No more cash handouts for residents, only $5k spending vouchers

Permanent residents and new arrivals aged 18 and above should not expect another cash windfall this year, as the government has opted to give them $5,000 worth of electronic spending vouchers instead.

This was among the few sweeteners announced by Financial Secretary Paul Chan, as he unveiled his latest budget blueprint today, Feb 24. The scanty financial aid was expected, given Hong Kong’s record budget deficit of $258 billion.

Speaking at a press conference after his budget speech, Chan said the vouchers will be given in five installments of $1,000 each throughout the year, and people would be required to spend each installment within a specific period of time.

The vouchers can be used for online shopping, but not for buying goods from abroad.

Chan said that overseas examples have shown that electronic vouchers with an expiry date are most effective in boosting domestic consumption.

The consumption vouchers giveaway is expected to cost about $36 billion and benefit around 7.2 million people.

Other measures that will be introduced to help residents ride out the continuing economic hardship wrought by the pandemic include:

  • Salaries tax will be waived for the coming year, capped at $10,000, down from $20,000 the previous year. This will benefit 1.87 million taxpayers;
  • $1,000 subsidy for residential electric bills, to benefit over 2.7 million households;  
  • For property owners, rates concessions worth up to $5,000 for the year
  • An extra half a month’s worth of welfare, old-age and disability allowances, instead of just a full month’s benefit as before. This involves an additional expenditure of $2.382 million.

To support enterprises, measures involving a total of about $9.5 billion will be given out, broken down as follows:

  • Profits tax will be waived, capped at $10,000. This is expected to benefit 128,000 businesses;
  • Rates concession for non-domestic properties, with a ceiling of $5,000 in the first two quarters and $2,000 in each of the remaining two.
  • Waiver of business registration fees, to benefit 1.5 million enterprises, and reduce government revenue by $3 billion;
  • Waiver of 75% of water and sewage charges for non-domestic households for eight months, starting in April, with a monthly ceiling of $20,000 and $12,500 respectively per business. This will benefit 250,000 businesses.
  • A grant of 75% rental or fee concession to tenants of government properties for six months starting from April 2021.                                                                                                           

In his speech before the Legislative Council this morning, Chan said the government should make good use of its fiscal reserves to energize the market and stimulate the economy.

The elderly are among a few who will get more cash aid this year

Last year, Hong Kong’s economy fell by 6.1%, with the latest jobless rate rising to 7%. The government spent nearly $300 billion on measures to stabilize the economy and ease people’s burden, lifting the fiscal deficit to a record high.

He said his spending plan this year and the sharp drop in revenue from exports, services and tax collections would lead to a deficit of $257.6 billion for the current fiscal year.

To revive the economy and create jobs for Hong Kong people, Chan said the government will boost tourism, which had been frozen by the pandemic.

“Apart from the financial support of nearly $2.6 billion that has already been provided for the tourism industry, I will further earmark a total of $934 million to enhance tourism resources, of which $169 million will be used to continue to take forward local cultural, heritage and creative tourism projects,” he said. 

A tourism rebound could help lift workers in the entertainment and hospitality sectors, including thousands of musicians who had been left jobless for the most part of last year because of the pandemic.

Filipina DH with coronavirus variant lone imported among 12 new cases

The Filipina tested positive on her 12th day in quarantine at Metropark Hotel Kowloon 

A Filipina domestic helper who is infected with the N501Y (or British) variant of the coronavirus was the lone imported case among 12 new cases of Covid-19 reported by health officials today, Feb 23.

The Centre for Health Protection said the woman, aged 32, arrived on Feb 10 on Cathay Pacific flight CX906 from Manila. She was asymptomatic.

The helper tested negative upon arrival at the airport but was found positive on her 12th day of quarantine at the Metropark Hotel Kowloon in Homantin.

Among the 11 local cases is a 55-year-old woman who is in intensive care at Prince of Wales Hospital where she was taken after waiting for several days to receive her result from a coronavirus test.

