Filipinos in HK welcome Philippines’ new, no-quarantine rule

Fully vaccinated travelers from HK can now skip quarantine in the PHL 

Filipinos in Hong Kong have welcomed the news that they no longer have to stay in a quarantine facility when they fly to the Philippines, as long as they are fully vaccinated and can present a negative result for a Covid-19 PCR test done within 72 hours before boarding.

Upon arrival in the Philippines, all they have to do is to monitor themselves for 14 days for any symptoms of Covid-19.

This is because Hong Kong and mainland China are among the places designated by the Philippines as “green” (or low-risk) countries where the conditional no-quarantine rule applies.

The new regulation, which took effect starting Thursday, applies to Filipinos and foreigners alike. It was passed a day earlier by the Inter-Agency Task Force on Covid-19, in the wake of a significant drop in the number of new coronavirus cases in the country.

From a record-high of more than 26,000 cases reported on Sept 11, the number is now down to just more than 7,000.

This has prompted the government to relax many lockdown restrictions in the country starting today, Oct. 16, including the reopening of more business establishments like cinemas, museum, parks, libraries and other places of entertainment.

Among those who reacted to the news with joy are a number of Filipino migrant workers who are about to go home to the Philippines for a vacation.

Elaine Rosal said in a message to The SUN that she is due to go on vacation next month and wanted to find out if there were still free Covid-19 tests being done in Hong Kong.

She was told that free tests are available only to those who are covered by the compulsory testing notice. Swab tests needed for travel could be done in any of the community testing centers across Hong Kong, but a fee of $240 is charged each time. Prior appointment is also required.

Other Filipinos also welcomed the news, as it means they are freed from at least seven days of isolation in a quarantine facility when they get to the Philippines. The only downside is that when they return to Hong Kong, they will still have to spend and stay for 21 days in a quarantine hotel, as the Philippines is designated here as a high-risk place.

Previously, fully vaccinated travelers arriving in the Philippines from green countries were required to spend seven days in hotel quarantine, during which they were tested on their third day. No negative test result prior to boarding their flights was, however, required.

The new rule allows all fully vaccinated Filipinos and foreigners coming from green places to choose between presenting a valid RT-PCR test before boarding, or take the test at a quarantine facility on their arrival in the Philippines, and stay there until they receive a negative result.

Facility-based quarantine is still required for the following travelers until the release of a negative RT-PCR test taken on their 5th day of quarantine: (1) unvaccinated (2) partially vaccinated (3) those whose vaccination status cannot be verified, and (4) those who fail to present a valid negative test result before boarding their flight

Those who fall into any of the above categories, except returning overseas Filipino workers, are required to secure hotel reservations for at least six days.

Unvaccinated or partially-vaccinated children traveling with their fully-vaccinated guardians must comply with the quarantine protocols for the place they come from. A guardian shall accompany them in the quarantine facility.

All individuals who are arriving from “yellow” or “red” list countries must still stay in a quarantine facility. Romania is classified as “red,” while all other countries, jurisdictions, and territories not mentioned are classified as “yellow.”

Fully vaccinated individuals coming from yellow countries need to undergo facility-based quarantine until the release of a negative result for a test done on the fifth day of their quarantine. They will then be required to undergo home quarantine until the 10th day.

All other inbound travelers coming from or who have been to red list countries within 14 days prior to their arrival in the Philippines are not allowed in, regardless of vaccination status. 

Individuals who transit through a red country will not be considered as having come from that place if they stayed at the airport the whole time and were not cleared for entry by its immigration authorities.

On arrival in the Philippines these passengers will still have to comply with relevant testing protocols. 

Filipinos returning to the Philippines from red list countries are required to undergo a 14-day quarantine upon arrival. The first 10 days of quarantine will be facility-based, while the remainder will be completed under home quarantine in their respective local government units of destination.

Labour Secretary says HK may allot more quarantine places to FDH

Labour and Welfare Secretary Law Chi-kwong has announced that Hong Kong may provide more quarantine facilities for thousands of foreign domestic helpers stranded in their home countries as the number of those found infected on arrival has dropped.

Speaking at a roundtable discussion with employment agencies and employers Friday, Law said the daily quota at Penny’s Bay Quarantine Centre stands at 50, but only an average of 45 helpers arrived each day this month.

He said the number of available rooms at the facility will be increased from 800 to 1,000 from next Friday.

However, he did not give a time frame on when more quarantine places will be designated for the helpers, saying only that this will be done when the time is ripe.

He also dismissed suggestions that admission to the existing quarantine facilities be based on when the helpers obtained their employment visas, or through a lottery.

