50-year-old OFW declared dead at hospital after collapsing

Chona was dead on arrival at the hospital

A Filipina working as a domestic helper in Hong Kong suddenly died this morning, shocking her friends who say she had no known illness.

Friends identified the deceased as Mechona Abad Lachica, 50 years old, and a resident of Dipolog City in the Philippines. She was married with a 15-year-old daughter.

She had been working in Hong Kong for 10 years, and was on her second contract with her current employer in Tai Po when she passed on.

Police say they received a report at about 8 am today about a Filipina who collapsed outside Fu Shin Estate, Shin Lau House in Tai Po.

Paramedics who rushed to the scene tried to resuscitate her but failed. She was declared dead on arrival at the Nethersole Hospital in Tai Po.

Police said the cause of her death is still being investigated. Her close friends, however, say they were not aware of her being ill.

Her death comes just 10 days after another OFW also collapsed from heart failure. Mary Grace Perater is still fighting for her life in hospital after undergoing surgery.

Paramedics scramble to revive Chona on site

Several friends of Lachica posted and reposted pictures and videos of her undergoing CPR (cardio pulmonary resuscitation) on site, but she did not look responsive.

One friend said she had just taken her ward to school when she collapsed. Some said it must have been from heatstroke although the weather today was not too hot.

Her employer has already reported the death to the Consulate and a screen capture of a conversation she had with Lachica’s friend said the remains of the deceased have already been moved to the Fu Shan Public Mortuary in Shatin.

Babalik ang Pilipina sa korte sa May 29 para sentensiyahan

Isang Pilipina ang nakatakdang sentensiyahan matapos mapatunayang nakipagsabwatan sa dalawang iba pa upang palabasin na nagtrabaho siya sa kanila bilang domestic helper.

Itinakda sa May 29 ni Cheng Lim-chi, Acting Principal Magistrate sa Shatin Courts, ang pagpataw ng sentensiya kay Jingle Bautista, 47 taong gulang. Ibinalik sya sa kulungan hanggang sa susunod na pagdinig.

Nauna rito, umamin si Bautista sa tatlong kaso ng paglabag sa Immigration Ordinance at Crimes Ordinance. Kanina sana siya babasahan ng sentensiya, pero hindi natuloy

Ang unang sabwatan sa pagitan ni Bautista at nina  Adelia T. Wong at Warwick Wong Wai-ki ay nangyari noong  Oct. 25, 2018 hanggang Dec. 6, 2020.

‘Arcturus’ already in HK, say experts

Experts say the high vaccination rate in HK will keep the new Omicron subvariant at bay

A highly infectious subvariant of Omicron has been detected in a number of Covid-19 positive patients in Hong Kong, health experts say.

However, people should not be alarmed as the cases involving Arcturus, also known as the XBB.1.16 sub-variant, tend to be less severe than other strains.

Professor David Hui of Chinese University said that while the subvariant which has caused a spike in cases in India starting early this year is highly transmissible, it has not led to an increase in the number of severe cases.

 “The transmissibility is quite high but the severity has not gone up. In the countries that have reported cases with this subvariant, there has been no increase in patients admitted to intensive care units or deaths … We do not need to be too worried,” Hui said in a radio interview.

Hui said those who had been vaccinated or infected could produce enough T-cells, a type of white blood cells that ward off infection, to fight the sub variant. He also noted that Covid-19 drugs have been found effective in treating Arcturus.

About 40 percent of all Covid samples collected by Hong Kong authorities are said to be linked to subvariants from the XBB strain, but no outbreaks have been detected.

But Hui noted that a number of children in India who were infected with Arcturus had developed keratitis, or inflammation of the cornea, or acute conjunctivitis, or  what is commonly known as the red eye.

He said parents should take their children to doctors if their eyes begin to tear up.

However, respiratory expert Dr Leung Chi-chiu said the keratitis spread appears to be merely anectodal or not based on reality.

Leung also said it was uncertain if the subvariant would become the dominant strain in Hong Kong as there are several hundred Covid-19 subvariantss found here.

Even if it does become the dominant strain it will not lead to a surge in cases as the city has a high level of herd immunity due to its high vaccination rate, he added.

