Health chief says no easing of travel rules soon as Covid cases hit 6k

Health Secretary Lo Chung-ma has again put his foot firmly down on any further easing of Covid rules for travelers, at least for now.

"We have reiterated many times, Hong Kong's epidemic policy is not based on one or two events, and not based on one or two persons' opinions. We look at different data as a whole and how the pandemic develops globally," said Lo.

In addition, he said the success of the Hong Kong Sevens was not enough to show that the city is now prepared for a full relaxation of pandemic rules.

"It is not only one or two events that could decide the government's anti-epidemic policies," he said, "we have to take the overall circumstances into consideration."

"We could see the number of arrivals in Hong Kong has risen by more than three times as authorities have abolished the suspension mechanism of flights and shortened the entry quarantine periods this year," he said.

Meanwhile, health officials reported on Sunday that they had recorded 6,575 new Covid infections, of which 467 were imported cases.

The caseload marked a jump of more than 800 from the 5,723 recorded on Saturday.

Nine Covid patients were reported to have died yesterday.

The news came as one of the government’s pandemic adviser, David Hui, said he doesn’t think Hong Kong will see another surge in coronavirus cases.

Hui pointed out that the daily caseload has been stable recently, with the tally ranging between 4,000 and 5,000.

This indicated that the reproductive number of the virus has been lower than one, said Hui. With the vaccination rate gradually rising, he said the changes of another surge “are very slim.”

As such, he suggested that the number of compulsory PCR tests for new arrivals can be reduced. Right now, all inbound travelers are required to under PCR tests on arrival and on days 2, 4 and 6 afterwards.

Mother's love featured in online photo exhibit

A Mother’s Heart A Mother’s Heart, By Tess Belgado

"This was taken 12 years ago during my first vacation in the Philippines. Behind my smile was pain. I pushed myself to hide the pain. I packed their hugs and kisses and took them with me, as they said, 'Mama, you’re leaving us again…' Even though it has been difficult, I have managed to become a mother and a father for their future.


A photo exhibit that can be viewed online has been mounted by PathFinders, a non-government organization that offers help to foreign workers in need, to explore how a mother working overseas expresses her love for the children they left behind.

“The exhibition aims to bring to the public eye the unparalleled strength, resilience and determination of MDW (migrant domestic workers) mothers who live thousands of miles away from their children,” Pathfinders said.

The photo exhibit, entitled "No Child Left Behind: A Mother's Love Knows No Borders", features 50 photographs contributed by mothers who had to leave their children to work abroad, as well as a former domestic helper who is now an award-winning photographer, Xyza Cruz Bacani.

Bacani selected 49 of the photographs from among the entries in PathFinders’ recent "49" image competition, and Bacani added one of her own.

"Many of Hong Kong's 340,000 MDWs are mothers from the Philippines and Indonesia who made the very difficult decision to leave children behind in order to work overseas and create brighter futures for them – as well as the children they care for in Hong Kong. Unfortunately, despite their sacrifices, the precious contribution of MDWs has long been undervalued in our society,” said Catherine Gurtin, CEO of PathFinders. “Through our ongoing #WorkingMomsHK campaign, we pay tribute to MDWs as mothers, while also seeking to increase the community's understanding, care and appreciation for them.”

“There’s so much we can all do to show our care and support for MDWs. If you employ an MDW who has children, please encourage her to have regular, heart-to-heart connections with her children. Support their connection by providing your employee with short breaks to interact with her children. This small gesture will truly make a meaningful difference!" she said.

Bacani added: “All the images we collected are simply striking, each revealing a unique, heart-wrenching separation story of migrant mothers and their children. Behind each smile lies a story of struggle and heartbreak. As a left-behind child myself, I can still feel the unceasing pain and trauma when looking at these images and remembering how I felt growing up without my mother by my side."

"Hong Kong has a special place in my heart. My mother works there. I worked there. It is my home. Being able to share my own experience to inspire the MDW community in the city means so much to me. For all MDW mothers, connect regularly and meaningfully with your children. They need your love as much as you need theirs,"she said.

Alongside their exhibition, PathFinders’ 14th Anniversary and Children’s Day fundraising appeal No Child Left Behind seeks to raise funds to protect children born to migrant mothers in Hong Kong.

Donations will plug urgent funding gaps for critical services and programmes, to ensure no child is born without an identity, deprived of shelter, education or unable to access healthcare.

