Muntik nang ipaaresto ang isang Pilipinong overstay nang hindi siya mahagilap matapos tawagin ang kanyang kaso sa Court 1 na nasa 3rd floor ng Shatin Magistracy. Ang Pilipinong court interpreter na inilaan sa kanya ay lumabas din sa lobby upang hanapin siya pero bumalik at kinumpirmang wala nga siya.

Tumawag na ng susunod na kaso ang clerk of court nang pumasok si Enrico Reyes at iprinisinta ang sarili. Naroon lang pala siya sa labas ng Duty Lawyers’ Office na nasa 5th floor para humiling ng magtatanggol sa kanya.

Pinayuhan siya ni Acting Principal Magistrate David Cheung Chi-wai na magpunta nang diretso sa korte ayon sa  nakasaad sa utos na pinadala sa kanya.

Ang kasong “breach of condition of stay” na dininig sana kanina ay isinampa laban sa kanya noon pang 2011. Ayon sa abogado, may isa pa itong kaso na isinampa naman noong 2018.

Pero laging hindi natutuloy ang pagdinig sa mga ito dahil sa apela ni Reyes na panatilihin siyang mamalagi sa Hong Kong.

Covid outbreaks reported in Sai Wan estate, snooker club

Five blocks comprise the Sai Wan public housing estate in Kennedy Town and Mt Davis

Health authorities reported 294 new Covid-19 infections on Thursday, and one related death. 

They also revealed outbreaks of the coronavirus in a public housing estate in Kennedy Town covering five blocks where sewage samples yielded a "very high" viral load; and a billiards club in Hung Hom where 150 people have been issued with compulsory testing notices.

Among the new cases are two men who tested positive after visiting the Sun Mong snooker club on Ma Tau Wai Road late on Monday evening. One of them arrived from the United States on Apr 29 while the other came from the Philippines on Apr 30.

Further checks showed two other men who were recently found to have been infected had been to the billiards club earlier.

Dr Chuang Shuk-kwan of the Centre for Health Protection said the man from the US developed a sore throat the day after visiting the billiards club and was tested positive for Covid-19 with a high viral load. A self-test showed the customer from the Philippines was also infected.

Chuang said authorities believe the infection had originated from the snooker club, so about 150 other people who had visited the place between 5pm to 12 midnight on Monday have been issued with compulsory testing notices.

She also explained that the Sai Wan estate in Kennedy Town have been locked down from today after sewage samples taken from there showed an unusually high viral load.

Chuang said five residents living on different floors of the West Terrace in the estate had been found infected recently, which could explain the sewage contamination.

"These cases might explain some of the findings in sewage. There may be other cases in that district. That's why there's a restriction testing notice for Sai Wan Estate," she said.

Nearby residents and people who work in the area will be given rapid antigen testing kits so they could test themselves.

The lockdown has prompted the University of Hong Kong which is located partly within the estate, to send out an advisory to students and staff from having lunch in the area or engaging in any mask-off activities for the rest of the week.

Among the residential blocks covered by the CTN are Smithfield Terrace, Smithfield Court, Kwun Lung Lau, The Hudson, Mount Davis 33 and The University of Hong Kong Jockey Club Student Village III.

Among the new cases, 115 were confirmed through PCR tests, and 179 from rapid test results reported to a government platform.

They include 40 imported cases, including 12 who tested positive at the airport. Among them, six arrived on Monday and the other six on Tuesday, traveling on nine flights.

Of the remaining 23 cases, 18 tested positive during hotel quarantine, while five were found infected after leaving isolation.

Three of the latter cases are suspected to be re-positive cases while the two men in the billiards club are believed to have been infected locally.

Chuang said the unusual increase in the number of imported cases is due to the reopening of Hong Kong to residents and tourists alike starting on May 1.

The total tally from the Omicron outbreak now stands at 1,195,034, with 9,143 related deaths, including the additional case reported today.

Nasentensyahan ang Pinay sa Shatin Court

Isang Pilipinang domestic helper ang ipinakulong nang anim na buwan matapos mahuling tumutulong sa isang tindahan sa Ap Lei Chau na pagmamay-ari ng kanyang amo.

Si K. Aggabao, 25, ay umamin sa sakdal na “breach of condition of stay” na labag sa Immigration Ordinance.

Ayon sa batas na ito, pinagbabawalan ang mga may hawak ng domestic helper visa na gumawa ng mga trabahong labas sa kondisyong itinakda ng Immigration Department at nasa kontratang pinirmahan nila.

Ang parusa dito ay multang aabot sa $50,000 at pagkakakulong ng dalawang taon.

Matapos umamin si Aggabao, na nahuli at ipiniit noong April 19, humingi ng mas magaang na parusa ang kanyang abogado.

Sinabi nito na baguhan ang Pinay sa Hong Kong at nahuling gumagawa ng bawal na trabaho dahil inutusan siya ng kanyang among si Cheung Shok Mui na tumulong sa tindahan nito.

