2nd imported Delta plus case found

A second person previously reported as infected with Covid-19 has been found to carry the more infectious Delta plus variant, according to a press statement issued by the Centre for Health Protection today, Nov 11.

The patient, identified as case no 12374, is reported to have sat close to the first person to test positive for the AY.43 strain of the Delta variant when they flew to Hong Kong aboard flight BA027 on Nov. 1.

The first identified carrier, case no 12357, took seat 2E while 12374 was at 2B. The first patient is a 62-year-old man who tested positive on his arrival test while the second, who is a 56-year-old man, was found infected on his 5th day sample.

The CHP said its investigation is continuing.

The 2 Cathay pilots carried a Delta strain commonly found in Germany

Separately, CHP said the two cargo pilots of Cathay Pacific who were confirmed as having Covid-19 yesterday carried the AY.43 strain of the Delta variant. The strain is said to be common in Europe, especially Germany, where the two had come from on Nov. 6.

The two pilots tested negative on arrival at Hong Kong airport, and because they had quarantine-free privilege, were allowed to go home. The samples they provided on Nov 8 in line with regulations were found to carry the L452R strain, with a heavy viral load.

CHP said it is also investigating the genetic sequencing of case no 12379, a third air crew who was reported infected yesterday after flying in from Qatar. The viral load of the third patient is said to be very low, but the available genetics sequencing showed it was not related to the two other cases.

Further, the genetic sequences of all three cases were not found in other previously confirmed cases in Hong Kong, suggesting the infections were all acquired abroad.

But while the two cases of the two pilots were classified as new imported cases, the third was categorized as an imported re-positive case, meaning, he had caught the virus abroad earlier, but was not detected.

Meanwhile three new imported reported today, involving a foreign domestic helper from the Philippines and two residents who came from Thailand and Qatar. All tested positive for the L452R mutant strain of the coronavirus.

The 33-year-old Filipina helper arrived via PR300 on Oct 29 and tested positive on her 12th day sample while in quarantine at Penny’s Bay.

The 62-year-old male returnee from Thailand arrived on Oct 22 via CX 652.  He tested positive on his 18th day in quarantine at 4 Points by Sheraton hotel in Tung Chung.

The 50-year-old male returnee from Qatar arrived on Nov 9 via QR818 and tested positive on his arrival test.

All three patients were fully vaccinated – the helper with Sinovac in the Philippines, the second with Sinopharm in Thailand, and the third with BioNTech in Hong Kong.

They took Hong Kong’s total Covid-19 cases to 12,377 confirmed and one probable case).

Filipino DH population in HK continues to slide

The number of Filipino DHs continues to drop even after HK lifted its travel ban on Phl

Filipino domestic worker numbers in Hong Kong continued to fall last month despite the government’s decision to allow entry to those fully vaccinated among them, to ease the acute shortage of foreign helpers in the city.

The latest figures obtained from the Immigration Department show that the Filipino domestic helper population slipped by 405 in October to 197,412, reversing an uptick to 197,817 in September.

From January this year, the Filipino DH population has shed 7,359 workers.

The drop could be due largely to Hong Kong’s decision to limit the entry of FDHs to just about 40-50 a day, with officials saying they wanted to avert the possibility of having to deal with an upsurge in imported cases.

As a result, the thousands of Filipino workers who have been waiting for months to come here have been left struggling with having to book a place in any of the three designated quarantine facilities for them.

Indonesian domestic helpers, the next biggest FDH group after the Philippines, saw their headcount drop by 1,001. From 146,958 in September, the number fell to 145,957 in October.

As a result of the declines, the total FDH population dwindled to 351,408 in October from 352,888 in September.

In his blog early last month, Labour Secretary Law Chi-kwong estimated the shortage of FDHs in Hong Kong at tens of thousands.

“The number of FDHs in Hong Kong peaked at 400,000, but today has fallen to less than 360,000. The shortage … is tens of thousands. You can imagine how much pressure thousands of families face without the support of foreign domestic helpers.” Law said.