Ang CHP, kung saan dapat i-report ng mga doktor ang mg kaso ng melioidosis

Isinabatas ng Hong Kong kahapon, Biyernes, ang pag-uutos sa lahat ng mga doktor na i-report sa Department of Health ang lahat ng mga pinaghihinalaan nila na kasong melioidosis, isang sakit na nakakahawa at kasulukuyang kumakalat sa Hong Kong.

Ang meilioidosis ay dala ng isang bacterium (Burkholderia pseudomallei) na madalas makuha mula sa lupa o putik, at naipapasa sa pagitan ng mga tao, at mula hayop sa tao, bagamat bihira daw ang ganitong mga kaso, ayon sa DH.

Nabahala ang mga opisyal dahil sa biglang pagdami ng kaso ng sakit na ito, lalo na sa mga nagtatrabaho sa isang construction site sa Sham Shui Po.

Mula lang nitong Agosto ay 35 na ang nakitaan ng sakit na ito, at siyam sa kanila ang namatay, na karamihan ay mga may edad at matagal nang sakit. Pito sa mga namatay ay nakatira sa Sham Shui Po.

Ang karamihan naman, o 23, ay nakalabas na sa ospital.

Ayon sa pinakahuling pahayag ng gobyerno, inatasan ang ibayong paghihigpit laban sa sakit dahil sa biglang pagdami ng bilang ng mga nagkakasakit dito, lalo na sa Sham Shui Po, badya na ang bacteria ay nasa paligid lang.

Sa mga isinagawang pagsusuri ng mga espeyalista ay nakita ang bacteria sa lupa sa paligid ng isang imbakan ng tubig (reservoir) sa Sham Shui Po, pero hindi ito nakita sa tubig-inumin ng mga tao sa lugar, tanda na hindi nakapasok ang bacteria sa mga tubo.

Ayon sa mga doktor, ang melioidosis ay nakukuha mula sa putik, o maputik na tubig, lalo na kung ang tao ay may sugat. Makukuha din ito sa pag-inom ng maruming tubig, o paglanghap ng alikabok mula sa lupang may bacterium.

Sa mga taong nagkakahawaan, na bihirang mangyari, ito ay nakukuha mula sa dugo o body fluid ng isang taong maysakit.

Kaya delikado ang magkaroon ng melioidosis ay dahil maari itong lumala at magsanhi ng impeksyon, pneumonia o meningoencephalitis. Mataas din ang porsyento ng mga namatay dahil sa sakit – mula 40 hanggang 75%.

Ang mga sintomas ng sakit na ito ay ang mga sumusunod: sakit ng ulo, ubo, sakit ng dibdib, lagnat, pamamaga o pagsakit ng sugat.

Walang bakuna kontra sa sakit na ito, pero maari itong gamutin sa pamamagitan ng antibiotics.

30 more foreigners fighting removal from HK sent home

Officers from the Immigration Department repatriated a total of 30 non-refoulement claimants (or those trying to oppose being sent home) between Nov 7 and 11.

A statement issued by the Department late yesterday, Nov. 11, said the “unsubstantiated non-refoulement claimants” comprised 23 males and seven females. Among them were former prisoners who had committed criminal offences and were discharged after serving their sentences.

They also included illegal immigrants, overstayers and passengers refused landing.

Immigration said it remains committed to removing non-refoulement claimants who are unable to support their applications against being sent back to their places of origin.

However, this campaign has been “hindered by various factors, including a significant proportion of claimants having applied for leave to apply for judicial review against their refusal claims and appeals, as well as the limited flights and other travel restrictions imposed during the pandemic.”

To speed up the process, Immigration says it continues to liaise with governments of major source countries of non-refoulement claimants (including the Philippines, Indonesia, India, Pakistan and those in the African continent), airline companies and other government departments.

Foreign carers to be allowed into HK from next year, says labor chief

Hong Kong has moved closer to allowing foreign workers to come in and work exclusively as caregivers, not just in private homes, but also in government-subsidized care homes for the elderly and the disabled.

This was announced by Labour Secretary Chris Sun today, Friday, in an interview with The Standard.

"The shortage of care workers does not exist only in private homes. Care homes of all kinds are all facing a severe shortage of employees so this new scheme will apply to all homes, including subsidized homes, contract homes and private homes," Sun was quoted as saying.

However, no details were mentioned as to the exact date of the recruitment, or the qualifications that must be met by the foreign hires. 

His statement followed Chief Executive John Lee’s announcement in his policy address last month that homes will be allowed to hire non-local care workers, but did not clarify if this covered even publicly-funded homes.

Right now, only private homes are allowed to hire non-locals, but are required to hire two locals for every foreign worker they take in.

