OFW removed by HK after contracting Covid-19 finds new employer

A Filipina domestic helper who was put on a flight back to Manila by Immigration officers in late September after she tested positive for coronavirus on arrival in Hong Kong, is back.

The 35-year-old woman, E.G.S. happily informed The SUN about her return, and said she was spending her 21-day quarantine in a hotel in Kowloon following her arrival on Jan 29.

E.G.S. admitted to being a bit nervous when she passed through Immigration, and was relieved when she got through without a hitch.

Ang laking ginhawa at worth it ang lahat ng pagod nang makalusot ako sa Immigration para kunin ang aking mga bagahe,” she said.

(It was such a relief, and was worth all the trouble after I got through Immigration to collect my luggage).

After her swab test, she and four other Filipinas were taken away from the airport in a van, and taken to their hotels.

E.G.S. said her employment agency in Manila that deployed her unsuccessfully last year called her to say it had received a job order for her as soon as she arrived back in Bacolod City after her sad ordeal in Hong Kong.

It was Placewell International Services in Ermita that sent her and 12 other new hires to Hong Kong on Sept 9 last year after receiving their certificates of negative test results from the Lung Center of the Philippines before their flight.

The group members were swab-tested at the Hong Kong International Airport upon arrival and 10 of them, including E.G.S., were found infected within days - five at the airport, three the next day, and two days later.

They were sent to various hospitals across Hong Kong for isolation and treatment, with E.G.S. and another fellow recruit, being taken to Princess Margaret Hospital in Kwai Chung.

The first to be removed from Hong Kong after her discharge from Pamela Youde Nethersole Eastern Hospital was Ermelyn Deno on Sept 19. E.G.S. was sent back home four days later after 13 days of quarantine.

Immigration officers said at the time that the workers were removed and sent back to Manila because their employers allegedly backed out on hearing that they had tested positive for Covid-19.

E.G.S. said she paid Placewell Php45,000 for that botched deployment, so, when she returned to Manila, she tried to claim a refund. But instead of returning her money, the agency told her it would find her another employer at no cost to her.

“Hindi na ako siningil kasi yun ang usapan namin. Hindi naman din nila ibinalik yung pera na ibinayad namin kahit hindi pa kami nakapagsimulang mag-work,” she said.

(They didn’t charge me because that was what we had agreed on, as they didn’t reimburse the money we paid them even if we never even got to start working.)

She said she was overjoyed when the new employer hired her because she was worried about repaying the money for her placement that she borrowed from a lending company. She said she signed up for a loan of Php50,000 but actually got only Php44,000, which she was supposed to pay in six monthly installments totaling PhP68,168.

The mother of two boys, aged 12 and one year and five months, said despite the new job secured for her as soon as she arrived in Bacolod, she had to wait three months for her documents and work visa.

During that time, she had no income but sold frozen goods bought with funds collected from generous overseas Filipino workers by Marites Palma and her group Social Justice for Migrant Workers.

But since their house was far from commercial areas, E.G.S. said she barely made money from her small business, and her family ended up eating some of the food that she was selling.

When her visa finally arrived, E.G.S. said she was penniless and could not travel to Manila because she couldn’t afford a plane ticket. Her agency in Hong Kong, Goldenfull, bought the ticket so she could fly to Manila in preparation for her return to Hong Kong.

Now halfway into her quarantine, E.G.S. fights boredom by watching cooking classes on TV, doing zumba dancing or calling her quarantined friends.

Last Sunday, Palma delivered fruits and bread to her hotel; today another friend brought her noodles, biscuits, French bread and water, as well as medicine for her foot blisters.

She will have her second swab test tomorrow, Feb 9, and a third on her 19th day in quarantine. She is keeping her fingers crossed that nothing untoward will happen to her again.

For now, her only worry is that her employment visa will expire on the day she ends her quarantine on Feb. 19. She hopes her agency will help her with this so she could start serving her new employer.

“Sana para na talaga sa akin ang amo ko na ito sir... nang makapagbayad na sa mga utang. Ayyyy! Buhay sa Pinas kahirap,” she sighed. (I hope this employer is really meant for me sir…so I’d be able to repay my debts. Ah! How tough life in ’Pinas is.)