32 imported infections among 280 new Covid cases

32 new imported cases reported but no flight suspension

Health officials have reported 280 new Covid-19 cases Wednesday, including 32 imported from overseas.

According to Dr Chuang Shuk-kwan, the imported infections included 16 detected on arrival at Hong Kong airport.

Nine of those who tested positive on arrival came on six flights that arrived Tuesday, including one aboard 5J272 from the Philippines, one on JL029 from Japan, one on EK384 from UAE through Thailand, two on AI1314 from India, two on SQ894 from Singapore, and two on KE607 from Korea.

The seven others arrived the day before, including three on QR818 from Qatar, three on TK083 from Turkey and one on CX104 from Australia.

The new cases included 131 confirmed through PCR tests and 149 from rapid self-tests reported to the government platform. They took the total Covid-19 tally from the Omicron outbreak to 1,194,740.

Chuang said all 190 diners at the Peony Golden Court in Yuen Long have now been located.

Three more diners, aged 71 to 76, tested positive for Covid, taking the total number in the outbreak to 23. They include 20 patrons, one staff and two close contacts.

Meanwhile, the Hospital Authority has reported three new Covid-related deaths, including two from Tuesday, involving a 68-year-old man and a woman aged 86.

Another 90-year-old man who passed away on Apr 20 but whose death was not reported earlier was also included in the list.

The city’s death toll from the fifth wave of the pandemic now stands at 9,142.

HA’s Dr Sara Ho said 892 patients remain in public hospitals and treatment facilities. They include three who are in critical condition and are being treated in intensive care.

New booking rules for LCSD venues kick off Monday

Three new measures are set to take effect from Monday, May 16, aimed at preventing the touting or scalping of sports and leisure activities run by the Leisure and Cultural Services Department.

The first will give booking priority for seven days to those who log into the LCSD system at 7am each day.

This is meant to curb the activities of so-called “queuing gangs” who line up overnight outside the Leisure Link booking counters and self-service kiosks to snatch up all available quotas for the day at each venue.


The operating hours at the booking counters and kiosks will now be delayed for 15 minutes to 7:15am to give priority to individuals who logged into the system earlier.

The second measure will restrict the online booking for venues to those who register with the government platform, “iAM Smart.” Each resident can register only their own identity card using a dedicated smartphone, eliminating the practice of scalpers or other individuals making multiple bookings in the name of various people using the same device.

The last step is to prevent organizations from shifting the booking of a venue to various individuals. The LCSD said only the person whose name is listed on the approval letter can take up a booked session.

“Only the responsible person of the activity or the applicant of the organization listed on the approval letter can produce the original copy of his or her Hong Kong identity card at the booked session to take up the booking at the venue,” a government statement read. 

The new rules follow initial curbs in the booking system introduced on May 1, including subjecting the hirer to random inspections during the booked session. 

Foreign domestic workers are among those who regularly book sporting venues, parks and community halls on Sundays and statutory holidays when they can get off work.

Their favorite venues include tennis, volleyball and basketball grounds; as well as community halls in various districts like Causeway Bay, Sheung Wan and Sai Wan Ho.

The most booked parks run by LCSD are Chater Garden and the Cultural Centre Piazza in Tsim Sha Tsui where the annual Concert in the Park by mostly Filipino musicians is held.

Ang Shatin Courts, kung saan dinidinig ang kaso

Isang 75 taong gulang na employer ang humarap sa korte sa Shatin kanina dahil sa akusasyong hinipuan niya ang kanyang Pilipinang domestic helper nang apat na beses noong Hunyo at Agosto, taong 2021.

Ang among si Edmond Ho Fook Cheung, nakatira sa Ma On Shan, Shatin, ay nakakalayang pansamantala sa piyansang $30,000. Ang kaso niya ay indecent assault, na ipinagbabawal sa ilalim ng Crimes Ordinance.

Dininig ni Deputy Magistrate Tsang Chung-yiu ang salaysay ng Pilipinang biktima, 25, na itinago sa publiko at nakikinig sa korte sa pamamagitan ng mga divider.

Sa kanyang testimonya sa pagtatanong ng taga-usig, sinabi ng Pilipina na ang mga insidente ay nangyari sa kusina ng bahay ng amo noong kagitnaan ng Hunyo 2021, malapit sa katapusan ng Hunyo 2021, ika-25 ng Agosto at ika-27 ng Agosto.

Sinabi niyang sa apat na insidenteng ito, hindi siya pumayag na hipuan. Sa isang insidente, sinabi daw niya sa amo ang, “Sir, I don’t want.”

Dalawa sa mga insidente ay may video recording, na ipinakita sa korte.

Hindi siya nagsumbong sa asawa ng amo dahil ayon sa mga nabasa niya, karaniwang pinapanigan ng mga babae ang kani-kanilang asawa sa mga ganitong kaso, at natatakot siyang mabaligtad.

