their ballots yesterday, Apr 21, the ninth day of the month-long overseas voting for Filipinos in Hong Kong, amid a marked improvement in the weather.

Voters flocked to Bayanihan Centre in Kennedy Town where the election is being held, even after the official 5pm closing time. At least three voters were turned away for failing to be at the gates at the designated time.

Consul General Tony Morales said at the daily media briefing that the number of those who voted brought the total for the past nine days to over 9,300, or roughly 10.65% of the 87,441 registered overseas voters in Hong Kong.
The other good news was, despite the heavy turnout, not one of the vote-counting machines had broken down.

Despite this, Morales said they could not afford to be complacent. “We have also reiterated our request for additional VCMs just in case may mga breakdown because we expect the volume of voters to continue rising.”

He said five VCMs are already on standby just in case the need arises. Three of these were shipped last week by the Commission on Elections in Manila in the wake of a series of glitches affecting the machines that were in use.
Morales said that throughout the day, 5 voters overvoted (chose more than the 12 senatorial candidates, or one party-list) rendering their ballots spoiled. One voter did not shade her candidates’ tick boxes before feeding her ballot to the VCM, which also resulted in her ballot being declared spoiled.

Two people who could not find their names on the list of certified voters despite voting in the 2016 elections were allowed to vote after the Comelec confirmed that their names were in its database. 

Three persons with disabilities struggled to climb up Bayanihan’s flight of stairs to the secretariat on the third floor where Consulate officers requested the respective Special Board of Election Inspectors to bring down their ballots and administer the vote to them.
At least one voter cast her ballot wearing a campaign T-shirt for a certain candidate, but none of the volunteers or the election supervisors appeared to have noticed the infraction.

Several senior citizens also came out to vote as the weather improved significantly compared with yesterday’s heavy rain and thunderstorm that prompted the Hong Kong Observatory to hoist the Red Rainstorm warning for the first time this year.

No VCM issues despite rains, but some voters ‘misbehave’

Heavy rain dampened Day 7 of the month-long overseas voting for Filipinos in Hong Kong, with just over 300 voters casting their ballots.

The Observatory issued a thunderstorm and amber rain warning for most of the territory, and the sidewalks of Bayanihan Centre turned into raging streams, keeping many voters away.

But despite the damp weather, none of the previously problematic vote-counting machines malfunctioned.

“There were no problems with the machines today, unlike in the past days. At least we are learning how to use the machines although malalaman po natin (talaga) kung marami nang botante,” Consul General Morales said in a media briefing at the end of the day.

He said the Consulate, which was deputized by the Commission on Elections to conduct the overseas voting in Hong Kong, is in close touch with the election body just in case problems recur when more voters come.

Morales said three additional VCMs had been put on standby, to be used to replace any malfunctioning machine.

About 320 voters turned up, bringing the total ballots cast since the overseas voting began exactly a week ago to close to 5,100, Morales said. That represents just 5.78% of the 87,441 registered voters in Hong Kong. But Morales said he still expects a 50% turnout.

Overseas voters will pick 12 Senators and one party-list representative in Congress the Senate in the ongoing mid-term elections.

Today two ballots were rejected by the VCM because there were ink marks on their bar codes, or the so-called ballot timing mark, Morales said.

There were also two voters who were caught taking photos of their ballots and were asked by the chairperson of the Special Board of Inspectors in their respective precincts to delete the pictures.

“Nakasaad po (sa batas) na bawal ito at ang SBEI chair ay napilitang pagsabihan sila na i-delete ang kanilang mga photo,” Morales said.

One person with disability made her way to the voting center despite the driving rain, and the chairman in her precinct had to go down to bring her the ballot.

“Alam nyo po na it’s difficult to climb the stairs of the voting center, at may bumaba na chair ng isang SBEI kasama ang isang watcher” so that the avid voter could cast his vote at the election secretariat on the third floor of Bayanihan, Morales said.

The election secretariat also received a protest against a person who was allegedly campaigning at the entrance of the voting center, the consul general said.

Morales said the protest was immediately sent to the Comelec along with the names of the protester and the person who was the target of protest.

“Huwag (din) pong mangangampanya, huwag sasabihin ang ibinoto natin dahil kapag may nagprotesta in written form, pinadadala namin ang pangalan ng nagprotesta at ng iprinotesta sa Comelec at sila ang gumagawa ng tamang aksiyon. So please be reminded of the rules.”

He again warned that distribution of campaign flyers outside the voting center is prohibited. It is allowed only at least 30 meters away from the voting center.

Asked why the Consulate has not been posting the daily running total on its Facebook page as in the 2016 presidential election, Morales said: “I have said we were deputized by the Comelec, we will ask for permission; kung papayag sila, ilalagay natin.”

Tatlong araw ang idineklarang bakasyon ng mga manggagawa dito sa Hong Kong mula bukas dahil sa Mahal na Araw, pero hindi kasama ang mga dayuhang kasambahay. 

Ang lahat ng mga tanggapan, pribado man o sa pamahalan, ay walang pasok sa Biyernes Santo, Sabado de Gloria, at sa Lunes pagkatapos ng Easter Sunday o Araw ng Pagkabuhay. Dahil ang Linggo ay karaniwang walang pasok naman, bale apat na araw na sunod-sunod ang bakasyon ng mga manggagawa.

Pero para sa Konsulado at ang Philippine Overseas Labor Office, nagsimula ang mahabang bakasyon ngayong Huwebes Santo dahil piyesta opisyal din ito sa Pilipinas.

Katulad ng ibang mga tanggapan, muling magbubukas ang dalawang opisinang ito ng  ating pamahalaan sa Martes, ika-23 ng Abril.

Pinoy resident jailed for 3 months for beating girlfriend

A 30-year-old Filipino resident of Hong Kong was jailed for a total of three months on  Apr 18, following his conviction on two counts of “assault causing bodily harm” to his girlfriend.

RJ Raqueño was sentenced by Eastern Court Magistrate Peter Yu to two months in jail for each of the two occasions he assaulted his girlfriend, a mother of a young child, in their rented room on Chun Yeung St in North Point in November last year.

But the magistrate ordered the sentences to overlap by a month, resulting in a three-month jail term.
Raqueño was found guilty of the two assault charges at the end of a trial on Apr 4.

In mitigation, the defense lawyer said Raqueño is very remorseful and still loves his girlfriend, although his affection has been unrequited since the assaults were committed.
The lawyer cited a medical report stating that the victim’s injuries from the assaults were not serious. He also said there were no aggravating circumstances such as the use of weapons.

The lawyer pleaded for a lenient sentence on Raqueño, who arrived in Hong Kong in 2007 and is supporting his three children in the Philippines.



But the magistrate said that although the injury the woman suffered from being kicked in the leg by Raqueño did not require hospitalization, she was also strangled, bitten on her left arm, and hit in the eye by the defendant.  Vir B. Lumicao
