In the six years that she had worked as a domestic helper in Hong Kong, starting her own business and being in public service were never far from the mind of 36-year-old Janice Morales de Pablo.

In the first place, she and her former college sweetheart and now husband, Rex de Pablo, already had a clear idea of what business they wanted to set up. For another, she had always done something to help fellow residents of her hometown of Batuan in Balasan, Iloilo.

Long before she set out to work in Hong Kong in 2007, aged just 23, Janice was already deep into community work, having served as Sangguaniang Kabataan chairman in Batuan and vice president of the Sangguniang Kabataan Federation President in Balasan, a fourth class municipality.

Her father, who worked as a carpenter and tricycle driver, was also a three-term barangay captain in Batuan, a role that her younger brother Dino also took on for a while, until he decided to become a fulltime police officer.

Thus, when the question came up as to who should next occupy the post, Janice, though heavily pregnant, became the natural choice, not only of her family but the other elders in their barangay.

Sabi kasi ng mga tao, ang daming naiwan na magandang legacy ang tatay ko. At saka bata pa daw ako at aktibo kaya marami pa akong magagawa para sa barangay,” Janice said. (People said my father left a lot of good legacies. Also, they said I was still young and active so I could still do a lot for our barangay).

It thus came to pass that she ran unopposed for the post of punong barangay in 2018.

But that is just part of what Janice has achieved since returning to Iloilo in September 2013. With Rex, whom she married two years earlier, she started not just a family, but also a company that they had long dreamed about.

Janice says the company which they called 21 Designs Printing Services, was one of the reasons she decided to work abroad, and grab an opportunity to join the Ateneo Leadership and Social Entrepreneurship course in Hong Kong.

(I was listless then because I wanted to have additional learning. Thus, when I read about LSE in The SUN, I immediately applied. And 21 Designs was the product of the guidance I received from The SUN publisher Leo A. Deocadiz, who was my LSE mentor).

With capital pooled from their savings and investments from Janice’s father and two siblings, 21 Designs was officially formed in 2018. 

But the seed for it started way before, when Janice and Rex agreed to set up a T-shirt design and printing business. At the time, Rex was working as an artist for a printing press in Molo City owned  by Rosendo Mejica, a cousin of former Consul General to Hong Kong and now Ambassador Noel Servigon.

On the side, the ever resourceful couple who both have a computer technology degree, was already doing printing jobs, but needed to raise more capital to start their own business.

In 2011, armed with newfound confidence in running her own business, Janice went home to marry Rex. However, she decided to go back to Hong Kong to serve another two-year contract as they needed more money for their dream business.

When she finally went home for good Janice poured her energy into setting up the business she and Rex had long worked hard for. In between having two children who are now six and three years old, the two began building the company that they now call simply as 21 Designs.

Seven years hence, the company that is registered in Janice’s name now has a fulltime staff of five: two artists, one secretary, one machine operator and one t-shirt printer. Rex acts as chief of operations while Janice and her two siblings who are also invested in the company handle the finances, marketing and supply procurement.

From their initial venture of T-shirt design and printing, they have branched out to doing car and motorcycle stickers, decals, calendars, shop receipts, risograph and photocopying. When demand for a certain product drops, especially amid the pandemic, they shift to doing other services.

By this time, the couple had decided to move from Molo to a more laidback life in Balasan, where they have bought their own home and a rice field that has been augmenting their monthly income.

Janice tested her business acumen further by setting up a shop called Bugay Pasalubong in the town center, where she sold native products created by native Aetas in the province, and inmates in a nearby jail.

But the focus on their own business never waned, so that in no time, their company acquired a reputation for quality, dependability and good service. It now counts among its satisfied clients several local government units and agencies like Tesda (Technical Education and Skills Development Authority) and companies like Yamaha and the St. Peter’s group.

Like any other businesses, 21 Designs has had its ups and downs. Surprisingly, the one that devastated it more was not the pandemic, but typhoon Ursula which struck in December 2019, leading to lots of order cancellations, and caused extensive damage to their souvenir shop.

Then came March, and Covid-19 dealt them a further blow with schools canceling T-shirt orders and other services like printing souvenir programs and book-binding.

But, with their innate resilience, Janice and Rex found ways to cope. They took on other printing jobs, and with his photography skills, Rex even worked as wedding photographer to generate additional income for their family.

Janice, on the other hand, embraced public service and has been busy dreaming up and executing projects for Batuan like installing street lights, buying mono bloc chairs for the barangay hall, school supplies for children and medicines for senior citizens, and acquiring a grass cutter and initiating “Regalo sa Basura” to promote cleanliness.

Most recently, Batuan bested all barangays in Balasan when it won the Communal Garden 2020 award initiated by the Department of Social Welfare and Development to address malnutrition.

The jobs of running the barangay, helping out in the business and looking after her children have taken their toll, says Janice, “kaya ang payat ko na.” (That’s why I am so thin now).

