Filipina conduits blamed for FDHs falling prey to money launderers

Filipina partners of foreign scammers are preying on the gullibility of domestic helpers from their own country to hand over their bank accounts and ATM cards in exchange for cash, according to an officer of the Consulate.

Consul Paulo Saret, head of the assistance to nationals section, said it should be these Filipina collaborators of the scam operators who should be made to pay for dragging their unsuspecting compatriots into trouble.

The ATN head confirmed that four Filipina domestic workers who had fallen for the scammers’ ruse reported to the Consulate last Sunday after police arrested them in a crackdown on a romance and money laundering scam said to be led by a Nigerian.

The operation, codenamed “Morningray,” netted 29 people who were allegedly behind a $27 million romance and phone scams that victimized 20 local women and two firms.

Police said 24 of those held were foreign domestic helpers, 23 Filipinas and one Indonesian. The others were a Nigerian suspected to be the ringleader, two Filipinas and another Nigerian who were described as core members of the syndicate.

Saret said the ATN had received a list of the 24 helpers who were arrested in the operation, but only four so far have come forward to seek help.

“We advised the workers to cooperate with the police and tell the truth so that, in the end, they would be cleared, like those who were arrested last time,” Saret said.

He was referring to an earlier group of Filipina helpers who were nabbed by police after their bank accounts were found to have been used to move money obtained illegally.

But he expressed regret that despite several warnings issued by the Consulate against OFWs handing over their ATM cards to the scammers, many are still falling for the promised rewards.

A conversation thread shared by a recruited FDH with a workers’ support group shows how the syndicate’s runners lure unwitting helpers into the ATM-for-cash trap.

One of the Filipina recruiters who gave her name as Sheena is shown to initially ask a targeted helper if she has an ATM account with either Bank of China, HSBC or Hang Seng Bank. Sheena suggests that the worker open an account if she hasn’t got one.

If the worker has an existing ATM bank account, Sheena encourages the target to deposit money to keep it active and start earning 2% commission.

"Deposit your money and his (investor’s) money in your ATM account to withdraw 2% commission,” she entices the worker, saying that she opened her own account a year ago and, so far, the return has been good.

Sheena tells the worker that foreigners who invest in Hong Kong need an account where they can deposit the money that they earn.

“I’ve already tried. You can share (earn) sometimes $1,000 per week. With an HSBC account, $3,000-4,000 in two weeks,” she adds.

When the reluctant worker tells Sheena that she’s been warned that her bank account might be used to launder money, the recruiter tells her not to worry because 7 out of 10 Filipinos in HK are involved in the scheme.

“It’s safe for me because I’ve been letting them in for a year now. And they say 70% of Filipinos here, not 50%, have joined this scheme,” Sheena says.

The worker succumbed to Sheena’s prodding in the end. She is one of the Filipinas who are now seeking help from the Consulate to resolve their problem.

The Hong Kong Police said deception cases increased 7% from 8,129 cases to 8,699 in the first half of the year. That’s 570 more cases in that period alone.

The jump was mainly driven by a 91.6% upsurge in romance scams, from 429 to 822 cases. Losses from this type of scam jumped 1.6-fold to more than over $288 million. 

Those behind such scams woo an unsuspecting victim, usually a woman, and then promise her expensive gifts for which she first has to pay tax duties, delivery fee, or any such excuses.

The police said victims often realize they had been deceived after a substantial period of time, incurring relatively significant losses.

Telephone deception appears to have fallen to disuse comparatively, largely because of an intensified crackdown by police. There was a drop of 137 cases in the first half of the year, or 217% from 512 cases. However, the amount lost has doubled.

Police said that for the same period, the “Anti-Scam Helpline” of the Anti-Deception Coordination Centre prevented people in more than 280 cases from wiring a total of $600 million to fraudsters.

43-year-old man may end HK’s 57-day streak of zero infection

Hong Kong has not reported any local case in nearly 2 months

Health authorities in Hong Kong are looking into the case of a 43-year-old construction worker who tested negative for Covid-19 in hospital early Wednesday, one day after testing preliminary positive in a sample submitted to a community testing center.

If he is declared as infected, he would end Hong Kong’s 57-day run of no local case being detected in the community.

The Centre for Health Protection said another test, including an antibody test, will be done this morning and give an update on the case at a press conference later today.

The man who lives in Sham Shui Po, was said to carry a low viral load when he tested positive initially. He was asymptomatic.

