Medyo nainis si Lovely nang marinig niya ang pagsisinungaling ng isang Pilipina na pumunta sa Konsulado  noong isang Linggo para mag-apply ng bagong passport. Nawala daw kasi ang pasaporte nito kaya kailangan ng kapalit. Lingid sa kanyang kaalaman, may record ang Konsulado ng lahat ng mga pasaporte na kinumpiska ng pulis mula sa isang loan shark, kaya nabisto agad na kasama ang kanyang dokumento sa mga isinanla dito.

Sa mga ganitong kaso, alam na ni Lovely na malaking hirap ang pagdadaanan ng nagsanla ng passport para makakuha ng panibago. Kailangan nitong aminin sa Konsulado na naipit sa sanlaan ang kanyang dokumento para mabigyan siya ng one-way travel document pauwi sa Pilipinas. Ayon kay Lovely, tatlo ang Pilipina na nakapila sa Konsulado sa araw lang na iyon dahil hindi na mabawi ang pasaporte sa sanglaan.

Philippine Independence Day celebrated amid calls for continued unity

Unity was the theme of today’s (Jun 9) celebration of the 121st anniversary of Philippine Independence Day on Chater Road in Central, where about 1,000 Filipinos took part, notwithstanding the intermittent rain and the searing noontime heat.

Consul General Antonio A. Morales opened the “Kapangyawan” festivities by thanking all those who took part in the recently-concluded overseas voting for the Philippine mid-term election, saying they showed Hong Kong that the Filipino community here is united.

“Bagamat sabi nila na sa (panahon) ng halalan ay nagkakahiwalay ang mga Pilipino, hindi po, sa aking palagay, noong nakaraang halalan ay nagkasama-sama at nagkaisa ang ating mga kababayan…

“Mayroong pagkakaiba ang paniniwala, ayos lang. Pero pinakita ninyo na kayo ay may pakialam, pagmamahal at pagmamalasakit sa ating bansa,” said Congen.

Earlier, Fr Jay Flandez, Catholic chaplain for Filipinos, ended the interfaith prayer and holy mass that kickstarted the celebration also with a call for unity.

“Sana we remain united sa ating pagmamahal sa Diyos at sa bayan,” he said.

In his speech, Congen Morales also pointed out the importance of Hong Kong in the Filipinos’ struggle for independence, noting in particular that the national hero, Dr Jose P. Rizal, lived here in 1888,  and that the first Filipino flag was sewn here.
He described Rizal as “parang ang unang OFW” in his speech before a crowd dominated by Filipino migrant workers wearing the bright, colorful costumes of their home provinces.

Congen and other Consulate officials, along with hundreds of performers, waited about an hour under the sun on one end of Chater Road as workers rushed to set up the stage at the other end.

Then, just as the parade started, heavy rains fell, sending many participants running for shelter.
But since the Consulate officials decided to march on despite getting drenched, everyone went back in line, and the celebrations began in earnest.

After Congen’s speech, members of various Filipino community organizations wearing colorful, mostly intricate costumes, performed street dances on Chater Road, unmindful of the rain that soaked most of them.

Providing a special feature to the celebration was the Hong Kong Police Marching Band, which paraded back and forth on the venue before rendering a few on pieces onstage to the delight of the crowd.   

The highlight of the day’s celebration was the “Kulay Pinoy” spectacle, where a seamless program of cultural dances and drama was played out on stage, before hundreds of performers converged on the road for a high-energy street dance depicting Philippine music and dance through several decades.

In the afternoon, celebrity artists from the Philippines Aicelle Santos and Jason Fernandez  held the crowd spellbound with their singing, and provided further entertainment by asking some members of the audience to sing with them.

Also a hit was OFW Joy Carbonell, whose outstanding vocal prowess was first discovered in a community singing contest.

Kapangyawan Festival was organized by the Consulate and the Philippine Association of Hong Kong in partnership with Filcom organizations led by Global Alliance, Philippine Alliance and Federation of Luzon Active Groups.

OFW nabs fellow Pinay who picked her wallet

What will you do if you get alerted that someone had just picked your wallet?