"We have thought of these measures, but they might cause even more delays and result in fewer helpers coming... These procedures are very complicated. Some people may wait for a visa for a month or two, but others may wait for nine months. And using this method may cause even more grievances," Law said.

"Drawing lots will complicate the process as well, as the question of when helpers can arrive has nothing to do with a lottery."

Many employers and agencies have complained about the difficulty of booking a room at either Penny’s Bay or Silka Tsuen Wan hotel, the only designated quarantine facilities for FDHs who were vaccinated in their home countries.

All 400-odd rooms at Silka have been booked until the end of the month, while all of the weekly allotments of 350 rooms at Penny’s Bay are snapped up within minutes of the booking site being opened at 9am every Monday.

One agency manager told The SUN she started queuing up for the rooms at about 5am the past two Mondays, but as soon as the “start booking” button on the site turned blue at 9am, she was put on hold, which meant other people had been in line earlier than she was.

She said she has been trying to book for six FDHs who are stuck in the Philippines with visas that were approved months ago, but has had no luck so far. One of the employers eventually gave up waiting, and asked the agency to just look for someone who is already in Hong Kong.

The high cost of the 21-day quarantine also poses a challenge to most employers now, according to her. Despite efforts to keep costs down, she said her agency still charges employers a total of $40,000 to cover expenses for recruitment, tests and quarantine.

Despite his assurance that more quarantine facilities will be allotted to the helpers, Law said the government still has to tread carefully on the issue, citing the cases of two Indonesian helpers who were found infected after completing their quarantine.

Russian Consulate staff tests positive for mutated virus during home quarantine

Grand Promenade where the patient spent 9 days in home quarantine has been locked down 

The Centre for Health Protection announced tonight, Oct 15, that it is investigating the case of a staff of the Russian Consulate General who tested preliminary positive for Covid-19 involving the L452R mutant strain.

The 55-year-old male patient left Hong Kong on Aug 22 for Moscow and returned to Hong Kong on Oct 5 on flight AY101 via Finland from Russia.

He tested negative on arrival in HK but a specimen he submitted on Oct 14 tested positive for the mutant strain with a Ct value of about 15-16, indicating a heavy viral load.

The patient remains asymptomatic. He received two doses of the Sinovac vaccine on Jun 29 and Jul 27 in Hong Kong.

According to information provided by the patient, he had stayed at home after his arrival. But as a precaution, his residential block, which is Tower 1, Grand Promenade, 38 Tai Hong Street, Sai Wan Ho has been locked down overnight, and all its residents ordered to undergo testing for Covid-19.

Earlier, the CHP reported nine new confirmed cases of Covid-19, including two from the Philippines, two from India, two from Russia, and one each from Egypt, Canada and the Maldives.

The CHP said eight were found to have mutant strains while the test result of the remaining case is pending. Six of the patients were fully vaccinated while the three, including two young girls and 41-year-old man from Egypt, were unvaccinated.

The two who came from the Philippines are both foreign domestic helpers, aged 29 and 28, who were both under quarantine at Penny’s Bay when they tested positive. They both arrived via CX 906, but on separate dates. The first on Oct 10, and the second on Oct 13.

Of the two who came from India, one was identified as a close contact of a previous case, so was moved to Penny’s Bay quarantine center. The 39-year-old man arrived on Sept 30 via UK 6401.

The other arrival from India is a 63-year-old female who flew in on Sept 28 via AI134 and was in quarantine at Regal Airport Hotel in Tung Chung.

The other patients include a 35-year-old woman and a three-year-old girl from Russia, a 68-year-old woman from Canada, and a five-year-old girl from the Maldives.

As one of the passengers of Air Canada flight AC007 tested positive on arrival and one failed to comply with pre-boarding requirements, the flight from Vancouver has been suspended for two weeks, from Oct 16 to 29.

Filipina to enter plea to alleged jewelry theft in District Court

The transfer of the case to District Court means a more serious theft allegation 

A Filipina domestic helper charged with stealing various items including jewelry and food stuff has been ordered by a magistrate to appear in the District Court on Nov. 2 for the plea taking.

Olive L. Clores appeared before Eastern Court Magistrate Andrew Mok today, Oct 15, where an amended charge against her was read out. She has been in detention since here arrest in late May.

The prosecution alleged that between an unspecified date in 2018 and May 25 this year, the defendant stole two diamond bracelets, 1 diamond ring, 12 bracelets, 12 rings, earrings, face masks, clothes, one bottle sunblock, one bottle shampoo, one bottle conditioner and food items.

