OFWs hit by pandemic to get US$200 cash aid, says Dole

Overseas Filipino workers who are eagerly looking forward to a US$200 cash assistance from the Department of Labor and Employment for those “displaced” by the coronavirus pandemic should not rejoice this early.

That’s because Dole has yet to issue the guidelines for the financial aid, announced on Mar 25 by Labor Secretary Silvestre Bello III.

According to Secretary Bello, the cash assistance will be given to about 70,000 OFWs whose works were disrupted by the Covid-19 pandemic. However, he did not specify the kind of disruption that would entitle an OFW to the doleout.

Welfare officer Virsie Tamayao of the Overseas Workers Welfare Administration in Hong Kong supplied the missing information, saying the money is meant for “medical assistance and after-care needs of discharged Covid-19 patients.”

That clearly left out those wishing to get some help after they lost their jobs because of the coronavirus outbreak, or had to go without pay for weeks when they got stranded in the Philippines because of the government’s travel ban to Hong Kong.

Dolores Balladares, chairperson of United Filipinos-Migrante Hong Kong said the idea of giving financial help is good because it is timely.


“Ok naman ito sa temporary relief, pero ang tanong, me guidelines na ba? Paano makukuha, sino ang qualified? Dyan lagi nagkakatalo. In the end, may inilabas ngang pera pero hindi naman napakinabangan ng mas maraming affected,” said Balladares.

She suggested that the process for claiming the aid be made easier, and the requirements fewer. But ultimately, she said what OFWs need is help in the longer term, like being given a job that will sustain their family.

Balladares also cast doubt on the number of OFWs that are supposed to benefit from the scheme.

“Kasi noon pa man, ang mga biktima ng virus sa luxury cruise liners di naman nabigyan ng konkretong tulong,” she said.

To avail of aid under the program, OFWs must submit their certificate of employment issued by their agencies. Their application will be evaluated and processed by Polo in the place where they are based, or if they are in the Philippines, at the nearest OWWA regional office.

In the Philippines, Bello said about 212,718 workers have lost their jobs due to the rapidly spreading Covid-19 pandemic in the country.
“Now, of the total Php1.5 billion available assistance package of the Department, we have initially released Php35 million to affected workers, both those in the formal and informal sectors,” he added.

He said Dole is now fast-tracking the processing of requirements submitted by companies in order to immediately provide assistance to affected employees.

“We hope to cover at least 50% of those affected by next week,” Bello added.

Bello also urged privately-owned companies to apply to Dole’s Covid-19 Adjustment Measure Program, which offers a one-time Php5,000 financial support for those that have adopted flexible work arrangements, or have temporarily closed due to the pandemic.

“To avail of the assistance, employers must submit their company payroll for February or earlier, which is before the implementation of flexible working arrangements or temporary closure,” he said.

HK to quarantine 120 people linked to Covid-19 infection in bars

Hong Kong health officials say 120 staff of four bars linked to a recent cluster of Covid-19 cases will be sent to quarantine centres, in what appears to be the biggest containment move undertaken locally to stop the spread of the deadly disease.

The move was announced at the press briefing held today, Mar. 26, by officials of the Centre for Health Protection, who also said 16 musicians who played at the bars have already tested positive for the coronavirus disease.

Four of them were included in the 43 newly confirmed cases today. Three new cases involved staff at the bars (2 men and 1 woman), while four are customers.
An additional case involving a 20-year-old police officer could also be linked, as she had reported dropping by one of the bars on Mar. 20.

The bars have been identified as Insomnia in Central, Dusk Till Dawn and Centre Stage in Wan Chai, and All Night Long in Tsim Sha Tsui.

All four bars are reportedly managed by just one company, along with nine bands made up mostly by Filipinos who played there regularly. Outside sources named the company as Step By Step.
Consul General Raly Tejada has expressed concern at the growing number of infections linked to the bars, and suggested the Hong Kong government do more to stop the spread.

But he stopped short of calling for the bars’ closure, as what some local lawmakers have been pushing for.

“I do not discount the good job that the HK government and its health professionals have done specially in the past two months. However, the situation now is highly alarming. HK government should now employ stronger health measures under its disposal to arrest the spread of the disease before it’s too late,” said Congen Tejada.


He noted that “the musicians were under contract and they were just doing their job.”

His call came after Finance Secretary Paul Chan warned businesses of more stringent measures that might be adopted to enforce social distancing.

Among the measures reportedly being considered by the government is to order bars and restaurants to close early, or ensure patrons do not sit close to each other.

A plan disclosed earlier by Chief Executive Carrie Lam to forbid the sale of liquor in bars, has been widely criticized as being insufficient.

Dr Chuang Shuk-kwan, head of CHP’s communicable disease branch, said all staff of the entertainment company, which number 124, will be sent to quarantine centers.

“We will trace all these people and send them to quarantine centres, as they are considered as close contacts [of confirmed cases],” she said.

However, she said it would be difficult to trace all of the bar’s patrons, so people will have to remain vigilant, not only when they go to bars but also when they go to some “high-risk gatherings” like big parties.

Manuela Lo, chair of the Hong Kong Musicians Union, has also called on her members to be more careful about hygiene and avoid loitering in the bars where the infected musicians had played.

But she said another concern is how the musicians who have fallen ill could be compensated, noting that they were stricken in the course of work, and were not negligent in any way.

She is also worried that the musicians would have more than just the illness to worry about, should they lose their jobs if the bars are closed down.

Of the 43 new cases, 25 are women and 19 are men, aged between 18-78. An overwhelming majority, or 29 of the new cases, involved people with recent travel history, including 10 overseas students.

