Pinay clings to life after apparent stroke, another suffers mild heart attack

Two Filipina domestic helpers remain confined in Queen Mary Hospital today; one of them comatose following an apparent stroke on Saturday, Jun 1, while the other is suspected to have had a mild heart attack on Jun 2.

The stroke victim, Lernie S. Buscas, was rushed to the hospital in Pokfulam after she collapsed while serving breakfast to her employer. This was according to her friends who were contacted by the employer immediately after Buscas fell unconscious.

Buscas is said to be in intensive care and has not regained consciousness despite a brain surgery soon after her admission.

Rodelia Villar, leader of Domestic Workers Corner and a friend of Buscas, told The SUN that a doctor attending to the patient said her brain was not functioning but she was still breathing.
Virsie Tamayao, welfare officer of the Overseas Workers Welfare Administration, said an OWWA team would visit Buscas on Monday evening to find out about her condition.

Villar said the helper’s employer wants a member of her family to come to Hong Kong to attend to her in hospital, but the passport of her mother, a former OFW, has expired.
“Kawawa naman yung friend ko kasi walang kasama at di pa alam yung status o chance niya na maka-survive,” Villar said.

Her condition was also widely shared on Facebook by friends. One of them shared a photo showing the unconscious patient with her head shaved and attached to a life-support system.
One of her friends, Lindy Paclibar, said Buscas is in her 40s, single and is from Santa Barbara, Iloilo.

Paclibar also relayed the news about the other OFW patient, Ma Corazon Leynes, who was rushed to hospital after showing symptoms of a mild heart attack. But her condition won’t be known until OWWA’s visit to the hospital this evening.

Taxi crash victim’s condition improves as kin fly to her bedside

A Filipina domestic worker who was hit by a wayward taxi in Aberdeen a week ago has reportedly begun responding to commands but remains in critical condition at Queen Mary Hospital in Pokfulam.

This was according to welfare officer Marivic Clarin of the Overseas Workers Welfare Administration who has been monitoring the case.
Clarin said on Jun 2 that the patient, Marilou Abunda, has begun making small movements, but has yet to fully regain consciousness.

Abunda’s friends who visited her in hospital said the 46-year-old victim could now open her eyes better that in their previous visit and managed to smile when they talked to her.

Abunda was taken to the hospital unconscious, and was in a coma for nearly two days.
She was the worst hit among 7 people injured after a taxi driven by a 70-year-old local man went out of control on Aberdeen Main road at about 9am on May 27. She had just taken her 10-year-old ward to school when the accident happened.

On Jun 1, her sister-in-law Josielyn Abunda and niece Loriepel arrived in Hong Kong from their hometown of Hilongos, Leyte, and immediately went to the hospital to be by her side.
Their plane tickets were paid for from a donation by Hilongos Mayor Albert Villahermosa and the employer of a friend of Abunda who also let them stay in his flat in Pokfulam, and pay for their fare to and from the hospital.

About 20 friends and townmates of Abunda also pitched in with some cash donation to help cover the expenses of the two while caring for Abunda.
Earlier on Sunday, Consul Paulo Saret had told The SUN that the request of Abunda’s kin for air tickets was still awaiting approval from the Office of the Undersecretary of Migrant Workers Affairs, unaware that the relatives were already in town,

DH denies assaulting boy ward

The Filipina helper will stand trial at Kwun Tong Court

A Filipina domestic helper will face trial on a charge of willful assault on her 9-year-old ward after she pleaded not  guilty to the charge in Kwun Tong Court today, Jun 3.

E. A. entered her plea before Magistrate Bina Chainrai after the charge was read to her in court.
She was accused of assaulting the boy on Mar 31 in the home of her employers in Tseung Kwan O.

The charge said the assault was done in a manner that was likely to cause unnecessary suffering or injury to the victim’s health. No other details of the case were mentioned.
Chainrai adjourned the hearing until Jun 11 at the request of the prosecutor, who said he needed to apply for a CCTV trial in Kowloon City so that the boy can testify from home.
The magistrate also extended the bail of the defendant on the same terms and approved a surety of $2,500 to be posted by a friend. – Vir B. Lumicao

PHL, HK recruiters sign code of conduct on ‘fair’ hiring

A landmark Code of Conduct that conforms to standards set by the International Labor Organization on ‘fair recruitment’ was signed on Jun 2 by two of the biggest employment agency organizations deploying Filipino domestic workers in Hong Kong.

The CoC was signed at the Philippine Overseas Labor Office by Teresa Liu for the Association of Hong Kong Manpower Agencies (AHKMA) and Alfredo Palmiery of the Society of Hong Kong-Accredited Recruiters of the Philippines (SHARP).
Gaela Roudy-Fraser, project manager of ILO’s Integrated Programme for Fair Recruitment signed as witness, along with Labor Attache Jalilo dela Torre.

The CoC contains, among other things, a no-recruitment fee provision and binds the signatories to strictly adhere to the laws on recruitment in both the sending, and the receiving countries.
They also are bound to charge “reasonable rates” for training and medical tests, provide clear employment contracts, ensure applicants attend pre-departure and post-arrival orientation seminars, monitor the status of workers and provide them a safe channel for reporting grievances.
CG Morales says more agencies
must adhere to the CoC

Labatt dela Torre welcomed the initiative, but urged both sides to “walk the talk,” meaning, they should ensure their member agencies adhere strictly to the Code.

Consul General Antonio A. Morales also said it was a welcome move, as “the protection of our nationals abroad is one of the pillars of our foreign policy.”
But he noted that AHKMA represented only a small number of the 1,700 licensed employment agencies in Hong Kong, so there was a need to reach out to more groups to spread the message about better protection for migrant workers.

Roudy-Fraser called the signing of the CoC as a significant first step towards protecting migrant workers rights, noting that Hong Kong was the first destination country to have a CoC of this kind.

“You are really ahead of the curve, (compared with) other countries,” she said.

Between this year and 2021, she said the second phase of the Fair project will be implemented, which means expanding its application to other countries like Qatar, Jordan and Tunisia, and covering other industries or sectors.

In response, Palmiery said the ILO initiative was a good move because “ideally, it should benefit all sectors” including employers, he said.
But he raised a question on its overall implementation. He said if member-agencies are held bound to the CoC, what about the others who are not signatories?

To ensure compliance, he suggested the Philippine government through POLO, should provide incentives to agencies that sign and adhere to the CoC. He also said the government should make it mandatory for all agencies to sign up with an organization that pledges to be bound by fair recruitment practices.

Liu was more upbeat, saying, “We believe that the CoC, supported by the Philippine government and the Hong Kong Labour Department can further enhance professionalism and service quality in our trade.”
