Isang Pilipina ang itinakdang litisin sa Jan 11-12, 2023 sa Kowloon City Magistracy matapos na  tumanggi siya sa akusasyong sinaktan niya ang apat na taong gulang niyang alagang babae, dahilan para maipeksyon ang ari nito.

Sinabi rin ng abogadong nagtatanggol sa kanya na handang tumestigo si Rizalee Oyson, 39 taong gulang.

Bago payagang makalaya sa piyansang $500, pinaalalahanan ni Magistrate Stephanie Tsui si Oyson na kailangan niyang makipagtalastasan sa abogadong itinalaga sa kanya ng Duty Lawyers Service ng korte, upang maging handa siya sa pagdinig.

Idinagdag niya na hindi papayagang maantala ang paglilitis dahil lang walang abugadong magtatanggol kay Oyson.

Sa panig naman ng taga-usig, limang testigo ang ihaharap nila sa paglilitis, kasama ang bata at ina nito.

Kabilang sa mga ebidensiyang inihahanda nila ang video recording ng pagtatanong ng pulis kay Oyson matapos itong arestuhin noong Nov. 19, 2021 sa bahay ng kanyang amo sa Capri, sa Tseung Kwan O.

Unang tinawag si Oyson sa isang pagdinig sa Kwun Tong Court upang basahan ng kaso, kung saan inakusahan siya na nanakit sa kanyang alagang bat, dahilan para ito magsanhi ng kakaibang paghihirap, na paglabag sa Section 27(1) ng Offenses Against the Person Ordinance.

Nagsimula ang kaso laban sa kanya nang biglang umiyak ang kanyang alagang bata, na apat na taong gulang, habang pinaliliguan niya ito noong Nov. 19, 2021. Nagreklamo ito na masakit ang kanyang ari.

Tumawag ng pulis ang ama ng bata at ipinaaresto si Oyson.

Pero ayon sa Pilipina, nangyari ito matapos siyang tanungin ng amo kung payag siyang pumirma ng bagong kontrata, dahil malapit nang matapos ang una, at tumanggi siya. Nakakita na rin siya ng among lilipatan, na suportado siya sa kasong ito.

Noong Oct. 24, inutos ni Acting Principal Magistrate Amy Chan ng Kwun Tong na ilipat ng kaso sa Kowloon City Magistracy Courts. 

Ang kasong hinaharap ni Oyson ay paglabag ng Section 27(1) ng Offenses Against the Person Ordinance, na nagtatakda ng parusang aabot sa sampung taong pagkabilanggo, depende sa bigat ng pagkakasala.

Bondoc says he will challenge all complaints filed by the PCG against him

A Filipino male resident whose trial today for criminal intimidation and assault was postponed due to a delay in getting permission from the Consulate to allow a key witness for the prosecution to testify, shouted at four other witnesses and a reporter outside court, calling them “liars.”

It was the second outburst from defendant Ronald B. Bondoc, whose trial on charges of criminal intimidation, assault and loitering before Magistrate Philip Chan Chee-fai was called off and moved to Nov. 21 “for mention.” Bondoc’s $500 bail was extended until then.

Bondoc appeared to have been angered when the court was told by the prosecution that a Consulate officer who allegedly took a threatening phone call from him could not be called as a witness, citing the Vienna Convention which gives diplomatic immunity to officers of a foreign government.

Chan called for a 30-minute break, and when all the parties returned to the courtroom for the resumption of the hearing but before the magistrate could enter, Bondoc shouted, “She’s a liar,” apparently referring to Lhyndzie Anne M. Orozco, the Consulate officer whose court appearance was in question.

According to the charges, Bondoc threatened to burn down the Consulate and assault an officer called “Arnel” during the telephone call which was answered by Mapor. An audio recording of that call is set to be presented as evidence in the trial.

After the break, Chan was told that the prosecution could still not get a definite answer from the Consulate on whether Mapor could give evidence, so the magistrate adjourned the case.

