Woman vaccinated with Sinopharm tests positive for Covid-19 on arrival in HK

The woman from Dubai was fully vaccinated but was found to carry a mutated virus

A 40-year-old woman who recently flew in from the United Arab Emirates is the only case of Covid-19 reported in Hong Kong today, Jul 16.

The woman, who tested positive on arrival at Hong Kong airport, was found to carry the L452R mutant virus, although she was asymptomatic.

Staff at the Centre for Health Protection said the patient had received two jabs of the Sinopharm vaccine in Dubai. The first was on Feb 1 and the second on Feb 22.

The patient took Hong Kong’s total Covid-19 tally to 11,956 confirmed cases, after yesterday’s zero-infection record.

A statement issued by the CHP today also mentioned a possible re-positive case, involving a sea crew who arrived in Hong Kong from India on Jul 13.

The 32-year-old man reportedly tested negative for Covid-19 on his arrival at Hong Kong airport, then went straight to his cargo ship. A sample collected from him the next day (Jul 14) showed he was positive for Covid-19 and carried the L452R strain.

Initial investigations by the CHP revealed he was found infected with Covid-19 in India last May, and has not been vaccinated.

Tests carried out after his admission to hospital on Jul 15 showed he was positive for antibodies against Covid-19.

CHP said that after examining all clinical and laboratory findings on the man, his infection was classified as a re-positive case.

But “for prudence’s sake,” all sea crew members of his vessel will be quarantined on board for 21 days, said the CHP. In addition, his vessel, the Maersk Lima at Kwai Tsing Container Terminals, will be put under compulsory testing order.

Study shows BioNTech vaccines give 10x more protection than Sinovac

BioNTech gives 10x more protection than Sinovac, the study shows

People who received BioNTech’s coronavirus vaccine have ten times more antibodies than those who got Sinovac, a study by the University of Hong Kong has revealed, indicating a much higher level of protection against future infections.

The result, published on Lancet Microbe on Thursday, was based on a study of 1,442 healthcare workers who received Covid-19 jabs. From this group, the HKU team obtained final results from 93 individuals, aged 26 to 65. Sixty-three had the BioNTech vaccine while 30 received Sinovac.

Using two tests that measure antibodies binding to a virus, the researchers found that antibody levels for those who received BioNTech “rose substantially after the first dose and then rose again after the second dose of vaccination.”

Those who were vaccinated with Sinovac, on the other hand, had antibodies that rose from low after the first jab, to moderate after the second.

The study adds to the growing proof that vaccines using mRNA technology, such as BioNTech and Moderna, offer better protection against the coronavirus and its variants than those developed using the more traditional inactivated virus parts, such as Sinovac.

The two vaccines are the only ones offered in Hong Kong currently.

Despite the survey results, HKU epidemiologist Ben Cowling, one of the report’s authors, said people should still get vaccinated with Sinovac if there was no other option because some protection is better than none.

Cowling told reporters: "It is clearly better to go and get vaccinated with an inactivated vaccine than to wait and not get vaccinated.”

Cowling says go with BioNTech if you can, but Sinovac is better than no protection

But if you have a choice, as in Hong Kong, Cowling said it is still advisable to go for BioNTech.  

“In Hong Kong, when we’re thinking about the alternatives, I would advise if you can get the BioNTech vaccine, get the BioNTech vaccine. I’ve said that all along, because it’s a more effective vaccine, gives a higher protection of vaccine that will likely last for longer,” he said.

“But if for some reason you can’t receive the BioNTech vaccine, or there’s another reason you don’t want to get the BioNTech vaccine, still it’s better to get the Sinovac vaccine than to not get vaccinated.”

To address the disparity in the levels of protection given by the two vaccines, Cowling suggested that booster shots be given, and those who received Sinovac should get priority.

"The priority would be boosters for people who received Sinovac while boosters for people who initially received BioNTech might not be so urgent," he said.

Cowling said he was concerned that antibodies may no longer be present in those who had the Sinovac vaccine after three or six months.

However, he said the focus now should still be on vaccinating as many people as possible. Giving booster doses, according to him, should start only by the end of the year or by early next year.

No-appearance renewal of FDH visas extended to drop-in, postal applications

Those who make visa applications by post or drop-box need not go to Immigration anymore

From Jul 20, the Smart Renewal service for visa extensions of foreign domestic helpers will be extended to applications by post or drop-in box.