Outdoor sports venues to reopen from tomorrow

Jogging tracks are among those that will reopen, but under strict distancing measures

Outdoor sports facilities run by the government through the Leisure and Cultural Services Department will reopen from tomorrow, Feb. 9, in a first sign of the easing of strict anti-Covid restriction imposed since Dec 10 last year.

However, most will close down again over the Lunar New Year holidays.

Among those that will be reopened are outdoor running tracks in sports grounds (for jogging only), tennis courts, bowling greens, gateball courts, Ngau Chi Wan Park archery range, Shek O obstacle golf course, cycling facilities, outdoor badminton courts, outdoor table tennis tables, and the sports climbing walls, archery range, golf driving range and practice greens at Tuen Mun Recreation and Sports Centre.

Amusement parks, beaches and barbecue areas will remain closed.

Ahead of the reopening, Secretary for Home Affairs Caspar Tsui went on a site inspection visit to Victoria Park in Causeway Bay today, Feb 8. He checked preparations being made by staff to limit the number of players permitted inside courts or lanes, the closing of spectator stands, placing of disinfectant carpets, and other anti-virus measures.

The LCSD has also arranged for staff members at relevant venues to undergo Covid-19 testing once every 14 days in order to safeguard their health and that of the public.

Tsui reminded anyone who uses the reopened leisure facilities to take note of social distancing, and to wear a mask before and after exercising.

He also advised would-be users to download and install the "LeaveHomeSafe" mobile app in advance to avoid delaying their visits. Those who opt to register their personal information on-site are reminded to arrive earlier to avoid delaying their visits as a longer time is required for such registration.

Under the Prevention and Control of Disease (Cap 599F), users are required to scan the "LeaveHomeSafe" QR code or register their names, contact number and the date and time of the visit before being allowed to enter sports premises to be reopened, for contact tracing if a confirmed case is found.

Online booking of the facilities via Leisure Link started on Saturday, Feb 6 while the booking office of the District Leisure Services resumed operation today. Counter bookings and self-service kiosk at the venues will resume from tomorrow.

Outdoor sports premises under the LCSD will continue to be open to sub-groups with no more than two persons playing together. They should keep a distance of at least 1.5 meters, or with partitions between them.

The outdoor facilities will mostly close during the first three days of the Lunar New Year (Feb 12 to 14) while parks and playgrounds operated by the LCSD will remain open.

Some outdoor venues will, however reopen a day early, or on Feb 14, like the tennis courts and the archery range at Ngau Chi Wan Park, and the sports climbing walls, archery range, golf driving range and practice greens at Tuen Mun Recreation and Sports Centre.

Quarry Bay building evacuated, 130 students to be quarantined

Everyone living in flat 04 on all floors of Wai Lee Building will be quarantined

A partial evacuation of Wai Lee Building at 997 King’s Road in Quarry Bay got underway today, Feb 8, after an overnight lockdown found three probable Covid-19 cases, on top of four previous infections already found there.

A government press release said that at 2am today, Feb 8, three preliminary positive cases were found after testing 860 people in the building.

Dr Chuang Shuk-kwan from the Centre for Health Protection later identified one of the new cases as a Form 6 student in Shau Kei Wan who took the same examination at the beginning of February with a patient from the same block who was confirmed earlier.

Chuang said the two students did not know each other and did not sit close to each other during the exams, but they could have used the same facilities such as a washroom. They both developed mild symptoms while taking the exams.

As a precautionary measure, about 130 students who took the tests in the same room will be quarantined, along with three teachers and an undetermined number of cleaners.

Their family members will have to undergo coronavirus tests, along with the other people in the school who were present during the tests.

“We are still checking the numbers,” Chuang said.

All residents in flats 04 on every floor are to be evacuated and moved to a quarantine center after an expert said there was evidence of vertical transmission in the building.

The ambush lockdowns of residential buildings continue, with the latest being Man Ying building in Jordan. All residents there will not be able to leave overnight until they have undergone  testing for coronavirus, and can produce negative results.

Chuang reported 32 new cases, 4 of them imported, including a FDW from the Philippines

Chuang also reported that 32 new Covid-19 cases were recorded as of midnight last night, including four brought in from abroad.

The imported cases included three from Pakistan and one from the Philippines. Two of the Pakistan arrivals tested positive at the airport, while the third, a one-year-old baby boy, was found infected 19 days after arrival.

