2.3M register for $5k e-vouchers for qualified residents

Online registration for the vouchers will be until Jul 17, for paper form, until Aug 14

There has been a surge in the number of people registering online for the $5,000 worth of electronic consumption vouchers which the government is giving away to qualified residents as part of its pandemic relief.

Reports say that as of this morning, Jul 5, a total of 2.3 million people have already Yesterday, a government statement said the number of registrants topped 1.5 million by about 7pm on the first day of enrolment.

This was despite an initial hiccup when the iAm Smart app, one of two ways of registering for the vouchers, became overloaded, causing long waits and error messages.

The government said things have returned to normal since, but still advised people not to rush as electronic registration will last until Jul 17, and until Aug 14 for those use the paper form.

The scheme, which allows people to buy goods electronically on their smartphones or Octopus cards, is expected to cost the government around $36 billion and benefit about 7.2 million.

All permanent residents aged 18 and above (as of Jun 18, 2021), and have not been absent from Hong Kong continuously for the 24 months immediately before Jun 18, 2021 (unless for studies, hospitalization, or any other valid reason) qualify for the electronic vouchers.

Holders of HK ID cards who are on one-way permits, including dependants, will also benefit.

Octopus users can expect the $5k to be given in 3 installments

Entitled residents can opt to get the e-vouchers by using their personal accounts with Octopus, HKT’s Tap and Go WeChatPay and Alipay. They will be sent in two or three installments, depending on which account is used.

Those who complete their online registration on or before Jul 17 can expect their first voucher on Aug 1 after their eligibility is confirmed.

Those who choose to submit paper forms may drop the completed forms, together with a copy of their Hong Kong identity card, into the drop boxes at 560 collection points in different districts starting today, Jul 5.


The collection points include all post offices and designated branches of Bank of China, Bank of East Asia, Hang Seng Bank, HSBC and Standard Chartered Bank.

HK’s first local variant patient gets 3 months for lying to contact-tracers

An Indian man who prompted a government order for all foreign domestic helpers to get tested for Covid-19 was sentenced to three months in jail today, Jul 3, on six charges of lying about his whereabouts after being found infected with the coronavirus variant.

Syed Mohamed Rizvi, 30, had pleaded guilty on all six counts giving false information to an authorized officer.

His Filipina partner, Victoria Marie Guadiz, 31, was allowed to walk away free after being sentenced to 20 days, the total time she spent in custody after pleading guilty to one count of the same offence. 

Both were out on bail pending the sentencing.

Magistrate Ada Yim sentenced Rizvi  to 2 months for two counts of giving false information on Apr 16 to a nurse who was tracing his movements on Apr 10 to 12, after he ended his  hotel quarantine and moved into Guadiz’ flat in Jordan.

He was sentenced an extra 3 months in jail for lying on Apr 17 during a video call with an Immigration officer who was also doing contact tracing. Both sentences will run concurrently.

In sentencing, the magistrate said that Rizvi, the first person in the community found infected with the N501Y variant of Covid-19, put the public’s health at great risk when he lied about his whereabouts on Apr 10 to 12.

“The worry of our health officials is that an invisible carrier will spread the variant in the community. This court wants to send a clear message to the public to give the right information for the sake of everyone’s safety,” said Yim.

Yim said by lying about his movements at the initial contact-tracing interviews, Rizvi started a cluster outbreak that infected 11 other people, sent more than a thousand to quarantine, and placed all foreign domestic helpers in Hong Kong under compulsory testing for coronavirus.

Three Filipina DHs who attended a gathering in Sham Shui Po hosted by Guadiz’s brother, who was himself infected by Rizvi, were all found to carry the variant. As the source of their infection was not known initially, the government ordered all FDHs to undergo compulsory testing.

One of the helpers who lives in Caribbean Coast, Tung Chung, unknowingly passed on the variant to her female employer and 10-month-old ward, prompting health authorities to send all residents of the housing block where they live to quarantine.

Guadiz, 31, who worked as a receptionist at a clinic in Central, was arrested along with Rizvi on May 8.


Summarizing the case against the two defendants, Yim said Rizvi lied to an Immigration officer when he falsely said he stayed alone at Guadiz’ flat at 10/F Parkes Building on Parkes St., Yaumatei, on Apr 10 and never went out.