Ang pinagsumbungan niya ay ang kanyang tiyahin, na nagtatrabaho rin sa Hong Kong bilang domestic helper, at nagpayo na magsumbong sila sa pulis.

Nang tinanong siya ng tagapagtanggol sa nasasakdal kung nakalipat siya sa ibang amo, sumang-ayon ang Pilipina. Nang tinanong siya kung magkano ang suweldo niya, sumagot siya ng $6,000, na mas mataas sa $4,630 na bayad sa kanya ni Ho.

Dito sinabi ng abugado na nagreklamo siya sa panghihipo dahil gusto lang niyang lumipat ng amo upang kumita ng mas malaki.

Pero sinabi ng Pilipina na matapos ang unang panghihipo sa kanya, binigyan na lang niya ang sarili ng anim na buwan upang magtiiis sa sitwasyon niya at uuwi na lang sa Pilipinas.

Pero dagdag niya, hindi pa natatapos ang anim na buwan ay umalis na siya sa amo dahil naulit ang panghihipo.

Maliban dito, dalawang buwan din siyang nabakante bago nakakita ng bagong amo.

Nang ipahayag naman ng abugado na ang panghihipo ay tapik-tapik na maaaring biro lamang ng matanda sa isang mas bata sa kanya, na tinuturuan niyang magluto, sumagot ang Pilipina na dapat alam nila na may distansiya sa pagitan ng mga amo na gaya nila at mga katulong na gaya niya.

Seven overstayers arrested in Immigration raids

Agents of the Immigration Department today raided 43 residential buildings across Hong Kong to flush out those staying here illegally as part of its anti-overtsayer campaign called “Netfish.”

Seven overstayers, all females aged 27 to 64, were arrested.

A statement published in the government website warned against violating visa conditions, including staying beyond the allowed date, or taking up employment, whether paid or unpaid, on a visitor’s visa.

“Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years' imprisonment. Aiders and abettors are also liable to prosecution and penalties, said the statement.

Also prohibited from taking up jobs are illegal immigrants, overstayers or torture claimants who are subject of a removal order, or someone denied permission to land.

The penalty in this case is higher, with the maximum fine set at $50,000 plus imprisonment of up to three years.

 “The Court of Appeal has issued a guideline ruling that a sentence of 15 months' imprisonment should be applied in such cases,” said the statement.

The most severe penalty is imposed on employers of the visa violators. The law was recently amended, increasing the maximum fine on employers from $350,000 to $500,000; plus a jail term of up to 10 years from the previous three.

Immediate imprisonment is also prescribed for employers of those engaged in illegal work, plus the director, manager, secretary, partner, or other officers of the company concerned.

According to the court ruling, employers must take all necessary steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting the job applicant’s HK ID cars, employers should also make enquiries to ensure the person could be lawfully employed.

Failure to take these steps prior to hiring a job applicant who is not allowed to take up employment in Hong Kong will make the offender liable to a maximum fine of $150,000 and imprisonment for one year.

The statement said Immigration will take resolute action in combating illegal work and the high cost of “In that connection, the spokesman would like to remind all employers not to defy the law by employing illegal workers. The Immigration Department will continue to take resolute enforcement action to combat such offences.

27 new imported Covid cases reported, 8 more linked to restaurant

Of the 27 imported cases, eight involved travelers who tested positive at the airport

Health officials have reported 273 new Covid infections Tuesday, taking the total caseload from the Omicron outbreak to 1,194,460.  

They included 27 imported cases, eight of which were detected at Hong Kong airport. The remaining 19 patients arrived earlier, 15 of which were confirmed in quarantine hotels.

The new arrivals included two who flew in aboard CX216 from Manchester, two on QR818 from Dubai and Thailand, one on CI9091 from New York, one on UO111 from Taipei, and two on TK083 from Istanbul.

Dr Chuang Shuk-kwan also said eight new cases linked to an outbreak at a restaurant in Yuen Long were found, bringing the tally from the cluster to 20.

But she said the outbreak only made up a small portion of the daily Covid tally. Studies also showed the infection did not come from the environment, so the Peony Golden Court will only be disinfected but not shut down.

The latest cases involved two families of threes (where one of the members was a 71-year-old woman) and two individuals who had all eaten at the restaurant in the morning of May 1. They all reported experiencing discomfort in the past two days.

A test on some 190 diners was ordered after three customers were initially found infected. The compulsory tests yielded 17 positive cases so far.

Hospital Authority’s Dr Sara Ho reported five more deaths today, pushing the city’s fatality toll from the fifth wave of the pandemic to 9,139.

A total of 938 patients are receiving treatment at public hospitals and other medical facilities. Four of them are critical and are being treated in intensive care while one is in serious condition.

In the past 24 hours, 79 patients have recovered from Covid, and 36 of them have been discharged.
