CHP urges tests for orchestra audience after HK Phil member found infected

The entire HK Phil will be quarantined after its clarinet player initially tested positive for Covid-19

Health officials have called on those who attended Hong Kong Philharmonic’s two performances last Friday and Saturday to get themselves tested after the main clarinet player in the orchestra tested preliminary positive for Covid-19 yesterday.

The 35-year-old clarinet player who was found infected, identified in various reports as Jose Antonio Iosco, had taken part in HK Phil’s performances at the Hong Kong Cultural Centre on the evening of Oct 9 and 10.

Chief Executive Carrie Lam, as well as Home Affairs Secretary Caspar Tsui, were reportedly in the audience on the first night of the concert.

A report in the South China Morning Post quoted Lam’s office as saying she was not considered as a close contact of the musician as she had worn a mask throughout the performance, did not shake hands with any members, and left during the intermission. She reportedly sat in the fifth row.

According to a press statement issued today, Oct 14, by the Centre for Health Protection of the Department of Health, the patient developed a fever on Oct 11 and sought treatment at North Lantau Hospital and Union Hospital the next day.

After testing, the musician was found preliminary positive for the coronavirus disease on Oct 12. A follow-up test should have been done yesterday, Oct 13, but this did not happen because of the hoisting of typhoon signal no 8 in Hong Kong.

A spokesman for the CHP said on inquiry that since no tests were done yesterday, they could not give any update on any new cases of Covid-19 in the city. He also said they did not get any other report of a preliminary positive case apart from the HK Phil member.

The CHP said in its statement that it is still investigating the case. But it said that since the patient did not wear a mask during the show, the 90-odd musicians who performed with him on stage were identified as close contacts and will be put under quarantine.

“Initial investigations by the CHP revealed that there were about 50 backstage crew who took part in the same performances. They did not have contact with the patient and had worn masks. The CHP will arrange virus testing for them,” said the statement.

The CHP added that members of the audience were also not considered as close contacts since they all wore masks and the Cultural Centre had put in place social distancing measures.

“Nevertheless, for the sake of prudence, the CHP advised audience members who had attended the two concerts to pay attention to their health conditions and seek medical attention immediately if feeling unwell,” said the statement.

Those who remain asymptomatic are advised to get themselves tested at any of the four temporary testing centres set up by the government in Wan Chai, Kwai Tsing, Kowloon City and Yau Tsim Mong Districts.

Alternatively, they can obtain a deep throat saliva specimen collection pack at the general out-patient clinics of the Hospital Authority.

The patient’s family members who live with him in Tower 2, Phase 1, Coastal Skyline, Tung Chung, reportedly remained asymptomatic but will be sent to a quarantine centre.

Specimen bottles will also be distributed to the other residents of his building, and to the staff of the Cultural Centre and the HK Phil.

Meanwhile, the Cultural Centre will undergo thorough cleansing and sterilization, while the Concert Hall will be closed for 14 days.

With no new cases being reported, the total number of confirmed Covid-19 patients in Hong Kong remain at 5,201, with one probable case.

 Anyone who believe they had visited the same place at the same time as a confirmed patient and feel unwell subsequently, they should seek medical attention. If they are asymptomatic but are concerned that they have been infected, they can also visit the Hospital Authority's designated general out-patient clinics (www.ha.org.hk/haho/ho/covid-19/GOPC_extend_EN.pdf) to obtain specimen collection packs.

The CHP also reminded all residents, especially the elderly, to avoid going out, having social gatherings and dining out. If they need to go out, they should put on a surgical mask and maintain stringent hand hygiene.

Storm signal lowered to 3 as typhoon Nangka moves away from HK

The day was mostly overcast but there was hardly any wind or rain in most parts of the city

The Hong Kong Observatory lowered the storm signal to 3 at 7:40 pm today, Oct 13, as typhoon Nangka weakened and moved farther away, after keeping the city virtually unscathed but on a standstill for most of the day.

