6.6m permanent residents, new arrivals to get $10k in cash vouchers

Secretary Chan says the $10k cash voucher handout will cost $66.4 billion 

All Hong Kong permanent residents and new arrivals aged 18 and above will get HK$10,000 (US$1,280) worth of electronic spending vouchers this year as part of the government’s effort to mitigate the effects of the most severe wave of the Covid-19 pandemic.

The $66.4 billion handout was disclosed by Financial Secretary Paul Chan in his Budget speech earlier today.

“Fighting the epidemic is our overriding mission at present.  The Government will mobilise all available manpower and resources to contain and stabilise the epidemic,” he said.

Chan also announced other benefits, including tax relief for property renters, rates reduction of up to $5,000 for the year for property owners, electricity subsidy of $1,000 for 2.8 million eligible households, and an extra half-month’s payment for people who receive welfare, old age, disability and working family allowances.

The 6.3 million residents who had signed up for last year’s voucher giveaway will get the first $5,000 worth of vouchers via electronic payment systems in April.

They will get the remaining subsidy in the middle of the year, at the same time as the additional 300,000 people who could be eligible for the handout.

Last year, Hongkongers received similar e-vouchers worth a total of $5,000 in 2-3 installments  through Octopus, AlipayHK, WeChat Pay and Tap & Go.

 “I hope that the scheme will inject impetus to the market when the epidemic is stabilised so as to accelerate economic recovery, and further encourage the public and merchants to use electronic payment which will promote the development of digital economy,” Chan said.

He said the scheme is expected to benefit 6.6 million out of the 7.4 million people living in Hong Kong.

Not included in the scheme are those who are non-permanent residents like foreign domestic workers, other non-contractual workers, students and those on employment or dependant visas not categorized as “new arrivals.”

Chan also brought back other one-off sweeteners introduced in the past to ease the financial burden on residents, including a 100 percent reduction in salaries tax, capped at $10,000 per taxpayer. 

A new initiative is a proposed tax break of up to $100,000 for people who do not own their own property, and are renting a flat. The measure which will result in a tax loss of $3.3 billion to the government, will be submitted to the Legislative Council in the second quarter of the year. 

Other measures include rates reduction of up to $5,000 for the year for property owners; electricity subsidy of $1,000 for 2.8 million eligible households; and an extra half-month payment for people who receive welfare, old age, disability and working family allowances. 

The government will also lower the threshold for the Public Transport Fare Subsidy Scheme from $400 to $200 from May to October this year. 

This will mean commuters getting a rebate equivalent to a third of their actual monthly public transportation expenses, capped at $500 a month. 

Chan said the scheme is expected to benefit about 3.8 million commuters per month. 

Businesses will get the same relief as last year, with profits tax for 2021-2022 amounting to no more than $10,000 being waived in full. Chan said this will benefit 2.1 million people and reduce government revenue by $13.1 billion. 

Other measures include rates concession for non-domestic properties; a waiver of business registration fees; a discount on water and sewage charges, and an extension of rental concessions for some tenants of government properties. 

The government has also earmarked an additional funding of $6.6 billion to create some 30,000 time-bound jobs in the public and private sectors under the Job Creation Scheme to ease unemployment. This supplements the $13.6 billion set aside at the end of 2021 to create some 60,000 such jobs, of which 45,000 were filled.

HK reports 6,211 confirmed Covid-19 cases & 39 deaths

Targeted lockdowns continue as experts see a surge in cases every 3 days (File)

Hong Kong has posted more than 6,000 confirmed Covid-19 cases, about 2,000 less than the actual number of positive test results reported on Tuesday, said health authorities. Thirty-nine patients were also reported to have died, mostly elderly.

Speaking at the daily press briefing on the latest coronavirus situation in Hong Kong, Dr Chuang Shuk-kwan of the Centre for Health Protection said the number of positive cases confirmed over the past 24 hours was 6,211.

However, this did not appear to reflect the actual number of cases, as the total number of positive cases reported, said Dr Chuang, was 8,013.

Of the total confirmed cases three were imported and the rest were all local acquired. Thirty-one carried the Delta strain while the rest were suspected Omicron cases.

She noted that between the 126 cases reported on Feb. 1 and the total tally of 8,013 reported on Feb 21 there had been an exponential increase of 64 times.

“So on average, there is an exponential rise every three days,” she said, emphasizing the severity of the situation.