Pilipino, ‘guilty’ sa panloloob at pagtangay ng $3k

Naganap ang paglilitis ng kaso sa District Court 

Tinanggihan ng hukom ang paliwanag ng isang Pilipinong residente na tinakot lang siya ng mga pulis kaya siya umamin sa panloloob sa isang restaurant sa Central kung saan siya dating nagtrabaho mahigit apat na taon na ang nakakaraan, at tumangay ng $3,000.

Ayon sa binasang desisyon ng hukom kanina sa Eastern courts, hindi kapani-paniwala ang sinabi ni Melvin A. F. Zuniga na tinakot siya, ginutom at ikinulong sa napakalamig na kuwarto ng mga pulis kaya niya inamin ang paratang na pagnanakaw.

Sabi ni Judge Daniel Tang ng District Court, mas kapani-paniwala sa lahat ng bagay ang kuwento ng dalawang pulis na humuli kay Zuniga at tumestigo sa korte.

Sinabi din niya sa kanyang pahayag na may galit siya sa dating opisina dahil ang pakiramdam niya ay dinaya siya doon.

Para hindi siya makilala sa CCTV ay gumamit siya ng napkin para pantakip sa kanyang mukha.

Noon na dinala sa Central Police si Zuniga at kinuhanan ng ilang pahayag. Bagamat alam nila na nakakaintindi ng Ingles ang akusado ay kumuha pa sila ng Pilipinong tagasalin para mas maintindihan niya ang akusasyon laban sa kanya.

“In short, I did not believe the defendant’s stories. He is not an honest witness,” sabi ni Tang. (Sa madaling sabi, hindi ko pinaniwalaan ang mga kuwento ng akusado. Hindi siya matapat na testigo).

Ang burglary o sapilitang panloloob ay may kaparusahan na pagkakakulong ng hanggang 14 taon sa ilalim ng Theft Ordinance ng Hong Kong.

Ang possession o pagdadala naman ng droga ay maaring parusahan ng hanggang pitong taong pagkakakulong at multa ng hanggang $1 million.

May 7,300 na SIM card na naipagamit ng mga suspek sa scammers

Isang 35 taong gulang na Indonesian domestic helper ang nahuli kasama ng tatlong lalaking Intsik dahil diumano sa paggamit ng pekeng HK ID card para mairehistro ang mahigit 7,300 na SIM cards na ibinenta nila sa mga scammer sa telepono.

Pero ayon sa mga pulis, ang Indonesian ay binayaran lang ng tatlong lalaki na walang trabaho at kinilalang  sina Wong, 28, Poon, 26, at Fung, 24 – para magbukas ng mga pekeng account sa social media.

Ang isa sa mga lalaki ay ginamit ang sariling HKID at pinagpapalitan lang ang mga numero nito para makapagrehistro ng SIM ng maraming beses.

Nahuli silang tatlo sa isinagawang raid sa mga gusali sa Cheung Sha Wan at Sau Mau Ping, matapos makatanggap ng tip ang mga pulis na may gumagamit sa kanila ng pekeng HKID card para mag rehistro ng SIM card.

Kumikita daw ang grupo ng $10 hanggang $20 sa bawat SIM na pinapagamit nila sa mga scammer.

May tatlo nang online shopping scam sa Yuen Long, Chai Wan at Cheung Sha Wan ang pinaghihinalaang naisagawa sa tulong ng mga suspek, at nagdulot ng pagkawala ng $16,396.

Nang mahuli ay nakitaan ang tatlo ng 65,000 pa na mga SIM card, kasama ang 95 na modem pools, 29 na computer, pitong telepono, at isang router.

Sabi ng pulis, ang mga modem pools ay nilagyan nila ng maraming SIM card para makatawag nang minsanan sa libo-libong mga numero.

Gamit ito at mga computer ay nakakuha din sila ng one-time password para makagawa ng account ang mga scammer sa WhatApp, Facebook at Instagram.

Nagsimula daw mag-ipon ng SIM card ang grupo simula pa noong Marso ng nakaraang taon dahil sa inaasahan nilang pagpapatupad ng batas para sa pagpaparehistro ng mga ito.

