2 Filipino stabbing victims set to identify attacker

Two Filipino men who suffered serious wounds after being stabbed at Edinburgh Place in Central on Jan 30 have been released from hospital after giving their statements to the police.

They are also set to identify their attacker in an identification parade to be conducted by police investigators, the prosecution said in Eastern Court today, Mar 16.

The prosecutor briefed the court as the suspect, 35-year-old domestic helper Mark Gregor G. Baldomaro, appeared before Magistrate Peter Law for an update on his case.

He is facing two counts of wounding for the attacks on Tirso Fernandez Jr, 36, and his friend, Reginald M. Aguilar, 33. He was arrested on Jan 31 in Central.

Doctors at Queen Mary Hospital in Pok Fu Lam who treated Fernandez and Aguilar said their wounds are healing, the prosecutor said. 

Fernandez was said to have sustained a stab wound in his abdomen while Aguilar was hit in his chest and abdomen, prompting the doctors to keep him in the intensive care unit longer than the other victim.

Prosecutors asked for a four-week adjournment of the case, saying they still need to obtain medical reports on the two alleged victims.

They also opposed the granting of bail to Baldomaro, who glanced from time to time at the gallery where his wife, co-workers and friends sat as they attended his hearing for a second time.

However, the defense lawyer said his client was not applying for bail and did not object to the adjournment, which Magistrate Law scheduled for Apr 13.

In the meantime, the magistrate ordered the defendant to be remanded in custody.

The prosecutor said Baldomaro worked for the same employer as his wife at The Leighton Hill on Broadwood Road, Happy Valley. He and fellow driver Fernandez know each other while both their wives work as domestic helpers.


In the previous hearing on Feb 2, the prosecution said investigators were still trying to determine the type of weapon used and the motive for attacks.

Filipina helper charged in court with aborting pregnancy

The defendant was not asked to enter a plea when she appeared at Eastern Court

A 30-year-old Filipina domestic helper was charged in Eastern Court today, Mar 16, with illegally taking pills to cause her own miscarriage in her employer’s house in North Point.

B.S.C., who worked for a family at Ko Fung Court, Harbour Heights, appeared before Magistrate Peter Law. No plea was taken.

The prosecution did not say when she was arrested, but the charge sheet said the defendant “unlawfully administered a poison or other noxious thing with intent to procure (her) own miscarriage” last Saturday, Mar 13.

Procuring a miscarriage by administering a poison is contrary to section 46 of the Offenses Against a Person Ordinance, Cap. 212 , of the Laws of Hong Kong.

The prosecutor said the offense was discovered by the defendant's employer, who called the police.

Magistrate Law adjourned the case until Jun 8 at the request of the prosecution, who said they will submit the aborted fetus to a DNA test to determine its age.

The prosecutor said it would take three months to wait for the DNA test results and for investigators to examine the defendant’s cell phone to find out how she obtained the poison.

The defense lawyer said the helper was fired by her employer after the incident and had nowhere to go as the employment agency that deployed her would not allow her to stay in its shelter.

The lawyer also said her client had admitted the offense to investigators.

Although she had no bail application currently, the defendant wanted to keep her right to a bail review every eighth day, her counsel said.

Magistrate Law adjourned the case until Jun 8 and remanded the defendant in custody. But he set a hearing for bail review on Mar 23.

Sentencing of confessed rapist postponed to Apr 12

The Filipino defendant will be sentenced at the High Court

A Hong Kong-born Filipino man who has pleaded guilty to a charge of raping a Filipina early last year in Lantau will be sentenced at the High Court on Apr 12, pending a psychologist’s report.

Mark Angelo Roxas admitted the rape charge last November in Eastern Court, and was scheduled to be sentenced Monday, Mar 15, in the Court of First Instance.

But Judge Douglas Yau in the Court of First Instance decided to postpone the sentencing after asking Roxas some questions which he said could have a bearing on the case.

In particular, the judge asked the defendant if he was related to the victim, and the defense lawyer said she is a cousin of the wife of Roxas’ brother. The judge replied that the victim was therefore an “in-law” of Roxas.

Yau also asked whether Roxas’ family was capable of paying compensation to X, but his lawyer said no, especially since the pandemic has hit the family’s finances.

The lawyer said Roxas, who was earning only the equivalent of $7,500 at the time of the offence, was supporting his mother, his long-time partner and their son, who are in the Philippines. He was working in Macau at the time and only came to Hong Kong for visits.