He sought treatment and was tested after reportedly experiencing symptoms such as chest discomfort and palpitations.

However, repeated tests at a hospital where he was taken all showed negative results.

Speaking on a radio program this morning, infectious disease expert Dr Leung Chi-chiu said it was still unsure whether the man carried a mutant strain, and where he contracted the virus.

“Authorities should see if there are loopholes in their measures in preventing the importation of cases,” Leung said.

However, preliminary investigation revealed the man has no travel history.

If it is a re-positive case, meaning, the man had been infected previously and only showed remnants of the virus, then the risk of local infection is small, he said.

Signal 3 up, should stay in place overnight

No 3 Signal has been in effect since 4:25pm

The Observatory says the Strong Wind Signal No 3 is expected to remain in place overnight, and partly tomorrow morning as a tropical depression moved closer to Hong Kong.

However, the chance of raising the signal to a higher level is said to be relatively low.

The No 3 signal was raised at 4:25pm today, Tuesday, as the tropical depression was centered 120 kilometres south-southwest of Hong Kong.

It is forecast to move slowly eastwards towards the coast of Guangdong, and is expected to come within 100  kilometres of Hong Kong overnight. Winds of up to 62 kilometres per hour are expected.

But unless the tropical depression intensifies significantly and moves even closer to Hong Kong, the chance of gales over the territory is relatively low, said the Observatory.

The approach of the tropical depression caused intermittent rain, which was heavy at times, throughout the day.

More showers and squalls are expected in the city in the next few days.

4 variant carriers test positive on arrival in HK

One of the 4 infected patients carried two mutant strains of the coronavirus

Four newly arrived travelers – one from Greece and the three others from Turkey – were reported to have tested positive for Covid-19 with mutant strain on arrival in Hong Kong.

All except an eight-year-old boy who arrived from Turkey had received one dose each of the BioNTech vaccine in the United Kingdom.

All the arrivals from Turkey, which also included a 33-year-old man and a 28-year-old woman, were found to carry the L452R mutant strain commonly linked to the Delta variant.

The 20-year-old female passengers from Greece, meanwhile, carried two mutant strains, N501Y and E484K. She was asymptomatic.

The man from Turkey was also asymptomatic, while the woman and the boy developed symptoms on Aug 1.

As four passengers from flight TK083 operated by Turkish Airlines from Istanbul, Turkey tested positive on arrival in Hong Kong, the Department of Health has ordered the flight suspended for two weeks starting tomorrow.

A statement from the Centre for Health Protection said that in the past 14 days, a total of 32 cases had been reported, and all of them are imported cases.

Filipina tagged as core member of money laundering scam charged in court

The Filipina resident was charged with 4 counts of money laundering

Filipina resident Charity Alonzo Marquez was charged with four counts of money laundering at Kowloon City court today, Aug 3, but she was said to be too ill to attend the hearing and respond to the charges.

The prosecution said Marquez was taken to hospital yesterday for breathing difficulty.

The magistrate moved the date of her court appearance to Aug 6.

Police said earlier that they had filed a holding charge on the 38-year-old Philippine passport holder yesterday to keep her in custody while they conducted further investigation into the case.


Marquez has been described by the police as a core member of a syndicate that offered money to 24 foreign domestic helpers to entice them to give up their ATM cards, which were then used to launder over $27 million obtained from romance scams.

She was arrested along with another Filipina and three Nigerian men, including the alleged ringleader, in police raids across the city on Jul 26 and 27.

Also arrested were 23 Filipina and one Indonesian domestic helper who gave their ATM cards and passwords to the syndicate, who used them to “wash” money earned from romance and telephone scam victims over a 10-month period.

Meanwhile, about a dozen more Filipina DHs who yielded control over their bank accounts to the money-laundering syndicate, are reportedly seeking help from the Consulate and an NGO about their trouble.

This was gathered from an FDH support group which was originally approached by four of the workers for help after hearing about the arrests last week. The group told the workers to go straight to the Consulate’s assistance to nationals section to get help.

The workers, who fear they may also be arrested, reportedly submitted statements to ATN on how they were enticed to hand over their ATM cards in exchange for cash.

Another Filipina was reported to have gone to Central Police yesterday to admit giving up her ATM card in the cash-for-card scam.

