Lahat ng mga mag-aaply ng visa bilang residente ng Hong Kong sa ilalim ng mga programang pang-akit ng mga professional mula sa ibang bansa gaya ng Pilipinas ay kailangan nang mag-deklara na hindi sila nahatulan bilang kriminal.

Ang patakarang ito ay magsisimula sa Feb. 27.

Nauna nang itinakda ang panuntunang ito para sa programang Top Talent Pass Scheme, na naglalayong maka-akit ng mga pinakamahuhusay at tanyag na eksperto sa  noong Feb. 22.

Govt warns about fake calls asking personal details from SIM card users

Govt staff will never ask for personal details over the phone from SIM card users

The Office of the Communications Authority has warned the public that it is not behind fraudulent calls asking for personal details of people, supposedly because they had failed to complete real-name registration for their SIM cards.

The pre-recorded calls from someone claiming to be from OFCA or the Communications Authority (CA) tell recipients that since they failed to complete their SIM card registration their lines will be cut unless they provided personal information.

OFCA said that it will never make such phone calls, and neither will CA. It urged people to disregard the calls and “and under no circumstances should they disclose their personal information to the callers.”

They may also report cases of suspected phone scam to the police.

Meanwhile, 18 designated post offices are extending their office hours this weekend to assist pre-paid SIM card users whose lines have been cut for failing to meet the Thursday deadline for real-name registration to register for service reactivation.

The said post offices will open until 7pm Saturday and 5pm on Sunday.

Users can also reactivate the service within the validity period of the PPS card concerned via an electronic registration platform. Just follow the instructions at the hyperlink on the final SMS reminder sent by their service provider just before the registration deadline.

Alternatively they can go to the retail outlets of their service provider, which should have taken part in the industry pledge to swiftly reactivate the SIM cards of their customers upon completion of the registration.

According to the Telecommunications Regulation, all SIM cards issued locally, whether post-paid or pre-paid must complete real-name registration before activation or resumption of service.

Customs arrest employment agency staff for false advertisement

The arrest was over the deployment of a FDH in Hong Kong 

Hong Kong customs has announced the arrest of a female director and sales person of an employment agency in Hung Hom for allegedly providing misleading information in selling the company’s services.

The arrest on Feb 23 came after customs agents investigated a report about the suspect failing to tell a customer that he was required to pay an extra charge apart from the agency fees, before a foreign domestic helper he was hiring could be brought into Hong Kong.

The 50-year-old suspect was arrested on suspicion of contravening the Trade Descriptions Ordinance (TDO) but was released on bail pending further investigation.

Customs reminds traders to comply with the TDO and consumers to procure services only from reputable vendors. Customers should examine the terms and conditions of the sales agreement, and when in doubt, should not sign the document.

Under the TDO, any trader who omits, hides, or does not make clear any material information from a consumer while engaged in the sale of products or services, could be held liable for unfair trade practice, and punished with a fine of up to $500,000 and imprisonment for five years.

Ang gusaling pinangyarihan ng insidente

Isang Pilipina ang nahaharap sa kasong pagpapabaya sa batang nasa kanyang kalinga matapos mahulog ang kanyang anak mula sa tinitirhan nilang flat sa unang palapag ng isang gusali sa Sheung Wan habang naghahatid siya ng isa pang anak sa paaralan.

Ayon sa imbestigasyon ng pulis, naiwan ang tatlong taong batang lalaki bandang 8am noong Martes (Feb. 21) sa kanilang tinitirhan na isang subdivided flat sa Si Toi Commercial Building sa 62 Connaught Road West.

Habang wala ang ina na 25 taong gulang at may asawang Intsik, lumabas ng kanilang silid ang bata at umakyat sa bintanang walang grills at saka nahulog.

Ayon sa sa isang guwardiya ng katapat na gusali, narinig niya ang mga sigaw nang bumagsak ang bata at nakita niya itong nakahandusay sa semento.

Isang babaeng dumaraan lamang nang mangyari ang insidente ang agad tumawag sa 999 upang humingi ng saklolo para sa bata.

