Consul General Raly Tejada has clarified that talks are still ongoing with Hong Kong officials on how vaccination records issued in the Philippines could be verified to allow residents and contract workers to start coming here.

But the good news is, Hong Kong authorities are said to be open to accepting the yellow-colored international vaccination certificate being issued in the Philippines as specified by the World Health Organization.

“Hong Kong authorities seem receptive to the WHO International Certificate of Vaccination (yellow card) being issued by our Bureau of Quarantine so long as the same contains important information such as the holder’s vaccination record and other important details such as passport information,” said Congen Tejada.

Still, he said Hong Kong has yet to give the go-ahead for using the yellow card or any other system for verifying vaccination records issued in the Philippines.

“We are still working out a mechanism to ensure that vaccination records issued in the Philippines can be certified by a designated authority. It goes without saying that said certification must be verifiable and easily validated by concerned authorities,” he said.

He assured the Consulate has been doing its best to get the issue sorted out.

His clarification comes amid conflicting and often confusing reports on whether Filipino residents and contract workers hoping to fly to Hong Kong can do so starting Monday as long as they are vaccinated.

Congen Tejada told The SUN that there is no question that those who were fully vaccinated in Hong Kong can do so when the ban on passenger travel from high-risk countries is partially lifted tomorrow.

“There is no question that they can come back to HK provided they have had an RT-PCR Test and will undergo quarantine upon arrival as mandated by HK’s authorities,” said Tejada.

The sticking point is with those whose vaccinations were administered in the Philippines.

While Hong Kong has announced that residents from places re-classified “high risk” countries like the Philippines can enter starting Aug 9, they could only do so if (1) they are fully vaccinated and (2) and hold a valid vaccination record.

The new guidelines added that for the vaccination record to be recognized as valid, it should have been issued in Hong Kong, Mainland or Macau, or any country where its national regulatory authority is designated by the WHO as a “stringent regulatory authority.”

Using this as a guideline, the only high-risk countries that qualify are the United Kingdom and Ireland. The rest of the places in this category, comprising the Philippines, Indonesia, India, Pakistan, Nepal, South Africa and Brazil, do not.

Thomas Chan, head of an employment agency union, says Hong Kong’s strict requirement for validating vaccination records does not help ease the acute shortage of foreign domestic workers here, as most of them come from either the Philippines or Indonesia.

“I have been telling the media that this new arrangement doesn’t help to improve the market situation, workers are still stranded there, and employers still find it difficult to hire workers,” Chan said.

He has said in previous interviews that between two to three thousand FDWs are stranded in the Philippines and Indonesia as a result of Hong Kong’s decision to suspend passenger flights from the two countries.

The flight ban in the Philippines has been in effect since Apr 20, while that for Indonesia took effect on Jun 25.

Chan says there are reports 'fixers' are selling the yellow cards to desperate FDWs 

Chan also expressed concern that “fixers” in the Philippines are taking advantage of the confusion brought about by Hong Kong’s recent pronouncements.

He cited reports coming from the Philippines that Hong Kong-bound workers are being told by some groups to get the international certificate of vaccination as soon as possible, but each must pay a total of Php370 for it.

Chan asked whether the vaccination certificates are really being sold, and who might be behind this new ploy to get workers desperate to fly to Hong Kong to pay up some more.

“It seems fixers are taking advantage (of the situation) to squeeze workers for money,” he said.

Boxer Carlo Paalam got his ever prize in his career when he collected the silver medal in the men’s flyweight final in the Tokyo Olympics.

The 23-year-old came close to winning gold, losing by a split decision to Britain’s Galal Yafai despite getting knocked down in the first round of their bout.

His silver gave the Philippines’ its biggest ever medal haul in the 97-year Olympic games.

Weightlifter Hidilyn Diaz won the country’s first ever gold medal, while boxers Paalam and Nesthy Pretecio in the final of the women’s featherweight division each took silver. Eumir Marcial is going home with the bronze in boxing’s middleweight category.

Despite his heartbreaking loss in the games, Paalam left the ring on high note, hugging Yafai after the verdict was announced, and giving an emotional speech about how far he’d come in life.

“This medal, this is the symbol for my life,” said Paalam, his voice cracking. “I was once a scavenger, and this medal is made from discarded gadgets. It was from trash, so I was able to connect it with my life. That’s where the inspiration to get this came from.”

Paalam kept up his determined campaign to win the gold despite being knocked down in the first round. He connected several solid blows on Yafai in the next two rounds, enough to split the vote 4-1 in the Briton’s favor.

