The leader of one of the biggest migrant worker organizations in Hong Kong has welcomed the Immigration Department’s move to consider extending the visa of terminated foreign domestic workers for up to a month amid the Covid-19 outbreak.

Dolores Balladares of the Asian Migrants Coordinating Body said the visa extension announced yesterday, Mar 21, would be a big help to FDWs, especially in the wake of a significant rise in Covid-related terminations.

Last month, Immigration figures showed around 2,000 Filipino domestic workers had lost their jobs, mainly because of new travel restrictions imposed by the Philippine government because of the outbreak.

But also significant was the number of contract terminations directly related to Covid-19, such as the employer’s relocation or loss of job, or the workers’ insistence on taking a day off against the employers’ wishes.

“This is a good move as it will give our workers more time to look for another employer, especially those whose terminations fall under exceptional cases such as relocation, since they will be allowed to process a new contract without having to leave Hong Kong.”

But Balladares says it will not mean much to those who are sacked for any other reasons, no matter how unjust, such as because they had insisted on their right to take their weekly day-off, because they will still be sent home to await a new visa.

She noted that there had been a noticeable drop in the number of helpers allowed to take a day-off today, Mar 22, after a newly arrived Filipina domestic worker tested positive for Covid-19.
Even if the worker is allowed to extend her visa for a month, she will still have to worry about where to stay, or where she will get the money for food and other basic needs, Balladares said.

Balladares also said recent moves by the Hong Kong government to direct employers to to provide for the needs of their FDWs who are put under the 14-day mandatory quarantine for all arriving passengers was laudable.
She said it was good that the Labour Department had instructed the employers to put up the workers in their homes, or pay for alternative accommodation, such as in an agency’s shelter, or a hotel.

“Kaya lang, may concern pa rin kami, kasi hindi sinabi ng Labour Department na dapat ay bayad din ang suweldo ng worker sa 14 na araw na iyon. Iyun ang gusto naming linawin, kasi hindi naman kasalanan ng worker yung quarantine, at kailangan nila ang kanilang suweldo.”
According to the Immigration announcement, FDWs whose existing contracts are due to expire, or are terminated on or before Jul 31, may apply to apply to have their visitor visa extended for up a a month, “if they are unable to return to their place of origin due to the pandemic there or international travel restrictions.”

A further extension can be granted if the helper is still unable to return to her place of origin for home leave by the end of the extended period. However, the extension period should not exceed six months.

The statement said the Government has noted that FDWs might have difficulty returning to, or coming from, their places of origin because of the Covid-19 pandemic.

All applications will still be subject to Immigration’s assessment of individual cases.

$28 million worth of PH-bound smuggled cigarettes seized in Kwai Chung

Contraband cigarettes were reportedly seized from the Kwai Chung port on two consecutive days

Some 10.2 million sticks of Philippines-bound suspected illicit cigarettes with a market value of $28 million have been seized by Hong Kong Customs at Kwai Chung Port.
The cigarettes seized on Mar 18 had a duty potential of about $19 million.
Officers inspecting the seaborne transshipment container from Cambodia to the Philippines said its manifest declared it as a consignment of stationeries.

A day earlier, about 400,000 sticks of suspected smuggled cigarettes valued at $1 million were intercepted by Customs at Shenzhen Bay Control Point. The duty potential from the illicit haul was $700,000.
Customs officers found the contraband inside 47 cartons mix-loaded with other goods on the truck.

The truck’s 62-year-old male driver was arrested and the vehicle was detained.
Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years.

DH tests negative for Covid-19 after being locked out by panicked employers

A Filipina who returned from a shortened vacation to Manila on Friday has tested negative for Covid-19 today, Mar. 22, at the North Lantau Hospital, a day after being locked out of her employers’ home for having a sore throat.
Marilou L., a single mother of two, said her employers had accused her of lying to airport staff on arrival because she did not tell them about her sore throat.
But she insists she developed the sore throat only the night before, when she was already at her employers’ house in Olympic, West Kowloon.

She said it must have been caused by the abrupt change in the weather. It was hot in Manila when she left, and cold in Hong Kong on her arrival.
Early yesterday, Mar. 21, after spending the night in her employer’s home for the mandatory 14-day self-quarantine, Marilou involuntarily cleared her throat and coughed a little while at work.
Alarmed, her employer asked her if she was alright, and Marilou admitted to having a sore throat.