Inabutan pa ng Pilipina ang duguang anak niya na nakahandusay sa sidewalk, katabi ng kanyang laruang baril-barilan.

Nakitang nakahawak ang bata sa daliri ng ina habang isinasakay ito sa ambulansiya na nagdala sa kanya sa emergency ward ng Queen Mary Hospital sa Pok Fu Lam.

Nauna rito, namatay ang isang tatlong taong batang babae matapos mahulog bandang 6pm noong Linggo (Feb. 21) mula sa kanilang bahay na nasa 8th floor ng isang gusali sa Kwun Tong.

Ayon sa report, naglalaro sa isang higaan ang bata, kasama ang kanyang ate na anim na taong gulang at pinsan na 12 taon, nang mahulog ito sa katabing bintana.

Buhay pa ang bata nang dumating ang emergecy personnel, pero namatay ito matapos nilang dalhin sa Queen Elizabeth Hospital sa Yau Ma Tei.

Immigration urges those who work under threat to complain

UN guidelines include human trafficking in domestic work.

The Immigration Department today urged people who are forced to work under threat of violence or death -- one of the indicators of trafficking in person (TIP) -- to report such crime immediately so that they can be helped.

“Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services,” ImmD said.

The ImmD issued this call as it announced that another 10 people -- eight suspected illegal workers and two suspected employers -- were arrested in a series of territory-wide anti-illegal worker operations codenamed "Greenlane" and "Twilight" for four consecutive days from February 20 to February 23.

ImmD Task Force officers made the arrests on 20 target locations including elderly homes, garbage collection depots, premises under renovation, residential buildings, restaurants and retail stores.

“Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims,” it said.

“When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardized checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation,” it added.

But it added that those who feel they are being forced to work against their will under exploitative conditions should report to authorities immediately.

According to guidelines from the United Nations Office on Drugs and Crime, TIP indicators for people who have been trafficked for the purpose of domestic servitude include the following:

• Live with a family.

• Not eat with the rest of the family.

• Have no private space.

• Sleep in a shared or inappropriate space.

• Being reported missing by their employer even though they are still living in their employer's house.

• Never or rarely leave the house for social reasons.

• Never leave the house without their employer.

• Be given only leftovers to eat.

• Be subjected to insults, abuse, threats or violence.

Thee indicators are combined with other indicators such as those classified as general indicators, where people may:

• Believe that they must work against their will.

• Be unable to leave their work environment.

• Show signs that their movements are being controlled.

• Feel that they cannot leave.

• Show fear or anxiety.

• Be subjected to violence or threats of violence against themselves or against their family members and loved ones.

• Suffer injuries that appear to be the result of an assault.

• Suffer injuries or impairments typical of certain jobs or control measures.

• Suffer injuries that appear to be the result of the application of control measures.

• Be distrustful of the authorities.

• Be threatened with being handed over to the authorities.

• Be afraid of revealing their immigration status.

• Not in possession of their passports or other travel or identity documents, as those documents are being held by someone else.

• Have false identity or travel documents.

• Be found in or connected to a type of location likely to be used for exploiting people,

• Be unfamiliar with the local language.

• Not know their home or work address.

• Allow others to speak for them when addressed directly.

• Act as if they were instructed by someone else.

• Be forced to work under certain conditions.

• Be disciplined through punishment.

• Be unable to negotiate working conditions.

• Receive little or no payment.

• Have no access to their earnings.

• Work excessively long hours over long periods.

• Not have any days off.

• Live in poor or substandard accommodations.

• Have no access to medical care.

• Have limited or no social interaction.

• Have limited contact with their families or with people outside of

their immediate environment.

• Be unable to communicate freely with others.

• Be under the perception that they are bonded by debt.

• Be in a situation of dependence.

• Come from a place known to be a source of human trafficking.

• Have had the fees for their transport to the country of destination paid for by facilitators, whom they must payback by working or providing services in the destination.

• Have acted on the basis of false promises.