He also lied on Apr 11, when he said he went to buy food in Jordan in the morning and to Tsim Sha Tsui to buy a cake at 5pm. Then he maintained he did not attend any family gathering on Apr 13 in Chai Wan and just stayed in Guadiz’s flat.

It was found out later that on Apr 10, he and Guadiz went to Citygate, then to Tong Fuk Village in Tung Chung for a gathering, before spending the night at Novotel. They also dined at Zak’s in Discovery Bay.

Later, he joined Guadiz in a family gathering at her mother’s flat in Fung Hing House, Hing Wah Estate, Chai Wan. After that party, Guadiz’s mother, brother, his partner and their baby son, were all found to also carry the variant.

Guadiz was charged for initially giving a wrong name to a nurse named Tang who interviewed her on the phone, and for denying she knew Rizvi.

But when another nurse interviewing Rizvi sent the man’s name to Tang via Whatsapp, the Filipina finally admitted she knew him and that they had both gone to Cheung Chau. She immediately recanted and hung up the phone, however, after being told that the man had N501Y infection.

The magistrate said she considered the mitigation cited by the defendant’s lawyer, who said that at the time he tested positive for the variant, he was about to leave for Dubai to return to his job as an engineer.

The defendant was said to have been shocked when he learned he was positive for the variant, and decided not to disclose his movements as he did not want to lose his job, which paid him the equivalent of $23,400 a month.

Rizvi, who holds a Hong Kong ID card, was said to have been born and educated in Hong Kong but had moved to Dubai to work eight years ago.

His lawyer said Rizvi was very remorseful for what he had done and offered his apology to the Hong Kong public whose health he had put at risk. He was especially sorry for the people who got infected, including his partner and her relatives and friends.

Yim also cited Guadiz’s mitigation, her clear record and her being a nurse who came to Hong Kong in 2008 despite a job offer in the United States.

Her Filipino lawyer, solicitor Gerard Morada, asked for a lenient sentence that would allow her to continue working soon because her 92-year-old grandmother in the Philippines relies on her for medical and financial support. 

After the sentencing, reporters waited two hours on the ground floor of the Kowloon City courthouse waiting for Guadiz to come out.

But when she emerged from the door, the elusive Guadiz shielded her face with a piece of paper and ran with her two companions to a waiting taxicab which then drove away.

HK on target to achieve 50% vaccination rate, as total tally nears 4M

Dr Chan says more people should get vaccinated so HK could attain herd immunity

Health Secretary Sophia Chan said on a radio program today, Jun 4, that she is hopeful that about half of the local population would have been fully vaccinated by September.

She made her comment as Hong Kong neared the 4 million mark in its vaccination rate for Covid-19. 

The latest tally shows a total of 3,961,700 doses of coronavirus vaccines have been administered to local residents. Of these, 2,370,400 have had their first jab while the remaining 1,591,300 had the full two doses.

If all those who just had their first dose would go on and take the second jab, that would be well over  half of the 6.5 million people qualified to take vaccine. 

On Saturday, a record 61,500 people had themselves inoculated. Sunday’s tally was slightly lower, at 52,900, but well within the daily target set for achieving a vaccination rate of at least 50%.

While welcoming the surge in the number of people getting the jabs, Chan said more needs to be done to encourage the public, especially the elderly and the young people, as well as frontline workers, to get vaccinated if herd immunity is to be achieved.

“Fifty percent is not enough if we’re talking about building herd immunity. Many of our experts said at least it should be 70%,” she said.

Chan again urged the public to get inoculated, saying social distancing restrictions and border controls can be relaxed further if the take-up rate increases.

Vaccine uptake is said to be low among the young, the elderly and frontliners

Meanwhile, three male residents who returned last week from Britain for their summer break were confirmed today as carrying the L452R strain linked to the Delta variant of the coronavirus.

The first case is a 15-year-old student who arrived on Jun 30 on British Airways Flight BA031 from London. He developed symptoms and his sample was tested positive on Jul 3, the fourth day of his quarantine at Regal Airport Hotel.

The second confirmed case, a 20-year-old, also arrived from London on Jun 30 via a KLM flight KL819. He started to show symptoms on Jul 2 while in quarantine at Nina Hotel Island South in Wong Chuk Hang.

