Phl govt asked to declare public health emergency as HIV cases surge 500%

DOH statistics show a continuous rise in number of new HIV cases

The Department of Health in the Philippines has proposed declaring a national public health emergency, as the number of newly reported cases of human immunodeficiency virus (HIV) in the Philippines shot up by 500%.

Health Secretary Ted Herbosa said in a video recorded message that on average, 57 new HIV cases were reported each day in the country in the first three months of the year, the highest in the Western Pacific region.

 “What is frightening is, our youth make up many of the new cases,” Herbosa said.

 The health chief said 95 per cent of newly reported cases were male, with 33 per cent aged 15–24 and 47 per cent aged 25–34.

“It would be in our interest to declare a public health emergency, a national emergency for HIV so the entire society can be mobilized, and the whole government can help us in this campaign to reduce the number of HIV cases,” he added.

Herbosa said that in the first quarter of the year, 5,101 cases had been recorded, compared with the 3,409 logged during the same period last year.

If the rapid spread of the HIV is not averted, the number of people living with the infectious disease could rise well above 400,000, Herbosa said.

However, he did not give an explanation for the surge in infections, which had set back government attempts to hit global targets set by the United Nations as part of its campaign to end the Aids epidemic by 2030.

As of last year, there were a total of 215,00 individuals living with HIV in the Philippines.

DOH data show that since 2007, sexual contact between males has become the most common mode of HIV transmission in the Philippines.

To avoid infection, health authorities advise the combination prevention method, or the use of condom and lubricants during sex.

High-risk individuals may take the free and confidential test offered by the government. If they test positive, they must consult a doctor immediately for appropriate antiretroviral therapy.

Filipina meted 8 months in jail for 20 thefts

A Filipina who earlier pleaded guilty to 20 of 21 theft charges filed against her by police at Eastern Court, has been sentenced to 10 months in jail for each offense.

But since Acting Principal Magistrate David Cheung ordered on Wednesday (June 4) that the 20 sentences run at the same time, 46-year-old Elizabeth Tsai is left with a final sentence of eight months.

Tsai was saved from the first charge of theft -- in which she was alleged to have stolen two diamond rings, 17 rings, one silver bracelet and $14,000 in cash from three women in a flat in Honor Villa on Caine Road between March 1 and July 30 last year – after prosecutors withdrew it.

The thefts she admitted in a hearing last May 25 were committed in the same flat.

The first two thefts involved a ring taken on May 11, 2024 and a ring taken on May 13, 2024.

This was followed by the theft of one necklace on June 11, 2024 and another ring 13 days later. These constitute the third and fourth charges.

Tsai admitted stealing another ring on July 9, 2024, one necklace and one pair of earrings four days later, one necklace 10 days later, and one necklace 17 days later. These make up the 5th to 8th charge.

The 9th theft charge involved one ring stolen on May 26, 2024.

The 10th charge involved one ring stolen on April 9, followed by one ring on May 16 for the 11th charge, one pendant necklace on June 1 for the 12th charge, and one ring on June 18 for the 13th charge.

The 14th charge accused Tsai of stealing a ring on April 2, 2024, followed by another ring on June 2 (15th charge), a ring 22 days later (16th charge), a ring on July 4, (17th charge) one pair of earrings on July 12, (18th charge) and one ring on July 11. (19th charge)

The 20th theft Tsai admitted involved US$4 stolen between March 1 and July 30 last year.

45 days’ jail for 3 years’ overstay

A Filipino who overstayed his visa for three years has been sentenced to 45 days in prison - effectively, 15 days for each year that he remained in Hong Kong without the permission of the Immigration Director.

Johnson Mockiat, 40, was meted the sentence after he pleaded guilty at Shatin Court Tuesday (June 3) to overstaying, in breach of condition of stay, a violation of section 49 of the Immigration Ordinance.

Mockiat arrived in Hong Kong on Sept. 8, 2019 as a visitor and was permitted to stay for two weeks.

However, he remained Hong Kong until he was arrested on Feb. 6, 2022.

During his period of overstay, he has claimed non-refoulement, seeking to prevent the Hong Kong government from forcibly sending him back to the Philippines. The application is still pending.

Top DMW officials to lead grand opening of OFW Global Centre

Ignacio led the 'soft opening' of the Global Centre last April 

Top officials from the Department of Migrant Workers, possibly including Secretary Hans Cacdac and Administrator Patricia Yvonne Caunan of the Overseas Workers Welfare Administration, are expected to grace the ‘grand opening’ of the OFW Global Centre in Admiralty on Sunday, Jun 8.