Simula noong katapusan ng Pebrero ay hindi na pinayagan ng gobyerno na magamit pa ang mga SIM card na hindi rehistrado base sa HK ID card ng may-ari. Layon nito na mabawasan ang patuloy na pagtaas ng bilang ng mga tao na nabibiktima ng mga iba-ibang uri ng scam.

Filcom urged to express opposition to job-hopping measure

Consul General Raly Tejada has made an impassioned plea to the Filipino community to express  disapproval over a proposal by the Hong Kong Labour Department to effectively legislate the so-called “job hopping” by foreign domestic workers.

“Please participate. Huwag po nating sayangin yung pagkakataon na maipaabot po natin ang ating saloobin,” he said. (Let’s not waste the chance to relay our concerns)

He made his call during a Filcom meeting at the Consulate today (Sunday), the first since the pandemic swept across the city. Key officials from the Philippines’ Department of Migrant Workers joined him at the forum to respond to questions from community leaders.

Congen Tejada said all members of the community should make their views known during the ongoing public consultation on amending the Code of Practice for Employment Agencies to include job-hopping.

“Let’s flood the public consultation with our voice. Kung hindi pa sila makinig, hindi po ba? (that should force them to listen to us)”, he said. “If we lose this chance, ano na ang mangyayari sa atin (what would happen to us)?”

He said everyone could just go to the website set up for the public consultation and send an email simply saying “I do not agree”. That should only take about five minutes, he said.

“211,000 tayo, what is 190,000 na domestic workers? That is a lot of people, baka mag crash ang kanilang website.” (There are 211,000 of us, while there are only  190,000 domestic workers. That is a lot of people, their website might even crash).

He was emphatic in assuring the leaders that he is with them in opposing the plan to include in the CoP a provision requiring employment agencies to warn FDWs against  job-hopping, and inform employers about refunding fees or giving them a replacement helper.

“A hundred percent I am with you, I have never wavered,” he said, prompting the audience to clap their hands in approval.

What prompted his response was a question from a Gabriela Hong Kong leader who asked if the Consulate was ready to come out with a public statement expressing support for the workers’ opposition to the plan.

“Why not? Why will I not support you? I will do it on my own terms but you cannot tell me what to write ha?,” he replied, obviously irked.

He later tempered this by saying “Sorry, I am being too passionate, but I’m with you, don’t worry about it. Don’t doubt it for a second, please.”

He had previously rejected suggestions from militant leaders in the community that the Consulate was keeping quiet on the issue so as not to create a diplomatic ripple.

He said that during his talks with Hong Kong’s Secretary for Labour Chris Sun, he has always argued that migrant workers have the right to change employers, so that should not be seen as job-hopping.

Lagi po naming sinasabi na ang ating mga workers hindi lilipat kung walang abuse, walang non-payment of salaries…kung hindi kaaya-aya ang working conditions kami po ang mauuna na magsabi, iwan na ninyo ang employers ninyo,” he said.

(We often say our workers will not change jobs if there is no abuse, no non-payment of salaries…if the working conditions are oppressive we will be the first to tell you to leave your employers).

Sun’s response was an assurance that there is no sweeping policy to reject all applications for a change of employer by terminated workers, meaning they make a decision on a case-to-case basis.

Thus, he said the workers should learn how to justify their application for a change of employers without having to leave Hong Kong. They could do this by documenting any case of abuse or contract violation in a diary, or if the case is serious, to go to the police.

The assistance to nationals section of the Consulate or the Office of Migrant Workers could help by helping them draft an affidavit that would explain why their contracts were terminated, or why they decided to leave.

The major proposals include, among others, requiring EAs to set out in the service agreement the amount of fees charged for each category of services to enhance transparency and protect consumers; explaining clearly to foreign domestic helper (FDH) job seekers that under the prevailing policy, an application for change of an employer in Hong Kong within the two-year contract period will normally not be approved save for the exceptional circumstances, such that FDHs would understand the consequence of 'job hopping'; and EAs should not provide monetary incentives to FDHs in employment to induce the latter to terminate their contracts prematurely.”

Another proposal is to require EAs to divulge whether they have association with and are sharing the same premises with any financial institutions, so as to prevent EAs from colluding with financial institutions to arrange FDHs to take out loans.

As recommended by the Office of The Ombudsman, Labour also proposes to require EAs to provide basic information on boarding facilities for their FDH job seekers.
