Migrant leader blasts at ‘misleading’ information from Labatt about flight ban

Airlines are still not flying from Manila to HK despite the partial lifting of the travel ban

 

August 9 came and went, and no Filipinos flew into Hong Kong despite its announcement that it was lifting its ban on vaccinated travelers from countries it designated as high risk for Covid-19, including the Philippines.

 

Flight information from Philippine Airlines, Cathay Pacific and Cebu Pacific showed not one of them had scheduled travel to Hong Kong from Manila yesterday.

The earliest scheduled flight for that route is on Aug 15 for CX906 (Cathay), Aug 19 for PR300 (PAL) and Aug 22 for 5J 272 (Cebu Pac).

  

This is because of Hong Kong’s condition that all travelers from category A countries like Philippines must not only be vaccinated, but must also hold a “valid vaccination record.” This effectively lifted the ban only for returning residents and OFWs who have been vaccinated in Hong Kong.

As the Philippines has yet to get its vaccination records recognized by Hong Kong, most of those stranded there, including an estimated 3,000 overseas Filipino workers, will have to wait some more to get the green light to come here.


 

Despite this, Labor Attache Melchor Dizon told a Philippine daily that the stranded OFWs can now enter Hong Kong because of the lifting of the travel ban.

He was also quoted in the Philippine Star report published early on Monday that more OFWs may come in since the Philippine Overseas Labor Office continues to process job orders.

 

The report also said “Hong Kong still requires a 14-day quarantine even for fully vaccinated workers upon arrival.”


A text message sent to Dizon asking for a clarification went unanswered.

Eman Villanueva, chair of Bayan Hong Kong and Macau, expressed outrage at what he called as “misleading” information from Labatt Dizon.

 

Maling mali ang impormasyon. Misleading ito at malayo sa katotohanan,” Villanueva said. “Almost 4 months nang naka-ban ang entry ng mga galing sa Pilipinas. Maliban sa mga vacationing OFWs na fully vaccinated na before they left Hong Kong for the Philippines, wala pang ina-allow na makapasok.”



(The information is all wrong. It is misleading and far from the truth. It has been almost four months since Hong Kong banned the entry of passengers from the Philippines. Apart from vacationing OFWs who were fully vaccinated before they left Hong Kong for the Philippines, nobody else is allowed to come in).

 

Villanueva stressed that up to now, the Consulate is still in talks with Hong Kong authorities to get the Philippines’ “yellow card” which is meant to serve as its international vaccination record recognized here.


He added, referring to the quarantine period for vaccinated travelers coming in from the Philippines, “and it is not just 14 days but 21 days.”

Villanueva was amazed that the country’s top labor official in Hong Kong was clueless about the problems still being faced by the stranded OFWs in the Philippines, and in the process, gave them false hope which only compounded their misery.

 

The Philippine Star report also caused confusion among OFWs, especially those who had been waiting to enter Hong Kong since the flight ban was imposed on Apr 20. Some had forwarded links to the story, and wondered why it differed from what they had been told.

 

An employment agency owner was equally surprised that Dizon had misinterpreted Hong Kong’s statement that it was lifting the flight ban only for residents and returning migrant workers in the Philippines who had been fully vaccinated here.

 

“Then tell all the stranded workers to approach him,” the recruiter said in jest.

 

According to the government’s announcement last week, vaccination records held by travelers from high-risk countries will only be recognized as valid if they were issued in Hong Kong, Macau or the mainland, or any country where its national regulatory authority has been designated by the World Health Organization as “a stringent regulatory authority.”

 

The Philippines, like six other countries in the high-risk category, do not hold such recognition. Only the United Kingdom and Ireland in that list have that status.

 

Consul General Raly Tejada has said in a recent interview that he was still in talks with Hong Kong officials on how vaccination records issued in the Philippines could be verified to allow inoculated residents and OFWs to start coming here.

 

But he said Hong Kong appears inclined to accept the WHO International Certificate of Vaccination being issued by the Bureau of Quarantine in the Philippines, so long as they contain relevant information such as the holder’s vaccination record and passport details.

 

He also said the Consulate has been working very hard to strike a deal with Hong Kong so Filipino workers can start coming in as soon as possible.