The 34-year-old traveler from the Philippines is a domestic helper who arrived on Jan 26 and tested positive on her 12th day in quarantine.

Of the 28 local cases, 22 were linked to previous infections, while six had unknown sources. As a result, compulsory testing was ordered for all residents in the six buildings where they live.

These include Shau San House in Tsuen Wan; Tower 2, Century Tower in Mid-Levels; Man Ying Building in Yau Ma Tei; Hang On Building in Sham Shui Po; Ching Wo House in Tsz Wan Shan; and Block 6, Tsui Ning Garden in Tuen Mun.

Chuang also said more than 20 preliminary positive cases had been recorded.

These included “quite a number” being found in Tung Fat building in North Point, where no additional infections were found after an overnight lockdown more than a week ago.

“Compulsory testing will have to be issued again for the residents there,” said Chuang.

Among the new cases was one linked to the construction sites for the third airport runway. The patient was among those quarantined after a breakout at the sites.

On questioning, she also said that investigations are still being carried out on the source of infection of a visitor from Shenzhen who was able to join his family in Hong Kong shortly after arrival as he was exempted from quarantine.

Chuang said a family member who arrived with the patient was also found infected, along with three other relatives living with them.

Meanwhile, 502 confirmed patients were still being treated at 24 public hospitals and the treatment facility at AsiaWorld Expo as of 9am today. Among them, 24 are in critical condition, 24 are in serious condition and 453 are stable.

Hong Kong’s total Covid-19 tally is now 10,667 confirmed cases and one probable case.

Officials warn of legal action vs patients who hide health information

Residents have been warned against hiding infection-related information, saying they could be prosecuted.

Dr Chuang Shuk-kwan from the Centre for Health Protection said this as she disclosed that a 32-year-old pregnant woman who hid the fact that she was a close contact of a Covid-19 patient, had come down with the virus.

The woman and the first patient lived together in a subdivided unit at 159 Reclamation St in Yaumatei.

During compulsory testing ordered for all residents of the building on Jan 31, the earlier patient was found. Nine other people who were staying in adjacent subdivided flats were sent to quarantine as a result.

“We were told that the previous patient asked the close contact, who was the pregnant woman, to return to the household after everyone had gone,” Chuang said.

The woman who went to Queen Elizabeth Hospital for pregnancy check-ups also did not disclose that she had a family member who had caught the virus. After developing a low-grade fever and loss of taste she went to Kwong Wah Hospital on Feb 5 where she tested positive.

The two patients now face legal action for not disclosing information under the Prevention and Control (of Disease) Ordinance.

"If we have evidence the confirmed case has intentionally refused to disclose all information, and hiding information from us, that may lead to the spread of illness, we may take legal action," Chuang said.

At today’s press conference, Chuang disclosed that the number of coronavirus cases had gone up slightly to 27, and they included three imported cases, all of whom were domestic helpers from Indonesia.

Two of the three Indonesian, aged 41 and 37, arrived in Hong Kong on Feb 5 while the third, aged 32, arrived on Jan 17 and tested positive on the 19th day of her quarantine at Ramada Hong Kong Grand Hotel in Tsimshatsui.

Chuang said six of the 24 local cases had untraceable sources. They live in Greenery Place Tower 2 in Yuen Long, Ming Tai House at On Tai Estate in Kwun Tong, Oi Wo House at Tai Wo Estate in Tai Po, Ping Yat House at Yat Tung Estate, Hong Cheung House at Cheung Hong Estate in Tsing Yi, and Block 3 of Grand Palisades in Tai Po.

These buildings will be placed on the compulsory testing list, Chuang said.

Among those linked to previous infections was a close contact of a worker at the third runway project in Chek Lap Kok.


Meanwhile, Dr Sara Ho from the Hospital Authority said that as of 9 am today, 505 confirmed patients were being treated in 24 public hospitals and the Asia World Expo treatment center. Of these, 23 are critical, 24 are serious and the remaining 458 patients are stable.

Ho said one 83-year-old woman at Yan Chai Hospital in Tsuen Wan was found to be preliminary positive of the virus during additional screening after being admitted on Feb 5 due to a sustained stomach ache. She has been isolated since.