But she has no regrets. Having survived six years working as a domestic helper abroad, and a longer time setting up a business, starting her family and taking up public office, there is no doubt she will continue to survive, and thrive.

Her advice to OFWs still dreaming of going back home and starting their own businesses shows her simple secrets to success: “Magsipag at magtiyaga, at siyempre, manalangin din. Kasi iyan ang pinaka powerful sa lahat.” (Work hard and persevere, and of course, pray, because that is the most powerful [weapon] of all).

BioNTech jabs suspended until further notice due to sealing defects

Vaccination centers put up suspension notice after giving jabs to hundreds of people

The government has cancelled bookings for the BioNTech jabs at all 21 community vaccination centers today “until further notice” due to a defect with the vial seals of batch 210102 of the vaccine, which it has procured for residents.

The government said it took the step after being alerted this morning by Fosun Industrial Co. Ltd, which distributes the vaccine in Greater China, about the packaging issue.

In a statement, the government said:  “So far, BioNTech and Fosun Pharma have no reason to believe that there is a risk to product safety. However, for the sake of prudence, vaccination of the batch 210102 should be suspended until the investigation is completed.

“Meanwhile, batch 210104, another batch of BioNTech vaccines procured by Hong Kong, should also be put on hold and not be administered. This is a precautionary measure to continuously ensure vaccine safety.”

In an interview with reporters, Secretary for Food and Health Dr Sophia Chan, tried to allay public concerns.

“Fosun Pharma has told us that they have no reason to say the drugs now have safety risks. But they found some packaging defects, so they need to investigate it,” she said.

Director of Health Dr Constance Chan explained that the suspension order was given after several incident reports concerning the vaccine, including 8 on cracks in containers, 22 cases of leakage due to extra pressure on the vials, 16 on loose caps and 8 on dirty marks on the bottles.

But she said those who had jabs from the questioned batch should not worry as staff followed strict protocols when administering the vaccines.

The health officials said 150,000 people had their first dose of the vaccine from batch 210102, which was the first to be administered to those who opted to take the BioNTech jab.

The batch which arrived on Feb 28th contained 585,000 doses. The other, batch 210104, had 758,000 doses.

The Department of Health said it will hold an urgent meeting with Fosun Pharma today to obtain further details of the incident and discuss follow-up measures.

Meanwhile, those who have made appointments to receive BioNTech vaccination from today onwards need not go to CVC for vaccination, the statement added.

Before the announcement was issued, hundreds of people with appointments had gone to vaccination centers across the city. The first on the queues were given jabs, but those who came later found the vaccination centers closed, with notice board announcing the cancellation of their bookings.

As no advance notice was given, some said they waited for at least an hour to get word on whether their vaccination would push through.

Most, if not all centres had reportedly administered the vaccine to hundreds of people before the suspension order got out.

At the vaccination centre in Sai Wan Ho, 53 people had been injected by the time the suspension order arrived between 8am and 9am. In Kwun Tong, medics had inoculated more than 140 people before they were ordered to stop, according to local reports.

Another report on social media said the center in Tsuen Wan was still giving the BioNTech jabs at around 9:30am.

Those who have appointments for tomorrow said they did get an SMS advising them to wait for further notice.

Not a few who have received the jab have expressed alarm on seeing from their vaccination records that the dose they got was from the questioned batch.

“The jab I got on Saturday was from this batch!”, said one, who accompanied her post with a sad face emoji.

In response, another said: “Oh no, my first jab on Monday was from this batch, too.”

The controversy is likely to cause a further blow to the government’s effort to convince residents to get vaccinated, with just about 6% of all qualified residents having gone for their jabs so far.

Filipina gets suspended sentence for selling fake Ray-Bans

A Filipina domestic worker thought she’d make a little money on the side by selling fake Ray-Bans in a busy spot in Central on Jan. 17. But little did she know that the $25 sunglasses she was selling would lead her to great trouble.

D. Sebastian, 36, appeared in Eastern Court today, Mar 23, to face three charges relating to that single incident: selling and possessing counterfeit goods and violating her visa conditions.

She was in tears as Magistrate Peter Law sentenced her to a suspended sentence of six weeks in jail for each of the offences, to run concurrently.

But her tears turned to relief when the Tagalog court interpreter relayed the magistrate's message that she wouldn’t go to jail for now but must not break the law in the next 12 months, or her penalty will be activated, and added to her new sentence.

Sebastian earlier pleaded guilty to one count each of “selling goods to which a false trademark was applied,” “possession for sale or for any purpose of trade or manufacture goods to which a forged trademark was applied,” and “breach of condition of stay.”

The prosecution said that at around 2:30pm on Jan 17, Sebastian sold a pair of sunglasses with a forged Ray-Ban trademark to a Customs undercover agent for $25 on a footbridge linking the Star Ferry to the IFC2 Mall in Central.

As soon as the defendant accepted two marked $20 bills that he handed, the buyer identified himself as a Customs officer. The officer inspected two black trash bags beside the woman and found that one had dozens of fake Ray-Ban eyewear and another had assorted bogus signature sunglasses.