He said this distress appeared when the epidemic began early last year, and turned more serious on Apr 20, when the government decided to ban flights from extremely high-risk countries like the Philippines to prevent the virus being brought into Hong Kong.

The shortage has driven up salary offers for FDH who are already in Hong Kong, said some employment agencies that are pressing the government to relax the entry of FDHs. They said some employers are offering from $6,000 to $8,000 a month, although migrant leaders scoff at the claim.

Warning as fake advisory on purported travel ban on Phl circulates

Filipino migrant workers struggling to book a place in a quarantine hotel in Hong Kong are getting agitated some more by a letter that began circulating today, Nov. 8, saying a travel ban will be imposed on the Philippines again starting next month.

The letter with a Hong Kong International Airport logo and which purportedly came from Chief Executive Carrie Lam says all passenger flights from the Philippines, India and Pakistan will be suspended for six months starting Dec. 20.

This was supposedly due to the three countries being reclassified anew as “extremely high-risk Group A specified places.”

“The suspension will be effective for 6 months. So, please book your flights before 20 December or there will be no access to Hong Kong for 6 months after December 20 until the situation is calm,” said the purported advisory from Mrs Lam.

Curiously, the letter was addressed to “Hong Kong Special Administrative Region of the People’s Republic of China.”

Acting quickly, Consul General Raly Tejada posted a message on his personal Facebook page that the purported letter is fake. He also said he has asked Hong Kong authorities to look into whoever was behind it.

Fake po ito. Wag na po natin patulan at ikalat!”, he said in his post. (This is fake. Please pay no heed and don’t spread it around).

In a brief message to The SUN, Congen also said, “I also reported it to HK authorities who promised to investigate.”

While the letter obviously looked fake to most, it still caused uncertainty to some of the thousands of Filipino domestic workers who are despairing to over their inability to book a quarantine place in Hong Kong so they could take up their jobs here.

One said, “Hello, may I ask if that is legit? Sabi ng kaibigan ko na nasa Pilipinas nasaraduhan na daw ulit sila ng booking sa quarantine facilities dito sa HK, tapos iyan ho ang pinapakita ng agency sa kanila.” (My friend in the Philippines said she was again unable to book a place in the quarantine places here in HK, then her agency showed her that).

Many who shared the note in private did not seem to believe the fake information, but were nevertheless shaken enough to ask for affirmation.

As of this writing, no less than five people have forwarded it, all wanting to get an assurance that the months they have spent trying to find their way to Hong Kong have not been for naught.

What is true, however, is that Hong Kong has effectively banned all unvaccinated tourists from coming to the city, as it reclassified New Zealand as a medium-risk country starting on Nov. 17.

A statement posted on the government information website said that the reclassification is the result of New Zealand’s policy shift in dealing with the Covid-19 pandemic, and the rise in the number of confirmed cases in the country.

New Zealand authorities have announced earlier that they would pursue the policy of 'living with the virus' and have set their full vaccination target,” said the statement.

“We note that the number of confirmed cases there has been increasing. As the risk of the importation of cases has heightened, we have to tighten the quarantine requirements for persons arriving at Hong Kong from New Zealand."

Previously, New Zealand was the only place classified as “low risk” or as Category C, where non-Hong Kong residents were allowed entry but must spend 21 days in a designated quarantine hotel.

As a medium-risk place, all fully vaccinated people coming from the country will be subject to 14-day hotel quarantine. In addition, they will have to undergo four Covid-19 tests during their quarantine, followed by a seven-day self-monitoring period, and get tested again on the 16th and 19th day of their arrival.

Residents who have not received the full two doses of a Covid-19 vaccine will be allowed entry, but they must spend 21 days in hotel quarantine, during which they will be tested six times. After their isolation, they will be required to undergo another test on the 26th day of their arrival.

These are the same conditions imposed on all vaccinated residents arriving from a high risk or category A country like the Philippines. Non-vaccinated people, whether residents or not, will not be allowed entry, unless they have a medical certificate showing they are not fit to be vaccinated, or do not fall within the required age bracket.