The stolen property were said to belong to a woman who lives in a flat on the 24th floor of Pine Mansion, Taikoo Shing. The prosecution did not say if the owner of the goods is the employer of the defendant.

No other details were given about the case, including the value of the stolen items. However, only the more serious indictable offences originally brought before the magistracy are transferred to the District Court for disposition.

The magistrate reminded the Filipina that when the case goes to the higher court she would no longer be represented through the Duty Lawyer Service so she must apply for representation from the Legal Aid Department.

He advised the defendant to apply for representation from the Legal Aid Department and remanded her in custody.

The case comes just a month after another Filipina helper, Carmelita Nones, was sentenced at the High Court to nearly five years in jail after she admitted stealing $14.6 million worth of jewelry and gold ornaments from her employers in Deepwater Bay.

Her sister, Marina G. Biala, who kept a bag containing part of the loot worth $4.8 million, will be tried at the trial District Court on Jan 3 after she pleaded not guilty to a charge of handling stolen property.

Meanwhile a Filipina resident pleaded not guilty in Eastern Court today to two counts of theft.

Gladys de Vera, 38, is accused of stealing various grocery items including shampoo and chocolates in the morning and evening of Jun 22 from Wellcome Supermarket in the basement of Regent Centre on Queen’s Road Central.

Her trial has been set for Nov 30 after she pleaded not guilty to the charges. Her bail was extended until her next court appearance.

Robredo, Lacson, Pacquiao bare senatorial tickets

Robredo now has 5 permanent, 6 guest candidates as senators

Presidential candidates Leni Robredo, Panfilo Lacson and Manny Pacquiao today announced their respective senatorial slates, in a race where their parties share common candidates.

Vice President Robredo announced six guest candidates who will join her five earlier picks. She added that the last candidate will be chosen from among four or five frontrunners, and should represent a marginalized sector.

Her guest candidates are former Vice President Jejomar Binay, Senators Juan Miguel Zubiri, Joel Villanueva and Richard Gordon, and former Sen. and present Sorsogon Governor Francis Escudero and Alex Lacson of Kapatiran.

Noticeably absent was former Bayan Muna Rep. Neri Colmenares, who was a convenor of 1Sambayan which endorsed Robredo's candidacy. His omission from the list led to  #WeWantNeri to emerge as a top trending topic on Twitter.

Earlier, Robredo announced the official candidates of the Liberal Party: Senators Risa Hontiveros and Leila de Lima, former Senator Antonio Trillanes IV, human rights lawyer Chel Diokno and Former Representative Teddy Baguilat.

In a press conference with her vice presidential candidate Sen Kiko Pangilinan and retiring Sen. Franklin Drilon, who served as her adviser, Robredo said: "Mga kinatawan sila ng mas malawakang puwersang handang tumindig para isulong ang bago, matino, at makataong pamamahala, mula sa tuktok ng pamahalaan hanggang sa bawat sulok ng burukrasya.”

What emerged was that her slate shares candidates with the tickets announced by fellow presidentiables Panfilo Lacson and Manny Pacquiao.

Lacson and running mate Senate President Vicente Sotto III said the 15-candidate slate they will endorse during the campaign will also have Escudero, Villanueva, Zubiri, Binay and Gordon.

Loren Legarda, former Senator Joseph Victor “JV” Ejercito, , former Quezon City Mayor Herbert Bautista, Senator Sherwin Gatchalian, former Agriculture Secretary Manny Piñol, Dr. Minguita Padilla, Former Makati Rep. Monsour del Rosario, Powee Capino and Information and Communications Secretary Greg Honasan.

“Ang initial plan namin is to adopt all 14 and we are only adopting them and we will campaign because we feel that they are the ones qualified to go to be elected as senators of the republic,” said Lacson, who is running under the coalition of Partido Reporma and the Nationalist People’s Coalition.

In addition to the 14 senatoriables, Sotto said they will also endorse a “surprise candidate.”

The first senatorial ticket to be announced was that of the PDP-Laban faction. led by Energy Secretary Alfonso Cusi and whose registered candidate is Sen. Bato dela Rosa.

Its initial Senate slate announced last Sept. 8, included Labor Secretary Silvestre Bello III, Chief Presidential Legal Counsel Salvador Panelo, Transportation Secretary Arthur Tugade, Leyte 4th District Representative Lucy Torres-Gomez, Presidential Spokesperson Harry Roque, Public Works and Highways Secretary Mark Villar, Presidential Anti-Corruption Commission Commissioner Greco Belgica and House Deputy Speaker Rodante Marcoleta.

Former Sen. Bongbong Marcos is expected to announce his senatorial choices shortly.