Dr Chuang Shuk-kwan from the Centre for Health Protection said in today’s press briefing that the patient, a staff in a cake shop at the Royal Plaza Hotel in Mong Kok, had a fever on Monday last week, and visited a private doctor on Wednesday.

Chuang said the woman submitted a saliva sample to the Hospital Authority for testing last Friday but did not receive her test result. When her condition worsened yesterday, she went to a private doctor.

The doctor referred her to Prince of Wales, where she had a swab test and was found preliminary positive yesterday. Around the same time, the result of last Friday’s saliva test arrived and it was positive. 

Her male co-worker was also preliminary positive and is being treated at Prince of Wales.

Dr Sara Ho of the Hospital Authority said it’s taking longer for test results to come out nowadays because of the high demand. But she said those with symptoms should seek medical help immediately, and not just submit saliva samples.

“Last week, we distributed between 20,000 and 30,000 bottles for the collection of specimens every day. The time for the test results to come back is longer,” Ho said.

Chuang says the 12 new cases include 3 locally acquired, but with unknown sources

Chuang said today’s patients consisted of six men and six women aged 9 to 63 years old. The new cases drove up the total tally in Hong Kong to 10,897.

The local cases include eight with links to previous cases and three with unknown sources. Four were detected in the local community testing centers.

Chuang said there were more than 10 preliminary cases today, including a 63-year-old man who works part-time as a driver for customers between Hang Hau MTR station and a restaurant in Po Toi O, Clearwater Bay. A family member was also preliminarily positive.

Meanwhile, the government said that from tomorrow, Feb 24, the number of people allowed to gather in public will be raised to four from the present two.

A spokesman said that any person who participates in a prohibited group gathering, organizes the gathering, owns, controls or operates the place of such a gathering and knowingly allows it to take place commits an offense.

He said offenders are liable to a maximum fine of $25,000 and imprisonment for six months. Persons who participate in a prohibited group gathering may discharge liability for the offense by paying a fixed penalty of $5,000.

Thousands rush to book for free Covid-19 vaccine

CE Lam says she didn't feel anything different after taking the vaccine yesterday

The online booking system for those who want to get the Covid-19 vaccine was reportedly jammed with thousands of people trying to vie for the first available slots for the jabs that will start on Friday, Feb 26.

According to Chief Executive Carrie Lam, more than 42,000 in the designated priority groups had secured appointments for the vaccine within just a nine-hour period, or from between 12 midnight last night until 9am today, Feb 23.

Speaking ahead of the weekly Executive Council meeting, Lam said this contradicts  suggestions that there had been a lukewarm response to the government’s vaccination program.

“The registration opened at midnight. Most citizens were sleeping, but some of them couldn’t wait and booked their vaccination. The response is enthusiastic,” she said.

Lam was the first person in Hong Kong to receive the vaccine from mainland firm Sinovac yesterday, an event that was aired live on TV and social media. Her ministers followed suit, then members of Exco and the Legislative Council.

The top official said neither she nor any of the top officials suffered side effects from the vaccine, adding she wouldn’t be doing the press briefing if she felt unwell.

One million doses of the Sinovac vaccine was flown in from Beijing on Friday, Feb 19, just two days after a panel of experts recommended its use in Hong Kong. The vaccine was supposed to arrive at the start of the year, but was delayed due to Sinovac’s failure to submit data from its third clinical trial.

Hong Kong has ordered a total of 22.5 million doses of vaccines from three drug companies, including Sinovac, which is more than enough for the required two doses for  each of its 7.5 million residents.

In announcing its decision to give the green light to the vaccine, the experts said the clinical trials showed Sinovac had an efficacy rate of over 62%, up from the previous 50.65%, after the second dose is administered 28 days after the first shot.

The second vaccine procured by the government, BioNTech, is due to arrive at the end of the month. Clinical trials show the vaccine to be between 72% to 85% effective after the first shot, and up to 95% after the second jab.