In fact, the lawyer said Roxas’ mother wanted to come to Hong Kong for the hearing but couldn’t afford to travel.

Judge Yau remanded the defendant in custody until the sentencing.

Roxas admitted raping the victim on Jan 31 last year, following a party at her house in Lantau during which she served alcohol to her guests. Also at the party were the family members of Roxas’ brother and some friends.

At about 5am that day, Roxas went inside the victim’s unlocked bedroom and raped her as she lay sleeping on her bed. The woman followed Roxas outside afterwards and hit him with a frying pan while shouting for him to go away.


Roxas’ brother who was awakened by the noise got up and pursued the defendant as he fled. The brother then reported the incident to the police and the defendant was arrested.

Food about to be delivered to travelers quarantined in a hotel

Hong Kong has announced that it is extending the 21-day hotel quarantine for all new arrivals from abroad (meaning, outside Chinese territories) in view of the continued severe global epidemic situation, and because of the continuing mutation of the coronavirus. 

A statement released by the government last night said, "It is necessary for the government to protect the health of the overall community in Hong Kong by firmly guarding against the importation of the new virus variants.”

The government also said it will maintain its ban on people arriving from “extremely high-risk group A” places where virus variants have been found, namely the United Kingdom, Brazil, Ireland and South Africa.

However, taking note that of the drastic decline in the number of cases in these places, notably the U.K., the government said it was exploring arrangements that could enable Hong Kong residents there to return home directly “without compromising the health of the local community.”

The statement noted that the number of Covid-19 cases in the UK had dropped from a high of 400,000 in a week to about 40,000 in the first week of March. It also pointed out that 24 million people, or over one-third of UK’s population, have received at least the first dose of Covid-19 vaccine.

Also to be maintained apart from the 21-day hotel quarantine is the requirement that travelers from “very high risk group B” places outside China must present a negative result for a nucleic acid test for Covid-19 prior to boarding a flight to Hong Kong.

The test should have been administered by a government approved facility, and conducted within 72 hours before the scheduled boarding time. On top of this, they must present a confirmed booking for 21 days at a designated quarantine hotel in Hong Kong.

Among the countries in this category are the Philippines, Indonesia, India, Pakistan, Bangladesh, Nepal and the United States.

Those coming in from Group C countries must only comply with the 21-day quarantine requirement and need not present a negative test result.

The regulation provides that all travelers who had stayed in the group A places for at least two hours on the day of boarding, or 21 days before that day are not allowed to board a flight for Hong Kong.

Those who stayed in the group B places within the specified period will have to comply with the testing and quarantine requirements. Those in group C will only have to show proof of booking for the 21-day hotel quarantine.

The only ones exempted from the rigorous testing and quarantine requirements are those coming in from China and Macau. However, they must undergo testing on arrival at the border.

The statement said the government will continue to monitor the pandemic situation in Hong Kong and overseas, as well as changes in cross-boundary traffic volume and adjust the requirements when necessary.

30 new Covid-19 cases reported, 9 of them new arrivals from Philippines

8 Filipina DHs and one returning resident were among 14 imported cases today

A record number of new arrivals from the Philippines were among 40 new Covid-19 cases reported Monday, Mar 15, by Hong Kong health authorities.

Nine of today’s 14 imported cases were all Filipinas, and all except one were foreign domestic workers. All nine carried the mutated strain of the coronavirus, according to Dr Albert Au from the Centre for Health Protection.

Five all flew in aboard Cathay Pacific flight CX 906 which arrived from Manila at about 1:30pm Saturday, prompting Hong Kong authorities to impose a two-week ban on that flight starting today. They included the 43-year-old returning resident and FDHs aged 30 to 43.

Three others landed on the same day, and tested positive at the airport. Two of them aged 32 and 39, took Cebu Pacific flight 5J 272 from Manila; while the third, aged 26, flew in via Philippine Airlines flight PR 300.

The ninth infection involved a 30-year-old Filipina domestic worker who arrived on flight 5J 272 on Mar 2, and tested positive on her 12th day in hotel quarantine.

The number of infected new arrivals from the Philippines was the biggest since Hong Kong imposed stricter travel restrictions on those flying in from abroad on Mar 25 last year.

To date, the biggest number of new arrivals from the Philippines who tested positive on arrival was recorded on Jul 11 last year, when 7 Filipina DHs deployed by a single recruitment agency in the Philippines came in with the virus.

Two other imported cases tested positive for the more infectious coronavirus strain: a male traveler from Pakistan who arrived on Mar 13, and another male traveler from Bangladesh who developed symptoms and tested positive on his 10th day in quarantine.