During his outbursts both inside and outside the courtroom, Bondoc also harangued journalists writing on his case, saying they should be truthful in their reports. His common-law partner tried to stop him, to no avail.

The two incidents were witnessed by several people, including the lawyers for both sides, as well as four prosecution witnesses waiting outside the courtroom, including two Consulate staff and two Tagalog interpreters.

Later in the afternoon, Consul Paul Saret, who heads the assistance to nationals section of the Consulate, said Orozco had just been given permission to testify in the case by the Department of Foreign Affairs in Manila.

“Lhyndzie is good to go to testify,” he said.

Saret said the permission could not be sought earlier because the police had notified them only last Thursday that Orozco was to be called as a witness.

Also set to give evidence is a locally hired staff of the Consulate, Edmound R. Cortes, who was allegedly pushed to the ground by Bondoc on Jan 24 this year, as he tried to stop the defendant from wielding a golf club in the public area of the Consulate.

The third charge pertains to Bondoc allegedly loitering in the lift lobby of the Consulate on Mar 28, “causing concern” to the people around.

Also among those called to testify is a local Chinese man tasked with providing security to the Consulate and two Tagalog interpreters who assisted when Bondoc was arrested and taken to the police station for questioning.

Bondoc had earlier pleaded “not guilty” to the charges against him, and his lawyer said the defendant would cite “self defense” in the common assault charge, and dispute the other charges.

The lawyer said Bondoc would produce two CCTV footages, each lasting between two to thre minutes, as part of his defence.

During earlier hearings, the court was told the defendant was committed to Queen Mary Hospital after his second arrest on Mar 28, complaining of feeling unwell.

He was later transferred to Pamela Youde Nethersole Eastern Hospital, and then to Siu Lam Psychiatric Centre, for further treatment.

But he was allowed to post bail when he next appeared in court on Apr 21.

Paeng caused flooding in 59 provinces across the Philippines

Tropical Storm Paeng – or Naegi to the rest of the world – is now in the South China Sea, and is forecast to bring some rain and cooler days to Hong Kong starting on Tuesday, but extreme weather conditions are not likely.

But in the Philippines, the storm left a trail of death, destruction and power outages over the weekend. 

At least 80 people were reported dead, mostly due to flooding, and about 40 others injured.

About half, or 40, of those who died were residents of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with 40, followed by Region 6 or Western Visayas with 18, Calabarzon with 12, Region 9 or the Zamboanga Peninsula with four, Region 12 or Soccsksargen with three, Region 8 or Eastern Visayas with two, and Region 5 or Bicol with one.

Paeng was unusually persistent, having made landfall on Philippine soil five times on Saturday:  in Virac, Catanduanes at 1:10am; Caramoan, Camarines Sur at 1:40am; Buenavista, Quezon at 6am; Santa Cruz, Marinduque at 8:40am; and Sariaya, Quezon at 1:40pm.

After turning around to hit Quezon a second time, Paeng moved on to Laguna, Cavite, Metro Manila-Rizal, Bulacan, Pampanga and then Zambales, before exiting to the West Philippine Sea.

But even before making a landfall, Paeng already caused severe flooding and landslides in Mindanao and parts of the Visayas. It also rendered 150 roads and 60 bridges impassable in as far away as the Cagayan Valley.

Damage from the storm was extensive, largely because it brought with it heavy and constant  rain that led to massive flooding across 59 provinces throughout the country.

More than 1.1  million people had to leave their homes when Paeng swept through the Philippines

According to the National Disaster Risk Reduction and Management Council (NDRRMC), up to 1,174,666 people—or 339,051 families—were affected by the storm. About 485,000 people have been displaced, and are mostly staying in more than 3,000 evacuation centers nationwide.

At least 1,537 houses were damaged, with 332 of these totally wrecked, the NDRRMC said.

Just before leaving the country’s territory on Sunday afternoon, Paeng swept through Metro Manila, causing heavy flooding in places like Cavite and Paranaque. At least 45 areas had either their telephone connection or electricity supply cut for hours.