Shouting for help could do the trick, but it will be much better to keep calm, stalk the thief, take her picture, then pull her by her clothes to stop her from running away.

This was what an alert Filipina did at about 3:30pm on Jun 7, a statutory holiday, as soon as someone told her to check her bag because someone had opened it as she was busy checking out clothes in a shop on the first floor of busy World Wide Plaza in Central.
In her Facebook post that has become viral, Ezy de Vega Lopez said she immediately noticed that her wallet and a cosmetics pouch were missing.

“Tinanong ko agad yung babae na nagsabi sa akin kung sino ang nagbukas ng bag ko, then she pointed out this woman rushing away from us…nagmamadali siya na naglakad to get away or para tumakas. I calmly followed her. Nasa isip ko lang need ko makuha wallet ko kasi nandun lahat ng IDs at pera ko. ..
She was so calm that she managed to take a picture of the culprit standing by the exit door.

“Luckily inabutan ko sya papunta na siya ng exit door. Nang nagkaroon ako ng pagkakataon na hilahin siya, hinablot ko damit niya para kunin ang wallet ko. Sabi ko, ate kinuha mo wallet ko. Siyempre deny siya..hinablot ko ulit siya sa damit niya…halika dito sa loob, dito tayo mag-usap. Of course makakatakas na siya kapag hinayaan ko siya kasi exit door na iyon…ayun, nagpumiglas siya. Hinabol ko ulit siya hanggang nanlaban na siya…nasa isip ko makuha ko iyong wallet ko kasi nandun yung food allowance ko for the whole month…
Lopez later told The SUN she did not have much money with her at the time because she had already sent some to the Philippines, while the rest she kept at home. But her wallet had IDs, some Philippine pesos and Hong Kong dollars. 

“Sabi niya sandali…so sabi ko, hindi, akin na..hanggang mahulog sa floor yung ibang laman ng bag niya kasi puno yung bag niya..tumambad sa akin sa sahig mula sa bag niya ang wallet ko at pouch ko. Pati ibang gamit niya nalaglag din sa floor. Tapos yung mga security guard lumapit na sa amin nung time na nahablot ko na siya…tapos sinabi ko sa guard, that is mine, that’s my wallet and my pouch…she took it from my bag…then ayun na kinorner na siya ng mga guards ng WorldWide House. They then asked me to call the police…”

At this stage, Lopez took more pictures of the other Filipina being questioned by the building’s security staff, while her bag’s contents were strewn about. Then the police apparently came and started questioning the thief.

Lopez said she was told by the police later that the culprit had been jailed, and that it was up to her whether she wanted to pursue the case.

She says she has given a statement to the police, but now worries whether she should press her claim, knowing that the thief also has a family relying on her in the Philippines.

“Masakit dun kapwa ko siya Pinay pero hindi man lang sya naawa sa akin,” Lopez adds. “At hindi man lang siya humingi ng apology after the incident. Mataray pa siya nang tanungin ko siya kung bakit niya nagawa yun.”

Lopez continued her post with a warning to others to be doubly vigilant in looking after their bags and wallets, especially in WorldWide House, where a lot of thieves are on the prowl.

She also thanked her fellow Filipina who alerted her that someone had opened her bag.

As a postscript, one of her friends told her that her Facebook post had been liked by nearly 15,000. “Gusto nila sampahan mo ng kaso para di na umulit ang magnanakaw na iyan. Sigurado hindi lang ikaw ang biktima.”

Lopez merely “liked” the comment.

Filipinas lose passports as police raid suspected illegal money lender

Philippine passports seized last year from a loan shark 

Dozens of Filipina domestic workers have taken to social media to appeal for help on how they can retrieve their passports which they pawned with an apparently unlicensed money-lending company raided by the police on Thursday, Jun 6.

One of the Filipinas who reported to the Central Harbour Front Police Station today, Jun 8, to inquire about the whereabouts of her passport was reportedly told it had been forwarded to the Wanchai station which is doing further investigation.

She named the lending company as OFC, with an office located on Des Voeux Road, Central. A receipt shown by another borrower showed the company also has offices in Wanchai and Shamshuipo.