For its third vaccine source, Hong Kong chose AstraZeneca, an Anglo-Swedish company. The vaccine is said to have a 76% efficacy after the first shot, and up to 90% effective after the second. It is expected to reach Hong Kong by the middle of the year.

Lam stressed she and her officials took the Sinovac jab, quashing talks they didn’t take the mainland vaccine because they had no confidence in it.

“It’s expected that there would be unfounded reports aimed at smearing the vaccination program. Several hours after government officials and I received the vaccine, rumors circulated online saying the jabs we took were not produced by Sinovac as we didn’t have confidence in the vaccine. We clarified immediately,” she said.

Lam said the government will continue to educate the public about the need to get the vaccine as soon as possible, and help the city back on its feet.

The elderly will be among the first to get first dibs at the jabs

Meanwhile, around 200 Hong Kong residents from the priority groups were given the vaccine in a test run held at the Central Library in Causeway Bay today.

The participants consisted of elderly residents – meaning those aged 60 and above – as well as those in “high risk” jobs like medical professionals and air crew.

Everyone who took the shot said they wanted to help Hong Kong to lower the infection rate, and get the economy back on track.

One elderly participant said Sinovac’s low efficacy rate is offset by the few side effects on those who get it. Another said he wanted to show support for the mainland-made vaccine out of patriotism.

FDH arrested for leaving hotel quarantine not Filipino, says police

The Cambodian DH was arrested after stepping out of her Silka hotel room briefly

A foreign domestic helper who was arrested after wandering out of her hotel room in Yau Ma Tei on Feb 21 is a Cambodian woman and not a Filipina as has been widely reported on social media.

A police spokeswoman confirmed the arrest via telephone today, Feb 23, and said the woman was moved to Penny’s Bay Quarantine Centre in Lantau, where she will continue her 21-day isolation.

The FDH reportedly arrived in Hong Kong just the day before, and checked in for her 21-day quarantine at Silka Seaview Hotel.

News about her arrest first surfaced on Facebook, with Filipino community leader Jhic Dacio sharing the hotel advisory to guests warning them against violating the quarantine regulation.

The hotel notice narrated the arrest of the FDH, and reminded guests that any violation of the isolation order, such as leaving the hotel room during the quarantine period, could result to a fine of up to $25,000 and six-month imprisonment for violators.

“It is top attention that leaving the room will be deemed as breaching of the quarantine order,” the reminder said.

A photo of the hotel’s notice and narration of the incident involving the helper did not identify the woman’s nationality, but others who reposted the information said she was a Filipina.

Contacted about the post, Dacio said she was told that the detained FDH was a Filipina who flew in with a big group aboard a Philippine Airlines flight on Saturday, Feb 20. However, when she checked again, her informant who was with the group, could not give the identity of the woman arrested.


The Silka Hotel advisory merely identified the quarantine violator as FDH

Since the start of the pandemic in Hong Kong a year ago, several individuals have been fined and sent to jail for breaching the quarantine rules by leaving their hotel without permission from health authorities.

Last Friday, a man aged 53 and a woman aged 47 were charged in the Kowloon City magistracy with violating the quarantine regulation.

In the first case, the man was jailed for two weeks after leaving home on Jul 5 last year while under compulsory 14-day quarantine. He was charged with contravening sections 8(1) and 8(5) of the regulation.

In the second case, the woman was jailed for 13 days for leaving her hotel on Jan 7 this year while under compulsory 14-day quarantine.

CE Lam takes the first Covid-19 jab in front of TV cameras

Chief Executive Carrie Lam and her top officials became the first people to receive the Covid-19 vaccine in Hong Kong.

Lam, Chief Secretary Matthew Leung, Justice Secretary Teresa Cheng, Security Secretary John Lee and Health Secretary Sophia Chan were among those who received their jabs at the Central Library in Causeway Bay, in a process covered live on TV.