Walk-in vaccination extended to those 60 and older

Residents aged 60 and above no longer have to book an appointment to get the jab

The government will expand its walk-in vaccination service to people aged 60 or above starting this Wednesday, Aug 11.

At present, only those who are 70 or older enjoy this benefit. Authorities say they have decided to expand the scheme because it has been working smoothly.

The scheme allows the elderly to secure a same-day ticket so they can have a Covid-19 jab at any of the 24 community vaccination centers without having to make an online reservation in advance.

The elderly can also send someone to obtain the ticket for them by presenting a copy of their HKID card for registration.

They can also be accompanied by a maximum of two carers who can receive their  vaccination at the same time, the government said in a press release today.

A total of 4,600 same-day tickets are distributed daily from 7:45am on a first-come, first-served basis. Vaccinations are given at CVCs until 7:30pm.

Most CVCs distribute 200 tickets each day, except the ones at Tung Chung Community Hall and at the HK International Airport, which both hand out 100 tickets each daily.

The government statement urged the elderly to get vaccinated as they are at a higher risk of suffering from complications from Covid, or even death.

It also cited experts’ recommendation that all elderly people who had been given influenza jabs can safely receive Covid-19 vaccines.

If the elderly have chronic diseases, they should get vaccinated as soon as possible for protection when their condition is stable, the government said.

OV registration surges ahead of Sept 30 deadline

There has been an upsurge in the number of Hong Kong-based Filipinos registering to vote in next year’s general elections, to be held a month before Presidential Rodrigo Duterte wraps up his six-year term.

The Consulate confirmed today, Aug 9, the sudden increase in registration, after months of a noticeable slowdown because of the pandemic. The registration closes on Sept 30. 

Consul General Raly Tejada said the registration fever began last month and has been going on these past Sundays, when most Filipino migrant workers are taking their rest day.

Aside from electing a new president in the May 9, 2022 general elections, voters will also vote for a new vice-president, senators, as well as provincial and municipal officials.

“Yes, I can confirm that there is a sudden upsurge in voter registration since last month. Busiest day is Sunday with at least 200 registrants queuing up to register,” ConGen Tejada said in reply to an online inquiry.

He said he hopes many more would-be voters will come and list up in the remaining eight weeks of registration, which began on Dec 16, 2019. 

“Hopefully there will be more, but I encourage our nationals to avoid coming on a Sunday due to the huge volume of people,” ConGen Tejada said. He encouraged them to come from Monday to Thursday, which is when the PCG is less crowded.

The consul general admitted overseas voter registration took a blow from the pandemic, especially at its height when registrants came in trickles. He said it was only these last two months that registration picked up. 

“Wala din namang choice ang mga kababayan dahil sa restrictions at social distancing measures. But I am glad they are now coming to register,” ConGen Tejada said.

He did not give a target number for the current overseas voting registration.

Consul Robert Quintin, who is in charge of the PCG’s election preparations, said:

“As far as targets go, we’re not looking at that anymore obviously because of the pandemic, which has practically put us on hold, and it still continues to affect registration.

“Athough we’ve had a surge in the last few weeks, we’re just trying to register as many as we can and, if we’re lucky, we might still hit a better-than-expected result.”

There were 87,441 registered voters in the 2019 mid-term elections, when the Filipino electorate chose new senators. 

That year, the Commission on Elections deactivated more than 16,000 overseas voters in Hong Kong for their failure to vote in the previous three overseas elections.

As in previous mid-term elections, the number of registered voters in 2019 was lower than the 93,000 who registered for the May 2016 elections, when Duterte was elected into office.

But traditionally, the total registration figure should have picked up again. However, the latest Consulate figures are not readily available.

Just weeks after the Consulate announced the resumption of voter registration in December 2019, Hong Kong was gripped by the Covid-19 contagion. 

That forced the host government to impose health protocols designed to halt the spread of the virus, and tighten them intermittently, depending on the number of new cases being reported on a daily basis.

Foreign consulates in Hong Kong, including the PCG, complied with the host government’s social distancing directives, including minimizing face-to-face transactions and shortening business hours.