Pilot's infection sends 120 kids in intl school to quarantine

Health officials  hold a rare press conference to express concern over the cases

Five new confirmed cases of Covid-19 were reported today, Nov 10, including two quarantine-exempt air cargo pilots both found to carry a heavy viral load two days after being cleared to go home.

The other patients included another male air crew who tested positive for Covid-19 on his arrival test at the Hong Kong International Airport on Nov. 8.

The remaining two who are both suspected to be re-positive cases include a foreign domestic worker from the Philippines and a 15-year-old girl who came with four family members from Rome. Both tested positive for the virus after completing their hotel quarantine.

The new cases brought Hong Kong’s total Covid-19 tally to 12,375 confirmed and one probable infection.

One of the pilots, who is 57 years old, rejoined his wife and their three children at their home in Seabee Lane, Discovery Bay on Nov. 6, shortly arriving in Hong Kong and testing negative at the airport.

After a specimen he gave at a community testing center on Nov 8 tested positive for the L452R strain of the coronavirus, the kindergarten and primary sections at Discovery Bay International School where his wife teaches and his kids attend, were closed down.

Health officials who conducted a press briefing this afternoon said 120 students in the school have to be sent into quarantine for at least three days while they are tested for Covid-19.

The patient’s 29-year-old co-pilot with whom he flew in from Germany on Nov 6, also came down with the coronavirus at the same time. About 60 of his friends and colleagues, some of whom he played football with last month, are also being sent into isolation.

No new case was found after 300 residents of Harbour Pinnacle were tested

However, an overnight lockdown of Harbour Pinnacle in Tsim Sha Tsui where he lives, did not yield any new infection. Officials said around 300 residents were tested for Covid-19 infection during the lockdown, and not a single case was found.

Dr Albert Au from the Centre for Health Protection said the men’s low Ct value or heavy viral load was a cause for concern, as there was a possibility that they had spread the coronavirus into the community.

Au said further investigations including genomic sequencing are being made to track the source of the men’s infections, which included a positive test result for the L452R mutant strain.

However, since both infections appeared to be recent, he said it was likely that they caught the virus in Germany and brought it back with them to Hong Kong.

There was not as much concern over the other air crew as he had gone straight to the company-provided hotel quarantine while awaiting the test result on the specimen he provided on arrival at the airport.

The cases prompted health officials to consider further tightening quarantine rules for exempted groups like flight crews.

CHP controller Edwin Tsui said that despite the government’s recent announcement that the number of quarantine-exempt travelers will be whittled down starting Nov 12, flight crew members are not likely to be taken off the list as they are considered to provide essential services.

However, he said, “We will work with the Transport and Housing Bureau colleagues to further review if there’s a possibility to consider further (restricting) the movement of the exempted aircrew in Hong Kong.”

Tsui said the new measures could include specifying where they should isolate in Hong Kong so as to balance the health risk that the exempted persons may pose with the need to continue the normal operation of cargo and aviation flights.

As for the Filipina DH, the officials said she tested positive only once, during a follow-up test on Nov. 8. All tests during her 21-day quarantine which she spent in Silka Tsuen Wan Hotel, as well as those taken after she was moved to a hospital, were negative.

At the time, the Filipina was staying at the Rosedale Hotel in Causeway Bay where she was asked to isolate for a few more days before moving in with her employers.

She mostly stayed inside the hotel, except when she was made to go to a clinic at the World Trade Centre building in Causeway Bay for a medical check-up. She also told investigators she had gone to buy food from a nearby Din Tai Fung shop.

Compulsory testing was ordered for those who were at Ocean Park on Oct 24

As for the teenage girl from Rome, the officials said her family members who came to Hong Kong with her have been moved to a quarantine centre as a precaution.

As her entire family had gone to Ocean Park between 2pm to 9pm on Nov. 7, a CTN was issued on everyone who had been there at the same time.

In all, 45 places were placed under CTN after the five new cases were confirmed, said officials. Around five preliminary positive cases were reported as of midnight last night.
