23% of Covid-19 cases in HK asymptomatic, says health official

Dr Chui says nearly 1/4 of all coronavirus cases in HK had no symptoms

Hong Kong health officials have underscored the need to get as many residents to get tested as possible, saying that nearly a quarter of all Covid-19 cases recorded so far did not have symptoms.

The figure was disclosed by Undersecretary for Food and Health Chui Tak-yi today, Sept 10, as 12 new coronavirus cases were reported, 7 of them imported, including a 29-year-old Filipina domestic helper who had no symptoms.

Of the five locally transmitted infections, two were found through the free mass testing that has been extended to Sept 14. The total tally is now 4,903.

Chui said, “Among the 4,900 plus cases, about 23% were uncovered…meaning the patient had no symptoms…about 1100 did not have symptoms and were not aware that they were sick. Despite having no symptoms they are still potential spreaders of the virus. That’s why early detection and diagnosis is important for containing the disease.”

Thus, while the number of new infections has been subsiding, he said there was still concern about the untraceable sources. About 30% of the cases in the third wave of infections were said to be asymptomatic, indicating that there is still an invisible transmission going on in the community.

“If we can find the invisible carriers we can cut the transmission chain sooner,” Chui said.

On the 10th day of the universal community testing, he said a total of 1.7 million residents had completed the test, and about 1.33 million specimen samples had been tested.

Out of these, a total of 21 new cases were detected, most of them without symptoms.

Since the mass tests have been extended further, he said, “I appeal to everyone to make use of the time and join the program.”

He said it was very important to contain the virus so the number of cases would not revert to the more than 100 that were recorded daily in July, when the expected fourth wave of infections happen at the onset of winter.

Dr Chuang Shuk-kwan of the Centre for Health Protection said that apart from the newly arrived Filipina domestic helper, there were six other imported cases. Five were returnees from India, three of them family members; and the other flew in from Iran via Qatar.

Three of the local cases were all family members of previously infected persons, while two were of unknown source, and were caught through the universal testing.

One of the untraceable cases was a 39-year-old woman who works in a restaurant and was asymptomatic. She was found positive for the virus yesterday after leaving a sample on Sept 7 at a testing centre.

On Sept 8 she took her five-year-old son to Queen Elizabeth Hospital for an eye operation, and the boy tested negative for the virus during a pre-surgery test. The boy was operated on yesterday at the Eye Hospital.

After the mother’s test result came out, she was again tested along with her son, and both returned a positive result. Subsequent antibody tests on the mother and her son, as well as her husband, showed all had been infected and have recovered.

The second positive case from the UCT was a 37-year-old woman who works as a waitress in Yuen Long and lives in Tin Shui Wai. She had herself tested at the Heung Yee Kuk testing centre in Yuen Long and was asymptomatic.

Dr Lau Ka-hin from the Hospital Authority reported that no deaths were reported during the past 24 hours, so the death toll remains at 98. A total of 4,582 patients have been discharged from public hospitals, while 193 are still being treated in isolation.

HK Immigration revises schedule for Smart ID card application

The Immigration Department announced today, Sept 10, that it has revised the schedule for applying for new Smart identity cards for residents born in 1957 to 1963, and 1970 to 1976, after the latest suspensions due to the resurgence of Covid-19 infections.

Those born in 1957, 1958 and 1959 will be able to apply for their new Smart ID cards until Sept. 26 this year. The same deadline has been set for those born in 1960 and 1961, and members of the sixth term of District Councils.

Those born in 1962 and 1963 can apply between now and Jan. 30 next year.

Those born in 1970, 1971 and 1972 can start applying on Nov 2 until Apr 30, 2021.

The previous call-up period for those born between 1975 and 1976 has been recalled. Those born in these years will have to wait for a new announcement on when they can apply for their Smart ID.

The ID card replacement program was again suspended from Jul 20 to Aug 23 this year after a spike in the number of new infections across the city. The scheme has gradually resumed since Aug 24.

