OFWs eyed in new government scheme to borrow $3 billion

Overseas Filipino workers (OFWs) will be the target lenders when the Philippine government launches retail dollar bonds (RDBs) before yearend or early next year, to raise $1 to $3 billion to help fund its operations, according to Finance Secretary Benjamin Diokno.

Diokno said the aim of the six-month exercise is to attract investments equal to at least one-tenth of dollar remittances from OFWs, open this investment vehicle to more people and help bolster the peso against the strong US dollar.

He said that for at least $100, OFWs can buy the bonds using e-wallets such as G-cash and redeem their investment plus interest after five years.

 “If you have a young kid whom you must send to school in five years, you can invest your money there. [This is a better investment than] using their earnings for tricycles or something similar,” Diokno said in yesterday’s (Nov. 30) Kapihan sa Manila Bay forum.

He first discussed the idea last Friday (Nov. 25) during the Annual Reception for the Banking Community hosted by the Bangko Sentral ng Pilipinas, saying the bond offering “will be a new one for our OFWs”.

The new borrowing follows another retail bond offering help last September in which the Duterte government originally aimed  to raise $400 million for five-year and 10-year RDBs aimed at investors in the Philippines but eventually raised $866.2 million due to high demand.

Marsha Love manages to smile outside court at the end of her 3-year nightmare

Her nightmare of the past three years ended today for 31-year-old Marsha Love Anabeza, when she was sentenced at Shatin Court to three months’ imprisonment, suspended for 24 months, for offences she reluctantly admitted to end her ordeal.

Anabeza faced two counts of false representation and one of giving false particulars to immigration officer. These all stemmed from her having been brought to Hong Kong to work as a domestic helper by a recruiter named Li Bik Shuen Anita, who told her at the last minute that her intended employer had migrated to Australia.

For the false representation charges, Magistrate David Cheung sentenced Anabeza to two concurrent sentences of three months each; plus an extra month for giving false information.

Cheung said he was suspending the sentences after taking note that Anabeza was forced to remain in Hong Kong for three years while her case was being investigated, and that this led to “substantial hardship” on her part because she was not allowed to work during this time, and could not send money to her two children in the Philippines.

The magistrate also considered Anabeza’s clear record, her being a newcomer in Hong Kong  and her willingness to act as a witness against Li, who had pleaded guilty to two counts of aiding and abetting on Wednesday and will be sentenced on Dec 16.

Cheung also said that while Anabeza had known that her potential employer had already left Hong Kong, he understood that she was “easily be manipulated by her employment agent.”

Before the sentencing, Cheung called for a short break so prosecution could verify that this was the first time that Anabeza had come to Hong Kong to work as a domestic helper, indicating this would have a significant impact on the sentence he would impose.

This led to a tense situation in court when an observer asked Anabeza if she would consider reversing her plea, as it had become apparent after Li’s admission in court that she was the one at fault for abetting her coming to Hong Kong on false pretenses.

Confused, Anabeza broke down and for a while, gave the suggestion serious thought. Esther Bangcawayan from the Bethune House Migrant Women’s Refuge where Anabeza has been looked after for three years, patiently explained the situation to her.

In the end, Anabeza said she would just go ahead with her guilty plea, as she had already waited too long for her ordeal to end.

The charges against Anabeza stemmed from her having been enticed to come to Hong Kong by Li on August 15, 2019, even while knowing that the employer who had signed her contract, Zhang He, had already left the city.

The first charge was over her declaration on arrival at Hong Kong airport that she would work as a domestic helper for Zhang.

The second was for declaring on Aug 28, 2019 when she applied for a Hong Kong ID card that she was living at her contractual address, which was Tower 1 of The Waterfront in Tsim Sha Tsui.

The third was when she went to Immigration on Oct. 8, 2019 and told an officer that Zhang had terminated their contract three days earlier. That was when her lies were uncovered, and she was put under investigation.