She admitted there were also over 9,300 preliminary positive cases, but these no longer reflect the true numbers because of the long delays in sending the specimens for confirmation.

“So those preliminary positive numbers are cumulative numbers that have not been confirmed,” she said. “We noticed some of those cases were reported a few days ago.”

Dr Lau Ka-hin, chief manager of the Hospital Authority, said 39 Covid-related deaths were reported as of 9am in the morning.

Thirty-two of the patients passed away on Monday, comprising 17 males and 15 females, while seven – five males and two females - died on Sunday but there was a delay in reporting their cases.

They took Hong Kong’s death toll in public hospitals to 145, which included two toddlers aged 3 and 4, as well as an 11-month old baby girl.

The latest patients were aged from 45 to 103, the oldest recorded death linked to Covid-19 in Hong Kong.

Dr Lau said majority of them were elderly, while some, like the youngest patient, had chronic illnesses. Almost all were not vaccinated, he added.

A total of 3,799 patients are being treated at three infection control centers at North Lantau Hospital, Princess Margaret Hospital and AsiaWorld Expo, as well as public hospitals.

A further 1,900 or so patients with mild or no symptoms are staying at Penny’s Bay Isolation Centre and more than 250 others at Dorsett Tsuen Wan isolation facility.

Dr Lau thanked St Paul’s Hospital for agreeing to reserve 20 of its beds for recovering, non-Covid patients from public hospitals, saying it set a good example for private hospitals lending a hand to the government in containing the surge in cases.

He also hit out at a video being spread on social media which he said was meant to disparage the work of health care workers at a time when they are struggling to cope with the most severe wave of the epidemic.

He said a total of 873 hospital staff have been infected with the virus in the current wave, mostly from community transmissions.

“Our colleagues are facing a difficult time and we ask for your understanding,” he said. “If there had been shortcomings we apologize.”

CE Lam says all HK residents will be tested 3x starting March

CE Lam announces mandatory testing for all in a press conference

Chief Executive Carrie Lam has unveiled plans to introduce mandatory universal testing for all of Hong Kong’s 7.4 million starting next month as part of a multi-pronged approach to stop a surge in the number of Covid-19 cases in the city.

Speaking at a press conference a few hours ago, CE Lam also announced the extension of stringent social distancing measures until Apr 20. These include limiting the number of people who can gather in public to two, and closing down many leisure and entertainment venues.

The anti-Covid restrictions will be tightened further with only two people being allowed to dine together in restaurants, even if they are vaccinated. Under current regulations, up to four vaccinated diners can sit together.

Also extended until Apr 20 is the flight ban on nine countries, imposed after a big number of travellers from these places tested positive on arrival in Hong Kong. Covered by the ban are Australia, Canada, France, India, Nepal, Pakistan, the Philippines, United Kingdom and United States.

Another new measure involves moving forward the summer holiday for all schools except universities, to March and April this year, instead of the usual July to August period. The CE said their campuses will be used for the compulsory citywide testing.

The new summer holidays will now end around Apr 18, or the first day of Easter. The CE said the government hopes the DSE will start on Apr 22 as scheduled.

On mandatory universal testing, CE Lam said the government has the legal power to carry this out under Cap599J.

Under the scheme, all residents will be tested three times, with their testing dates to be based on their dates of birth. Appointments can be made beforehand to minimize queuing.

As with vaccinations, a person who books an appointment can bring along elderly family members or children.

Between each mandatory test, every person will have to test daily using rapid antigen testing kits which will be provided free by the government. Everybody will also get free KN95 face masks.

If you test positive, you should not quarantine at home, although at the moment there are not enough facilities to accommodate all patients. CE said government estimates that around 30,000 who have tested positive are waiting to enter hospital.

To respond to this need, she said the Mainland government will help build more facilities in Hong Kong.

Within this week, there will be 12,000 isolation units, including hotel rooms and entire flats in three public housing blocks.

Next month, 16,000 more isolation units will be made available, including more hotel rooms and from a facility being built at the Kai Tak Cruise Terminal and the expansion of the Penny’s Bay isolation facility.

In addition, the government has identified an additional five pieces of land where an additional 20,000 isolation units can be built. The largest parcel is near Lok Ma Chau.

CE said the government continues to explore more options with private developers and even universities. Various government departments are also being asked to find isolation facilities for their respective workers, like the Marine Department which has earmarked the China Ferry Terminal in Tsim Sha Tsui for this purpose.

