It’s SAD season again, meaning there is an increase in the number of people, particularly overseas Filipino workers, who are getting depressed.

SAD, which means  “seasonal affective disorder,” is a phenomenon that often occurs at the onset of autumn and lasts through the winter, before dissipating around springtime.

It occurs repetitively, and has been seen by officers at the Overseas Workers Welfare Administration over the years as the time when cases of Filipino migrant domestic workers getting mentally ill or suicidal show a noticeable spike.

This year is no different. Last September, two OFWs jumped to their deaths just two days apart. Last month, two others hanged themselves in a span of 10 days.

The causes may differ in each case, with money and relationship problems cited as the main reasons, but what is true for all is that a worker gets to a point when she sees killing herself as the only way out.

In all the suicide cases reported this year, not one is known to have sought help from a doctor, counselor, non-government organization or the Consulate. At least two showed no signs of being depressed, and were known to be sociable.

But that could just be the tip of the iceberg in terms of the number of Filipino migrant workers suffering from mental health problems.
Latest OWWA statistics show that for the first three quarters of the year, 14 psychiatric cases have already been reported to their office. For the entire 2018, there were 22 similar cases.

The number of unreported cases could be even more.

Alarmed by the recent suicides, in which family members of the victims in at least two of the cases had sought their help, administrators of the online group, Domestic Workers Corner, decided to form a secret group for those suffering from depression.

Within a day, 20 Filipino migrant workers had already asked to be included, with many of them reportedly on the verge of snapping.

“Twenty pa lang ang members pero ang mga stories, grabe. Madami ang gustong wakasan na ang kanilang buhay,” said DWC founder and co-administrator Rodelia P. Villar.

She said DWC does not hold itself out as an expert in solving the workers’ problems, but its administrators are always ready to lend an ear to anyone who just wants to unburden or share her grief with someone.

If the case sounds serious, or the worker starts talking of suicide, DWC immediately refers the case to Social Welfare Attache Elizabeth Dy who, along with another trained counselor, provides counseling service at the Consulate.

Another officer the group passes cases on to is Welfare Officer Marivic C. Clarin of the Overseas Workers Welfare Administration, which can immediately refer the worker to a local hospital, and extend help in contacting her family members.

Villar said that when she hears from someone who is suicidal, she immediately gets her complete name and mobile phone number and passes them on to OWWA or the Department of Social Welfare and Development office so help is extended without delay.



If the worker just needs to vent, Villar said her group would still ask what was causing her anxiety so it would be easier to determine if she needs to be referred to a trained specialist, and which agency is best suited to give help.

Luckily, she said help is also extended by some workers who have themselves gone through a depressive phase, and are eager to guide a fellow worker on how to get over a hump.

But Villar realizes chatting online can only do so much in helping a distressed migrant. Also, not being trained counselor themselves, they are anxious to know how best to respond to workers who reach out to them, and show signs of needing immediate help.

So starting in September this year, Villar started discussing the possibility of holding a workshop for her group’s administrators and other Filipino community leaders on how to extend help to fellow migrant workers who are going through depression.

“Kaya lang hindi pa matuloy dahil sa patuloy na protesta sa Hong Kong ngayon. Mahirap mag-schedule ng araw na makakapunta ang marami” she said. But she hopes that by the first quarter of next year at the latest, the workshop that she is pushing for, would finally happen.

In the meantime, she advises those suffering from anxiety, depression, sleepless nights or are having suicidal thoughts to seek help directly. They can either go to the DSWD office at the Consulate in Admiralty, or the OWWA office at the Philippine Overseas Labor Office in Wanchai.

Other groups that can also extend professional help immediately are non-government  organizations like the Mission for Migrant Workers or Help for Domestic Workers, which both refer patients to the St. John’s Counseling Service.

For emergency cases, or when depression sets in during the night, the patient may call The Samaritans, which runs a 24-hour multilingual suicide prevention hotline at 2896 0000. Emails can also be sent to jo@samaritans.org.hk.

What are the signs that you may be suffering from SAD or depression? Here are some of them:
  • a persistent low mood
  • a loss of pleasure or interest in normal everyday activities
  • feeling irritable
  • feelings of despair, guilt and worthlessness
  • low self-esteem
  • tearfulness
  • feeling stressed or anxious
  • reduced sex drive
  • becoming less sociable
  • inability to concentrate on tasks
  • feeling lethargic or lazy
  • lack of appetite, or conversely, an inordinate increase in appetite
  • inability to sleep.

In some cases, the sufferer will experience these symptoms on and off, and in between, could have so called “manic” periods when they feel happy, energetic and much more sociable.

