Itinakda ni Principal Magistrate Don So sa Oct. 31 ang susunod na pagdinig laban kay Arnulfo dela Rosa, 46 taong gulang at walang trabaho, nang hilingin ng taga-usig ng dagdag na panahon upang mabuo ang kaso laban sa kanya.

Ayon sa kasong isinampa ng Kowloon City Police, pumasok si dela Rosa nang walang pahintulot at may intensiyong magnakaw sa isang flat sa Mei King Mansion Phase 1 sa King Street, Hung Hom, noong Aug. 9.

Inakusahan siyang lumabag sa Theft Ordinance at Crimes  Ordinance.

Ayon sa Section 11  ng Theft Ordinance, ang krimeng panloloob o burglary, ay may parusang aabot sa 14 taong pagkabilanggo.

Seniors, OFWs may renew Phl passports online under Senate bill

Migrant workers will no longer apply personally for passport renewal under the Senate bill (File)

A proposed law that allows senior citizens and migrant workers to renew their passports virtually, or without making a personal appearance at a consular office or post abroad, was approved on second reading at the Philippine Senate on Tuesday, Sept. 18.

Senate Bill 2001 or the New Philippine Passport Act, which is one of President Ferdinand Marcos, Jr’s priority measures, will now go on a third and final reading in the Senate.

Once approved, it will go through a Conference Committee made up of members from each House of Congress for reconciling the provisions of the bill, before it is passed on the President, who may approve or veto it.

The House of Representatives passed its own version of the bill in December last year, in which a key provision is to give senior citizens and PWDs a 50% discount on their passport fees.

In the Senate version whose principal author is Senator Imee Marcos, Filipinos who lost their passports may request for emergency passports that are valid for a year.

If lost abroad, the passport holder may ask for an emergency travel document so he or she can return to the Philippines.

The measure also seeks to set up a watchlist for Filipinos who have been denied passports, or had their passports canceled.

SBN 2001 which repeals Republic Act No 8239, or the Philippine Passport Act of 1996, also aims to develop a new generation of passports that conform to international standards.

"With advancements in technology, there is a need to bring forth a new generation of passports," said Senator Marcos, chairman of the Senate Committee on Foreign Relations.

Under the Senate bill, the Secretary of Foreign Affairs is also given power to waive the requirement of personal appearance of first-time passport applicants if technology would allow it.

Earlier, the lower house approved with an overwhelming 252 votes House Bill 6510 which also seeks to repeal RA 9239.

HB 6510 mandates the issuance of passports using the latest tamper-proof and data management technologies, and calls for simplifying the documentation requirements for the passport as prescribed by the Department of Foreign Affairs.

Like the Senate version, HB 6510 directs the DFA to implement a system that would allow senior citizens to renew their passports electronically, or without the need for personal appearance. However, unlike its Senate counterpart, the House bill does not extend the privilege to migrant workers.

HB 6510 provides that senior citizens and PWDs should be entitled to a 50% discount on the fees for the processing, issuance or replacement of a passport.

The measure also mandates that three passport databases should be maintained: (1) one containing all current and previous passport and travel documents of Filipinos an alien residents; (2) a watchlist database of persons whose passport applications have been denied or revoked; and (3) one containing the names and information of persons who committed passport-related offences.

The third should cause concern to many overseas Filipino workers, including those in Hong Kong, as using one’s passport as collateral for loans or having multiple passports are among the passport-related offences listed by the DFA.

The House bill added to this list the illegal withholding of someone else’s passport (as what some employment agency staff sometimes do), and the forging of visas and entry documents.

HB 6510 also provides stiffer penalties for offenses relating to the forgery and improper use of passports and travel documents, and the possession of multiple passports.

If the crime is committed by a syndicate or in large scale, the prescribed maximum sentence is six years’ imprisonment and a fine of up to P2 million.

Ang panawagan para sa mga Pilipino na gustong magbigay ng dugo sa HK Red Cross

Nanawagan ang Konsulado sa lahat ng mga Pilipino sa Hong Kong na sumali sa isang malawakang kampanya ng Hong Kong Red Cross para mangalap ng dugo.

Ang Blood Donation Drive na Pilipino ang mga particular na target ay idaraos sa ika-8 ng Oktubre, 10am hanggang 5pm, sa Hong Kong Red Cross Central District Donor Centre na nasa 1/F ng Tung Ming Building, 40-42 Des Voeux Road Central (Exit C ng Central MTR station, malapit sa World-Wide House).