To ensure the success of universal testing, a few hundred testing stations will be set up across Hong Kong. They are expected to boost the government’s testing capacity to one million a day.

CE Lam said that hopefully, the government will be able to catch all silent transmission chains within the community through this exercise.

She also thanked the Mainland Government for supporting Hong Kong in its effort to tackle the fifth wave of the pandemic.

In the past 10 days Hong Kong has increased its testing capacity with help from staff from the mainland. Much-needed supplies like KN95 masks and testing kits have also come from across the border.

In addition, mainland experts will help build new quarantine facilities in Penny’s Bay and Kai Tak .

Mainland officials have also ensured the continuous flow of fresh produce from across the border, either by land or by sea.

While the daily figures are worrying, she said health experts should focus more on the deaths. In the latest wave of the pandemic, 145 people have passed away, mostly elderly or those with pre-existing conditions, but they also included three young kids.

She urged all people in Hong Kong to help fight the current wave by (1) following social distancing measures; (2) avoid going out – do not attend masses and family gatherings,  (3) comply with compulsory testing notices promptly; (4) if you have a foreign domestic helper, discuss their rest day with them so they can avoid gathering; (5) if you feel unwell, get a rapid test done; (6) do not worry too much, and chat with family members to find out how they are doing.

The CE said the government will spare no expenses in ensuring the health of its citizens.

Flight ban on Philippines, 8 other countries extended to Apr 20

The ban on flights from the Philippines and eight other countries will be extended to April 20 to avoid adding to the pressure that the fifth wave of Covid-19 cases has imposed on the territory’s medical system, Chief Executive Carrie Lam announced in a press conference about an hour ago.

The “place-specific flight suspension mechanism” for Australia, Canada, France, India, Pakistan, the Philippines, Nepal the United Kingdom and the United States of America was supposed to expire on Mar 4, four weeks after it was first put into place.

Under the prohibition, all passenger flights from these places will not be allowed to land in Hong Kong. In addition, people who have stayed in these places for more than two hours within the last 14 days before their trip, will not be allowed to transit in other places on their trip to Hong Kong.

Another anti-Covid-19 measure – the suspension of flights that bring in a number of passengers who test positive on arrival or fail to comply with boarding requirements, will continue to be enforced.

The place-specific flight ban has been in force since January 8, except for the one on Nepal which started  on Feb 12. 

Originally, it was imposed because of a number of passengers from these places testing positive on arrival in Hong Kong. 

In the case of the Philippines, records showed 40% of all those who arrived in the first week of January tested positive on arrival at the airport, or a few days after moving to a quarantine hotel.

This time, the ban has been extended because of an unprecedented surge in coronavirus cases in Hong Kong, which has resulted in all hospitals and isolation facilities barely able to cope with the demand for treatment and medical attention.

The number of confirmed cases listed today was 6,211 but according to health authorities there were more than 8,000 infections reported to them in the past 24 hours. The remaining cases have yet to be verified by the Hospital Authority or the Department of Health.

FDHs vaccinated abroad can now use any designated quarantine hotel

Metropark Hotel is just one of 44 additional quarantine hotels opened to first-time FDHs

Foreign domestic helpers vaccinated abroad will have a wider choice of hotels to stay for their 14-day quarantine when they arrive in Hong Kong starting March 1.

The government says all 44 hotels designated as quarantine hotels (DQHs) for all travelers arriving from abroad except FDHs who were vaccinated outside of Hong Kong will now be opened to everybody.

These hotels are in addition to the designated quarantine facilities (DQF) that had been previously assigned to such  FDHs. There used to be five of them, but two have been converted into Community Isolation Faciliies  (CIFs) which would house residents who test positive for Covid-19 with no or mild symptoms.

These developments, however, are of little consolation to domestic helpers waiting to fly from the Philipines as a ban on flights from the country has just been extended to Apr 20.

Flights from the Philipines are banned, along with those from Nepal, Australia, Canada, France, India, Pakistan, the United Kingdom and the United States.

FDHs are still arriving in Hong Kong from Indonesia, although at restricted numbers because a Cathay Pacific flight from Jakarta had been suspended for two weeks from Feb. 14. 

In a press release today, the government said FDHs who are staying in two hotels convertd to CIF -- Regala Skycity Hotel (Regala) and iclub Ma Tau Wai Hotel – will be transferred to Courtyard by Marriott in Shatin - one of the three remaining DQFs. The two others are Rambler Garden Hotel in Tsing Yi and O’Hotel in To Kwa Wan.