Schools, government buildings including courts, as well as private offices including banks, were all closed as a precautionary measure after signal no 8 was hoisted just before 6am today.

But Hong Kong was spared the heavy rains associated with Nangka that affected the Pearl River Estuary today as it made landfall on Hainan Islang.

At 8pm, Nangka was estimated to be about 520 kilometres southwest of Hong Kong and is forecast to move west or west-northwest at about 20 kilometres per hour crossing Hainan Island.

But while Nangka will continue to move away, Hong Kong will still be affected by strong winds with occasional gales offshore and on high ground tonight and tomorrow.

The strong wind signal No 3 is expected to remain in force for some time.

Throughout the day, the light rain and intermittent gusts of wind forced most people off the streets, as most public transport services were suspended, apart from the MTR which ran at longer intervals, and a few taxis.

Cross-harbor and outlying island ferry services were suspended as the Observatory warned of swells and very rough seas. It advised the public to stay away from the shoreline and avoid water sports.

In the past hour, the maximum sustained winds recorded at Waglan Island, Green Island and Cheung Chau Beach were 71, 66 and 62 kilometers per hour with maximum gusts exceeding 80, 85 and 71kph.

Among those affected were Filipino domestic helpers whose transactions at the Consulate and Immigration Department were cancelled due to the closure of all government and private offices in view of the storm.

At 8am, the Consulate announced on its Facebook page that all its offices including the Philippine Overseas Labor Office and the Overseas Workers Welfare Administration would be closed until further notice.

An OWWA insider said some staff of the two attached government agencies went to their offices to do some work. But the offices were closed and a few workers who tried to go up to the 29th floor of United Centre were not allowed entry by guards.

Also affected were domestic helpers who were hoping to be tested for coronavirus today before they move into the homes of their new employers.


The free community-wide testing for Covid-19 at Harbour Road Sports Centre in Wanchai, as well as in Kwai Tsing, Kowloon City and in YauTsim Mong were also put on hold because of the typhoon that was hardly felt in the city.

The Immigration Department suspended all smart identity card replacement centers and advised those with an appointment for replacement of their smart IDs to go to the SIDCC concerned tomorrow or any subsequent working day without having to make a new appointment.  

Also a casualty was the daily “Symphony of Light” Show on both sides of the harbor, which was canceled for the second day running.

The Observatory forecast that the rains and cloudy skies that were evident throughout the day would ease off tomorrow. Temperatures will be between 24 to 28 Celsius.

Govt extends gathering restrictions for another week

People are asked to continue practising good personal hygiene to prevent a new spike in cases

The government has extended for another week regulations allowing only up to four people to gather in public, and requiring everyone to wear a mask in all public places, unless doing strenuous exercises.

Also to be maintained are the requirements that no more than four people could sit together in restaurants, and only two in bars. Everyone must wear a mask, unless eating or drinking.

And despite an intense lobbying by musicians and other performers who have been out of jobs for months, the ban on live shows remain in force.

The restrictions, which were due to lapse on Friday, Oct 16, will be extended for another week, or until Oct 22.

The press statement quoted a spokesman for the Food and Health Bureau as saying that the seven-day average of locally acquired cases continued to increase, with a number of them being from unknown sources.

But he said the aim is not to have zero infections for an extended period of time.

“Although we would much prefer seeing no local cases, it would be unavoidable to have sporadic cases and clusters in the community from time to time as the virus will co-exist with us for quite a long period of time before effective treatment and vaccination become available,” said the statement.

There is now a targeted approach for reducing the number of infections within the community, said the spokesman. This means, working closely with relevant trades to strengthen infection control measures within their venues.

The public is also advised against letting their guards down despite the number of cases falling to between single digits or low double digits in the past several days.


The statement warned of a large-scale community outbreak if people did not keep up with the social distancing protocols. It said the latest virus strain has higher transmissibility, which means that unless people took extra care, the predicted fourth wave of the epidemic may arrive early.