The nature and severity of depression varies from person to person. In severe cases, it is best to seek help from a psychiatric doctor or counselor immediately.

CG raises migrant workers concerns with HK’s CE

Long-standing issues like the 14-day visa restriction on dismissed workers and forced live-in arrangement for foreign domestic helpers, as well as new ones, like the call to set up a separate job category for caregivers, were among the matters raised by Consul General Raly Tejada when he paid a courtesy call on Hong Kong’s Chief Executive Carrie Lam on Thursday, Dec. 5.

Congen Tejada said he also assured the Chief Executive of the Filipinos’ continuing support for Hong Kong, as it continues to be rocked by anti-government protests.

Details of their scheduled meeting were revealed by Congen Tejada, in line with his promise to the Filipino community in Hong Kong of a transparent and pro-active leadership.
He said he told the Chief Executive that he needed to bring up the concerns as they were important to Filipinos in Hong Kong. In response, Mrs Lam reportedly promised to look into the issues he raised but gave no promises.

During the meeting that lasted between 45 to 50 minutes, Congen Tejada brought up other issues concerning the welfare and protection of the 238,000 Filipino domestic workers in Hong Kong.

These include the suitability of accommodations provided to domestic workers, their
long working hours, their being taken advantage of by illegal money lenders, and their request for the creation of a caregiver class as a new category of workers.
He also mentioned that 3,000 Filipino workers have availed of the free anti-measles vaccine provided by the Hong Kong Department of Health in cooperation with the Consulate.

On the business front, he informed Mrs Lam that a Philippine Trade and Investment Center will soon be set up in Hong Kong after Beijing recently granted its approval; and that President Rodrigo Duterte is about to ratify the ASEAN- HK Free Trade Agreement.
Finally, Congen Tejada said he conveyed the Filipino peoples’ collective hope for peace and prosperity to return soon to Hong Kong.

“I also emphasized that the fortunes of all Filipinos living and working in the territory is tied to its continued stability and economic growth. I informed her that while our people are worried they remain confident that HK will overcome current challenges,” he said.



“ I added that Filipinos love HK and that living and working in HK is something that they deeply cherish and assured her that Filipinos will not abandon HK in its time of need.”

In turn, Mrs Lam reportedly asked him to extend her thanks to the Philippines, especially to the Filipino workers who have contributed greatly to Hong Kong’s economic prosperity.

It was the first meeting between the two officials since Congen Tejada formally assumed his post last month.

Ang "Obra' ay isang pagpupugay sa mga migranteng may angking galing sa larangan ng sining

Maraming mga migranteng manggagawa ang may itinatagong husay sa iba-ibang larangan, katulad ng palakasan, pagsusulat, o pagpipinta, dangan lang ay hindi nabigyan ng pagkakataon na pagyamanin pa ito.

Sa darating na Linggo, ika-8 ng Disyembre, Araw ng mga Migrante, ay magkakaroon ng isang pagtatanghal o exhibit sa Konsulado ng Pilipinas sa Hong Kong, bilang pagpupugay sa mga Pilipinang kasambahay na may talento sa sining.
Tampok sa pagpupugay na ito na pinamagatang “Obra: Likhang Sining at Galing ng Migranteng Pilipino" ang mga miyembro ng Guhit Kulay na pinamumunuan ngayon ni Noemi Manguera.

Kabilang sa mga bagong kasapi ng GK at isa sa mga magpapakita ng obra ay si Divina O. dela Torre, 29 taong gulang, tubong Davao at pangwalo sa 11 magkakapatid.
Unang humawak ng brush at pintura si  Divine o “Vine” nang himukin siya ng kanyang guro sa high school na si Jeff Bangot na makisali sa pagpipinta ng “mural” sa gate ng Philippine Women College of Davao

Nakitaan daw kasi ng guro na kilala na ring pintor ngayon ng kakaibang husay ni Vine sa pagpinta na ang gamit lang ay watercolor. Kasama ang dalawang kaklase ay pinagsanay silang magpinta sa computer laboratory ng kanilang paaralan.

Mula sa tira-tirang pintura mula sa ginawa nilang proyekto ay nilinang pa ng husto ni Vine ang kanyang talento dahil gusto daw niyang patunayan ang kanyang sariling kakayahan.

Kahit mapuyat siya minsan ay hindi niya alintana dahil natagpuan niya ang larangan na nagpapasaya sa kanya. Nagbunga naman ang lahat ng kanyang pagsisikap nang tanghalin siyang "Artist of the Year" ng kanilang paaralan.
Nagpatuloy siya sa kanyang hilig nang mag-aral siya sa TESDA- Aces Polytechnic College of Davao, at habang nandoon ay isang logo ng departamento ang kanyang ipininta.