11-month-old baby girl with coronavirus dies as 7,533 new cases reported

An 11-month-old baby girl became the youngest patient with Covid-19 to succumb in Hong Kong, doctors announced Monday. 

At the daily press briefing on the coronavirus situation in Hong Kong, the Centre for Health Protection also reported 7,533 confirmed cases, a new record high.

According to Dr Lau Ka-hin from the Hospital Authority, the baby was admitted at 4am on Feb 19 at Tseung Kwan O Hospital, suffering from fever and convulsions.  She tested positive at the hospital with a Ct value of 17, indicating a heavy viral load.

As her condition was deemed serious, she was intubated and transferred to the pediatric intensive care unit of Queen Elizabeth Hospital and given Remdisivir. 

Her condition deteriorated and she suffered cardiac arrest before passing away at 6:59pm yesterday.

Dr Lau said he believes the girl was infected by family members as her parents, grandmother caregiver and two older siblings aged eight all tested positive after undergoing rapid antigen tests.

But he said the immediate cause of death has yet to be established, so the case has been referred to the Coroner’s court.

This is the third death of a young patient to be recorded in Hong Kong since the start of the fifth wave of infections.

Last week, a 4-year-old boy and a 3-year-old girl who tested positive for Covid-19 died just days apart. The boy’s case has been referred to the coroner while the girl’s death has been attributed to the coronavirus.

Dr Lau said a dozen other patients aged up to 97 years old also passed away within the past 24 hours. He said most were elderly with chronic conditions, but did not have information on each case. They took the total death toll in public hospitals to 311.

In reporting the daily infection figure, Dr Albert Au of the Centre for Health Protection said he expects the surge to continue, saying “we noticed that the number of cases is increasing very rapidly.”

But with the new and more stringent social distancing measures that are due to take effect this Thursday, he hopes the rate of infection will stabilize.

Asked why the CHP does not give any more data on preliminary positive cases Dr Au said they do not accurately reflect the number of those infected in the past 24 hours.

“So in terms of gauging the trend we refer to the positive and preliminary positive cases,” he said.

Yesterday, CHP’s chief Edwin Tsui said the trend showed as many as 10,000 people were infected on Saturday, while there were only 8,000 the previous day.

Of today’s infection, three were imported cases and the rest were all locally acquired.

Twenty of the patients carried the Delta variant while the rest either had Omicron or the test results were not in yet or could not be determined.

Dr Lau said 3,803 patients are receiving treatment in public hospitals and three infection control centers.

A further 2,100 or so patients with no or mild symptoms are at Penny’s Bay Isolation Centre while more than 200 are at Tsuen Wan Dorsett isolation facility.

He also said that HA had started transferring patients from public to private hospitals for case management to free up space for serious cases or those with Covid-19. Among those to be transferred are patients who need immediate orthopedic surgery.

Although they will continue their treatment in private hospitals, they will still be charged public hospital fees.

In a press release issued after the case briefing, the CHP announced that a two-week flight ban was issued on KLM flight KL819 from Amsterdam, after one of its passengers on Feb 18 tested positive on arrival, and two others failed to comply with pre-boarding requirements.

Also banned was Scoot flight from Singapore, which racked up four passengers who tested positive on arrival within a seven-day period, from Feb 13 to 19.

The ban on both flights will run from Feb 21 to Mar 6.

5 Filipinas stranded at airport fly out today, but 6th tests positive

Five Filipinas who were stuck at the Hong Kong International Airport for two days because of delayed Covid-19 test results managed to fly out today, after the Mission for Migrant Workers stepped in to help them.

Sadly, a sixth Filipina who was with the group tested positive, so the Mission had to get her to an isolation facility where she is now spending the mandatory 14-day quarantine before she can try to fly out again.

According to the Mission’s Janette Carnay, the group led by Luisa B. Parungo sent out an urgent appeal for help yesterday, saying they had been held up at the airport for two days because the swab test result they needed for boarding did not get to them on time.

The Philippines requires all inbound passengers to present a negative result for a swab test taken no later than 48 hours before their flight.

Wala na silang pera kahit pambili ng food,” said Carnay. “While nag a arrange tayo ng pupunta sa kanila, nag positive naman ang isa nilang kasama.”

(They had no money left to buy food. (Then) while we were arranging to get someone to go to them, one of their companions tested positive.”

