The accused was charged with the theft at Fanling Court

A Filipina domestic helper has been charged with theft at Fan Ling Court for allegedly stealing $78,000 worth of assorted jewelry and cash from her former employer.

The accused, Sheila Grace Laidan, 45, appeared before Magistrate Wong Kwok-fai for the reading of the charge against her, but no plea was taken.
Laidan, who has a daughter and son, was accused of stealing five gold bracelets, one diamond ring, a pair of silver earrings and $10,000 cash from her female employer, Chan Mei-ching.

The defendant, who came to Hong Kong in 2011 to work as a domestic helper,  is accused of stealing the jewelry and money between Dec 1 last year and on Wednesday, Feb 12, from Chan’s house at Man Pan House in Kowloon.

The prosecutor said Laidan was working for the employer at the time the offenses were committed but had now been terminated.

Magistrate Wong adjourned the hearing until Mar 13 at the request of the prosecutor, who said police were still checking jewelry items recovered from a pawnshop to determine if they were the missing property of Chan.

Laidan’s counsel from the Duty Lawyer Service applied for $300 bail on her behalf, and requested access to her phone so she could contact her friends to raise bail money. He said Laidan had lost her passport so she could not leave Hong Kong.

Wong allowed her phone access but rejected her bail application, citing the seriousness of the offense and the risk that she may abscond. He told the defendant to go to Kwun Tong Court on Feb 21 for her bail review.

Major churches in HK suspend mass services amid coronavirus outbreak

Cardinal Tong making the annoucement via a video message

In unprecedented moves, two major churches in Hong Kong have suspended all public mass or worship services for the next two weeks, in an effort to help contain the spread of the novel coronavirus, now officially known as Covid-19.

The landmark step was taken as China reported nearly 15,000 new confirmed cases and 254 new deaths on Wednesday, Feb 12, following a change in its detection criteria. Hong Kong has responded to the news by extending school closures until Mar 16, and keeping civil servants at home for another week.

The Catholic Church was the first to make the move, announced through a video message by a masked John Cardinal Tong, apostolic administrator of the Diocese, which was posted earlier today, Feb. 13.

“The next two weeks will be a crucial time to suppress the epidemic. To avoid gatherings, the Diocese has decided to suspend all the public Masses on Sundays and weekdays for two weeks, including the Liturgy of Ash Wednesday, from the fifteenth to the twenty-eighth of February,” said Cardinal Tong.

“Some Church members may be disappointed. However, I hope that everyone can understand this is not an easy decision.”

Cardinal Tong called on the public not to panic, and said people should care more for their family’s health, and share anti-epidemic materials with others.

The notice from the House of Bishops of the Anglican-Episcopal Church
Shortly afterwards, another major religious group, the Anglican-Episcopal Church, to which the Philippine Independent Church belongs, made a similar announcement.

A notice from the House of Bishops said all group activities and public worship services will be suspended from Sunday, Feb 15 to Saturday, Feb. 29, in the dioceses of  Hong Kong island, Eastern and Western Kowloon.

Churches may be opened only during set hours for “private prayers and silent meditation.”

The notice said the decision was made at the advice of the Government, which has constantly reminded residents to stay at home as much as possible and minimize social contacts and gatherings.

“Churches may make live broadcast of their services or message sharing through the internet,” said the notice. “Details will be announced on the websites and/or social media pages of the Province and of the parishes and mission churches involved.”

Smaller church organizations, including those belonging to the Global Ministers Association, a group made up of Filipino Christian churches, said they will still have to talk about whether they should follow suit.

Mass booklets have disappeared from church pews a week before mass services were suspended
This is the first time that both religious groups will be closing their churches’ doors to worshippers for an extended period. Not even at the height of Sars or Severe Acute Respiratory Syndrome, which killed 299 people in Hong Kong 17 years ago, has such a step been taken.

But weeks before, the Catholic church had already started taking measures to help contain the spread of Covid -19 The holy water used by worshippers to dip their fingers into on entering the church had disappeared. Those taking communion were told that they should get the host with their hands and not directly through the mouth. And just last Sunday, all mass booklets which could possibly be sprayed with droplets from infected people, were taken from the pews.

In at least one church in Hong Kong island, the priest who said mass reportedly wore a face mask throughout the service.

The coronavirus, which was first detected last December in the central Chinese city of Wuhan, has spread to at least 24 countries, and infected more than 60,000 people worldwide, with tens of thousands more suspected cases. More than 1,000 people have already died from it.

Chinese officials say the situation in Wuhan remains uncertain, as the scale of the contagion has not been accurately estimated.