Many see his Olympic silver as a sign of bigger things to come for the young Paalam, who was born in Bukidnon before moving to Cagayan de Oro where he helped his father make a living by scavenging.

HK records 7 new imported cases, all fully vaccinated

Of the 7 imported cases, 3 tested positive on arrival at HK Airport

The Centre for Health Protection has reported seven new Covid-19 infections, all imported, on Saturday. All of them were fully vaccinated.

Three flew in from the United States, while the others came from Tanzania, Austria, Spain, and France.

Five had the BioNTech jabs, another from Sinovac, and the last, the single-dose vaccine from Johnson & Johnson.

Three tested positive on arrival at Hong Kong airport, while four were found infected while in hotel quarantine.

Those who arrived from the US included an asymptomatic 32-year-old who lived in Sea View Mansion in Sheung Wan during the infection period, and was found to carry the L452R mutant strain.

The others were a 69-year-old man who developed symptoms on Aug 4, and a 58-year-old man who had symptoms on Aug 6.

The rest of the new arrivals were a 27-year-old woman who arrived from Tanzania, a 22-year-old man who came from Austria, and a 24-year-old man from Spain, all asymptomatic; and a 35-year-old man from France who developed symptoms on Aug 5.

They took Hong Kong’s total Covid-19 tally to 12,011 confirmed cases.

A total of 31 cases have been reported in the past two weeks, all but one imported. The local case has been categorized as re-positive, or an old infection whose source could not be determined.

Filipina stays positive despite being diagnosed with colon cancer

Hogan keeps up a brave face despite being diagnosed with colon cancer

A Filipina domestic helper who was bothered by nagging stomach pain and blood excretion in the past two weeks has been diagnosed to be suffering from colon cancer following two examinations at Ruttonjee Hospital in Wanchai.

Airene Hogan, 33, said Friday evening that after going through a computerized tomography scan, or CT scan earlier, her attending physician told her that she has colon cancer.

She said she will next undergo magnetic resonance imaging, or MRI, examination on a still unknown date.

The patient was upbeat after her doctor said her condition is curable but “will be done step by step.”

“Think positive lang po. Hindi po ako nag-iisip ng kung anu-ano,” Hogan said when asked about how she was feeling after the check-ups. 

A few days ago, the young mother of two inquired from fellow Filipinos in a post on the Facebook page of DWC Help Group where she could find the cheapest medical clinic in Hong Kong for a check-up. She disclosed her health condition.

Members of the group who read her post showered the worker with messages of recovery and encouragement. Many told her she should go to a public hospital so that she’d pay only the registration fee.

Hogan said she had asked her employer of six months if she could go for a medical check-up, and the employer suggested that she wait until her rest day this Monday.

But the employer allowed her to see a doctor last Monday when Hogan told her she was already weak and could not work well as she was in pain and was losing a lot of blood.

Around 5pm on Monday, she went to Ruttonjee. The doctor who attended to her told her she must be admitted for a thorough examination that would include colonoscopy, CT scan and MRI.

The Overseas Workers Welfare Administration got in touch with Hogan after being told about her situation. Welfare Attache Virsie Tamayao said OWWA staff Josz Villa, who is a registered nurse, will monitor the patient’s condition.

Months ago, Hogan complained in a post on the DWC Help Group’s Facebook page about working until 1am, or as long as her former employers were awake, and then waking up early to prepare their breakfast. 

She also said she had to provide for her own breakfast, and only got a bowl of congee for lunch and another for dinner from her employers.

“Kapag nagluto po ako ng mga karne, kaunti lang binibigay. Kung isda naman, buntot at ulo. Kung chicken wings naman lutuin ko, bibigyan ako ng dalawa,” Hogan said, to explain why she was always hungry and fatigued. (If I cooked meat, they gave me just a little. If I cooked fish, they gave me the head and tail. If I cooked chicken wings, they gave me two pieces.)

 

When she finally found the courage to complain to her boss a year and seven months into her two-year contract, she was fired.

Two imported Covid-19 cases confirmed, 5 others preliminary positive

Two imported cases were reported Friday, involving travelers from Russia and the US

The Centre for Health Protection reported two new imported cases Friday, and ordered a lockdown of a residential building in Sheung Wan where a man who tested preliminary positive on arrival test at the airport had lived during the incubation period.

One of the two confirmed cases, a 41-year-old man from Russia, was found infected with the highly transmissible L452R mutant strain on arrival test.

The other is a 36-year-old woman who arrived from the United States and tested positive while under quarantine at Dorsett Hotel in Wan Chai. The CHP said she received two jabs of the BioNTech vaccine on May 2 and 23, and tested positive for antibodies on Jun 29.