An Immigration spokesman said in a statement: "Having considered that the replacement of HKICs may be affected again if there is any sudden turn in the epidemic situation, the Amendment Order repeals the previous call-up program for holders of HK Identity Cards born between 1973 and 1976 in order to avoid public confusion caused by multiple adjustments. When the epidemic stabilises, the Secretary for Security will designate the call-up program for the relevant years of birth. The ImmD will then make announcements through different channels as soon as possible so that the public will be informed of the latest arrangements."

CG gets tested for Covid-19 as daily case tally remains at 6

'No pain,' says Congen Tejada of the swab test that he had earlier today

Consul General Raly Tejada led his officers and staff in taking part in the universal community testing program for Covid-19 earlier today, Sept. 9, as six new cases were reported in the city.
Congen Tejada said he and 14 other personnel from the Philippine Consulate General were all tested at the Queen Elizabeth Stadium in Wan Chai.

“No pain,” he said, when asked how his swab experience was. “Very professional and courteous sila.”

He again called on members of the Filipino community to join the UCTP which is aimed at detecting silent carriers in the city, in a bid to put the coronavirus infection under control.
The mass testing, which has now been extended for three more days, or until Sept. 14, is free and voluntary.

So far, 1.3 million have already been tested under the program which had already been extended to Friday, from its original schedule of Sept. 1 to 7.  Of these, 19 previously undetected cases have been caught so far.

Earlier, Congen Tejada paid a courtesy call on Health Secretary Dr Sophia Chan and Civil Service Secretary Patrick Nip to thank them for their help to the Filipino community in the time of the pandemic.

He also assured them of the Filipino community’s continued support to Hong Kong’s efforts to combat the disease.

The developments came as the new coronavirus cases remained steady at six for the second consecutive day, the lowest since the outbreak of the third wave in early July.

Five of the cases were locally acquired, and one was imported, involving a returning resident from India who flew in yesterday.

Four of the local cases were linked, and two of these were relatives of workers at the Transport City Building in Tai Wai who were already showing symptoms when they were visited by health officials.

One case detected through the UCTP was of unknown origin. The patient was identified as a 62-year-old man who lives in Tuen Mun and whose main activities consisted of going to nearby Chinese restaurants.

Two other cases detected during UCTP were previous infections.

One is a 65-year-old man who was found infected on Aug 6 and discharged on Aug 28.
The other is a 36-year-old Filipina domestic helper who was tested positive on arrival at the airport on Aug. 8 and was confined in hospital. She was also discharged on Aug 28 after returning several negative test results.

Dr Chuang Shuk-kwan of the Centre for Health Protection said health experts agree that if the patients already show antibodies after recovering from the virus, the risk of them spreading the disease is “very low.”

Both patients were not classified as new cases necessitating further treatment.
The new cases brought Hong Kong’s total tally to 4,902 with the related death toll steady at 98. Only 212 patients remained confined in 19 public hospitals and the community treatment facility in AsiaWorld-Expo.

DH admits money laundering, overstaying charges

The accused admitted lending her ATM to a scammer she hardly knew

An overstaying Filipina domestic helper has admitted lending her ATM card to another woman who duped would-be flat tenants of nearly $53,000 in a rental scam.

A.L. Cabancan, 39, pleaded guilty today, Sept. 9 to a charge of conspiring to commit money laundering and another of breaching her condition of stay by overstaying her visa for nearly a year.

Magistrate Bina Chainrai remanded her in custody and adjourned the sentencing to Sept 23.
Cabanban was a former helper who was fired by her employer on Apr 9 last year but remained in Hong Kong illegally after her 14-day visa extension lapsed on Apr 23.

She admitted to having lent her ATM card, along with its password, to a friend named Myla who paid her $3,000, but said she knew nothing about the huge amounts of cash transactions in the account. 