The government, through the Department of Social Welfare and Development (DSWD) and local units, has so far provided Php5 million worth of assistance to affected residents, mostly in the form of good packs.

A total of 285 flights, both international and domestic, were canceled.

Even before Paeng had left another tropical depression was brewing just outside the country’s territorial waters.

The tropical depression was located 1,385 kilometers east of northeastern Mindanao before dawn on Sunday, moving west northwest at 10 km/h after being almost stationary.

It still has maximum sustained winds of 45 km/h and gustiness of up to 55 km/h.

PAGASA said the tropical depression may enter PAR on Monday morning, and would be given the local name Queenie. But it will likely remain a tropical depression until Tuesday, when it is forecast to start weakening.

Security tightened in Lan Kwai Fong after Halloween crush killed 153 in S Korea

Halloween night would be a lot more strict in Hong Kong’s famed Lan Kwai Fong bar alley following the stampede in Seoul Saturday night that killed at least 153 people, mostly young revelers, and injured dozens others.

A director of the Lan Kwai Fong Association, Anthea Cheung, said in an interview with RTHK that the public should not worry about a similar tragedy happening in the area again as her group has tightened security and crowd control measures ahead of tomorrow’s Halloween revelry.

Cheung said the police and the Transport Department are working with them to ensure the safety of people who are expected to troop to the bar-lined streets Monday night for the traditional Halloween festivities that were halted by the pandemic for the past three years.

The stampede in Seoul’s Itaewon district brought back memories of a similar event that happened in Lan Kwai Fong on Jan. 1, 1993, when thousands of young people who poured out onto the steep street after the New Year countdown slid and fell onto each other.

Twenty people died and 63 others were injured in the tragedy.

Meanwhile, world leaders have extended their condolences to the families of the victims of the Itaewon Halloween crush, as South Korea’s President Yoon Suk-yeol declared a period of national mourning Sunday.

Yoon expressed sadness over the tragedy where the victims were mostly teenagers or were in their 20s.

"This is truly tragic," he said in a statement. "A tragedy and disaster that should not have happened took place in the heart of Seoul last night."

Among those who extended sympathy was Hong Kong’s Chief Executive John Lee, who said in a Facebook post: “It is with sadness that we learnt of the tragedy in Seoul, Korea. I express profound sorrow over the passing of the victims, extend my deepest condolences to their families and wish for a speedy recovery to all those who were injured.”

Lee added the government would keep an eye on the incident, and the Security Bureau is on standby to assist any Hong Kong resident who may need help.

The Itaewon tragedy happened as Seoul marked its first Halloween celebration in three years after the government lifted all social distancing restrictions.

Eyewitnesses said the crowd in the narrow alley where the stampede happened was about 10 times more packed than usual, causing people to push against each other to get some breathing space.

The crush happened at about 10:20pm Saturday when those on top of the street fell amid the shoving, causing a domino-like effect. People began falling on top of each other, with those at the bottom of the street bearing the brunt of the crush.

Following the stampede, social media footage showed hundreds of people piled on top of each other, most of them crushed and immobile, while rescuers tried to pull them out.

A report said many of those killed were women in their 20s and were trampled to death near a nightclub.

Reuters news agency said the foreigners who died in the tragedy were from China, Iran, Uzbekistan and Norway.

President Yoon has ordered the setting up of a task force to look after the injured and conduct an investigation into the cause of the tragedy.

Tropical Storm Paeng (international  name: Nalgae) ravaged the Philippines tonight, its rains causing floods and landslides that left 45 people dead and billions worth of damage to crops and other properties, and it will be felt in Hong Kong starting tomorrow.

According to the Hong Kong Observatory, it expects to raise Standby Signal, No. 1 between Sunday night and Monday morning (31 October) as the storm moves at 18 kilometers per hour through the Central China Sea.

Worst hit was Maguindanao, where most of the casualties were caught in raging floodwaters 

The storm’s rainclouds are expected to cause rainshowers tomorrow and drench Hong Kong by Monday.

