The 2 Filipina DHs testes positive while at Penny's Bay

Two foreign domestic helpers and one sea crew who all arrived from the Philippines are among four new confirmed Covid-19 infections today, Oct 14. The fourth is an air crew who flew in from Saudi Arabia.

All the patients are asymptomatic and received full vaccination in their home countries. The Filipinos all carried the L453R mutant strain while the test result for the Saudi national is pending.

They took Hong Kong’s total Covid-19 tally to 12,323 confirmed cases.

The two Filipina DHs are aged 37 and 41 years, and both were staying at Penny’s Bay Quarantine Centre when they tested positive.

The younger one came via 5J272 on Oct 20, while the other flew in on PR300 on the same day. Both tested positive on Day 3 of their arrival at Penny’s Bay.

The 37-year-old male sea crew, on the other hand, came on Oct 22 via PR300 and tested positive at Hong Kong International Airport.  

The traveler from Saudi Arabia flew in on Oct 23 via SV982, and was also found infected on his arrival.

Meanwhile, the Centre for Health Protection reminded people specified persons in a compulsory testing notice for Tower 10 of The Graces in Tai Po to get tested by tomorrow, Oct 25.

It again reminded the public not to take non-essential trips abroad.

“If travel is unavoidable, the CHP highly recommends the public to be fully vaccinated with COVID-19 vaccines before their departure,” the government said.

“They should avoid participating in non-essential mass gatherings or events held outside  Hong Kong. They should continue to wear a surgical mask and maintain strict personal and environmental hygiene at all times. Parents are also urged to avoid taking unvaccinated children travelling.

Cruise ship with re-positive case suspended for 21 days

Spectrum of the Seas is grounded until Nov 11 after one of its crew tested positive for Covid-19

Cruise ship, “Spectrum of the Seas”, has been suspended from going out to sea for 21 days after one of its male crew tested positive for Covid-19 on Oct. 21, but with a very low viral load, indicating a re-positive case.

The news comes as six new imported cases were reported today, Oct. 23, taking Hong Kong’s total Covid-19 tally to 12,319.

The test result on the male sea crew halted the scheduled “cruise to nowhere” by the luxury liner on Thursday, after about 1,000 of its passengers had already boarded. About 1,200 people were booked for the cruise.

According to the Centre for Health Protection, a sample collected from the man on Oct 19 by a private laboratory tested indeterminate on Oct 21. A confirmatory test done by the Department of Health laboratory on the same day tested positive for Covid-19, with a very low viral load.

After the patient was taken to hospital Friday, further tests yielded negative results, while his antibody test was positive.

Information supplied by the cruise company showed the crew was found infected in Malaysia in July, but repeated tests in Hong Kong after he arrived in August all had negative results.

“Based on the epidemiological and laboratory findings, the case is compatible with a re-positive case,” said the CHP.

Despite this, a compulsory testing notice was issued for everyone who had been aboard the ship for at least two hours between Sept 30 and Oct 21, when the patient was on board, to undergo testing. In addition, his close contacts have been taken to a quarantine center.

“For prudence sake, the CHP has also requested the cruise to suspend its journey for 21 days. They can receive guests starting from November 11,” said the CHP, which continues to follow up the case.

Meanwhile two of today’s patients tested positive at Penny’s Bay Quarantine Center and another at a public hospital where he accompanied a young family member who was found infected earlier.

Already at the hospital is a 35-year-old man whose three family members who arrived with him from Mongolia via Korea on CX419 on Oct. 17 all tested positive earlier. They include a 3-year-old girl, a one-year-old boy and a 38-year-old woman.

Two other patients arrived via CX252 from Britain on Oct 19, both males, aged 47 and 51. They were both staying at Kerry Hotel in Hung Hom when they tested positive on their third-day sample.

The last patient is a 69-year-old man who also flew from Britain via VS206 on Oct 17. He was staying at Ramada Harbour View Hotel in Sai Ying Pun when he tested positive on his fifth day.

Five of the cases today involve the L452R mutant strain, while the test result for the sixth is pending.