This has led Chinese health experts to include the number of clinically diagnosed cases to the number of confirmed cases, saying this could help patients receive timely treatment. But it also resulted in a record number of diagnosed cases and fatalities in one day.

Maid accused of stealing $79k in gold ornaments

Nisperos appeared before Magistrate Joseph To on Feb 12 in Kwun Tong Court

By Vir B. Lumicao

A Filipina domestic helper is facing a charge of theft in Kwun Tong Court for allegedly stealing gold ornaments worth $79,000 from a local resident in Cheung Sha Wan.

The defendant, R. Nisperos, appeared at past noon on Wednesday, Feb 12, before Magistrate Joseph To for the reading of the charge.
No plea was taken as the prosecution said police were continuing their investigation and were still to confirm the $79,000 reported value of the stolen items.

The prosecution said the alleged theft took place between Dec 22 last year and Feb 2 in the house of its owner, Li Chung-yin. The prosecution did not mention the defendant’s relationship with Li.
Magistrate To adjourned the case until Mar 11 and remanded Nisperos in custody. The next hearing will be held in West Kowloon Court in Shamshuipo, the magistrate said.

All fresh cases and other urgent cases such as 8-day bail reviews from all districts of Hong Kong were heard on Feb 12 in Kwun Tong Court.
Cases were assigned to a particular court on a rotation basis as the Judiciary has suspended most court hearings since Feb 2 as part of the government’s efforts to contain the spread of the novel coronavirus in the community.

Malacanang keeps firm on travel ban despite diplomats’ appeal

Ambassador Sta Roman says top DFA officials have called for the lifting of the travel ban

The Philippine government has remained firm in its decision to ban flights to and from Hong Kong, Macau and China, despite appeals from its top diplomats for a partial lifting so Filipinos who work and live in the affected areas could leave the country.

According to Philippine Ambassador to China Jose Santiago Sta Romana, top officials of the Department of Foreign Affairs have interceded on behalf of the thousands of Filipinos who have been left stranded since the ban was imposed on Feb 2.

“Senior officials at the DFA are lobbying to lift this travel ban and allow those with valid work permits to return to China, Hong Kong and Macau (and now Taiwan), but the decision will be made by Malacanang, upon the recommendation of an inter-agency committee led by DOH (Department of Health),” Ambassador Sta Romana said in a message on Feb 12.
Leading the call is Foreign Affairs Secretary Teodoro Locsin, Jr., who said on Twitter that he had advised President Rodrigo Duterte to allow the stranded workers to return to their jobs.

Tagging a report that the first Filipina to be quarantined in Hong Kong had been released after showing no signs of the virus, Locsin said: “This is important to my advice to the President to finally grant my wish to let our domestic workers return to their good Chinese employers in Hong Kong who want them back.”

But five days after the tweet, Malacanang did not only keep the travel restriction, but expanded it to include Taiwan, which it said was part of greater China.

Some of the estimated 20,000 affected OFWs seeking financial aid from OWWA
Consul General Raly Tejada has also repeatedly expressed concern about the plight of the tens of thousands of Filipinos affected by the ban. These include not only migrant workers but also Filipino residents who work and live with their families in Hong Kong.

In his most recent show of support, ConGen Tejada said he was forwarding to the Home Office the sentiments expressed by those who signed an online petition for the recall of the ban, which was put up on the social media platform, change.org.
On Feb. 3, he also monitored keenly a cabinet meeting called by President Duterte to discuss the measures taken to combat the spread of the novel coronavirus, and was disheartened when no mention was made about the ban’s impact on Filipinos in Hong Kong.

The ban was imposed after the Philippines reported its first two confirmed cases of coronavirus infection. The two were a couple from Wuhan city, the epicenter of the contagion in China, who arrived in the Philippines on Jan. 21.

The woman was said to be still undergoing treatment in San Lazaro Hospital in Manila, but her 39-year-old companion had died just before the ban took effect.

The Philippines has reported three confirmed infections, including the couple, and 70 other suspected cases.

Unifil HK calls the ban an 'exaggerated response' to the coronavirus outbreak
Migrant organization United Filipinos in Hong Kong has denounced the travel ban as coming too late, as it was declared only after a death from the coronavirus had occurred, and after hundreds (if not thousands) of Chinese were allowed to enter the Philippines freely.

But the group also called the ban an “exaggerated response” for including Hong Kong and Macau.

The group called on the government to allow Filipinos to return to Hong Kong, especially OFWs whose jobs have been left hanging in the balance because they are unable to leave.

The call has been reiterated by signatories of the online petition, many of whom are Hong Kong residents who decry that they’re being deprived of their work and homes, and like many of their migrant worker compatriots, are in danger of losing their jobs.
