Officials say ‘extreme conditions’ warning to say until midnight

Government officials said at a news conference earlier this afternoon that the “extreme conditions” warning that was raised in the wake of a record rainfall in Hong Kong will be extended until at least midnight tonight, instead of the 6pm deadline set earlier.

Clean-up operations are continuing even as the black rainstorm warning hoisted at about 11pm last night was downgraded to amber at 3:40 pm today, then totally cancelled at 4:45pm.

The unprecedented weather condition is believed to have led to at least two deaths – both victims were fished off the waters after reports were made to the police this morning.

One was found about two meters away from the Causeway Bay Typhoon Shelter at 10:35am and was declared dead at Ruttonjee Hospital in Wan Chai.

Another was located at 11:52 am about 50 meters from the Macau Ferry Terminal and was declared dead at Queen Mary Hospital in Pokfulam.

Police are still investigating both incidents.

Meanwhile, hospitals have also reported treating more than 100 people who were injured in the widespread flooding. At least three were said to be in serious condition.

Chief Secretary Eric Chan that government staff are working "tirelessly" to respond to various emergencies across the city.

They include dealing with 20 landslides and several subsidence, or sinking of the ground due to underground material movement.

In one such incident, a car fell into a gaping hole at the corner of Repulse Bay Road and Island Road, but reports said no one was inside the vehicle.

Two major landslips were also recorded in Shau Kei Wan and Aberdeen, which led to Yiu Hing Road and Stanley Gap Road being closed to traffic.

Several areas remain flooded, or have been left inaccessible due to accumulated mud from floodwaters.

Director of Fire Services Andy Yeung said 20 people injured from the widespread flooding were rescued by firefighters while 110 others were evacuated.

Among more than 300 calls for assistance were from 58 people who were trapped in lifts.

The administration reiterated that employers should treat the weather situation as if a typhoon signal number 8 is in force and should not ask staff to turn up for work unless necessary.

Raging floodwaters swept this woman down a road in Chai Wan

The government has said that the “extreme conditions” affecting Hong Kong due to a record rainfall that caused widespread flooding and disrupted public transportation will continue until at least 6pm today, Friday.

In a statement, the government urged people to remain indoors and stay away from low-lying areas. Employers are asked not to require their staff to report for work, unless they are essential personnel.

The government said it will give an update on the situation at 3pm today.

Classes throughout the city were suspended early this morning after a record downpour was recorded between 11am and midnight yesterday. The hourly rainfall of 158.1mm was the highest since records started being kept 139 years ago.

The amber rainfall warning was raised at 10pm last night, and was immediately upgraded to a black rainstorm alert after an hour. It remains in force as of this time.

Videos and photos shared online showed the severity of the flooding, including the Wong Tai Sin MTR station being mostly underwater, a woman being washed down a road in Chai Wan, and vehicles inside cross-harbour tunnels with their entire wheels submerged.

The Hong Kong Stock Exchange was closed for the day, and most government services were suspended, including court hearings and social welfare assistance.

The torrential rain associated with the passing of Typhoon Haikui caused extreme flooding across Hong Kong, causing all bus and tram routes to be suspended and ferry services halted from around midnight until early this morning.

Wong Tai Sin MTR station was flooded for the first time
Most bus services have resumed since, but a few routes affected by severe flooding remain suspended. Citybus said among those those affected were buses that run through Stanley, Wong Chuk Hang and Tseung Kwan O.

MTR services were mostly back to normal at about noon today, although trains were still running at longer intervals on the East Rail, Kwun Tong, Tsuen Wan, Island and Tuen Ma lines.

The Kwun Tong line remains closed between the Shek Kip Mei and Choi Hung lines after Wong Tai Sin Station was flooded.

Government experts have reminded people to be vigilant to the risk of landslides. They said seven landslide reports were received as at 8am today, six on Hong Kong island and one in the New Territories.

The downpour also forced mainland authorities to discharge water from the Shenzhen reservoir starting from midnight, prompting local authorities to evacuate residents of six villages in the northern New Territories that might be affected by flooding.

$3.5M in jaywalking fines imposed in 3 weeks

Police urge people to cross when the green light is on, and use the designated pedestrian crossing

The Hong Kong Police Force said today, Thursday, that it issued $2,000 tickets to 1,785 individuals over the past three weeks as part of its territory-wide crackdown on jaywalkers.

That would have earned the government a total of $3,570,000 from the campaign.

Under a new law that took effect last month, the jaywalking fine was doubled to $2,000 amid an alarming increase in fatal traffic accidents in the city. Prosecution may also be initiated, depending on the gravity of the violation.

In the first eight months of the year a record 71 traffic fatalities were recorded, a 34% increase in the same period last year, and the highest in three years.

The police said at a press conference today that a quarter of those ticketed in the law enforcement operation that began in mid-August were seniors aged 65 years and above.

A majority of those who were imposed the penalty were found to have disobeyed traffic light signals or crossed within 15 meters of a pedestrian crossing instead of staying in the designated lane.

Meanwhile, a total of 2,411 drivers have been prosecuted for committing traffic offences during the same period.

Most of those detained were professional drivers, and their violations ranged from using phones while driving and disregarding traffic or road signals.

“Hidden Narratives: Portraits of Resilience in Hong Kong’s Migrant Domestic Helper Community” is a collection of pictures taken by photographer and educator Gretchen So.