FDHs get 500 more rooms for quarantine at Rambler Hotel

From Nov 1, foreign domestic helpers vaccinated in their home country can book their 21-day quarantine with Rambler Garden Hotel in Tsing Yi.

This is in addition to Penny’s Bay Quarantine Centre on Lantau Island and Silka Tsuen Wan Hotel, which were earlier designated as quarantine facilities for FDHs.

In a statement released today, Oct 23, the Labour Department said 500 rooms at Rambler Hotel, which has been designated as quarantine facility for FDHs. The rooms will each cost $650 a night, inclusive of three meals a day and all charges.

In comparison, Penny’s Bay charges $480 a night, while Silka is the priciest, at $800 a night. The number of rooms at Penny’s Bay was increased to 1,000 from the previous 800 starting yesterday, while Silka has just over 400.

With an estimated 6,000 FDHs with visas competing for the limited number of rooms designated for FDHs, the competition is keen among the incoming workers. 

Silka was booked up to November shortly after it opened for reservations, while Penny’s Bay which releases 350 rooms every Monday, becomes inaccessible for booking within minutes of its opening.

According to the Labour statement, bookings for rooms at Rambler Garden Hotel will start at 9:30am on Oct. 25, for rooms that will become available from Nov 1. The link to the booking site is here: www.ramblerhotels.com/garden.

“The hotel will adjust the number of rooms open for reservation each day having regard to the overall booking situation,” said the statement.

Anyone who wants to reserve a room for an FDH will be required to provide a copy of the worker’s passport, valid employment visa and recognised vaccination record.

Once the documents are submitted, the applicant will need to wait for the hotel to give directions for payment, and afterwards, a booking confirmation. Successful applicants will be asked to submit the same he same documents presented during the cooking for verification before being allowed to check in at the facility.

Govt says the entry of FDHs should be gradual and orderly (File)

Labour reiterated that the government understands the need of many local families for FDHs, but the government has the duty to uphold its policy of guarding against the importation of cases. Thus the admission of FDHs to Hong Kong “should be resumed in a gradual and orderly manner,” said the statement.

It again promised to consider providing more rooms for FDHs, having regard to the global and local epidemic situation.

Employers and employment agencies are advised to allow sufficient time to prepare the documents required and complete the procedures before an FDH can come to Hong Kong. They should also book the FDH’s quarantine first before buying an air ticket for the worker to avoid the additional cost of rebooking.

“If a person making the reservation fails to submit the documents required or settle the payment within the specified period of time, his/her booking may be cancelled,” said the statement.

Payments already made will be refunded to the person making the reservation if the booking needs to be changed or cancelled due to the following: (1) the worker tests positive for Covid-19 before departing for Hong Kong, (2) change or cancellation of flights by the airline or (3) a lockdown, provided all supporting documents are submitted in advance.

For any change in the check-in date due to other reasons, the hotel will assess the merits of each case and decide if the rebooking application should be granted.

Any specified FDH who does not have a booking confirmation by a designated quarantine facility will not be allowed to board a flight to Hong Kong. These FDHS are those who have been fully vaccinated in places with which HK has a vaccination recognition agreement such as the Philippines, Indonesia, India, Malaysia, Nepal, Pakistan, Bangladesh, Nepal, South Africa, Sri Lanka and Thailand.

As for FDHs who have received full vaccination in Hong Kong, they may undergo compulsory quarantine at a general designated quarantine hotel or a DQF.

Filipino among 8 arrested for suspected illegal employment

5 suspected illegal workers and 3 employers were arrested in the latest raid

Five suspected illegal workers, including a Filipino, have been arrested in the past four days in operations mounted by the Immigration Department across Hong Kong to ferret out people who are illegally employed.

An Immigration press release said three suspected employers were also arrested in the anti-illegal worker operations codenamed “Twilight” conducted from Oct 18 to 21.

Task force officers raided 81 target locations, including a container yard, factories, food and beverage areas, a massage parlor, premises under renovation, a residential building, restaurants and retail shops.