 “Under the combined effect of Nalgae and the northeast monsoon, it will be windy over the territory early to midweek next week. Winds will be strong offshore,” the Observatory said. “In midweek next week, winds on high ground may reach gale force…. Residents of Camarines Sur eat while submerged in floodwaters

Storm Nalgae is being closely monitored by Hong Kong because of heavy clouds that can cause floods and landslides, the main causes of 45 deaths recorded so far in the Philippines and hundreds of millions of pesos in damage to crops, as well as public and private properties.

Philippine authorities are considering the declaration of a one-year national calamity because of such damage.

The National Disaster Risk Reduction and Management Council (NDRRMC) reported that 16 out of 17 regions in the country were assessed as high risk for Paeng, with Western Visayas and Bicol regions suffering the most damage.

The NDRRMC said that of the 45 persons killed, 40 were buried by landslides in Maguindanao del Norte.

Another 14 persons were reported missing and 33 injured.

This prompted President Ferdinand “Bongbong” Marcos Jr, presiding over the NDRRMC emergency meeting, to ask why the affected residents were not immediately evacuated.

 “I would like to start with the flooding in Maguindanao, simply because we have to already look at it dahil ang daming casualty (because there are many casualties),” he lamented.

“So maybe if we could start with there first, just to give me a better idea of what happened, what caused the flooding and bakit hindi natin sila na-evacuate at nagkaganyan ang casualty, napakataas? (why we were not able to evacuate them and the casualties came to this, to many),” he added.

In other regions, local government units brought residents of vulnerable areas to evacuation centers.

In Bicol, at least 15,426 families or 72,089 individuals were brought to evacuation centers, according to Gremil Alexis Naz, spokesperson of Office of Civil Defense–Bicol. Of the total, 15,296 families were in evacuation centers while 130 families were in shelters outside government facilities.

In Negros Occidental, 2,435 families with 9,607 individuals stayed in evacuation centers, Provincial Social Welfare Officer Merle Garcia reported.

 

Officials say further easing of travel rules not likely by year’s end

The Hong Kong government has all but ruled out any further easing of inbound travel restrictions before the end of the year.

Speaking on a radio program on Saturday, Chief Secretary Chan Kwok-ki said that doing away with the amber yellow code during the first three days of arrival in Hong Kong is hard to justify for now because of the discovery of new variants of the coronavirus.

But raising the vaccination rate among  the local population could also serve as reason for relaxing pandemic curbs.

CS Chan said any move to further relax the so-called “0+3” system must be done gradually as the government will no longer make any U-turn in its pandemic regulations.

The statement was echoed by Health Secretary Lo Chung-mau who said many factors need to be considered before any policy shift on inbound travel restriction is taken.

Lo said that since the the “0+3” system was adopted the number of daily arrivals has increased, but the proportion of imported cases has also increased. In addition, most of the new variants were found in the imported cases.

Thus, the government needs to further monitor the entry of mutant viruses to avoid large-scale community outbreaks.

Meanwhile, the daily Covid tally dropped slightly to 5,383, of which 372 were imported.

Eight more Covid patients have died.

Public hospitals are now looking after a total of 1,934 Covid patients, including 217 who are newly admitted.

Among them, 32 patients are in critical condition, 10 of which are in intensive care, while 39 are in serious condition.

The city’s Covid-19 tally stands at 1,908,732 cases and 10,373 related fatalities.

Meanwhile the number of cases involving mutant strains has increased. 

According to the Centre for Health Protection the following sub-variants have been recorded as of Saturday: 202 cases of sub-lineage XBB, six of XBD, eight of BA.2.75.2, six of BA.4.6, 11 of BF.7 and 22 of BQ.1.1 among imported cases in Hong Kong, while six cases of sub-lineage XBD, one of BA.2.75.2 and seven of BQ.1.1 have also been detected among local cases.

However, the dominant strain is still BA.4/5, which accounts for 91.7 of the cases in the past seven days.