The officer arrested the defendant and seized the counterfeit goods comprising 121 pairs of fake Ray-Bans, 10 pairs of Oakley, three pairs of Gucci, seven pairs of Louis Vuitton, five pairs of Coach and four pairs of Chanel.

A check of the defendant’s identity showed she was a domestic helper with no right to do other work unless with permission from the Immigration Director.

In mitigation, her lawyer said Sebastian was single, a helper earning $4,920 a month and sending $1,500 a month to her parents and two sisters. He said she is the sole breadwinner and wanted to earn more to send to her family.

Meanwhile, a 71-year-old Filipino male cleaner also appeared in Eastern Court today, charged with possessing 255 sticks of smuggled cigarettes.

The prosecution said the defendant, M. Sarinas, was spotted by Customs officers standing on a pavement on Pok Fu Lam Road on Mar 9. When they searched his bag, they found the illicit cigarettes.

Sarinas was arrested and the cigarettes seized. He was then charged with possessing goods for which no customs duties had been paid

Law adjourned the case until May 11 for further investigation and extended the man’s bail.

CE says she’s looking at easing 21-day quarantine

CE Lam says she's aware of the huge impact of the 3-week isolation

Chief Executive Carrie Lam says she is aware of the huge toll on people of Hong Kong’s 21-day quarantine, so she’s looking into whether the isolation period could be brought back to 14 days in line with most other places.

Speaking at a press briefing before today’s Executive Council meeting, CE Lam admitted that the long isolation imposed on new arrivals in Hong Kong is very stringent, “but the fact is, we continue to have about 10 or so cases confirmed beyond the two-week period.”

However, she said she was “fully and acutely aware” of the pressure that the extended quarantine has put on a lot of people.

“To be isolated for 21 days is a huge load in terms of physical, psychological and other aspects,” Lam said.

She promised to personally look into whether the quarantine period could be cut while ensuring that there are enough safeguards so that infected travelers do not spread the coronavirus in the community.

Hong Kong has begun quarantining all incoming travelers in designated hotels for two weeks starting in December. But this period was extended to three weeks, the longest known in the world, after experts said the virus could incubate for longer than 14 days.

Before the quarantine, all arriving passengers from places outside China (excluding Macau and Taiwan) must test negative for the virus at the airport, and during two more tests taken during the 12th and 19th day of their isolation.

Meanwhile, of the 12 new Covid-19 cases reported today, eight were imported. Four came from Pakistan, two from the Philippines, and one each from Indonesia and France.

All tested positive on arrival at the airport, except for a 37-year-old Filipino male who was found infected while in quarantine at the Ovolo Hotel in Aberdeen.

Of the four local cases, only one had an unknown source. It involves an 88-year-old man who was taken to United Christian Hospital on Monday because of fever and shortness of breath.

Health authorities say the patient had been to a Chinese restaurant in Lam Tin where two other infected patients had dined during the incubation period. The elderly man also lives in the same public housing as one of the two but it’s not certain if they knew each other.

At the same press briefing, Lam said she would talk with overseas governments for deals that could allow cross-border travel of vaccinated residents.

Her statement affirmed plans by the government to offer incentives to residents who get themselves fully vaccinated such as exemptions from travel restrictions and social distancing measures.

But the chief executive stressed that the main motivation for people who get vaccinated should be to protect themselves and their family from coronavirus infection.

She said the vaccines will protect a person from getting infected. But even if they get infected after taking the jab, they will be able to avoid getting seriously ill.

So far, she said about 360,000 people in Hong Kong have been vaccinated, accounting for about 6% of those aged 16 and above who are qualified  to take the jab.

“That’s not bad, but there’s surely room to do better,” she said.

Fired Filipina DH charged with drug trafficking and overstaying

A former Filipina domestic helper who was found to have overstayed her visa after being arrested for allegedly selling marijuana appeared in Eastern Court today, Mar 23, to face charges of trafficking in a dangerous drug and breaching her condition of stay.

Dorina E. Miswara, 36, was read the charges when she appeared before Magistrate Peter Law. No plea was taken and she was remanded in custody pending further legal investigation and advice.

The case will be heard again on Apr 7.

Miswara was arrested on Mar 11 near exit B of the Kennedy Town MTR station during a police anti-drug operation in the area. A search showed the defendant allegedly had 16 grams of dried marijuana leaves in her possession.

On Mar 22, investigators discovered that Miswara had overstayed her visa as she only had until Mar 2 to remain in Hong Kong.

The prosecutor said the defendant came to Hong Kong to work as a domestic helper for a local family, but her employment was terminated prematurely.

She allegedly admitted selling the illegal drug for an unidentified man because she had no  income.

The defense lawyer applied for bail for Miswara, saying she could raise $1,000 for her temporary liberty.

But Magistrate Law rejected the bail application at the recommendation of the prosecution, citing the seriousness of the charge, the defendant’s lack of local ties and risk of absconding, and the fact that she is an overstayer.