No further details were available about the arrested Filipino.

The suspected illegal workers comprised three men and two women aged 24 to 50. Two men were holders of recognizance forms, which prohibit them from taking any job.

Two men and one woman, aged 47 to 67, were suspected of employing the illegal workers.

The department said any person who violates a condition of stay imposed on him breaks the law. Also, visitors are not allowed to take up employment in Hong Kong, whether paid or unpaid, without permission from the Director of Immigration.

Offenders are liable to prosecution and, upon conviction, face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties, the department said.

The Immigration Ordinance says an illegal immigrant, a person subject to removal or deportation, an overstayer or a person who has been refused permission to land, is prohibited from taking any employment, paid or unpaid.

He is also prohibited from establishing or joining any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years’ imprisonment.

It is a serious offence to employ people who are not lawfully employable, according to the Immigration Ordinance.

The maximum penalty for a person who employs someone illegally has been significantly increased from a fine of $350,000 and three years’ imprisonment to a fine of $500,000 and 10 years’ imprisonment to reflect the gravity of the offense.

Filipina DH loses $10k in new love scam modus

The slick-tongued man could not have found an easier prey than the 31-year-old Filipina domestic worker who is religious, generous and most importantly, has a stash of hard-earned money at her disposal.

Within just a few days, Sol D., a native of Davao and a single mother of a young boy, lost $10,000 of her savings to the man whom she met on Encore, a dating site for single parents, who introduced himself as “Dennise Robert Philips.”

Having lost more than two months’ salary did not leave Sol feeling as bad as the realization that the man with whom she exchanged Biblical passages had tricked her into transferring money into his bitcoin account, then disappeared.

Sol said she started chatting with “Dennise” in the first week of October and from the first go, they clicked. The man said he was an American businessman who had been a Hong Kong resident for five years.

The man endeared himself to Sol by his frequent references to God, and his apparent devotion to his eight-year-old daughter “who means to world to me.” He said he was divorced six years ago and had full custody of his daughter.

“I need to give my daughter the perfect attention, and she’s super excited to come in (sic) Hong Kong,” said one of the man’s messages to Sol.

The Filipina was flattered by the attention, and reassured by her video chats with the man who looked exactly as he was in the pictures he posted and sounded very kind. In their chats on messenger the man said he lived in Tin Hau, and was just in the United States to pick up her daughter so they could live together in Hong Kong.

To boost her confidence, the man sent Sol a copy of his supposed HKID card bearing the name he gave, his date of birth showing him to have turned 41 on Oct 19.

What Sol missed was that the HKID card showed the bearer to be a permanent resident, which belied the man’s claim that he had been in Hong Kong for just five years, or two years short of the requirement for permanent residency.

Further, the HKID card bore the three stars that denote Chinese citizenship, and the issue date as May 2017, which also did not match his story.

But the big lie came a few days later, or on Oct 9, when the man started sending frantic messages to Sol to ask for money. His story was that he needed to pay for a “letter of introduction” for his daughter, Stephanie, as he supposedly lost the document, and showed a badly written letter purportedly from the New York Police as proof.

He asked Sol to contact a certain Mr Chen at HK Immigration to help him borrow money for the $4,500 needed in lieu of the lost document. The Chen guy supposedly agreed after Sol intervened.

But after thanking the Filipina and calling her “my wife,” the guy had an even sorrier tale to tell. This time, his story was that he was stuck in his hotel room in the US prior to taking a flight to Hong Kong, and was in trouble because he did not have money with him as he had left all his cards at home.

When Sol resisted, the man said the hotel manager had taken out his and daughter’s bags from their hotel room and was threatening to call the police.

Taking pity, Sol, who had exactly $10,000 with her, intending to send it to her family back home, agreed to help. She was directed to go to a bitcoin ATM in Tsuen Wan where she lives and transfer the money there using a QR code she was given.

After she transferred the money, the man profusely thanked her, then said he and his daughter were leaving the next day, so he would be out of touch.