The third student arrived on Jun 28 also on a BA031 flight and was spending his quarantine at JEN Hong Kong in Shek Tong Tsui when he developed symptoms on Jul 2.

On Friday, the CHP said eight young people arrived in Hong Kong from London also carrying the L452R variant of Covid-19.

Fears over the rise in the number of travelers from the United Kingdom coming in with the mutated virus prompted Hong Kong authorities to again suspend passenger flights from the country starting on Jul 1.

The latest cases took Hong Kong’s total tally to 11,943, with fewer than five preliminary cases being investigated, the Centre for Health Protection said.

A total of 54 cases have been reported in the past 14 days ending Jul 3, including one local case with unknown sources and two import-related cases.

As at 9am today, there are a total of 58 confirmed patients being treated in 13 public hospitals and the North Lantau Hospital Hong Kong Infection Control Centre, the Hospital Authority said.

Among the patients, one is in critical condition, another is serious and the remaining 56 are stable.

Fully vaccinated travelers from HK may enjoy 7-day quarantine in PH

Fully vaccinated travelers from the 57 green places may enjoy 7-day quarantine in Phl (PNA File)

From tomorrow, Jul 5, overseas Filipino workers in Hong Kong may start having their vaccination certificates validated in the Philippine Overseas Labor Office to qualify for seven-day quarantine period when traveling to the Philippines.

This was after the Inter-Agency Task Force included Hong Kong among 57 “green” countries and jurisdictions from where travelers who have had two jabs of a Covid-19 vaccine at least two weeks before departure may avail of the shortened quarantine in the Philippines.

The regular quarantine period of 10 days will still apply for those flying in from outside the green list, whether vaccinated or not; and those coming from the designated green places, but are not fully vaccinated.

Filipino overseas who could present international certificates of vaccination (ICVs) were allowed to avail of the green lanes beginning Jul 1, provided they complied with other requirements. The green list was released on Wednesday, Jun 30, by the IATF.

Previously, only those who had their vaccination in the Philippines were allowed to enjoy the shortened quarantine, with health officials saying it would be difficult to verify vaccination records from overseas.

Also among those included in the exempted list is China, but surprisingly not Macau, which has probably the one of the best infection control measures in the world. Also out of the list are the United States, Canada, and much of Europe, which all have a high vaccination rate.

Presidential spokesperson Harry Roque said more places could be added to the list should data show that they have a low incidence rate of Covid-19.

“We’re not just looking at the percentage of people vaccinated in areas classified as green countries, but the prevalence rate as well,” he told a press conference on Jul 2.

Full vaccination records may be verified through POLO 

Under IATF Resolution 123-C, “green” countries are those classified by the Department of Health (DOH) as “’low-risk countries or jurisdictions based on disease incidence rate.”

Vaccinated travelers in “green” countries must carry their official vaccination record validated through POLO or present their ICVs, whichever is applicable, the resolution states.

Those who have been vaccinated in the Philippines must carry their vaccination card, which should be verified before their departure through a certificate issued by the Department of Information and Communications Technology or the city health officer of the local government unit that administered the jabs.

The recognized vaccines are those that have either an emergency-use authorisation (EUA) or a compassionate special permit from the Philippines Food and Drug Administration, or is included in the World Health Organisation’s emergency-use authorization listing

Those who qualify for the green lane should undergo a RT-PCR test on their fifth day in quarantine and will only be released on their seventh day if the result is negative. If they test positive they will be moved to an isolation facility.

Those who are required to undergo the full 10-day quarantine will be tested on their 7th day in a designated quarantine facility, and will be released on the 10th day if the test result is negative. They will also be advised to observe home quarantine for another four days.

The Bureau of Quarantine (BoQ) is tasked to ensure the strict monitoring of fully vaccinated individuals while they are in an isolation facility.

Meanwhile, a ban on passenger flights on the following countries that remain severely affected by the Delta variant has been extended until Jul 15:  Bangladesh, India, Nepal, Oman, Pakistan, Sri Lanka and United Arab Emirates.

Health Undersecretary and Spokesperson Rosario Vergeire said in an earlier press conference that the variant is present in many other countries, but the country cannot possibly impose a ban on all of them.

