Nagtaas ngayon ang pamasahe sa dalawang ruta ng Star Ferry, sa Central-Tsim Sha Tsui at sa Central-Wanchai, ayon sa batas na inaprobahan noong nakaraang taon upang mabawasan ang pagkalugi nito.

Ang libreng sakay ng mga senior na ibinibigay sa mga may edad na 65 pataas, ay itinigil na rin. Ang singil ngayon sa kanila, na tinatawag nilang concessionary fare, ay $2.

Ang pinakamalaking itinaas, sa 56%, ay ang pasahe para sa upper deck ng rutang Central-Tsim Sha Tsui na ngayon at HK$5 mula Lunes hanggang Biyernes, mula sa HK$3.20. Tuwing Sabado at Linggo, ang pasahe ay ginawang HK$6.50, mula sa HK$4.20.

Sa lower deck, ang pasahe ay ginawang $4, mula sa $2.60 mula Lunes hanggang Biyernes, at $5.6 mula $3.6 tuwing Sabado at Linggo.

Ang pasahe ng mga bata ay itinaas din sa $2.90 para sa upper deck at $2.80 para sa lower deck mula Lunes hanggang Biyernes, at $3.9 sa upper deck at $3.7 sa lower deck tuwing Sabado at Linggo.

Para sa rutang Central-Wanchai, ang bagong pasahe ay $5 sa Lunes hanggang Biyernes at $5.5 tuwing Sabado at Linggo. Ang pasahe ara sa bata ay $2.90 tuwing Lunes hanggang Biyernes, at $3.90 tuwing Sabado at Linggo.

Ang buwanang tiket sa parehong ruta ay magkakahalaga ng $190, at ang pang-turistang tiket para sa apat na araw ay $50. Ang dagdag singil para da mga may dalang bisikleta ay $25.

Ang Star Ferry, na nagdiwang ng ika-100 anibersaryo noong 1998, ay itinuturing na isa sa tourist attraction ng Hong Kong.

Christians all over the world marked Palm Sunday today, and those in Hong Kong were among who carried the tradition of waving palm branches to re-create the celebration of Christ’s final arrival in Jerusalem.

Palm Sunday, also known as Passion Sunday, is the last Sunday in Lent and the beginning of Holy Week, the most important weeks of the year for Christians. The date changes yearly because Easter is observed based on the Jewish holiday of Passover.

Napagalitan ang tatlong Pilipina na magkakasamang nahuli sa isang bar sa Li Yuen Street West (o mas kilala sa tawag na ale-ale) noong Agosto ng nakaraang taon nang humarap sila sa korte noong Biyernes na walang kasamang abugado.

Sinabihan sila ni Magistrate Minnie Wat na bumalik ulit sa Duty Lawyer Service at siguraduhin na may abugado na sila pagbalik nila sa korte sa Apr 28.

eTravel registration to replace paper departure forms at Phl airports

Paper departure forms will no longer be collected at Philippine airports from May 1

From May 1, all departing passengers at Philippine airports will no longer be asked to fill in paper departure cards.

Instead, they will be asked to complete an online form through the eTravel portal, the same website used by arriving passengers in declaring their vaccination status and other personal details.

According to the Bureau of Immigration, outbound passengers will have to fill in the eTravel departure form not earlier than 72 hours to not later than three hours from the scheduled time  of their flight.

Inbound passengers, on the other hand, are required to fill in the health declaration form on eTravel within 72 hours of their scheduled flight to the Philippines.

In a statement, Immigration Commissioner Norman Tansingco said, “This is a major step in streamlining documents presented by departing travelers, allowing for faster and more efficient immigration processing.”

An eTravel spokesperson said travelers may register at the portal starting April 15.

In Hong Kong and many other places abroad, departing passengers are no longer asked to go through immigration personnel. Instead,their passports and air tickets are scanned by machines, which also check their biometrics.

In the Philippines, all outbound passengers will still have to go through immigration officers who check their documents and are empowered to ask questions about their travel. But the paper departure card  will no longer be collected at the immigration posts by the cut-off date.

The Philippines' paperless departure system is an initiative of a technical working group of the Inter-Agency Task Force, chaired by the Immigration Bureau.

It is a collaborative project with the Department of Information and Communications Technology, Department of Tourism, Bureau of Quarantine, Bureau of Customs, Department of Health, Department of Transportation, Department of Justice, and National Privacy Commission.

Immigration renews warning against illegal work

Immigration officers display the items seized from suspected illegal workers during the operations

The Immigration Department has renewed its warning against illegal work after its latest operations netted 12 suspected illegal workers, six suspected employers and one suspected aider and abettor.

Immigration mounted territory-wide anti-illegal worker operations codenamed "Lightshadow" and "Twilight", and a joint operation with the Hong Kong Police Force codenamed "Windsand" for four consecutive days, from March 27 to March 30.

Immigration Task Force officers raided 60 target locations including commercial buildings, a farm, premises under renovation, residential buildings, restaurants, retail shops, a salon and warehouses.

Eleven suspected illegal workers, six suspected employers and one suspected aider and abettor were arrested.

