Pinay seeks recovery of $46k she paid for bungled Canada job

A Filipina worker who paid $46,000 to an employment agency to get her an employer in Canada has sought the help of the Philippine Overseas Labor Office to recover her money after the job didn’t push through at the last minute.

POLO’s officer-in-charge Antonio Villafuerte said the worker had asked for help in getting a refund on Jul 21.

Villafuerte said the first thing he did was to check whether the agency is accredited, so POLO could have jurisdiction over the case.

“Mabuti na lang accredited ang agency para may power tayong ipatawag kung bakit siya nag-recruit para sa third country at puwedeng pagsabihan,” he said, adding he hoped a deal could be worked out.
But no date has yet been set for the meeting.

He said the worker showed him a document in which the prospective employer admitted neglect in allowing the agreement to fall through. He said he was traveling abroad and forgot about the contract until the filing period had lapsed.

The loss, however, was borne by the Filipina, as she had already paid the placement fee of $46,000, Villafuerte said.
“Siguro kung hindi pumalpak sa employer ay diretso na iyon,” he said.

Villafuerte said he is wondering why cases such as this still happen despite newly arrived workers being advised during every post-arrival orientation seminar, or PAOS, against falling for third-country recruitment, which the Philippine government bans.

“Sa human trafficking, nire-relate namin yung experience ng Hong Kong sa third-country deployment,” the OIC said.
He said the workers are briefed about the hazards of third-country recruitment and human trafficking, with actual victims of such malpractices speaking about their ordeal.

Five former Hong Kong-based Filipina helpers appear to be the latest victims of a job scam and human trafficking ring. They were taken to Turkey using Iloilo international airport as exit point, only to find out on arrival they still owed their agency nearly US$3,000 despite having paid a hefty placement fee before they left.

Three years ago, an illegal recruiter attracted several Filipinas with job offers in Moscow and other Russian cities, for which they paid as much as US$3,000 each for placement.

It turned out there were no employers waiting for them and that they had to go out on their own to find employers. For their shelter, they stayed in a cramped room in the recruiter’s apartment with little food and insufficient winter clothes and beddings.

Many of the victims have been repatriated with the help of the Philippine embassy in Moscow, some have gone home on their own, while the others are still playing hide-and-seek with authorities while doing part-time work.

Upang hindi siya mahihirapan sa pagtupad sa kanyang tungkulin, kinakailangan ng susunod na luluklok na sa umpisa pa lamang ay mayroon na siyang puso para sa mga manggagawa, may matalas na pakiramdam sa mga pangangailangan nila at makakakilos kaagad para tugunan sila. 
Dapat ay taglay niya ang likas na pagmamahal at pagmamalasakit sa mga manggagawa at uunahin ang makabubuti sa kanila bago ang pansarili niyang kapakanan o iyong para sa kabutihan ng mga amo at ahensiya sa empleo.

Maraming bagay sa Hong Kong na maaring gamitin ng mga mayroong pansariling interes upang tuksuhin ang iluluklok na labatt at nang makuha ang simpatiya niya pagdating sa mga usaping pangmanggagawa.

Kaya, tulad ng pinasimulan ni Labatt Jolly, sa umpisa pa lang ay mahigpit nang ipagbawal ang pagbibigay ng mga regalo sa mga tauhan ng POLO dahil doon nagsisimula ang korapsiyon.

Ang pagsusulong ng mga proyekto para sa kapakanan ng mga manggagawa ay makatutulong sa magandang relasyon ng POLO at mga OFW.

Ang isang madalas ding ireklamo ng mga OFW na nagtutungo sa POLO kapag araw ng Linggo ay ang di-magandang pagtrato sa kanila ng ilang mga volunteer marshals.

Malaking tulong ang mga volunteer sa pagsasaayos ng mga transaksiyon lalo na kapag kasagsagan ng pagkuha ng OEC. Ngunit piliing mabuti sana ng bagong labatt ang mga volunteer at alisin ang ilang madalas ireklamo dahil sa kawalang-galang sa kapwa.

Talagang malaking hamon ang naghihintay sa bagong labatt  dahil sa mataas na pamantayan sa paglilingkod-bayan na ipinakita ni Labatt Jolly.

Higit sa lahat, nakamatyag ang mga OFW sa kanyang ikikilos, lalo na sa pakikitungo sa mga manggagawa at sa mga ahensiya.

Noong gabi ng pamamaalam kay Labatt Jolly ay nangako ang mga lider ng komunidad na babantayan nila ang mga repormang napasimulan ni Labatt Jolly upang mahadlangan kung sakaling bumalik sa dating kaduda-dudang relasyon ang POLO at mga ahensiya.

5 Pinays stranded in Turkey after being trafficked through Iloilo airport

Five Filipina domestic workers recruited in Hong Kong have been trafficked to Turkey through the Iloilo International Airport, where they cleared Immigration and were allowed to board an international flight without OECs and work contracts.

Labatt Jolly first raised the alarm in a Facebook post

This was disclosed by outgoing Labor Attaché Jalilo dela Torre in a post on Jul 19 on his Facebook page where he slammed the airport as “becoming a transshipment point for illegally recruited workers for Turkey”.

He alleged two more Filipinas are about to be sent to Turkey by a Hong Kong-based recruitment company, H&L, “owned by a Natalie.”
A Google search showed H&L Recruitment Agency has offices in Mongkok Commercial Centre. But a search of the list of Hong Kong agencies licensed by the Employment Agency Administration yielded no such name.

Labatt dela Torre urged the Philippines’ Inter-Agency Council Against Trafficking and the Department of Justice to look into how the five workers passed Immigration without being challenged.

“The IACT and DOJ should investigate this, and put those responsible behind bars. Shame on those officials: they are as guilty as the human traffickers,” said Labatt Dela Torre, a known crusader against human trafficking.
He said that his contact in Russia has confirmed the use of Iloilo Airport as a human trafficking transshipment point.

“My contact in Russia (has) informed me that two more recruits are to be sent to Turkey through Iloilo and Singapore,” he said.

Independent sources told The SUN the five recruits left Iloilo City on May 31 for Singapore, where they took another flight to Doha, Qatar.



From Doha, they took another plane to Istanbul, where they flew onward to separate destinations.

One of the women was reportedly sent to an employer in Ankara where she worked for about three weeks before she was suddenly kicked out of the house for unsatisfactory work. She had to spend the night at a park until she was rescued by a local resident.

The Turkish employer allegedly took her passport and cellphone because the Filipina still owed her recruiter more than US$2,000 for her placement fee, which she had to pay in four monthly installments.

It is not clear how much in total fees was charged each of the victims by their Hong Kong-based recruiter.

The four other victims were not given employers and are now seeking assistance from the Philippine Embassy in Ankara for repatriation because they are penniless and jobless.

Although it was the first time Road HK had organized a volleyball contest, everyone had fun, and the games proceeded smoothly.
