Mapapawi n ang mainit na panahon sa Hong Kong at mapapalitan ng tag-ulan bukas dahil paparating na ang makakapal na ulap na dala  ng bagyong Dodong (o Talim) na kaaalis lang nitong umaga sa baybayin ng Pilipinas.

Ayon sa Hong Kong Observatory, magiging maulan at mahangin mula bukas (Linggo) hanggang sa susunod na Linggo lalo at ang papalapit na bagyo ay inaasahang maging Typhoon Talim sa madaling araw ng Martes.

Itinaas kanina ang Tropical Cyclone Signal No. 1, pero hindi inaasahan na lalapit ang bagyo sa loob ng 500 kilometro mula sa Hong Kong.

Gayunpaman, nagbabala ang Observatory na magiging maulan mula bukas dahil dala ng bagyo ang mga ulap na bumubuo sa Southwest Monsoon at magiging maalon ang karagatan sa paligid ng Hong Kong.

OFW na nakitang patay sa Tsing Yi, 5 na araw nang nawawala

Ang Pilipinang nakitang patay sa Tsing Yi pier noong Huwebes ng umaga ay isang domestic helper na limang araw nang nawawala.

Ito ang sinabi ni Department of Migrant Workers Undersecretary Hans Cacdac, sa isang panayam ng GMA News nitong Biyernes.

Ayon kay USec Cacdac, nagpaalam na magde day off ang Pilipina sa kanyang amo noong Linggo pero hindi na umuwi. Agad naman daw ini report ng amo sa pulis ang kanyang pagkawala.

Bandang 6:30 ng umaga nitong Huwebes ay nakita ng isang dumaraan ang bangkay ng Pilipina na nakaipit sa gilid ng pier, at agad tumawag ng pulis. Kinailangang tawagin pa ang mga bumbero para matanggal ang katawan sa pagkakaipit nito.

Kinilala ng pulis ang biktima na 51 taong gulang at may HKID card, at nakasuot ng pang exercise. Naagnas na daw ang katawan nito, at maga at nag-iba na ang kulay, tanda na matagal na itong nakababad sa tubig.

Tututukan daw nila ang imbestigasyon para malaman ang sanhi ng pagkamatay ng Pilipina. Samantala, aasikasuhin daw ng DMW sa pagpapauwi ng kanyang labi sa tulong ng DFA.

20 months in jail for illegal worker

13 more alleged illegal workers have been arrested

A Vietnamese woman who was arrested while working illegally at a fish stall in Shau Kei Wan was jailed for 20 months on Wednesday, despite pleading guilty to two charges filed against her.

According to a government press release issued on Friday, Immigration officers who arrested the 45-year-old woman on July 10 found out that she was holding a recognizance document, and was using a forged Hong Kong identity card.

A person suspected of employing her was also arrested and is still under investigation.

The worker was charged at Shatin Court on July 12 with taking employment while under a removal or deportation order and another of using a forged HKID card. After pleading guilty she was sentenced to 20 months imprisonment on each count, which she must serve concurrently.

Immigration again warned that under section 38AA of the Immigration Ordinance, a person subject to a removal or deportation order, or an overstayer, is prohibited from taking up work, whether paid or unpaid. Offenders can be jailed for up to three years and fined $50,000.

A more serious penalty awaits those who use or possess a forged HKID card, as they can be jailed for up to 10 years and fines a maximum of $100,000.

Meanwhile, the government also announced the arrest of 17 people in a four-day anti-illegal work sweep, from July 10 to 13.

Those arrested were 13 suspected illegal workers comprising five men and eight women aged 23 to 58; and four suspected employers made up of three men and one woman aged 58 to 63.

Of the arrested workers, two were found to be in possession of forged HKID cards while two others were asylum seekers.

Employers, meanwhile, were again warned that they would face a hefty prison sentence if they hire someone who has no permission to work in Hong Kong. Violators can be fined up to $500,000 and jailed for up to 10 years.

Sa July 28 ang pagpataw korte ng parusa sa Pilipina

Pinagsabihan ng mahistrado sa Eastern Court kanina ang isang Pilipina na hindi niya maiiwasan ang mabilanggo matapos niyang umamin na sinaktan niya ang kanyang alagang babae na isa at kalahating taong gulang.

“Napakaseryosong kaso ito,” sinabi ni Magistrate Philip Chan sa English at isinalin sa Tagalog, kay Florena Dulla, 53 taong gulang.