The arrested illegal workers comprised two men and nine women, aged 38 to 70. Among them, four women were holders of recognizance forms, which prohibit them from taking any employment. Three women were suspected of using and being in possession of forged Hong Kong identity cards and one woman was suspected of using and being in possession of a Hong Kong identity card related to another person.

Another five men and one woman, aged 27 to 63, were suspected of employing the workers while one woman, aged 19, was suspected of aiding and abetting persons who breached their condition of stay in Hong Kong.

During operation "Windsand", one male Mainland visitor, aged 36, was arrested for breaching his condition of stay by being involved in suspected parallel goods trading at Po Wan Road in Sheung Shui district. The goods included cosmetics products and health products.

Immigration said, "Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years' imprisonment. Aiders and abettors are also liable to prosecution and penalties."

 It warned, "As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining in any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years' imprisonment.

“Under the prevailing laws, it is an offence to use or possess a forged Hong Kong identity card or a Hong Kong identity card related to another person. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years' imprisonment," it added.

Immigration also reiterated that it is a serious offence to employ people who are not lawfully employable and punishable by fine of $500,000 and 10 years' imprisonment.

The High Court has required lower courts to give the employer of an illegal worker an immediate custodial sentence.

Anim na taon na kaso laban sa Pilipinang nag overstay, tuloy pa rin

Patuloy ang  pag-inog ng kaso ng overstay

Anim na taon na ang kasong isinampa laban kay Emelita Arista sa Eastern Court noong 2017 dahil nag-overstay siya nang mahigit 10 taon. Sa paghaba ng kaso ay malayo ang narating ng Pilipina sa sistema ng hustisya upang manatili sa Hong Kong.

Una, humingi siya ng refugee status kaya ipinagpaliban ang kasong nasa Eastern Court habang dinedesisyunan ng Immigration Department ang hiling niya na huwag siyang pauwiin.

Sa huli ay nakarating ang kaso niya sa Court of First Instance (CFI) ng High Court.

Noong Jan. 19 naglabas ang CFI ng desisyong bumigo sa kanyang hiling na payagan siyang iapela -- kahit atrasado na nang limang buwan -- ang desisyon ng Immigration Department na pagkaitan siya ng asylum.

Sinabi ni Deputy High Court Judge Bruno Chan na dahil wala rin namang pag-asang manalo ang apela niya, tinanggihan ding tuluyan ang kanyang hinihinging judicial review.

Ito na dapat ang huling hakbang bago siya pauwiin, pero hindi ito naging hadlang kay Arista upang pahabain pa ang kanyang kaso. Bagkus ay ito pa ang naging dahilan niya.

Humarap siya sa Eastern Court noong Miyerkules (Mar. 29) upang ipagpatuloy ang orihinal na kaso niya.

Sa tulong ng libreng abogado mula sa Duty Lawyers’ Service ng korte, sinabi niya na Marso na nang makita niya ang desisyon ng High Court kaya kailangan niya ng tatlong buwan para pag-aralan ito.

Humingi siya na ipagpaliban sa June 26 ang pagdinig, na sinang-ayunan naman ni Magistrate Lam Tsz-kan.

Unang dumating si Arista sa Hong Kong bilang domestic helper noong 1999, at umuwi sa Pilipinas noong 2003 pagkatapos ng dalawang kontrata.

Noong 2006, bumalik siya sa Hong Kong bilang turista. Nahuli siya pagkalipas ng  mahigit sampung taon, o noong Feb. 19, 2017.

Sa kanyang aplikasyon sa non-refoulement o proteksyon mula sa pwersahang pagpapauwi sa kanya, sinabi ni Arista sa Immigration na nag-overstay sya dahil natatakot siyang umuwi sa Pilipinas kung saan may banta sa kanyang buhay.

Sinabi nya na binalaan siya ng kanyang pinsang si Ruel na papatayin kung hindi nya ititigil ang pag-angkin sa isang parte ng lupain na namana niya sa kanyang ama.

Ibinasura ng Director of Immigration ang dahilan ni Arista dahil pribado at pampamilyang away ito ay walang kinalaman sa polisiya ng gobyerno ng Pilipinas. Maliit din ang tsansang masasaktan siya ni Ruel, dahil sa laki ng Pilipinas ay pwede siyang manirahan na malayo dito.

Umapela si Arista sa Torture Claims Appeal Board, na tumangging baliktarin ang desisyon.

Pagkatapos nito ay lumapit naman siya sa High Court upang hingin na ibasura ang lahat ng mga naunang desisyon.

Pero tinanggihan ito ni Judge Chan, na nagsabing hindi trabaho ng High Court na litisin ulit ang mga kasong nadesisyunan na, maliban sa kung may maling interpretasyon sa batas.

At isa pa, ayon ng patakaran ng korte, may tatlong buwan lang si Arista para umapela sa High Court pagkatapos ng desisyon ng Torture Claims Appeal Board, pero walong buwan na ang lumipas bago siya lumapit sa High Court.

“Hindi ako makakita ng kahit anong magandang rason sa sobra niyang pagkaantala,” dagdag ni Judge Chan sa Ingles.