There were five preliminary positive cases, including one involving a 32-year-old man who lives in Sea View Mansion at 82-87 Connaught Road West who was found to carry the L452R strain.

His residential building was put under overnight lockdown as a precaution.

The patient traveled to the US on Jul 25 and returned to Hong Kong on Aug 5 via Doha on flight QR818.  His pre-departure tests conducted on Jul 24 in Hong Kong and Aug 5 in the US both had negative results.

But his specimen collected on arrival at HK International Airport on Aug 6 tested preliminary positive. Further tests conducted at the Department of Health’s laboratory showed he carries the L452R mutant strain. He is asymptomatic.

CHP’s investigation showed the patient had received two doses of the BioNTech vaccine on Apr 7 and 28 in Hong Kong, and tested positive for antibodies on Jul 19.

The patient’s office at 40-44 Bonham Strand, Sheung Wan and various places he visited from Jul 15 to 25 have been put under compulsory testing notice.

Meanwhile, the CHP said it received notification of a confirmed case in Japan, involving a 29-year-old woman who left Hong Kong on Jul 29 for Japan via flight CX520.

Sample taken from her on arrival test was found positive for Covid-19 and she remains asymptomatic.

Following the report, her place of residence in Discovery Bay and her office at Unit 2107, 21/F, Tower A, Mira Place, 132 Nathan Road, Tsim Sha Tsui have been put under a compulsory testing notice.

Arrest foils escape bid of Filipina in laundering ring, court heard

A Filipina former domestic helper alleged to be a core member of a money laundering syndicate was arrested just hours before she was to fly to Manila after withdrawing $100,000 from ATM booths in Jordan, the Kowloon City court was told Friday.

Details of Charity Alonzo Marquez’s activity on the night before her arrest on Jul 26 were disclosed by the prosecution when the defendant in court where she was read four charges of money laundering.

The court was told Marquez was still under hospital arrest as she was undergoing treatment for an unspecified illness. No plea was taken.

The prosecution said Marquez, 45, was escorted by another Filipina as she took cash from several ATM booths in the Jordan area late on Jul 26 and put the money in a bag.

Unknown to her, she was being tailed by police officers taking part in Operation “Morningray” that targeted romance scammers and money launderers.

When Marquez handed the bag shortly to two Nigerian men who were standing nearby, the police pounced on all four suspects, the prosecutor said.  The officers seized the bag, which contained $70,000 and other currencies including US$2,000.

The officers then went to a flat in Jordan where Marquez lived. In her room they found 21 withdrawal slips and 73 ATM cards owned by other people.

The prosecutor said the clothes worn by the suspect in CCTV images captured while she was making withdrawals were also seized by the police.

He said that facial images retrieved from bank CCTV footages taken between Feb 8 and Apr 21 this year showed Marquez making six cash withdrawals totaling $1.93 million from ATM booths in the Jordan area.

In the first of four money laundering charges, Marquez was accused of withdrawing some $330,000 from an HSBC account belonging to Jave dela Cruz between Feb 8 and Mar 24 this year, knowing these were proceeds of an indictable offense.

In the second count, the defendant was accused of withdrawing between Feb 8 and Mar 24 this year around $400,000 from a Hang Seng Bank account owned by Angela Corales.

During the same period, she also withdrew about $550,000 from an HSBC account also belonging to Corales, according to the third charge.

The fourth charge said Marquez withdrew $650,000 from the HSBC account of Rhoda B. Ramos between Feb 10 and Apr 21.

The prosecutor sought a 12-week adjournment for further investigation and to obtain CCTV footages from the banks of withdrawals made by the defendant until the day she was arrested.

He said the defendant was a domestic helper whose work contract was terminated at an unspecified date and had an air ticket for a flight out of Hong Kong scheduled for Jul 27, the reason for the prosecution’s objection to granting her bail.

The defense lawyer confirmed her client came to Hong Kong as a domestic helper in 2017. She was a university graduate and has 20-year-old daughter in the Philippines.

Before her contract was terminated, she was earning $7,000 a month and was sending one-third of that amount to her family.

Magistrate Ada Yim adjourned the case until Nov 8 and ordered the defendant remanded in custody.  

Marquez is the first to be charged among 29 people who were arrested during the police swoop on Jul 26 and 27. She was said to be a core member of the romance scam syndicate led by a third Nigerian who was arrested the next day. 

Also held were 23 Filipina helpers and one Indonesian helper whose ATM cards were used in 20 romance scams and three telephone scams that deprived the victims of more than $27 million in the first half of this year.

The police said all the other arrested persons, including the three Nigerians, had been released on bail.