Sa panawagan na inilathala ng gobyerno noong ika-9 ng Setyembre, sinabi ng Red Cross Blood Transfusion Service (BTS) na kailangang kailangan nila ng gamot, lalo na ng type O, para dahil kailangan masalinan agad ang mga pasyente sa ospital.

Umabot sa may 140 katao ang itinakbo sa ospital dahil sa mga sugat na natamo sanhi ng malawakang pagbaha sanhi ng pinakamalakas na pag-ulan sa buong kasaysayan ng Hong Kong.

Pakaingatan ang HKID card para di magamit sa scam

Ginagamit ang mga ninakaw na personal na detalye para sa scam, ayo sa pulis (File)

May bagong paraan na ginagamit ang mga masasamang loob para mang scam, at ito ay ang paggamit ng HKID card ng ibang tao para makapagparehistro ng SIM card sa telepono, na siya nilang ginagamit para manloko.

Ito ay ayon sa pulis, na nagbalita na nitong Huwebes na may naaresto silang 23 katao na pinaghihinalaang nasa likod ng ilang dosenang scam kung saan nawalan ng kabuuang halaga na $6.5 million ang mga biktima.

Lanterns to set HK ablaze for Mid-Autumn Festival

3,000 lanterns will be hung along the Tung Chung Promenade from Saturday, Sept 23

Spectacular lantern displays with different themes will be set up at three main parks across Hong Kong starting today, Saturday, in celebration of the Mid-Autumn Festival, as well as China’s National Day.

At the same time, nearly 3,000 lanterns will be hung along the Tung Chung promenade to mark the festivities, which will be kicked off with a lighting ceremony at 7pm today.

The Mid-Autumn Lantern Carnivals in Victoria Park, Shatin Park and Tuen Mun Park will start from 6:30pm, also today. The display will remain lit until 11pm daily with the lighting hours extended to midnight on Sept. 29, which is the Mid-Autumn Day.

Various activities will also be held in all three parks on different dates until Oct. 2, the day after the Chinese National Day.

'Chinese Delights in Full Splendor' is the theme of the Lantern Display at Victoria Park

Among them, a fire dragon dance parade, as well as a paid programme, the grand finale of the Chinese Opera Festival 2023 "Bless This Land - Cantonese Opera Showcase under the Bamboo Theatre", will be held in Victoria Park; while youth shows will be staged at Sha Tin Park and a gala night at Tuen Mun Park.

The Mid-Autumn Lantern Carnivals 2023 is part of the Leisure and Cultural Services Department’s programs in support of the Night Vibes Hong Kong campaign.

Meanwhile, a Happy Moon Lantern Festival highlighted by the display of 3,000 colorful lanterns will open from Sept 23 until October 8 at Tung Chung East Promenade, under the auspices of the  Sustainable Lantau Office (SLO) under the Civil Engineering and Development Department and the Islands District Office.

The Festival’s layout is designed by veteran film director and contemporary artist, William Kan, and features a giant "happy moon" and "twin rabbits" lanterns.

The lighting ceremony of the Lantern Festival will be held at 7pm today, September 23. Thereafter, the lanterns will be lit from 6.30pm to 10pm daily, and extended to 11pm on the Mid-Autumn Festival Day and the following day (September 29 and 30 respectively).

A Lantern Carnival will also be held at the same site on September 29 and 30, organized by the Islands District. Activities will include a hanfu experience, cultural performances, art workshops, lantern riddles and booth games.

Also joining in the fun are shopping centers run by the Housing Authority with the main events being held at Domain its flagship mall in Yau Tong, East Kowloon.

The malls will feature Mid-Autumn Festival decorations, including walls of lanterns, a goldfish on the floor, a starfruit wishing tree, a smiley moon and two 2-meter-high giant rabbit lanterns.

A series of night-time events will also be held at the shopping centers, including a variety show featuring popular local singers, busking performances, group singing and dancing, and water lanterns for pledging wishes.

Subject to spending requirements, Domain Club members may redeem a water lantern for pledging a wish at the roof garden. In addition, all visitors may redeem a complimentary gift or one-hour free parking for any spending between 8pm and 10pm during the Mid-Autumn Festival night at Domain.
