Police warn Filipinos anew vs illegal gambling

While Hong Kong’s streets are empty most days because of the spread of the coronavirus, a few members of the 240,000-strong Filipino community in Hong Kong continue to take advantage of their Sunday day-off by gathering for illegal gambling.

Despite the Hong Kong Police Force stating it “has spared no effort in combating illegal gambling activities and has been monitoring such illegal activities for enforcement,” the activity continues.


Near a bus stop outside City Hall, at least three groups of Filipino workers on any given Sunday openly place bets, sometimes as much as $500 each, in card games on plastic or cardboard mats on the sidewalk.

This is replicated on other sidewalks, footbridges, under bridges and in almost any nook in Central where Filipino migrant workers gather. Unknown to them, the police are watching and have recently called the Consulate’s attention to the illegal pastime.


On Mar 4, the Consulate issued a reminder on its Facebook page about Hong Kong laws against illegal gambling and the stiff penalties for offenders.

Police statistics on arrests involving non-ethnic Chinese illegal gamblers in Central indicate, however, that the law enforcers have been lax.

In the past five years, only 11 non-ethnic Chinese had been arrested for violating the Anti-Gambling Ordinance in Central. There were four arrests in 2015, none in 2016 and 2017, three in 2018 and four last year, police statistics show.

The police could not say if those arrested were Filipinos.

It’s not that police are not doing their jobs. Last year, officers made two raids on a building in North Point where illegal gambling was carried out and arrested 20 people.

Six Filipinos -- five males and one female – were arrested on May 23 last year for illegal gambling in a flat on Bank Tower at 351 King’s Road. They pleaded guilty in Eastern Court three weeks later and were fined $800 each.

It was also on Bank Tower where seven Filipinos, including three women, and five local men, a Thai woman and a mainland man were arrested on Dec 7, 2018 for illegal gambling. They pleaded guilty in court on Mar 12, 2019 and were fined $500 each.

The Filipinos arrested in North Point, however, were mostly residents or asylum seekers caught playing in an illegal casino and game arcade on Bank Tower. They were not domestic workers like those gamble in Central.
“Taking into account local situations, Central Police District correspondingly adopts strategies and takes enforcement actions to prevent and combat illegal gambling,” the Police Public Relations Branch said in a statement.

The PPRB said police also step up public education and cooperate with other departments and stakeholders when necessary to combat related crimes.

“Assistance (was) also sought from relevant stakeholders in reminding their members of the legal consequence of participating in illegal gambling activities in Hong Kong,” the PPRB said, alluding to the representation with the Consulate.

One can tell where the stakes are big: the players who sit on a mat are fenced off by friends and other kibitzers who serve as lookouts. From a distance, one could discern at least one South Asian national joining each circle of Filipinos; some say they’re the financiers of the illegal card games.

The lookouts are the ones who alert the gamblers when an officer is about to approach their group, or accost people who take photos of the illegal activity.

One can tell where the stakes are big: the players who sit on a mat are fenced off by friends and other kibitzers who serve as lookouts. From a distance, one could discern at least one South Asian national joining each circle of Filipinos; some say they’re the financiers of the illegal card games.


Three years ago, the Central Police District, in cooperation with the Consulate, launched a training program for the community to help police their ranks and prevent crime.

Out of the 207 OFWs who initially participated in the program, only 21 graduated last January and were appointed as police crime ambassadors.

As the officers are occupied with more serious criminal activities as well as anti-protest duties, the volunteers keep an eye on OFWs who gather in Central and in parks, help protect them from falling prey to criminals and to educate them on Hong Kong laws.

As they mix with the community, the fight crime ambassadors can be effective eyes against illegal gamblers and their financiers, and help the police stamp out the problem.   

The only problem is, they are mostly available to act as lookouts only on Sundays, and do not have the authority or the resources to confront well-entrenched gamblers and their protectors. The police are ultimately still the only ones who can put an end to this longstanding problem.

Filipina DH dies of suspected tuberculosis

Melba Jean Gaygay expired at Prince of Wales Hospital in Shatin.
A 59-year-old Filipina domestic worker has succumbed to suspected tuberculosis at the Prince of Wales Hospital in Shatin three days after being taken there by her employers.

Melba Jean S. Gaygay, a native of Gattaran, Cagayan, died at 2am on Mar 15, said her daughter Madelene G. Seloza, who also works as a domestic helper in Hong Kong.

Her death ended more than 20 years of service to the San couple in Paitau Village, Shatin.
The death was reported on Mar 16 to the assistance to nationals section of the Consulate as well as to the Overseas Workers Welfare Administration.  