The long-delayed inauguration of the Center which opened in November last year, coincides with a week-long celebration of the 30th anniversary of Migrant Workers Day in the Philippines.

Secretary Cacdac has just been retained in his post by President Ferdinand R. Marcos, Jr who called for the courtesy resignation of all his Cabinet members last May 21.

He was originally set to meet with community leaders today, Jun 4, but the event was moved amid fast-changing events in the Philippines

Caunan, on the other hand, was sworn into office by Cacdac immediately after President Marcos tapped her to become the new  OWWA chief on the same day that her predecessor, Arnell Ignacio was sacked over an allegedly anomalous Php1.4 billion land purchase.

The DMW-OWWA OFW Global Centre is the first to be set up outside the Philippines, and was the brainchild of Ignacio. He signed the deal a year ago to this date, to lease an entire floor of the grade A United Centre building at HK$8 million a year, and convert it into a leisure and training center for OFWs.

Since then it has hosted a number of trainings and self-improvement sessions, financial literacy seminars, post arrival orientation for newly arrived OFWs, even the last overseas voting for national elections.

After the formal opening of the Centre in Admiralty on Sunday morning, the DMW officials and their guests, plus OFW leaders, will gather on Chater Road in Central to take part in the “Serbisyo Caravan Handog sa Araw ng Migranteng Manggagawa,” a whole-day cultural event to pay tribute to OFWs.

It is the second Sunday in a row that a Chater event will be held to celebrate Philippine Independence Day and Migrant Workers Day.

Last Sunday, Jun 1, the Kapangyawan Festival was held, where various Filcom groups took part in a celebration of native dances, colors and culture.

A third Sunday event for Filipinos will be held on Jun15 on Chater Road to celebrate the 127TH Philippine Independence Day. A big number of entertainers from the Philippines will be flown in by PLDT and Philippine Airlines to liven up the occasion.

 

 

 

Cashier jailed 19 months for $1M theft

A Filipina was sentenced today at District Court to 19 months in jail for stealing more than $1 million from a financing company in Central where she worked as a cashier.

Deputy District Judge May Chung handed down the sentence to Mary Ann Destajo, 37 years old, who earlier pleaded guilty to stealing $1,072,109 from her former employer, Pacific Ace Financing Ltd., between Dec. 20, 2020 and Aug. 26, 2023.

Destajo had been in detention for almost 13 months, so she needs to only stay in jail until December or earlier on good behavior, to complete her sentence.

At the Eastern Magistrates’ Court, where the case waas originally filed, her lawyer tried to get her out of detention during a hearing on May 23 last year, by offering a cash bail of $10,000, along with the promise to report to the Police regularly and not leave Hong Kong while the case was pending.

But Magistrate Minnie Wat rejected the offer, citing the seriousness of the offense, the breach of trust and the strength of evidence against the defendant.

The case underwent changes while at Eastern Court, before it was elevated to the District Court.

The prosecution filed an amended complaint that increased the amount she is acused of stealing from Pacific Ace Financing Ltd., from the previous $1,068,848  to $1,072,109.

Destajo was originally listed as receptionist. In later hearings, she was identified as a cashier during the three years that she was alleged to have stolen the cash.

The period she was accused of stealing the amount at her employer’s office in Wing On House in Central, was also amended: from Dec. 2, 2020 to Aug. 26, 2023. This period is four months shorter than that covered by the original charge, from August 2020 to July 2023.

News that a total of Php8.8 million has been dispensed from the Department of Migrant Workers’ Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan (Aksyon) Fund to help 118 seriously ill Filipino domestic workers in Hong Kong has surprised many community leaders.

Among them was Cynthia CA Tellez of the Mission for Migrant Workers who said she had never heard of the cash aid of Php75,000 or its HK dollar equivalent being given to ailing workers in Hong Kong, many of whom seek them out over a number of concerns.

One of the Mission’s clients, Juvy A Bustamante, who has been battling stage 4 breast cancer for years, said she had tried to apply for medical assistance from the Overseas Workers Welfare Administration but gave up because of the numerous requirements.

A cash aid of Php75,000 would be a big help since she is now in Hong Kong indefinitely after doctors told her she will have to undergo chemotherapy for the rest of her life if she wanted to survive.