Learning about the positive test of one of the women, Mission’s general manager Cynthia Tellez quickly arranged to send a taxi to the airport so she could be moved to an isolation facility.

Carnay, on the other hand, was dispatched to the airport to give financial help to the group so they could buy some food, and pay for another swab test.

Each swab test at community testing facilities costs $240, an amount that the homebound women could barely afford, much less if they had to pay for it twice. 

At the airport private laboratory Prenetics charges $499 but is able to issue the rest result within hours for departing passengers.

When Carnay got to the airport, some of the stranded women tearfully recalled to her their two-day ordeal. Twice they tried to get on a Cebu Pacific flight, but could not check in because they lacked the negative test result.

Previously, the turnaround for tests taken at the CTCs took only hours, with due regard being given to those who need the result as part of pre-boarding requirements. 

But because of the recent surge in Covid-19 cases, the online booking system is full until early March and those who do manage to get tested do not get the SMS informing them of the result until after a few days.

At least one other Filipina whose result was delayed went back to the CTC in Yau Tong where she had her test last week, only to be told that the result was positive. She ended up sleeping in a nearby park until a group learned of her plight and sent someone to pick her up.

For the group at the airport, it was three times lucky as Carnay said they appeared to have received their test result on time, so they all finally took off in two flights yesterday.

Wong shows how the scanner reads both an electronic and paper vaccination record

From Thursday, the government will start implementing the vaccine pass scheme to ensure that only vaccinated individuals are able to enter most premises which remain open, including restaurants, supermarkets, clubhouses and malls.

Vaccination proof will also be required of teachers and staff in schools, residential care homes as well as government offices, but exemptions will be given. Students are not covered.

High-ranking officials from different departments held a press conference this afternoon to give a demonstration of how enforcement action will be taken using the LeaveHomeSafe mobile application, and provide more details on the scheme.

Deputy Secretary for Food and Health Kevin Choi also reiterated what health officials have said, that the tough anti-pandemic measures could be tightened further, in case the current surge in coronavirus cases worsen.

Choi said that everyone above the age of 12 who enters the specified premises under the vaccine pass program will be required to enter using the LeaveHomeSafe app. As a further step, those who enter restaurants will have their app scanned to ensure they are vaccinated.

The scanning part will not required of those who enter other venues like supermarkets or malls, but they should have their vaccination records ready in case of spot checks by enforcers.

The vaccination record could either be in electronic form, which means it is downloaded in the LHS, iAMSmart or ehealth pass apps – or in its original paper form.

Choi said the so-called “active” implementation of the regulation for catering premises is necessary because they are high-risk places, as people get to take off their masks to eat, drink and talk over a meal.

In comparison, entering a mall or supermarket is an activity that is not as risky, and operators may have operational difficulties so a “passive” implementation would suffice for now.

He said in these places, people need only to bring their vaccination records, in the same way they bring their Hong Kong ID cards whenever they step out of the house.

Choi said exemptions will be given to those who hold certificates issued by a medical practitioner indicating they are not fit for vaccination.

Further exemptions include people who need to pass by malls and other listed premises on their way to work or home, or need to get in to buy medicines or other supplies for health purposes.

But Choi said all other people who are supposed to be just passing by must not shop in any grocery or outlet in the mall as that is not part of the exemption.

The vaccine pass will be implemented in three stages, with the first stage requiring people who enter the specified premises to have had at least one dose of a vaccine. By the second stage at the end of April they should have had their second dose, and by the third stage at the end of June, three jabs will be required.

Deputy Government Chief Information Officer Tony Wong demonstrated how the LHS app works with a scanner in premises requiring active enforcement of the vaccine pass. Both the paper record and a medical exemption certificate can be uploaded into the app.

Wong said an alert will sound off when a vaccine certificate is scanned. A different sound is emitted if a medical certificate is scanned. If no vaccination record is detected, the app will display a red sign.

At the start of stage two of the implementation, staff members in restaurants will be able to see how many vaccine shots have been recorded.

But Wong said all the data is encrypted, meaning restaurants and other people will have no access. But once an infection is detected in the premised, the Centre for Health Protection will send a one-time password to the restaurant to unlock the data of patrons who had visited at the indicated for contact-tracing purposes.

The officials were quick to warn that anyone who uses someone else’s phone to enter a premises will be committing a crime similar to using another person’s documents.

The government will soon set up a website giving all information about the vaccine pass scheme before its implementation on Thursday.