Nang malipat siya sa Pampanga para mamasukan ay ipinagpatuloy pa rin niya ang kanyang hilig kahit ang pinaka canvas niya minsan ay supot ng harina lang.

" Kapag gusto may paraan,” ang sabi niya.



Nagustuhan daw ng kanyang amo ang kanyang mga obra kaya lalo siyang ginanahan.

Pagbalik niya sa Davao ay nagsimula na siyang kumita mula sa pagpipinta. Mula sa pagbebenta niya ng mga likha niya sa kanyang tita at mga kapitbahay ay nakaipon siya ng pera na ginamit niya para makapagtrabaho sa ibayong dagat.

Una siyang pumunta sa Kuwait taong 2015, at muli ay napahanga niya ang kanyang mga amo sa kanyang angking talento.

Minsan na magbakasyon daw ang kanyang mga amo sa London ay iniwanan siya ng perang pambili ng kanyang mga gamit. Pagbalik nila ay pinagparangalan ni Vine ang ginawa niyang portrait ng anak na dalaga ng amo, na labis na ikinatuwa ng mag-anak.

Dahil dito ay malaya daw siyang nakakapunta sa mall kapag sinabi niyang kailangan niyang bumili ng gamit sa pagguhit at pagpinta.

“Inspired ako sa mga pumupuri sa gawa ko kaya naman minsan inaabot ako ng madaling araw, pero walang stress, pagod at homesick dahil gusto ko ang aking ginagawa,” aniya.

Mula Kuwait ay bumalik muna siya sa Pilipinas sandali, at noong ika-20 ng Pebrero ng taong kasalukuyan ay sa Hong Kong naman siya nakipagsapalaran.

Agad daw siyang naghanap ng masasalihang art group. Tiyempo naman na sumali siya sa Domestic Workers Corner at nakita niya ang mga post ng mga kapwa niya migrante na mahilig gumuhit, katulad ni Jacklyn Evangelista.

Nang mabasa niya sa The SUN ang isang artikulo tungkol kay Jacklyn ay sinubukan niyang maki-chat dito, at agad naman daw siyang pinaunlakan.

Hindi nagtagal ay pareho nilang natagpuan ang mga sarili na kabilang na sa Guhit Kulay, kung saan nakilala nila ang ilan pang migrante na mahilig din, at may angking galing, sa larangan ng sining. May mga mananahi, mga litratista, at mga kapwa nila na mahilig mag dibuho o magpinta.

Bilang miyembro ng GK member ay kabilang ang dalawa sa mga naimbita nitong katatapos na Hunyo sa “Face and Hand Painting Exhibition” at nagawaran ng katibayan ng pagkilala sa kanilang obra.

Umaasa si Vine na magkakaroon sila ng marami pang pagkakataon na mahasa ang kanilang kakayahan, at mabigyan din ng pagkilala ang kanilang pagsisikap na maiangat ang sarili hindi lang bilang migranteng manggagawa, kundi bilang mga Pilipino na may angking galing.

Pinoy bartender fined $4k for criminal damage, assaulting officer

A magistrate at Eastern Court ordered Sy's arrest after he failed to appear at a hearing of his case 

A 20-year-old Filipino male bartender against whom an arrest warrant was issued for failing to appear in an earlier hearing, has been fined a total of $4,000 for criminal damage and assaulting a police officer.

S.P. Saracanlao admitted his offenses on Dec 6 before Eastern Magistrate Veronica Heung, a month after failing to appear in a previous hearing supposedly for his plea-taking. A warrant for his arrest was issued by Magistrate Bina Chainrai at the time.
After his plea, Heung asked Saracanlao why he absconded in the last hearing, and he said he had no money and that he had written the court explaining his absence.

Asked if he had a job and how much he was earning, Saracanlao said he was working parttime as a bartender earning a total of $4,000 a month. He said he was born here and was living with his father and grandmother.

Heung imposed a $2,000 fine for each charge, and offset $100 of the penalty from his bail money.

Saracanlao asked if he could have a month to pay the fine because he had no money, and the magistrate agreed.

The prosecution said Saracanlao, who was drunk, was arrested at dawn on May 18 after he punched and cracked the glass backdoor of California Tower in Central when accosted by a guard for entering the building with a friend and causing nuisance.
At the Central Police Station, he turned emotional while being interviewed and angrily pointed his index finger at officers Cheung King-on and Kwok Hoi-ming. He then poked Cheung’s left eye with his finger.

Cheung was sent to Queen Mary Hospital where he was treated for tenderness in the left eye and discharged.

Saracanlao was arrested anew for assaulting the police officer. – Vir B. Lumicao