The same reaction was expressed by Marites Palma, founder of Social Justice for Migrant Workers which has been helping many overseas Filipino workers in distress for years, and has even raised funds to help them cover the cost of treatments and of relocation back to the Philippines.

Palma said the only medical aid for OFWs that she is aware of is the one that comes from OWWA, and wondered why the Migrant Workers Office in Hong Kong never held a briefing with Filcom leaders on the Akap Fund.

According to a post by the MWO in HK which reported on the medical help extended to 118 OFWs through the Aksyon Fund, the beneficiaries were diagnosed with severe illnesses such as breast, cervical and ovarian cancer. They were given the financial aid from August 2023 to May 2025.

At least one of those who commented on The SUN’s story on the Aksyon Fund was quick to give thanks, saying she was one of the beneficiaries. 

“Salamat MWO HK sa Medical Assistance na aking natanggap May 28, 2025,” said Rose Marie Rafanan Manuel in her comment.

She told The SUN afterwards that she sought OWWA’s help when she was diagnosed with colon cancer, and was advised to file a separate application with the MWO so she could be assessed if she qualified for the Aksyon Fund. 

Manuel said she was asked to submit a diagnosis of her illness, a medical certificate, discharge slip from the hospital after she was operated on in March, and a medical abstract of her condition.

She received the Php75,000 only two months later, while a check from OWWA is still under process and will be issued to her child back in the Philippines, Manuel said.

Netizens who praised the allotment of funds to seriously ill OFWs expressed disappointment, even anger, at the bureaucratic red tape that prevents many worthy claimants to get help.

One of them, Charry de Leon, said, “Kahit gaano kaganda ang project, pero ang mga taong nangangasiwa sa Pilipinas ay pinapahirapan pa ang mga claimants, yung medical assistance na ayos na ang mga requirements..pagdating sa Pilipinas delayed pa rin ng ilang buwan.”

(No matter how good the project, those tasked to promote it could make life difficult for the claimants. The medical assistance which they are claiming, with all the requirements in order, could still be delayed once it reaches Manila).

Another said a pension and free medical examination for those going home for good are enough incentives.

“Huwag naman yong may may malubhang sakit, Diyos ko, gusto pa naming mabuhay,” said another.

Immigration's FDH section to have extended office hours

Business hours at the FDH section will be stretched to5m pm Monday to Friday

From June 23, the working hours of the Extension and Foreign Domestic Helpers sections at the Administration Tower at Immigration Headquarters in Tseung Kwan O will be extended to 5pm from Monday to Friday.

Thus, the Section will be open from 8:45am until 5pm, instead of closing at 4:30 pm on regular working days. It will be closed on Saturdays, Sundays and public holidays.

MWO HK provides Php8.8 million in cash aid to ailing OFWs

 The Migrant Workers Office has announced that a total of Php8.8 million has been distributed to 118 ailing Filipino migrant workers in Hong Kong in the past nine months, or from August 2023 to May 2025.

Each of the workers received Php75,000 or its HK dollar equivalent from the Department of Migrant Workers’ Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan (Aksyon) Fund.

News of the financial aid was released in time for the week-long celebration of the Philippines’ Migrant Workers Day.



According to the statement issued by MWO HK, the OFW beneficiaries were diagnosed with severe illnesses such as breast, cervical and ovarian cancer. The medical assistance provided them was to help cover their hospitalization costs and other related expenses.

OIC Labor Attache Antonio P. Villafuerte was quoted as saying that the health and well-being of OFWs is one of the MWO’s priorities.

“This assistance offers relief albeit temporarily to those struggling with medical expenses, reinforcing the Philippine government’s dedication to supporting Filipino workers abroad,” Villafuerte said.

This is also in line with the directives of DMW Secretary Hans Cacdac in support of OFW welfare and wellbeing.

Providing medical assistance to distressed OFWs is just one of many concerns that the DMW tries to address through the Aksyon Fund. The other forms of assistance include legal, financial, repatriation, shipment of remains, and many other similar interventions to protect the rights and welfare of Filipino migrant workers.

Filipino theater group debuts with sold-out show

The Bootstrap Theatre HK – a new theatre company led by Filipino performing artists – is set to hold the premiere of its debut production, “FAKE”, before a sold-out audience at the  Jockey Club Studio Theatre, Fringe Club, Central, Hong Kong on June 7, 4 PM and 7 PM.