But Anabeza has all along said that in all those occasions, Li had coached her on what she was supposed to tell the immigration officers. Having been in Hong Kong for less than two months, she said she did not know that she was committing a serious offence. She was also desperate for work so she could send money to her children.

When Li told her shortly before she was to fly out to Hong Kong that her employer had backed out and had migrated to Australia, Anabeza was already in dire straits. She had already spent quite a sum, including the P48,000 she was charged for undergoing training in Manila, and the work she had looked forward to was the only way for her to recoup what she had already spent.

In desperation, she asked Li to find her a new employer, and the agent said yes.

Li then met the Filipina at the airport and took her to a house in Kwun Tong, assuring her that it was only a temporary arrangement, and she would find her another employer. Anabeza said she was treated so badly in that household and was not even given breakfast, so she asked Li to find her another employer.

After about two months, Li told her to go to Immigration and report that Zhang had terminated her contract. That was how all the lies that the agent had made her tell, unfolded.

Anabeza, who is separated from her husband, had provided solely for her daughter, now 14 years old; and son, 12 when she worked at a pharmacy in their hometown of Koronadal, South Cotabato, before she decided to find work abroad.

Her only consolation during the three dark and lonely years that she was forced to remain in Hong Kong was how well her children have done in school, with their grandparents looking after them, and how fiercely they have clung to the hope that she would be home soon.

Pinay na akusadong nagnakaw ng $267 na paninda, di pinayagang magpiyansa

Sa Dec. 15 ang susunod na pagdinig ng kaso sa West Kowloon Courts

Dahil sa $267.10 na halaga ng mga panindang ninakaw umano niya sa Wellcome Supermarket sa Lantau, isang Pilipina ang nakakulong ngayon upang hintayin ang susunod na hakbang sa kaso niya sa West Kowloon Magistracy.

Ipinagpaliban sa Dec. 15 ang pagdinig ng kaso ni G. Cusay, 49 taong gulang, nang humingi ang taga-usig na bigyan pa ang pulisya ng dalawang linggo upang mag-imbestiga.

At dahil tumutol ang taga-usig na makapag-pyansa si Cusay, inutos ni Magistrate Li Chi-ho na ibalik siya sa kulungan.

Si Cusay ay inaakusahang nagnakaw ng dalawang pakete ng beer, dalawang bote ng gata, isang supot ng luya, isang bungkos ng talong, isang supot ng berdeng sili at isang bote ng kape na lahat ay pag-aari ng Dairy Farm Company Limited.

Ang pagnanakaw umano ay nangyari noong Nov. 22 sa sangay ng Wellcome sa Yat Tung Shopping Centre sa Lantau.

Kung umamin si Cusay sa paratang sa susunod na pagdinig, magiging tatlong linggo na ang kanyang pagkakakulong mula nang siya ay maaresto. Kung itanggi niya ang paratang, mas tatagal pa ang kanyang pagkapiit.

Covid cases hit 10k for first time in nearly 3 months

The elderly are at a higher risk of contracting severe Covid and flu during winter

Health officials reported a total of 10,137 new Covid-19 cases today, Thursday, the highest since September 10. Fifteen more Covid patients have died.

The officials also warned anew of the possibility of flu and Covid cases spiking at the same time with the onset of winter and the lowered immunity of most people from their vaccine shots.

According to Dr Albert Au of the Centre for Health Protection, the number of infections rose by 8.4% from the week before. Local cases averaged around 8,000 a day in the past week, while imported cases dropped by around 2%.

Au said imported cases averaged 576 a day, which made up about 4% of all inbound travelers. Of these, 55% tested positive on arrival at Hong Kong airport, while the remaining 45% were detected from days 1-7.

He also expressed concern over the spike in the number of Covid-related deaths. A total of 115 deaths were recorded in the past week, which was 47.4% higher than in the previous week.

The positivity rate from sewage samples also rose significantly, and is now said to be close to the levels found in March this year, when the fifth wave of the pandemic was raging.

Hospital Authority chief manager Dr Larry Lee said the flu season has started, and people should take extra care not to catch the flu virus.