Five patients who shared the same ward with the elderly woman were tagged as close contacts and would be quarantined, Ho said. She said no medical staff in the ward was classified as close contact because they all wore protective gear while on duty.

Contact tracing and thorough cleansing and disinfection of the ward are underway.

DH upbeat about reuniting with son despite job loss

Aileen was among those who slept at HK Airport overnight for their Friday morning flight

Domestic worker Aileen O. is a different breed of OFW. When her female employer told her to pack up and took her to the airport Thursday night, she meekly accepted her fate and looked to reuniting with her daughter and pursuing her backyard business.

The 27-year-old mom was calm and collected when told at Hong Kong International Airport that she could choose to stay on and look for another employer. She had by then spent just over a year with her employer, Ms. Li.

She was whisked to the airport by her employer two weeks after she gave a one-month notice of termination. She expected to be gone by Feb 20 but was told she needed to leave immediately. She did not resist.

According to Aileen, she decided to quit after her female employer became distraught and difficult to deal with after frequent quarrels with her husband. The helper also overheard her employers fighting and talking about getting a divorce.

Aileen said the employer paid her monthly salary of $4,800 for January, gave her $900 for her annual leave and a $100 travel allowance. The employer also gave her $158 for her air ticket from Manila to Tacloban.        

She said she was unaware of the 14-day allowance given by Immigration Department to terminated helpers, otherwise she could have used the time to buy some chocolates for her 7-year-old son.

ut even after being told about the grace period, Aileen said, “Uuwi na lang po siguro ako sa amin.” (I might as well go home).

She said foremost on her mind was settling a family problem. Secondly, she was eager to manage her thriving poultry business.

Earlier Thursday evening, she appealed for help in securing a suitcase or a bag large enough to hold her stuff through the Facebook page of DWC Help Group.

She said in that post that she had no money and hadn’t had lunch and dinner when the employer told her to leave. She thought she could get out of the house on her home Friday morning.

But her employer had other plans for her. “I’ve just lost my job, I won’t be able to pay your salary anymore,” Aileen quoted Li as saying when she got home Thursday night, before saying the helper needed to leave the next day.

The day before, Aileen felt compelled to challenge Li to just let her go, when the employer reportedly stopped her from charging her gadgets and switched off lights inside her room.

Before this, Li allegedly shoved her and wanted to hit her because she made a little noise while the children were asleep, but Aileen warned her that was against the law

But their conflict started weeks earlier, when the employers’ marital woes appear to have affected Li so much so that she would often shout at Aileen, find fault in her work and give her leftover food to eat. Aileen took out her phone and showed a photo of a saucer of fish bones the employer allegedly gave her one evening for dinner.

All these prompted her to give the employer a month’s notice of termination on Jan 20. In response, Li booked her on a Cathay Pacific flight to Manila for Feb 20. 

“Dati naman ay mabait siya sa akin. Maganda ang relasyon namin. Alaga ako sa pagkain. Bigla na lang nagbago,” Aileen said. (She used to be kind to me. Our relationship was good and she gave me enough food. Lately, she changed.)

Aileen recalled that when she left her first Hong Kong employer after just three months last year, Li hired her and paid the former employer $4,520 in lieu of notice so she would let the helper g

The helper said Li became mean and short-fused after fights with her husband. Even her children were not spared from her bad temper. At times, Aileen would see her stare out of their 15th floor window, tears rolling down her cheeks.

Despite her abrupt departure, Aileen showed no sign of worry. When asked about what she would do back home, she said she would tend her poultry business.

She said with a little savings in Saudi Arabia, where she worked for two years before coming here, she bought a lot in her hometown of MacArthur, Samar and set up the poultry. It has 200 layers that produce five to six trays of eggs a day that her mother gathers.

Aileen said everyday regular buyers came to pick up the produce, paying Php210 per tray.  The eggs are sold out because her poultry farm is the only one in her village.

“Malakas ang poultry. Kaya gusto ko iyon na lang gagawin ko, ako ang mag-manage,” said Aileen. (Poultry is good business. So I want to focus on it, I want to manage it.)

She added that when she gets home, she will use her one month’s salary for business expansion by buying feeds and retailing them to neighborhood customers.

“I want to show others what an OFW can do at home. I don’t want to be an OFW forever,” she said.