This restricted the PCG’s ability to reach out to more potential registrants, unlike in  previous elections when staff and volunteers were deployed for territory-wide campaigning as well as mobile registration.

Instead of doing outreach registration, the Consulate has been promoting the Facebook page of the Commission on Elections Office for Overseas Voting which allows Filipino voters to make the following types of transactions:

·        Registration (certification) as overseas voters filed by those with existing voting records

·        Reactivation of overseas voter registration records

·        Updating of addresses and contact information, and

·        Transfer of voting records from different international locations and from overseas.

However, the Comelec’s step-by-step guide to online voting registration appears too hard for some OFWs. This shows on the workers’ queries in the comment box of the Consulate’s post, where most of them were asking, “How do we register?” 

Those who have just moved to Hong Kong or failed to vote in the past two overseas elections need to register to be able to cast their ballots in next year’s polls.

2 imported cases reported, including baby with mutant strain

The baby with the mutant strain flew in with her parents from Russia via Qatar

A 7-month-old baby girl who flew in from Russia and was found to carry the L452R mutant strain of the coronavirus is one of two imported cases reported in Hong Kong today, Aug 9.

The other is a 39-year-old man who came from Romania via Qatar on Aug 7 via flight QR818, and tested positive at Hong Kong airport.

He received two doses of the BioNTech vaccine in Hong Kong on Apr 15 and May 6. His test result for the presence of mutant strains is still pending.

Both patients are asymptomatic.

According to staff at the Centre for Health Protection, the baby girl arrived on Aug 5, also via Doha, Qatar, and tested positive on her third-day test while in quarantine at Regal Airport Hotel with both her parents.

The parents tested negative for Covid-19, but one of them was allowed to go to the hospital with the baby for treatment and isolation.

The other parent was moved to a quarantine center as a close contact of their baby.

Including today’s two cases, Hong Kong now has 12,015 confirmed cases.

A total of 35 cases have been reported in the past 14 days, all of them imported except for a local case with unknown sources.

The local man’s case has been classified as “re-positive”, meaning it was an old infection that was detected only recently.

Two new imported Covid-19 cases reported, one fully vaccinated

The vaccinated man who tested positive flew in aboard a CX flight from LA

Two new coronavirus cases were reported in Hong Kong today, Aug 8, both of them imported.

The Centre for Health Protection said the first involves a 30-year-old man who arrived from the United States and the second, a 22-year-old woman who flew in from Japan.

The CHP said the man, who arrived on Aug 6 on CX 881 from Los Angeles, showed symptoms when he disembarked.

He was found to have the L452R mutant strain of the coronavirus.

The CHP said the man received two doses of the Pfizer-BioNTech vaccine in the US on Apr 1 and Apr 22.

The woman arrived on a JL029 flight on Aug 4 from Tokyo. She is asymptomatic, and the result of her test for L452R is still pending.

Staff said the woman tested positive based on a sample she submitted on Day 3 of her quarantine at Ramada Hotel Harbourview in Sai Ying Pun.

The new infections took the number of confirmed cases in Hong Kong to 12,014..

A total of 36 cases have been reported in the past 14 days to Aug 7, including a local case with unknown sources. The rest are imported cases.

Someone who was at the book fair on Jul 18 has tested preliminary positive

Earlier, the CHP informed the Hong Kong Convention and Exhibition Centre that a male  returnee from the United States who was confirmed to be a positive case on Saturday was at the venue on Jul 18.

As he was found to carry the L452R mutant strain, everyone who had been to the Book Fair, Sports and Leisure Expo, and World of Snacks held there from 11am to 2pm on that day must undergo compulsory testing no later than Monday.

Eleven other places he visited and had worked in, were also put under compulsory testing notice.

Also put under compulsory testing notice late on Saturday were two places today’s confirmed case from the US had visited on Jul 15 and 16. 

These are the Hong Kong Football Club in Happy Valley and Original Vision at AXA Southside on Wong Chuk Hang Road.

Any person who was at the Football Club from 8am to 9am on Jul 15 day must undergo testing by Monday.

The same order applies to anyone who had been to Original Vision for at least two hours on Jul 15 or 16.