It was not immediately clear how many Filipinos had lost their passports as a result of the raid, and whether all those held in OFC's three offices were all seized.

Consul Paul Saret, head of the assistance to nationals section, said that if the police seize passports in connection with a suspected offence, they will be kept as evidence, as what happened in at least two recent cases involving unlicensed loan sharks.

When this happens, the Consulate, in accordance with standard operational procedures, will cancel the passport and require the holder to apply for a replacement at the main passport office of the Department of Foreign Affairs in Manila.
“Do not attempt to declare it as lost passport because the police give us a list of those whose passports are in their custody,” said Consul Saret.

He advised those who believe their passports were among those seized in the raid on the OFC offices to report to ATN immediately so they can verify the information, and get advice on what to do next.

Reports from some of the borrowers, however, indicate staff members of OFC have been giving assurance that they could still get their passports back from the police if they paid their outstanding loan amount.

A document sent to a community leader showed an appointment slip from OFC issued to one borrower, advising her to pick up her passport at the Wanchai MTR station on Wednesday, Jun 12. It was reportedly prepared by the OFC manager, a certain "Mr Wong", along with his two Filipino staff.
A more disturbing notice purportedly sent by OFC says the borrower may pick up her passport at the Police department itself, presumably the station on Arsenal Street in Wanchai.

According to this notice, titled “New Pickup Document Procedure,” the borrower must first settle the loan, then sign up for a pickup time (“maximum 10 per day”), then meet their staff who will then confirm with the police if the passport is with them. If it is, then they can go directly to the police station to pick it up.

Several others have passed on messages assuring them of the same thing, sparking confusion.

Despite repeated warnings, however, against giving any more money to OFC staff, some desperate borrowers appear ready to bite the bullet.

One told The SUN she has been working in Hong Kong for only eight months and is scared she would be sacked if her employer found out about the loan. 

Another worried that her visa would be revoked because she no longer has the passport on which it is stamped.

One borrower was angry because staff of the company accepted her monthly payment on Jun 7, even while knowing the pawned passports were no longer with them. She asked why the police allowed OFC to continue operating after the raid.

But one got lucky because she managed to recover her passport just in time, after paying off her loan on May 27. 

A community leader who has been monitoring the situation finds it disturbing that OFC, which is not in the list of registered money lenders in Hong Kong, has brazenly given assurance that the police would give back the passports they have already seized.

Why even seize them if they can be given back at the mere intercession of a company or group that is under suspicion of having violated the law?, he asked.

A check with the Police Public Relations Bureau yielded no immediate information about the raid, nor has a press release been issued on it, unlike in similar operations in the past.

However, a spokeswoman told The SUN this could be because of the long holiday weekend, when only a few officers are on duty. She said an information on the case could be ready by Monday, Jun 10.
Securing a passport as collateral for a loan is illegal under Philippine law, but Hong Kong does not explicitly forbid it. Thus, the passports are often seized only as evidence in illegal money lending cases.

This has prompted Consul General Antonio A. Morales to call out Hong Kong authorities recently to take “a firm action” and prosecute those caught holding Philippine passports.”

Morales also noted that those who secure loans with passports are loan sharks who exact exorbitant interest payments, like the local Chinese man caught in North Point last year, who was lending money at 10% monthly interest, or 120% for one year.

OFC does not appear to have collected this much, however. A payment receipt showed by one borrower indicated she was supposed to pay $855 monthly for six months, for a loan amount of $4,500. This amounts to only 14% for the entire six-month period. A fee of $10 per day is levied for delayed payments, which also does not appear excessive.

Licensed money lenders are by law, allowed to charge a maximum interest of 60% per annum on loans.

However, one observer points out that the company has not been that upfront because first, it was not licensed; second, it does not issue loan contracts indicating the repayment terms; and third, it collects passports as collateral, among several violations.

“Withholding passports, failing to give a copy of the lending agreement, having their friends join a ‘referral network,’ and operating a money lender and (employment) agency at a non-licensed address…I’m sure there are other violations as well,” he said.

More details on the case are expected to come as the Consulate begins interviewing starting tomorrow those who lost their passports in the raid. - with a report from Rodelia P. Villar