Sun said the government plans to adjust this ratio, as the training programs given to local workers interested in becoming carers have resulted in only a few takers.

The move is being opposed by labour groups.

According to the article, Federation of Trade Union legislator Kingsley Wong Kwok said only 20% of the 1,750 local workers who received training in elderly care recently took up jobs in the industry due to the long working hours and low salaries.

The report said care home workers are paid only from $10,000 to $12,000 monthly while those who work in catering and retail earn above $14,000.

The unions are calling for a $20,000 monthly salary for the carers to entice more local workers to join the sector.

At the height of the fifth wave of the pandemic in March this year, the government was constrained to hire 1,000 care workers from the Mainland on a short-term basis, who were paid of $30,000 a month.

Another FTU member, Michael Luk said the government’s plan is unnecessary and unfair, and has sparked fears among local carers that foreign workers will take away their jobs.

With the unemployment rate at 3 to 4 percent, the labor legislators say there will be no shortage of local workers looking for a job.

To this, Sun suggested Hongkongers could aspire to work as “health workers” which should give better pay, instead of care workers.

The plan to hire foreign workers as carers has long been considered by the Hong Kong government. In her policy address in October 2017, then Chief Executive Carrie Lam made the same announcement, but the plan did not get off the ground also due to opposition from the local work force.

But it did not deter Philippine and Indonesian consulate officials from pushing for an upgrade of their nationals working as foreign domestic helpers here, as many of them are qualified nurses or had caregiving certificates.

When first posted in Hong Kong in early 2018, then Consul General Antonio Morales cited this as one of his priorities. The Labour Attache Jalilo dela Torre also started looking into preparing FDHs with medical training for the promised jobs, but they did not materialize.

Isang Pilipinang overstay na sinampahan ng limang kaso matapos mahuli habang pinapatakbo diumano ang isang bar sa “ale-ale” sa Central ang pinayagang magpyansa sa halagang $1,000 noong Huwebes sa Eastern Court.

Ito’y matapos sabihin ng abugado ni Mary Jean L Batalla, 52 taong gulang, na pino-proseso na ang “torture claim” ng Pilipina, na kailangang dinggin muna ng iba-ibang sangay ng gobyerno bago siya mapauwi kung kinakailangan.

Si Batalla ay hinuli noong ika-19 ng Agosto ng taong kasalukuyan habang nagtitinda diumano ng alak nang walang lisensiya sa isang bar sa 8th floor ng Fai Man Building, 13 Li Yuen Street West na siya rin daw ang namamahala.

Agad siyang sinampahan ng tatlong kaso: ang pagtitinda at pagkakaroon ng alak ng walang lisensiya at paglabag sa kundisyon ng kanyang visa.

Nang imbestigahan siya sa Central Police Station noong ika-23 ng Agosto ay nakita na overstay na siya noon pang ika-7 ng Hulyo, kaya dinagdagan ng isa pa ang kanyang kaso. Ang panglimang kaso na isinampa laban sa kanya ay ang pamamahala sa bar kung saan siya hinuli.

Pero ayon sa abugado niya, wala daw ebidensya sa paratang na si Batalla ang namamahala sa bar. Ang ginawa lang daw niya ay binati ang hindi nakaunipormeng pulis na nagpanggap na kostumer.

Tinutulan ng tagausig ang hiling ni Batalla na payagan siyang magpiyansa dahil daw seryosong kaso ang kinakaharap niya, at wala siyang permanenteng tirahan kaya malaki ang posibilidad na tumakas siya palabas ng Hong Kong.

Ang sagot naman ng abugado niya ay may ibinigay na dating address si Batalla, na nang usisain ni Magistrate Peter Law ay sa Chung King Mansion pala sa Tsim Sha Tsui. Napag-alaman din sa kanyang pagtatanong na wala nang inuupahang kuwarto doon si Batalla magmula nang mahuli siya.

Nang sabihin ng taga depensa niya na maari ding tumira si Batalla sa isang kaibigan sa Tung Chung ay pumayag si Magistrate Law na makapagpiyansa sya, sa kundisyong sisiguraduhin niya sa korte ng hindi lalampas sa 5pm ang address kung saan siya mananatili. Hindi din siya dapat umalis sa Hong Kong habang dinidinig ang kanyang kaso, at mag-report sa Lantau Police Station tatlong beses isang linggo, mula 6pm-9pm.

Nang sabihin ng abugado na humihiling si Batalla na gawing mula 12-3pm ang pagre report niya sa pulis, biglang tinanong ng mahistrado ang, “Bakit? Hindi naman siya pwedeng magtrabaho.”