“This year we may be hit hard by both the Covid-19 pandemic and influenza infections,” he said.

“According to overseas studies, patients who are infected with Covid-19 and influenza at the same time face higher risks of serious symptoms and deaths.”

Lee urged those who come down with the flu or Covid-19, especially the elderly, to seek medical help immediately. Those who have yet to get a vaccine or booster shot should do so right away as a protection.

As a result of the rise in infections, around 340 new Covid patients are admitted to public hospitals daily, and there are now a total of 2,700 of them receiving treatment.

More than 120 of the patients are in serious or critical condition.

The day’s tally included 606 imported cases, more than half of which were detected on arrival at Hong Kong airport. A third were found from samples during Day 1 to Day 3, and the remainder during Day 4 to 7.

More than 7,000 cases were positive results from rapid antigen tests.

Hong Kong’s total Covid tally now stands at 2,128,382 with 10,762 deaths.

Dito sa Fai Man building sa ale-ale nahuli si Soriano na nagtatrabaho ng ilegal

Isang Pilipinang turista ang ipinasok sa kulungan ngayon kasama ang kanyang anak na dalawang buwang gulang matapos mahatulang nagkasala sa lima sa siyam na  kasong isinampa laban sa kanya sa Eastern Magistracy.

Umiiyak na niyakap ni Mary May Soriano ang anak na lalaki matapos itong ipasok sa korte ng isang kaibigang nag-alaga sa bata sa labas habang dinidinig ang mga kasong laban sa kanya.

Ipinagpaliban ni Magistrate Edward Wong sa Dec. 16 ang pagbibigay ng sentensya upang hintayin ang background report tungkol kay Soriano, pero inutos niyang ipasok ito sa kulungan agad dahil ang kasalanan niya ay may parusang pagkabilanggo.

Nang sabihing may anak na sanggol si Soriano na nasa labas, inutos ng mahistrado na ipasok ito para magkasama ang mag-ina sa kulungan.

Itinanggi ng dalawa ang mga paratang noong una silang humarap kay Magistrate Wong noong Nov. 1. Pareho silang nakalaya dahil nakapagpiyansa ng tig-$2,000.

Ayon sa salaysay ng umarestong pulis na tumestigo, noong gabi pa ng March 12 nila minamanmanan ang gusali na kinalalagyan ng kainan, bago nila ito ni-raid pagkalipas ng hatinggabi.

Public hospitals get ready for winter service surge

The Hospital Authority is set to launch a series of measures tomorrow, Dec. 1, in response to the likely surge in demand for services at the accident and emergency departments as a result of the sudden drop in temperatures.

At the same time, the HA has appealed to the public to get vaccinated for seasonal flu, and complete their Covid-19 doses to reduce their and their family’s risk of being infected.

The moves come as the temperature plunged to about 20 degrees from 27 late this afternoon, and is forecast to drop further to between 13 and 16 degrees in the next two days.

According to a government statement, the HA has allocated over $700 million to arrange facilities and prepare staff to enhance service for patients during the expected surge in demand for services.

HA chief manager Dr Michael Wong explained this means public hospitals have the resources to open temporary beds and deploy enough manpower should the need arises.

"General out-patient clinics service will be enhanced by an addition of 18 000 service quotas, including around 3 500 quotas during the long holidays. More clinics will provide service during Christmas, Chinese New Year and Easter long holidays, to cover more districts," Dr Wong added.

But at the same time, Dr Wong said the HA will strengthen its gate-keeping against unnecessary hospital admissions.

The Emergency Operation Command should be able to mobilize facilities and resources at any time to cope with the rise in service demands.

Meanwhile, the HA will continue working with the private sector so suitable patients may be transferred to private hospitals for treatment to avert an overflow of patients in public hospitals.

The HA is also asking the public's help to prevent an overflow at the A&E departments. Non-urgent patients are advised to go to general outpatient clinics (GOPC), private doctors or the 24-hour clinics of private hospitals.