Marilou said her employer immediately gave her flu medicine and told her to wear a face mask. But later , both her employers reportedly told her to leave, despite her being on mandatory home quarantine.
She immediately sought help through a private message, and a post in the Facebook page of the Domestic Workers Corner.
About 15 minutes later, she said her male employer was taking her to a hospital. But the Kwong Wah hospital in Yaumatei reportedly turned her away, and the employer left her outside the building.

When reached by phone, Marilou was distraught and asked to be rescued because she said she could no longer bear the nagging of her furious employers.
The SUN relayed her appeal to Welfare Officer Virsie Tamayao of the Overseas Workers Welfare Office, who lost no time contacting Marilou and her employers. The Centre for Health Protection was then alerted about her case, in line with the protocol for Covid-19.
Tamayao managed to convince the employers to take Marilou back to their home in line with quarantine rules 
Tamayao said she told Marilou to calm down because she would get proper medical attention in the hospital. She also counseled the worker about employers’ fears about the infection risk.
The employers, on the other hand, were reminded about their responsibility as the helper was already under quarantine at their home, and it would be against the rules to move her to another address.
Tamayao also told the employers it was the press that alerted OWWA about the case.

Her tack seemed to work as the employers calmed down and took Marilou back to Olympic to wait for the ambulance there. At first, the male employer had thought of taking her to a hotel, but turned back when the ambulance came.
The ambulance took Marilou to North Lantau Hospital in Tung Chung around 1pm Saturday, along with her personal belongings. She was tested there for the novel coronavirus disease, or Covid-19, and at about 2am today, Sunday, was told that the result was negative.
The doctor reportedly said her itchy and sore throat could be due to allergy because of the shift from hot to cold weather.

Because she was not infected, she will have to continue her quarantine at the hotel chosen by her employer. Under Labour Department regulations, the employers will have to pay for her accommodation and food for the remaining period of the quarantine.

Obviously realizing this, her male employer gave Marilou $5,000 for her hotel stay and bought cup noodles and other food items for her.

Marilou, whose contract is expiring on May 23, had already agreed to renew with the employers before she was allowed to go on vacation in the Philippines.
But the recent lockdown of the entire island of Luzon, along with Metro Manila, made her decide to cut short her planned one-month vacation to just four days.

While waiting for her test results, Marilou said she received a message from her female employer telling her she was very upset because she did not tell the airport health officers about her throat.
The employer said she did not want the helper to be quarantined at their home because of the potential risk to her son, who is 4 years old.
When Marilou asked the female employer if she can continue to work for her if she is found negative of Covid-19, the employer said: “Even negative this time, that is no use. Many people only confirm positive after the tests.”


Marilou said she will stay in the hotel until Apr 5 and is unsure if her employers will take her back into their home.
Meanwhile, Hong Kong has recorded 44 new coronavirus cases, including a 20-month-old baby. The total tally now stands at 317.

Of the new cases, 29 involved travelers arriving from Europe, Canada and the United States. Four were students returning from their studies in Britain.

The spike in cases, the second highest daily tally, came after Chief Executive Carrie Lam look further steps to contain the pandemic, including postponing university entrance exams by a month, and ordering civil servants to resume working from home.

Mga amo ang naghahawa ng Covid-19 sa DH

Dumarami ang bilang ng mga kasambahay na Pilipinang nahawa ng kinatatakutang sakit mula sa novel coronavirus, o Covid-19, sa kanilang mga amo.

Patunay lamang ito na mali ang panawagan ng Hong Kong Labour Department sa mga dayuhang katulong na huwag silang lumabas sa araw ng kanilang pahinga upang makatulong diumano sa pagpigil sa paglaganap ng naturang sakit.

Mali ang pagkakaintindi ng mga among Intsik taga-Hong Kong sa nasabing suhestiyon ng Labour Department. Inisip nila na ang mga dayuhang katulong ay maruruming nilalang na nag-uuwi ng mga sakit sa kanilang mga pamamahay.

Dahil sa paghihimok na manatili sila sa bahay tuwing araw ng pahinga may isang buwan na ang nakalilipas ay sari-saring pagmamaltrato, diskriminasyon at paglabag sa kanilang karapatang pangmanggagawa at pantao ang dinanas ng mga katulong.

Ilang araw pa lang matapos na bawalan ang kanilang mga katulong na umalis ng bahay ay napapatunayang ang mga gawaing sosyal ng mga among Intsik ang siya mismong dahilan sa pagkalat ng sakit na Covid-19.

Habang sinusulat namin ito ay limang Pilipinang katulong na napatunayang nahawa ng sakit na Covid-19 sa mga amo. Samakatwid, hindi ang mga abang katulong ang nag-uuwi ng sakit kundi ang mismong mga amo nila.