The prosecutor said the Filipina was arrested on Apr 17 this year at the Skyline Tower Immigration office in Kowloon Bay, but her lawyer said in mitigation that she went to the office purposely to give herself up. She has been detained since.

Cabanban was initially charged on Apr 20 with two counts of obtaining property by deception in Kowloon City Court after police investigating the rental scam that duped two men of $35,000 in total traced a bank account used in the deception to her.

The charge said Lee Hok-bun, a Chinese, and Rupert Nicholas Bickmore, a Briton, replied separately in January 2019 to an online advertisement of a flat for rent in Central.

They called a Whatsapp number given in the ad and a person who replied told them to put $14,000 and $21,000, respectively, to a Bank of China account as rental deposit. The person later required a further deposit of one month’s rent, but they didn’t do so. They lost contact with the person afterwards, so they reported to police.

Officers who contacted BOC found that including the $35,000 from the two men, other deposits were made to the account that a total of $52,770 had passed through it between Oct 23 last year and Jan 28 this year.

All the money was withdrawn on 12 occasions on the dates the deposits were made.
The prosecution said Cabanban was earning a monthly salary of $4,000, but the bank records did not suggest that the account had been used for receiving her salary.

In mitigation, the defense lawyer said Cabanban was married but had separated from her husband in 2011. She used to send $2,000 to the Philippines to support her two children, a daughter aged 17 and a son aged 7.

The lawyer said his client’s only participation in the offense was to lend her bank account to a stranger in exchange for $3,000.


Cabanban overstayed because she wanted to find a new employer after losing her job prematurely, said the lawyer.

HK in talks with 11 countries on reopening borders

Yau says more travel destinations could open for HK once it gets the Covid-19 outbreak under control

Hong Kong officials say they’re in talk with 11 countries on creating “travel bubbles” that will allow travel between and among their residents.

Secretary for Commerce and Economic Development Edward Yau made the disclosure at  a press conference today, Sept 8, on the further easing of gathering restrictions in Hong Kong as the number of Covid-19 cases dipped to their lowest level since early July.

Yau said among the countries Hong Kong has been in talks with are Japan, Thailand, France, Switzerland and Germany, which acts as coordinator for other countries in Europe.
Asked if there was a timetable for reopening the city’s borders, Yau said: “Of course the timetable would be a matter of bilateral agreement between Hong Kong and the partnering countries.”

Any agreement that will be reached would likely include a pre-boarding test which both governments must recognize, as well as a post-arrival check at the destination country.
“The purpose is to have a mutually confident approach where there can be travel between two jurisdictions,” Yau said.

For this to happen, he said both places should first have the coronavirus outbreak under control.
The commerce chief also announced that theme parks and exhibition venues could reopen next week if the downward trend in the number of cases continues.

He said both Ocean Park and Hong Kong Disneyland have already put in place infection controls such as requiring visitors to book their places ahead of time, taking temperatures at the entrance, and disinfecting facilities.

He added nowhere in the world would people wait for a zero risk of infection before reopening amusement parks and exhibition venues.

Meanwhile, Secretary for Home Affairs Caspar Tsui said that also from next week, museums and libraries will reopen, but with crowd control firmly in place.

Performing venues will also be allowed to open, but they can only be used for rehearsals and not for public performances before an audience.

“If the situation further improves, we can open the venues to audiences,” Yau said, setting down October as the target date for allowing audiences in small numbers to attend live performances.

Skating rinks will also reopen for trainings, but with a maximum of four people, including the coach, gathering as a group.

Water sports facilities will also be considered for reopening, subject to restrictions.
But sauna parlors and children’s playrooms where close contact cannot be avoided are not likely to reopen soon.

This week, more sports venues will reopen, following the opening of jogging trails, tennis courts, golf courses and other facilities that require little body contact among participants or players.

Pinay charged with fraud for using terminated contract to obtain $26k loan

The court extended the Filipina's bail while her lawyer studies the case further 
For obtaining a $26,000 loan using a terminated employment contract as income proof, a Filipina helper was charged with fraud in Eastern Court today, Sept 8.