On Oct 13, the man sent a message again, saying he and his daughter were stuck at Hong Kong airport because he didn’t have a “permission of entry” which he needed to pay for.

He asked Sol to contact “Mr Chen” again. In reply to Sol, the second guy said, “Haya. Permission of entry new policy. He needs to apply for permission, la. Without that can’t get to Hong Kong, la.”

“Dennise” upped the pressure by asking Sol for money again, saying he was in a bind because he could not access his money.

“I tried to call my bank but they said to me that I need to be inside Hong Kong before I get money (sic),” he said in a message. “I cannot sleep. My body and my back is pain.”

When Sol said she did not have any money anymore, he suggested that she borrow from a lending company. This angered Sol, who told him she has never taken out a loan in her entire life.

When he insisted, Sol told the man she consulted her friends and was advised to stay away from him as he was a scammer.

The man reportedly got very mad, asking why Sol had to tell her friends about his money problems. But he alternated this with attempt to woo her again with words like “I want you to be my wife.”

But Sol was adamant, saying he was a scammer and a liar who used the name of God to take money away from her. In her final message, Sol told him he had until Oct 24 to give back her money, as her family in the Philippines needed it badly.

He never responded to her text messages or calls again.

Sol now plans to go the Hong Kong Police and the Consulate to seek help. Although her main concern is to get back her money, she also wants her story to serve as a warning to fellow Filipinas to be wary of Bible-spouting online lovers.

Suspected re-positive case leaves ‘Spectrum of Seas’ cruise going nowhere

Over 1,000 passengers of the cruise ship had already boarded when the cruise was canceled

Hong Kong’s vaunted “cruise to nowhere” for about 1,200 people was halted last night, Oct 21, as a male crew was suspected by health officials to be a re-positive case after crew members of Royal Caribbean’s Spectrum of the Seas were tested.

More than 1,000 passengers had already boarded the ship at Kai Tak Cruise Terminal at 7pm Thursday when the cruise was canceled.

The Centre for Health Protection, meanwhile, said today it was investigating two new confirmed coronavirus cases carrying the L452R variant. One was a Filipina domestic helper aged 43 and the other a woman from Maldives aged 31.

The Filipina arrived via 5J272 on Oct 18 and was in quarantine at Penny’s Bay when found infected. The woman from Maldives tested positive in a public hospital where she accompanied her 8-year-old daughter who got sick earlier. They both arrived in Hong Kong on Oct 13 via QR818.

The suspected re-positive involving the 40-year-old male crew was not included in today’s list of confirmed infections.

A government press release said the man tested positive for Covid-19 in Malaysia in July.

He arrived in Hong Kong in August and tested negative more than 10 times upon arrival from cruises.

But his sample collected on Oct 19 on board the ship tested positive with a very low viral load. He has been asymptomatic.

As the man also worked on the Spectrum of the Seas on two other trips this month, people who had been on board between Sept 30 and Oct 21 are required to undergo testing by tomorrow, Saturday.

The cancellation was in accordance with the contingency management mechanism devised for “cruise to nowhere” itineraries by the TC, the DH and Royal Caribbean.

As soon as the CHP announced that it was investigating the suspected re-positive overseas case, the operator immediately cancelled the sailing.

The DH has separately announced the testing and quarantine arrangements for passengers and crew members of the cruise ship. The TC has all along been closely working and following up with Royal Caribbean, the press release said.

The cruise company had arranged an orderly departure of the affected passengers from the terminal and informed them of the refund or rescheduling arrangements.

The spokesperson said CTN itineraries are subject to a set of stringent health precautionary measures to cope with the epidemic risks.

This means all passengers and crew must be fully vaccinated against Covid-19 and must undergo polymerase chain reaction-based, or PCR, nucleic acid tests within 48 hours before sailing and at regular intervals, and receive negative results.

Cruise companies and passengers are also required to strictly comply with the respective anti-epidemic measures for cruise ships and various relevant premises.

Should there be a suspected case on board after the cruise ship has left, the journey will be suspended at once and the vessel has to return to Hong Kong.