100 HK Phil members to quarantine after colleague gets infected, says report

A woodwind member of the Hong Kong Philharmonic Orchestra reportedly tested positive for Covid-19 today, Oct 13.

The Art Venue Performing Arts Magazine, citing inside sources, said the member last performed in HK Phil’s concert last Friday. All 100 members of HK Phil will reportedly be taken to a quarantine centre as a result. 

Another unconfirmed report identified the member as Lorenzo Antonio Iosco, the orchestra's principal clarinet player who performed last Friday and Saturday (Oct 9 and 10) at the Hong Kong Cultural Centre in Tsim Sha Tsui. Chief Executive Carrie Lam was reportedly in the audience last Friday.

The second report said the 100 other members of the orchestra will be required to stay at the Chuk Tsui Bay Quarantine Centre.

A Department of Health information officer confirmed on inquiry that a member of the HK Phil tested preliminary positive today. He said an epidemiological investigation is underway so no other information is available.

He also could not immediately confirm that all 100 members of the orchestra will be placed under quarantine.

The Centre for Health Protection did confirm, however, that there were eight confirmed Covid-19 cases as of midnight last night.

The new Filipina patient tested positive while under hotel quarantine

Four of the cases were imported, including a 39-year-old Filipina domestic helper who tested positive while under quarantine at the Silka Far East Hotel in Tsuen Wan. She arrived on Oct. 2 aboard Cathay Pacific Flight CX 906.

The other imported cases were two returnees - one from India and another from France - and a cargo crew from Germany.

The other four cases were locally acquired, two of them with unknown source. One, a 68-year-old man, consulted a private doctor after developing a fever on Oct 5. Three days later he sought medical treatment at the Tseung Kwan O Hospital where he tested positive.

A 32-year-old male family member who lives with him in Tseung Kwan O is also among the newly reported cases announced today.

The other untraceable case was that of a 48-year-old man who developed fever on Oct 10 and went for a medical check-up at United Christian Hospital where he was tested for the coronavirus. He works at Cityplaza One and last went to work on Oct 9.

The only case linked to a previous case is a 33-year-old man who lives in Tsuen Wan.



CHP did not hold its usual press briefing today because storm signal no 8 remained hoisted throughout the day amid the strong winds and rain brought on by typhoon Nangka as it made its way toward Hainan island.

T8 was raised at 5:40am as typhoon Nangka brushed past HK


The Hong Kong Observatory raised typhoon signal no 8 at 5:40am today, Oct 13, as tropical storm Nangka moved closer to the city.

Classes of all-day schools have been suspended for the entire day. Offices are also shut until the typhoon signal no 8 is lowered.

The Philippine Consulate has also closed for the entire day, and its services suspended until further notice. All those who have confirmed appointments today may go on another day of their choice to complete their transactions.

Public bus companies - Kowloon Motor Bus, CityBus and New World First Bus --- also announced that most of their daytime bus services will be suspended until further notice, while the MTR will run at reduced service.

Outlying ferry services were suspended after 6:30 am. 

Nangka continues to bring squally showers to the south China coast. Winds are strong over offshore waters and on high ground, occasionally reaching gale force.

While the storm is gradually moving away from Hong Kong, winds are still expected to strengthen further, especially in the southern part of the island.  

At 5 am, Nangka was estimated to be about 450 kilometres south of Hong Kong (near 18.3 degrees north 113.5 degrees east) and is forecast to move west or west-northwest at about 22 kilometres per hour toward Hainan.

There will be swells and very rough seas. Members of the public are advised to stay away from the shoreline and not to engage in water sports.

In the past few hours, the maximum sustained winds recorded at Waglan Island, Cheung Chau Beach and Tate's Cairn were 75, 59 and 55 kilometres per hour with maximum gusts exceeding 85, 72 and 71 kilometres per hour respectively.

