Hong Kong’s Commissioner of Police Joe Chow has told the Legislative Council’s security panel that fraud cases fell by 2.9 percent overall last year, marking its first drop since 2019.
However, they still made up
nearly half of all crimes recorded in 2025 and the total losses amounted to a
still hefty amount of HK$8.1 billion.

Online shopping scams which
accounted for nearly 30 percent of all scam cases, bucked the declining trend, rising
8.2 percent year-on-year, partly due to a surge in concert ticket scams.
But the heaviest losses amounting
to more than HK$3.5 billion, resulted from investment scams, with mainland students
as the main targets. Chow said cases involving the students rose by 3.6 times.

"It's not just mainland
students [falling victim to scams]. For the general public, the total amount of
money lost due to online investment scams was the most among all kinds of
deception cases," Chow said.
Because of this, police are
now giving more attention to online investment scams, he added.

The police commissioner also
said there were more than 8,800 cases of violent crime last year, which reflected
a drop of nearly 16 percent from 2024.
As regards national security cases,
Wong said since the National Security Law was passed in 2020, a total of 385
people have been arrested, with more than half of them prosecuted.

He said the police will
continue to resolutely take action against those who attempt to endanger
national security.