 “FAKE” is a historical fiction play that intertwines Filipinos’ religious faith with their struggle for national identity. It follows Miguel, who aims to debunk an alleged spiritual phenomenon in the mountains of Luzon, led by a self-proclaimed healer and visionary named Sister Emily. While on this journey, Miguel confronts a ghost from his past: the memory of his mentor, Jose Marco – Philippine history’s greatest con man.

The cast is led by Philippine theater veteran Ralion Alonso, with Hong Kong-based professional Filipino and British performers Warren Adams, Mary Jane Alejo, Q Gonzales, Miguel Lizada, Graeme Morris, and Joms Ortega.

Also featured are young, promising Filipino actors in HK, including Jaelen Basbas, Petrina Beltran, Blaise Buendia, and Wincel Capiendo.

Headed by its artistic director: accomplished performer, writer and composer William Elvin Manzano, The Bootstrap Theatre aims to bring stage plays and other theatrical works written by Filipino playwrights to Asia’s world city for a multicultural audience.

The group is now planning its next projects, which include a theatre workshop for Filipinos, as well as a brand-new original musical next year.

Manzano has won multiple awards in the Philippines (Aliw Awards, Philstage Gawad Buhay) as the co-lyricist and composer of “Mula sa Buwan” – now considered as a contemporary classic in Philippine musical theatre.

PhilHealth in Hong Kong for ‘service mission’

The Philippine Consulate General in Hong Kong has announced that representatives of the Philippine Health Insurance Corporation (PhilHealth) will be in Hong Kong for a week starting tomorrow, June 2, to conduct a “service mission.”

The team will be stationed at counters 12 and 13 at the Consulate offices on the 14th floor of United Centre Building in Admiralty from June 2 to 9, at 9am to 4pm.

A key service that will be provided is the registration of Filipinos for PhilHealth membership. All applicants should bring their original passport and a copy of the information page with the photo and personal information of the holder.

While this registration service is free, it is not clear if the applicant will be automatically charged a monthly contribution as soon as the application is processed.




Under a controversial PhilHealth circular issued in December last year, all Filipinos living abroad, including dual citizens and migrant workers,
 must pay for membership.

The monthly contribution will be based on their monthly salary, at the rate prescribed under the Universal Health Care law.  As self-paying members, they are required starting last year, to make a monthly contribution of 5% of their monthly salary.

For a Filipino working as a domestic helper, this would amount to at least $250 each month, or $3,000 a year, an amount that many OFWs in HK find excessive, even unnecessary, as they are already insured by their employers, or get medical care at minimal cost at public hospitals.

At least three months’ worth of contributions is mandated to be collected from the overseas applicant initially, but the entire contribution is to be paid by year’s end. Any late payment shall incur a monthly compounded interest.

Various services will be provided to OFWs and their families at the DMW main office

The Department of Migrant Workers has announced a week-long celebration of the 30th Migrant Workers’ Day at its main office in Mandaluyong City from tomorrow, June 2, to 7.

The celebration is said to be in honor of the sacrifices  and achievements of overseas Filipino workers (OFWs) worldwide.

On Sunday, Jun 8, the first OWWA OFW Global Center will be officially opened in Hong Kong as part of festivities marking Migrant Workers Day. Expected to attend are top DMW officials led by Secretary Hans Cacdac and the new administrator of the Overseas Workers Welfare Administration Patricia Yvonne Caunan.

In announcing the week-long tribute to migrants, Secretary Cacdac said: “As we celebrate the strength and resilience of our modern-day heroes, rest assured that the DMW, ang Tahanan ng OFW, will continue to adhere to a rights-based approach of ensuring the utmost protection and empowerment of our OFWs.”

This year’s theme, "OFW@30: Bayan, Bayani, Bayanihan, honors the three decades of contributions of OFWs to nation-building, and highlights their role as "modern-day heroes."

Cacdac vowed that with the support of President Ferdinand R. Marcos, Jr. the DMW will continue to work toward “creating an environment where every Filipino worker is valued, respected, and given opportunities for growth and development.”

Migrant Workers’ Day in the Philippines is held every June 7, established under the Migrant Workers and Overseas Filipinos Act of 1995 (R.A. No. 8042), to recognize the invaluable contributions of our modern-day heroes – the OFWs.

The DMW encourages the public, especially the OFWs and their families, to take part in the celebration and access the free services offered throughout the week.

The final day of celebration will be highlighted with the groundbreaking of the new DMW Central Office in Makati City, and the signing of a Joint Memorandum Circular establishing the National Reintegration Network, and a Memorandum of Understanding with the Commission on Human Rights.