DH jailed 7 months & her employer, 3 years, for roles in online sex ring

A female helper who admitted to helping her employer run a multi-million-dollar online sex service business for over nine years, is expected to be released from jail tomorrow, Tuesday, as she had been in custody longer than her seven-month jail sentence.

Only the processing of her release papers kept Jo-An Palpal-latoc, 45, from being freed immediately after being sentenced by Judge Amanda Woodcock in District Court this afternoon, Oct 12.  The Filipina had to detained temporarily after being out on bail for several months.

Her employer, 68-year-old Wong Pui-ting who operated the high-end sex booking syndicate from her luxury flat in Tavistock 2 on Tregunter Path, Mid-Levels, was immediately taken into custody to begin a three-year jail sentence.

Both defendants pleaded guilty on Oct 5 to one count of conspiring to live on the earnings of prostitution, and to three counts of money laundering for handling the proceeds from the pimping offense.

After the sentencing, Consulate officers who attended the hearing were jubilant over Palpalatoc’s impending release. The Filipina was taken into custody after her arrest, and was detained more than a month longer than her 7-month sentence.

“From the start, we have supported her because she is a good person and was only a victim of her employer,” said Social Welfare attaché Elizabeth Dy.

The court heard that Palpal-latoc earned a total of $203,000 from the sex ring over a nine-year period, while Wong raked in $2.5 million every year.

Wong, a former prostitute, set up six online sex booking services including hongkongescort.com, hongkongescort.co, escorthongkong.com and  hongkongescortservices.com, and left Palpal-latoc and another maid to make the bookings.

From Jan. 1, 2009 to May 15, 2018, shortly before the operation was uncovered, three bank accounts held in the name of Firstmount Investments Ltd, where Wong was the sole shareholder and director, showed earnings totaling $32.3 million.

Palpal-latoc said she and another Filipina helper, Jeanette Gallego, 47, were ordered by Wong to take phone calls, book clients and contact suppliers of prostitutes from May 2009, a month after she was hired.

Police busted the operation during a raid on May 18, 2018 and arrested Wong and the two maids.

In mitigation, Wong’s lawyer, Charlotte Draycott SC, told the court her client had employed Palpal-latoc for more than nine years, and had given the Filipina’s family her long service award and continued to pay her salary until her work contract ended.

Woodcock said Palpal-latoc’s role in the sex service business run by Wong was minor, like that of her co-helper Jeanette Gallego, who was jailed 10 months after admitting a charge of conspiring to live on the earnings of prostitutes.

The judge said she had considered Palpal-latoc’s guilty plea to the four charges, and her role in convincing her employer to plead guilty to bring the case to an end. Wong, who had a private counsel, earlier refused to admit the charges against her.

Woodcock said she also took into account letters from the Consulate about Palpal-latoc being a victim of her employer. The maid reportedly agreed to help in the illicit operation due to financial stress as the sole breadwinner of her two children and her elderly parents.

The Consulate said in its letter that Palpal-latoc had to live for 20 months in a crowded shelter run by the PCG during the pandemic, with no income for 285 days and relying only on friends’ contributions for her personal needs while the case dragged on.

Woodcock sentenced the maid to seven months in jail for each of the four charges, all sentences to run concurrently. The judge gave discounts for her help in getting Wong to plead guilty, and a further discount for her long wait for the trial.

For Wong, the judge said she had considered the defendant’s guilty plea which she communicated three weeks before the first day of trial, her age and her health condition. She meted Wong a 3-year jail term on each of the charges, all sentences to run concurrently.

A charge of money laundering to which Wong pleaded not guilty was dropped as the prosecutor said American Express did not cooperate in supplying evidence relating to some $24 million proceeds from the sex ring that were kept in an Amex bank in Macau.

Judge Woodcock set the hearing of an application for a confiscation order for all proceeds from the illicit operation to Dec. 30.