The CE said they received the vaccine from mainland company, Sinovac. By taking the lead, she said her government was hoping to reassure the public that the vaccines are safe.

“I have to assure every Hong Kong citizen that the government is very serious about the safety, efficacy and quality of vaccines. We will only use vaccines which meet those high standards before we put it into the government vaccination program,” she said.

A recent survey showed only 39% of Hong Kong’s 7.5 million residents are planning to get the jab, amid fears over their safety and efficacy.

Clinical trials show that the vaccine from Sinovac, a million doses of which were flown in from Beijing on Friday, Feb. 19, has an efficacy rate of between 50 and 62 percent.

The one manufactured by German firm BioNTech, which is due to arrive in Hong Kong at the end of the month, has been shown to be 95% effective but has to be stored in extremely cold temperature.

Online registration for the shots for those in the “high priority” groups - including those aged 60 and above, medical staff and other frontliners and residents in care homes - begins tomorrow, Feb 23.

The mass vaccination will start on Friday, Feb. 26.

The CHP reported 16 new coronavirus cases through a press statement

Meanwhile, the Centre for Health Protection reported 16 new Covid-19 cases today, which took Hong Kong’s total infection tally to 10,885.

Three of the new cases are imported, and all involved returning foreign domestic workers from Indonesia, aged 21, 22 and 45.

In a press statement issued in lieu of the daily briefing, the CHP said of the 13 local cases, four had unknown sources while nine were linked to previous infections.

The four untraceable cases included a postnatal care helper, two retirees and a computer officer. All asked to be tested after developing symptoms like sore throat, runny nose, diarrhea, shortness of breath, cough, headache and shortness of breath.

Overstaying Filipina charged with laundering $691k

Dirty money was deposited into FDHs' accounts, then withdrawn using their ATM cards

A Filipina domestic helper appeared in Eastern Court again today, Feb. 22, charged with overstaying her visa and laundering a total of $691,056 through her HSBC bank account between May 2019 and August last year.

The court was told that Hong Kong police launched an investigation into the account of Kris Hope Vargas, who used to work here as a domestic helper, after the suspicious transfers to her account were detected.

Magistrate Bina Chainrai ordered the charges read to Vargas, who emerged in the dock wearing a grey sweatshirt and her hair tied back in a pony tail. She last appeared in court on Jan. 25.

According to the charges, the money was deposited and withdrawn by unknown persons in an ATM account that Vargas opened in Hong Kong and Shanghai Banking Corp earlier in 2019. The transactions continued even after she had gone underground when her visa expired.

When the bank noticed the suspicious money movement, it alerted the police. Vargas was arrested on Nov 20 last year on suspicion of “dealing with property known or believed to represent proceeds of indictable offence” and violating her visa conditions.

The prosecution said the overstaying charge resulted from her failure to leave Hong Kong after her visa expired on Mar 10 last year, following her premature dismissal from work the previous month.

Prosecutors said they were ready for the defendant’s plea, but her lawyer asked for an adjournment for further investigation and legal advice.

The defense lawyer also asked for $2,000 bail for Vargas, who has been in police custody since her arrest, but the magistrate refused the application.

The magistrate adjourned the case until Apr 9 and ordered the defendant remanded in custody.

Most of the recent cases involved HSBC ATM savings accounts

In the past few months, the police have arrested a couple of Filipino and Indonesian domestic helpers whose bank accounts were used by unknown people to launder money.

In most of the cases, the helpers were helped to set up ATM savings accounts by people who offered them part time work, saying their payments would be deposited there directly.

Syndicates then transferred money into the bank accounts, then used the helpers'  ATM cards to take out all the cash within hours.

The helpers only realized they had been dragged into a money laundering scam after they received notices from the bank about suspicious activities in their accounts, or when the  police came knocking on their doors.

The recent cases prompted the Consulate to warn Filipinos in Hong Kong against lending their ATM cards and account passwords to other people, whether friends or strangers.