Ipinagpaliban ni Magistrate Chan ang pagpataw ng parusa kay Dulla sa July 28 para sa background check at panonood ng CCTV video na nagpapakita ng insidente, upang gawing basehan ng sentensiya.

Batas na nagtatakda ng multang $3k sa mga nagkakalat, pasado na

Doble na ang multa sa pagkakalat, 4x na mas mataas sa tindang hinaharang sa daanan 


Simula sa Oktubre 22 ay dodoblehin na sa $3,000 ang multa sa mga mahuhuling nagkakalat sa publiko. Ito ay matapos maipasa ang panukala sa Legislative Council kahapon, Miyerkules.

Bukod sa pagkakalat, papagmultahin din ng kaparehong halaga ang mga mahuhuling dumudura sa mga pampublikong lugar kabilang ang mga country park, ang mga pinapabayaang magkalat ng dumi ang kanilang mga alagang aso, pagtatapon ng basura sa dagat, at pagsasabit ng mga poster at pagdikit ng mga sticker ng walang pahintulot.

Ang dating multa sa mga ganitong paglabag sa mga panuntunan ay $1,500.

DMW, NBI take up complaints against Mabatid’s ‘illegal’ recruitment drive

About a dozen people claiming to be victims of large-scale illegal recruitment by PinoyCare Visa Centre and its chief executive officer Prisca Nina Mabatid trooped to the Department of Migrant Workers (DMW) and the National Bureau of Investigation (NBI) on Wednesday to file complaints.

The group, accompanied by Migrante International representatives, said they paid at least Php104,000 each as processing fee for the Canadian student visa that Mabatid, through PCVC and another company she controls called Opportunities Abroad, had promised to secure for them within three months.

They claimed the recruiters have been luring and deceiving Filipinos throughout the Philippines, as well as overseas Filipino workers in Hong Kong, United Arab Emirates, Japan, Singapore and other countries, into paying the processing fee before disclosing conditions that are difficult, even impossible, to meet.

This was contrary to the group’s initial promise to provide them help throughout the recruitment process, and their repeated assurances that they need not worry about having the right qualifications or financial capability to secure the visa.

When they asked for a refund, Mabatid and her staff reportedly turned hostile, and even threatened to sue them in court, using as an excuse the no-refund, no-lawsuit “memorandum of agreement” that they were forced to sign after they had paid for the processing fee in full.

“Nina Mabatid and her company have stolen millions of pesos from hard-working Filipinos and OFWS who dream of a better life and economic security. These amounts should be returned immediately to her victims. What she and her associates did is blatant illegal recruitment, if not human trafficking.” said Migrante International chairperson Joanna Concepcion.

 “Mabatid peddled false and unrealistic promises. Despite the huge fees paid by the victims, their applications to Canada were never fully processed. The government should do something to protect our kababayans from such frauds,” Concepcion added. 

Staff at DMW’s legal division said they would go over the complainants’ statements and arrange a full hearing later, while NBI promised quick action, said Concepcion.

The Migrante chair said it was surprising that despite countless complaints against Mabatid and her companies, they continue to openly organize and hold seminars throughout the country, often with help from local government officials and local PESO offices.

OFWs who mostly had to borrow the money they used to pay the processing fee said they were enticed by the promise personally made by Mabatid of an interest-free “loan” of P1 million which they were meant to present as proof to Canadian authorities of their financial capability.

All the disgruntled applicants said the open endorsements of Mabatid and PCVC-Opportunities Abroad by well-known personalities like Senator Raffy Tulfo, Atty. Gareth Tungol, and celebrity host Boy Abunda, also helped convince them that they were dealing with a legitimate group.

In Hong Kong, 11 applicants who had earlier filed complaints with the HK Police and the Philippine Consulate General said the aggressive promotion of OFW blogger Bryan Calagui encouraged them to pay Php131,000 each to PCVC-OA in just three days in February this year.

The complainants called the police after hearing that the group was holding another recruitment activity at Sunbeam Theater in North Point last June 18, but Mabatid was let off after she promised to return their money a week later at the Philippine Consulate.

When Mabatid failed to show up as promised, the complainants went back to the police, who said they would elevate the case to criminal investigators, and possibly the Immigration Department.

Meanwhile, the Consulate has begun its own inquiry after DMW Secretary Susan Ople asked for a thorough investigation of the complaint. She also named DMW Undersecretary Hans Cacdac as the officer in charge of the case.

Separately, Consul General Raly Tejada has denied meeting with Mabatid at the Consulate in April, saying she just happened to be in the company of former Presidential Spokesperson Harry Roque who asked to drop by for a courtesy call.