They also included two more newly arrived Filipino domestic workers. One flew in from the Philippines, while the other had been to the United States with her employer. They brought to 7 the number of imported cases involving FDWs.

Congen Tejada said only three of the new cases were reported by the CHP to the Consulate as involving Filipinos.

However, he is also checking on the nationality of the new cases linked to the bar cluster, as all of the previous seven band members who were confirmed to have Covid-19, as well as a waitress at Insomnia, were belatedly confirmed to be Filipinos.

He reiterated a call for Filipinos in Hong Kong to remain indoors as much possible, amid the recent spike in cases.

PH mourns 6th doctor who dies in war vs Covid-19

Prominent pediatrician, Dr. Salvacion "Sally" Gatchalian, has died of Covid-19, the 6th doctor at the frontline to have succumbed to the deadly coronavirus disease.

Dr Gatchalian, president of the Philippine Pediatric Society and assistant director at the Research Institute for Tropical Medicine (RITM), had been in critical condition for days.

Her sister, TV host Ruby Rodriguez, announced the doctor’s death through an Instagram post Thursday morning (Mar 26).
 “We will only remember you with happy memories, laughing, and sleeping. Be at peace and do not worry about us anymore. Have fun in heaven! Love you so much!” Rodriguez wrote on Instagram.

To date, there are 636 confirmed Covid-19 cases in the Philippines, 38 of whom have died, while 26 recovered.

Dr. Rustico Jimenez, president of the Private Hospitals Association of the Philippines, said Gatchalian was the 9th doctor to die from the disease, but did not give names, or indicate who among them fell in the line of duty.

Earlier, five other frontline doctors died within three days of each other, the latest of whom were two renowned specialists in their fields, Dr Raul Jara and Dr. Marcelino Jaochico.

Dr Jara, a cardiologist and former president of the Philippine Heart Association, passed on Mar 24, after being in critical condition for several days. A graduate of the University of the Philippines, Dr Jara served as former head of the UP Philippine General Hospital Cardiology training program before he moved to the Philippine Heart Center.

In a tribute, the PHA said: “It is with profound sadness that we announce the loss of one of the great pillars of Cardiology, PHA Past President Dr Raul Diaz Jara. He was a great father, teacher, mentor, poet, author, singer, colleague, friend. One who has spent his life teaching. One who never got tired to impart knowledge and wisdom.”

On the same day, highly respected barrio doctor, Marcelino Jaochico, also lost his battle against the virus. Dr Jaochico, the first Most Oustanding Awardee of the government’s Doctor to the Barrios program, was the provincial health officer of Pampanga.

In a Facebook post, his daughter Cielo, appealed to the public to remember her father not as someone who succumbed to the dreaded disease but one who had done so much for Pampanga and the country.

“Please do not remember him as someone who just died because of Covid-19. Sobrang dami niyang ginawa para sa bayan. Please pray for his soul. Please pray for the souls of those who are still fighting,” she said.
On Mar 22, anesthesiologist Dr Gregorio Macasaet III of the Manila Doctors Hospital also lost the battle against the dreaded disease. His wife, Dr. Evalyn Macasaet, fell ill at the same time, but has reportedly recovered since.



Dr Macasaet wrote a touching letter in which he described his losing battle to the disease, and called on his friends to look after his wife and their only son who is autistic.

Manila Doctors said in a tribute: “…We lost not just a doctor but a friend, colleague, co-worker, father, and husband. He had impacted the lives of his patients at Manila Doctors and his fellow doctors and the nurses who worked beside him.”

The hospital described Macasaet as one of the best anesthesiologists in the country and one of the first responders to a patient who eventually died from Covid-19.

Two other medical heroes died a day earlier. Another barrio doctor, Israel Bactol, a cardiologist also at the PHC, died at the young age of 34. Dr Bactol reportedly got infected by a patient who lied about her travel to China, and eventually died from Covid-19.



PHA executive director Dr Joel M. Abanilla described Bactol in a bulletin as “a young, brilliant, promising doctor” and a “casualty of this war.”

Colleagues remembered him for being kind and humble.

Following his death, the PHC put up his photo in the hospital’s lobby, and people have been bringing flowers as tribute.

Also hailed as a hero is Dr Rosalinda Pulido, an oncologist at the San Juan de Dios Hospital.

A message from her fellow La Salle alumni posted in the Bayanihan at Mga Bayani Facebook group for Covid-19 heroes, said: “Before helping Covid patients, Dr. Rose Pulido was in service to patients suffering from cancer. Thank you for the countless times you’ve extended your hand to those in need. You have lived a remarkable life of service. Your fellow Lasallians are immensely grateful, Dr. Rose.”

To date, at least eight other infected doctors are said to be in various hospitals, fighting valiantly against the dreaded disease, some of them in critical condition.

They are: Francis Dimalanta, Marie Valbuena, Kiko Lukban, Tess Castro, Dolic Ng, Grace Carras-Torres, Ronnie Mateo, and Raldy Goco. Those who have recovered are Dr Fernando Ayuyao and Dr. Evalyn Macasaet.

Various people have been posting calls for prayers for those still struggling against the disease, and thanksgiving for those who fell in the line of duty.

Filipinos are mourning the deaths of five doctors who died within three days of each other at the frontline of the battle in the Philippines against the deadly coronavirus disease, Covid-19.

The latest to succumb to the disease were two renowned specialists in their fields, Dr Raul Jara and Dr. Marcelino Jaochico.