Another female worker who was arrested by police in her employer’s house last week but has since been released, reportedly sought help from the Mission for Migrant Workers, fearing she could get into deeper trouble because she claimed to have lost her ATM card.

The multiple arrests were the second in just over a month as the police cracked down on romance and money laundering scams, which increased in the first half of this year.

On the third week of June, police smashed a similar syndicate and arrested eight Filipina helpers for suspected money laundering. Also nabbed were four Nigerian men, a Filipina resident, a Nepali man and a local woman.

Vaccinated residents from high-risk countries may start coming in on Aug 9

CE Lam says HK can't let its guard down because of threats from Delta variant

Hong Kong will lift the ban on residents coming from places it previously classified as “extremely high risk”, but only if they are vaccinated. This was among a set of new measures that will take effect on Aug 9, according to a press release issued by the government early this morning.

The new restrictions were announced by Chief Executive Carrie Lam at a press conference held on Monday afternoon, which she said are meant to strengthen screening to prevent imported cases from leaking into the community.

“We must build a barrier to protect people in Hong Kong,” the CE said. 

Hong Kong will reclassify countries into three categories based on its risk assessment, instead of the previous five, and will impose quarantine restrictions on new arrivals depending on whether they are vaccinated or not.

All countries will now be classified as high risk, medium risk and low risk. Those previously designated as "extremely high risk" and "very high risk" are now classified as "high risk" under category A.

Those previously classified as "high risk" and "medium risk" will be combined into category B, or medium risk.

Only category C, or "low risk" countries will remain as such.

According to the CE, only vaccinated Hong Kong residents will be allowed to enter the city from category A or high-risk places, and they must quarantine for 21 days.

For those arriving from medium-risk places, the set quarantine period is also 21 days if they are unvaccinated. This is cut down to 14 days if they are fully vaccinated.

But if they are willing to take an antibody test on arrival and the result is positive, then the quarantine period can be cut to just seven days.

In addition, all vaccinated travelers from category B places will be allowed entry, whether they are residents or not.

Previously, only tourists from category C or low-risk countries were allowed to come to Hong Kong. They are also allowed to spend only 7 days in hotel quarantine.

There are currently eight countries designated as "extremely high risk", from where passenger flights are not allowed to enter Hong Kong. These are the Philippines, Indonesia, India, Pakistan, Nepal, United Kingdom, South Africa and Brazil. 

Ireland and Russia are designated "very high-risk" place.

Under the "high risk" category are 27 countries, including the United States, United Arab Emirates, Japan, Singapore, Thailand, Vietnam, Cambodia, Bangladesh, France and Italy.

Most other countries are designated as "medium risk" while only New Zealand and Australia are under the "low risk" category.

The chief executive said restrictions should be kept in place because of the surge in Covid-19 cases all over the world due to the Delta variant.

"With that in mind, if we start to relax or open our borders without subjecting passengers arriving in Hong Kong to any quarantine, we're putting the whole community at risk," Lam said.

 

The new measures mean vaccinated travelers from the UK may fly into HK, too

The CE's announcement was made after three more fully vaccinated returnees were confirmed today to have Covid-19 on their return to Hong Kong.

The three are a 55-year-old man who arrived from the Netherlands, a 43-year-old man who came from the United Arab Emirates, and a 36-year-old woman who flew in from the United States.

All three had taken two doses each of the BioNTech vaccine in Hong Kong on various dates between March and June this year. All are asymptomatic

In addition, the returnee from the Netherlands and the one from the USA both tested positive for antibodies in tests taken in Hong Kong on Jul 12 and 15, respectively. The first patient was also found to carry the L542R mutant strain, while the woman had the N501Y strain.

As a result, the buildings where they had resided and worked in, and places they had visited, will be put under compulsory testing notice.

The man from the Netherlands resided at Tower 6, Harbour Place in Hung Hom. He left Hong Kong on Jul 11 for Spain and his pre-boarding test result was negative. He arrived in Hong Kong via flight KL 819 on Jul 31 and his specimen taken at the airport tested positive with L452R mutant strain.

The woman from the USA resided at Bohemian House at 321 Des Voeux Road West in Sai Ying Pun. She left for the US on Jul 16 and her pre-boarding test on Jul 14 was negative. She arrived in Hong Kong on Aug 1 via flight CX883 and her specimen collected at the airport tested positive with N501Y mutant strain.

The Centre for Health Protection is conducting contact tracing and epidemiological investigation.