No plea was taken from G. Camayang, 40, who is out on bail, as her lawyer said she still needs to obtain documents of the case and seek further legal advice.

Earlier, the prosecution amended the charge to fraud from “obtaining advantage by deception” but gave no explanation.

According to the charge, Camayang went to the Prime Credit Ltd shop on the second floor of United Centre in Admiralty on Mar 23 last year and applied for a loan, and did not reveal that she had been dismissed.

The defendant later found an employer in Tsuen Wan for whom she works until now.
Magistrate Bina Chainrai adjourned the hearing until Oct 20 and extended Camayang’s bail but raised it to $500.

4 people may now gather in public as Covid-19 cases drop to 6

Four people may now gather in public together from this Friday


Starting this Friday, Sept. 11, the number of people who may gather in public will again be increased to four from the present two, and more public venues such as mahjong parlours, games arcades and most sports venues will reopen.

However, the mask-wearing in public places and mass transportation will remain in place.
The more relaxed measures were announced today, Sept. 8, as the Centre for Health Protection announced that the number of new infections had gone down to six, the lowest in more than two months.

Among the new cases were two Filipina domestic helpers who tested positive on second screening while they were in quarantine. One arrived on Aug 28 and the other, on Sept. 2.
A seafarer who arrived from Ukraine made up the third imported case on the list.

Of the three remaining cases, one was linked to an outbreak at the Transport City Building in Tai Wai, while the two others were uncovered from the ongoing universal community testing program.

The linked case was a cleaner in the Tai Wai building where 20 confirmed cases have so far been detected. CHP’s Dr Chuang Shuk-kwan said more than 400 specimen bottles have been distributed to tenants of the building, and about 25 close contacts on the heavily infected sixth floor will be sent to quarantine.

The two cases detected through the UCTP were a Tai Wo Hau resident who was found to be a family member of two infected patients, and a housewife who lives with her family in Tuen Mun and often went to the wet market and a nearby mall for shopping.

Dr Chuang also reported that test results from the Metropark Hotel in Mong Kok have all been negative so far, despite three guests staying on the same floor, and a relative of one of them, testing positive for Covid-19 last week.

All the test results gathered so far from three detention centres have also yielded negative results. Two detainees who spent time in either the Lai Chi Kok Detention Centre, Siu Lam Psychiatric Centre, Castle Peak Detention Facility and Pik Uk Prison, were found positive last week.

Also, a Thai overstayer who was found infected during routine testing at the Castle Peak Detention Centre reportedly had a meal a few weeks before his arrest with a British national who tested positive for the virus afterwards. “So maybe that’s how he got infected,” said Chuang.

The new cases brought the city’s total tally to 4,896 with 98 related deaths. A 90-year-old man who passed away at 8:57 this morning at the Pamela Youde Nethersole Eastern Hospital was the latest fatality.

But as of 9am today, only 220 confirmed patients are still being treated in public hospitals and a community treatment facility.

Masks should still be worn while in public places

Meanwhile, Secretary for Food and Health Dr Sophia Chan said the further relaxation of social distancing measures were in line with the government’s “suppress and lift approach” to combating the pandemic.

The modified restrictions will take effect for a week from Friday, while those that have not been changed, like mask-wearing in public, will be extended for another week.
Dr Chan said the government is still reviewing whether to reopen other more risky venues like bath houses, swimming pools, karaokes and pubs, and will make its decision known by next week.

She again spoke of the importance of the UCTP, saying it has so far uncovered a number of silent transmissions going on in the community, including those possibly linked to two foreign domestic helpers who were found infected during the mass testing.

The health chief also warned that the city should already be preparing for the next wave of transmissions which could happen at the onset of winter, but has yet to see the end of the current round of infections.

She said that as of noon today, a total of 1.23 million people have already signed up for the universal testing, and 932,000 results have already been determined.