Rounding up the list of imported cases were another male resident who flew in from Pakistan on Mar 13, and two travelers who tested positive on their 12th day in quarantine – a returnee from Togo and a female domestic worker from Indonesia.

Asked what could explain the rise in the number of imported cases, Au said this reflected the current global situation. “It may be related to the number of cases globally,” he said.

For sure, the Philippines is among those currently experiencing a surge in cases, with new daily infections hovering around 5,000 in the past several days.

Of the 16 local cases, 15 are linked to previous infections and one was untraceable. Of the linked cases, 13 were related to the outbreak in Ursus Fitness in Sai Ying Pun.

Au said the total number of cases linked to the gym cluster has gone up to 122, comprising 7 staff members, 85 customers and 30 close contacts. About 860 people identified as close contacts of the confirmed cases have been moved to quarantine centers.

Six more buildings linked to this outbreak were listed for compulsory testing, including the ritzy Borret Mansions, Tregunter Tower 1, Glory Heights and Kam Yuen Mansion in Mid-Levels; and Bellevue Garden on Old Peak Road.


A third case was also found in the HSBC headquarters on Queen’s Road Central, prompting the issuance of a compulsory testing order on all workers in the building. But Au said that while the first two were linked to Ursus, the third case had not been to the gym.

Two staff at the US Consulate tested preliminary positive for Covid-19

There were more than 10 preliminary positive cases recorded, including two staff members at the United States Consulate General who were found during the overnight lockdown of Dynasty Court in Mid-Levels that started Sunday.

The couple, a 40-year-old man and a 41-year-old woman, showed no symptoms and last went to work on Friday. The last time they were out of Hong Kong was in September last year, so they are considered as local cases.

Au said the pair recently visited a bar on Staunton Street in Central and a restaurant in Sai Kung but did not go out much.

Hong Kong officials are said to be liaising with the US Consulate on the cases. Au said that if the two are confirmed to have Covid-19, they will be moved to a hospital and isolated in accordance with standard practice. All staff at the Consulate will also be ordered to go for testing.

In a statement, the US Consulate said the employees in question worked in offices where they did not interact with the public. It also said the consulate building has been closed for disinfection and cleansing.

FDHs, persons aged over 30 and overseas students to get vaccine next

All foreign domestic helpers, residents aged 30 and above, as well as overseas students will be among the next priority groups for the Covid-19 vaccines, health officials said in a press conference this afternoon.

Secretary for the Civil Service Patrick Nip, who is in charge of the government’s vaccination program, made the announcement in a joint press briefing with Secretary for Food and Health Dr Sophia Chan.

Nip said that starting at 9am tomorrow, those included in the new priority groups can book an appointment for taking the jab at Community Vaccination Centers or 18 general outpatient clinics of the Hospital Authority, or go to a private doctor.

As with all previous bookings, all that the new applicants have to do is to sign up with their Hong Kong ID cards and provide a mobile phone number where they can get their booking confirmation and a reminder about their appointments.

Those signing up can also book their appointment for the second dose, which should be administered within 21 or 28 days, depending on which vaccine they choose.

Currently, residents may choose to get the jab from either the mainland company Sinovac or the US-German group Pfizer/BioNTech. A third vaccine procured by the Hong Kong government from the Swedish-Anglo company AstraZeneca/Oxford University is not due to arrive until the second half of this year.

Immigration staff were in the 2nd priority group for the vaccines

The first priority group for the vaccine shots in Hong Kong were those aged 60 and above and medical frontliners. Second priority was given recently to teachers, workers in the catering industry, construction workers, market vendors, drivers of public transportation, and other people who deal with large groups in the course of their work.

Nip said there is no problem with the supply of vaccines as the current inventory is enough for two doses for one million people in Hong Kong.

A million doses of the Sinovac vaccine was sent in one go to Hong Kong from Beijing, while the two shipments from Pfizer/BioNtech resulted in about 1.2 million doses being kept in storage here.

To date, 198,000 people in Hong Kong have already received the first dose of the vaccine of their choice, accounting for only 3% of those allowed to take the jabs, meaning those aged 16 years old and above.

The vaccines are free and are administered voluntarily, although the government aims to inoculate as many people as possible to achieve herd immunity.


This comes amid fears that Hong Kong is now in the grip of a fifth wave of Covid-19 infections, after more than 100 cases were linked in just five days to a gym in Sai Ying Pun.