Seloza said that aside from doing house chores for the childless couple, her mother also took care of the employers’ 10 pet dogs of various breeds. At one time, the dogs numbered 17, she said.
The daughter said Gaygay was rushed to the hospital by her employers on the evening of Mar 12 after the helper complained of difficulty in breathing.

The attending doctor at Prince of Wales noted on the death certificate that tuberculosis was the cause of death, Seloza said.  But the doctor reportedly still wanted to do an autopsy on the body if tuberculosis was indeed the cause.
However, Seloza said she would rather take her mother’s remains home as soon as possible. Gaygay’s employers share the same view, saying the family’s wish should be respected.

Seloza said the employers had noticed that her mother had become sickly weeks before she was taken to the hospital.

“Noon pa sinasabi ng mag employer na magpatingin si Mama pero ayaw niya. Nagagalit siya kapag sinasabihang magpagamot,” Seloza said.

The daughter said that the deceased also suffered from diabetes.

Gaygay is survived by her husband, their two sons and two daughters, who are all grown-ups. She had reportedly received an advance payment from her employer for her long service.

Two Filipinas recover from Covid-19 as HK cases reach 132

3 of the 5 infected Filipinas are already out of the hospital 

Two of four Filipinos who had earlier tested positive for the novel coronavirus have been discharged from hospital after recovering, leaving their two compatriots still in isolation, according the Consulate on Mar 12.

Their release comes six days after the first Filipina Covid-19 patient was discharged from the hospital after repeated subsequent tests all turned out negative results.

Consul General Raly Tejada announced the release of the two: “Good news! The Philippine Consulate General in Hong Kong is pleased to inform that two more Filipinos were certified Covid-19 free and discharged from the hospital today,” Congen Tejada said.
He said two other Filipinas were placed in quarantine after being traced as contacts to Covid-positive individuals. There are now six Filipinos in quarantine, all healthy and asymptomatic, he said.

Across Hong Kong, two additional cases of Covid-19-positive patients were reported by the Centre for Health Protection on Mar 12, taking the number of confirmed cases to 131, with one probable case.

One of the new cases involved a 31-year-old man who had flown from Boston to Manila via Tokyo on Mar 1, then stayed in the Philippines for a week. He flew to Hong Kong via Cathay’ CX930 flight on Mar 8, and tested positive at Queen Mary Hospital after on Mar 12.
He lives at Serene Court in Kennedy Town with his wife, who has been put under quarantine.

The other case is the 37-year-old husband of the 31-year-old woman who was the 130th Covid-positive case on Mar 11. He had a good past health when he arrived with his wife and son from England on Feb 29.

He stayed at his parents-in-law’s flat at iPlace on Castle Peak Road, Kwai Chung. He developed fever on Mar 3, was admitted to Princess Margaret Hospital for treatment on Mar 11, and tested positive for the virus the next day.
Earlier, 22 males and 22 females aged 3 to 85 met the reporting criteria for Covid-19 and are undergoing tests in hospitals, the Hospital Authority said.

There are now 117 patients under isolation while 75 patients with Covid-19 confirmed or probable infections have been released after recovery.

CG Tejada says the Consulate has been extending help to Filipinos affected by the pandemic in HK

The number of Covid-positive Filipinas rose to five on Tuesday, Mar 10, when another domestic worker was among three new confirmed ill with the virus in Hong Kong.

The Filipina, 48, is the fifth migrant worker to be infected by the virus disease from her employer.
Hong Kong health authorities said the Filipina lives with her 52-year-old employer in Block 28, Lower Baguio Villa in Pokfulam. She is said to have an underlying illness.

Both employer and helper were found to have fever on Mar 9 while being checked in preparation for quarantine. The employer’s mother, who joined a 21-member tour group in India during the incubation period, was earlier found to have the disease.

But both the helper and her employer did not travel outside Hong Kong recently.

The helper was reported to have developed cough with sputum and runny nose since Mar 4. Both she and her employer are now said to be in stable condition. 

The fourth Filipina who tested positive for Covid-19 was among four new cases reported on Mar 8. The PCG said she is 47, “in good spirits and not showing any symptoms.”

Local media reported that the patient is one of two domestic workers of Yvonne Chow, a socialite member of the Hong Kong Jockey Club who tested positive on Feb. 25.

Chow’s other maid, a 29-year-old Filipina, was taken to Pamela Youde Nethersole Eastern Hospital after showing symptoms and tested positive for the disease on Feb. 26.