"We can see right now that there are 92 countries with the Delta variant and we cannot isolate the Philippines from all of these countries," Vergeire said.

Instead of adding to the banned list, officials say the Philippines should just strengthen its border control.

US Trafficking in Persons Report urges HK to better protect FDWs

HK is urged to fully protect FDWs so they not become easy prey to labor traffickers

A call for increased protection for foreign domestic workers is among the key recommendations listed by the United States’ Human Trafficking in Persons Report this year, which retained Hong Kong in Tier 2 Watch List status for the second consecutive year

The 2021 Report which was published on July 2 urged the HK government to prohibit the collection of recruitment fees from FDWs, eliminate the two-week rule, allow them to live outside their place of employment, and legalize their working hours, saying these will reduce workers’ vulnerability to trafficking.

The US State Department Report also called on the Hong Kong government to “proactively investigate unscrupulous employment agencies and money lenders for their complicity in labor trafficking and sufficiently penalize convicted agency operators.”

In addition, foreign victims of trafficking should be allowed to work and study in Hong Kong while taking part in the prosecution of their traffickers, said the Report.

Hong Kong immediately responded by calling its Tier 2 Watch List rating as “biased and unreasonable.”

Being in this category, according to the annual TIP Report, means the government concerned has not met the minimum standards for the elimination of trafficking although it is making significant efforts to do so.

In a statement released on the same day, Hong Kong said it “has been making proactive, all-out and multi-pronged efforts” to combat human trafficking.

This includes the creation of a high-level steering committee, chaired by the Chief Secretary for Administration, to provide policy direction in the fight against human trafficking and the protection of FDWs, said the statement.

It added that the US State Department “not only ignored the fact that TIP has never been a prevalent problem in Hong Kong, but also neglected our unparalleled efforts made over the years and the substantial amount of resources injected in the fight against TIP.”

The new initiatives reportedly included setting up a dedicated FDW Division in the Labour Department in September 2020 to enhance foreign helper protection, and an investigation section in the Immigration Department to check on any trafficking-linked offences.

Their investigations continued even amid the pandemic, said the government statement.

For the whole of last year, the Hong Kong Police and various government agencies reportedly investigated 6,900 but only three victims were identified.

“The very small number and percentage of victims identified reinforce our observation all along that TIP has never been a prevalent problem in Hong Kong,” the statement said.

But it is precisely the small number of cases identified as trafficking-related that showed how ineffective Hong Kong’s screening mechanism was, said the TIP report.

Of about 1,500 people investigated by Labour’s FDW division, only one was identified as a trafficked victim. Immigration screened 2,500 visa applications and reported only one other victim.

“The government did not report if the third victim was exploited in forced labor or sex trafficking,” said the report.


The fact that only a few victims were identified was due to the “ineffective implementation of the screening mechanism and a lack of understanding of psychological trauma associated with trafficking,” added the report.

As in previous years, Hong Kong was criticized for not having laws that fully criminalize trafficking, and merely relied on various provisions of the law relating to prostitution, immigration, employment and physical abuse to prosecute trafficking crimes.

This, said the report, “made it difficult both to accurately assess the government’s prosecution efforts compared with the previous year and to determine which law enforcement actions involved human trafficking as defined by international law.”

Apart from labor trafficking, the report also focused on sex trafficking, particularly of children from the Mainland.

The TIP Report also made the following recommendations:

    ·         Improve the screening quality to identify trafficking victims, particularly children in commercial sex; 

    ·         Stop penalizing victims for the unlawful acts traffickers compel them to commit, and improve interagency coordination to ensure victims are not punished through immigration proceedings 

    ·         Vigorously investigate and prosecute suspected sex and labor traffickers, and sentence those convicted to significant prison terms 

The TIP also calls for increased consultation with NGOs so interviews are victim-centered

    ·         Increase collaboration with NGOs and social welfare experts to update anti-trafficking policies, come up with interview processes so they are more victim-centered, improve services for trafficking victims, and create in-depth training for law enforcers

    ·         Enact a comprehensive anti-trafficking law in accordance with the 20002 UN TIP Protocol

    ·         Ensure non-resident victims, including children, are provided adequate services in Hong Kong.