This was according to a statement issued by the Immigration Department today, Jul 15.

This means that all visa extension applications received by Immigration  from this date, whether through online, by post or drop-in box, will be processed without the worker or the employer going to an Immigration office. 

Upon the approval of the application, the employer will receive a letter with an enclosed General Demand Note (GDN) for the payment of the visa fee.

As indicated on the back of the GDN, payment can be by various means, including the Faster Payment System (FPS), internet banking, payment by phone service, ATM, or in person at a post office of convenience store.

Upon Immigration’s acknowledgment that the visa had been paid through any of the means mentioned, the visa and/or extension of stay label(s) will be mailed to the correspondence address provided by the employer. The label should then be affixed on the worker’s passport in accordance with the enclosed instructions.

If no correspondence address was provided the visa or visa extension labels will be mailed to the contractual address.

“In other words, FDHs or their employers need not attend any office of the Immigration Department to pay the visa fee or collect the visa label(s),” said the statement.

Immigration said the move is being taken “in view of the positive public response to Smart Renewal service.”

As of the end of June this year, over 21,500 applicants for visas for further employment of FDHs paid their visa fees and collected their visa labels through the Smart Renewal Service, said the announcement.

This accounts for almost 30% of all such visas filed within the month.

“The percentage of online submission of applications for visas for further employment of FDHs nearly doubled from about 15 per cent before the launch of the service to almost 30 per cent (as at the end of June this year),” the statement added. 

As for other applications for entry visas or for change of employer, and applications requiring an in-person submission or an interview due to special or individual circumstances, the application procedures as well as the arrangements for payment of the visa fee and collection of visa label(s) will remain unchanged.

The website not only provides the details of the Smart Renewal service, but also combines the links for various services, such as applications for visas and extension of stay for FDHs, enquiry of application status, submission of supplementary document(s) and notification of premature termination of an employment contract, so as to further enable the public in accessing FDH-related online services.  

Immigration appealed to the public to submit FDH visa applications online through the dedicated webpage or Immigration’s mobile application as far as possible, so as to reduce traveling and help fight the pandemic.

83-year-old British doctor jailed 30 months for sexual assault on Filipina DH

Eastern magistrate Daniel Tang imposed the highest penalty on the sleazy doctor 

An 83-year-old retired British doctor showed no emotion as he was sentenced to 30 months in jail today, Jul 15, for two counts of indecent assault against his former Filipina domestic worker, in one of the harshest penalties ever imposed in a magistrate’s court.

Brian Drew Apthorp, who has been in custody since being found guilty of the offences on Jul 2, was meted the sentence by Eastern Court Magistrate Daniel Tang, after going over background and psychological reports on the accused.

The prominent doctor's fall from grace began in March this year when he pleaded not guilty to two charges involving sordid sexual assaults against his former house help, CB, from September 2018 to April 2019. He initially conducted his own defense, but hired a private counsel just before the magistrate was set to end the trial and render judgment.

His sentence was welcomed by a solicitor helping CB pursue a civil claim for compensation against Apthorp, and an application for judicial review against the decision by the police and the prosecution not to charge the defendant with the more serious offence of human trafficking.

“Given the jurisdiction limit, I think the magistrate’s sentence expresses his indignation towards the gravity of the offences committed and sends a firm message against sexual predators who exploit domestic helpers for their vulnerability,” said Evelyn Tsao, partner at solicitors firm Patricia Ho and Associates.

The law firm had earlier disclosed that among the objects seized by the police from the retired doctor’s house in Shouson Hill were his computer files with videos showing him engaging in sexual acts with his previous domestic workers.

Cynthia Tellez, general manager of the Mission for Migrant Workers, also expressed satisfaction at the magistrate’s sentence, saying it would help encourage other abused workers to speak up.

During mitigation, Apthorp’s personal doctor, Dr John Simon, was allowed to testify on a long list of ailments afflicting the defendant, including his having a pacemaker, enlarged prostate, blocked coronary arteries and high cholesterol levels.

“I think it will be very, very difficult for him to cope with prison,” said Simon, in response to a question by defense counsel Jonathan Midgley.

But Magistrate Tang was not swayed by the testimony. After a short break, he announced that he was sentencing Apthorp to 18 months in jail for each of the two indecent assault charges, to run consecutively. The 36-month starting point is the maximum sentence that a magistrates’ court could impose on a defendant.

But in line with the totality principle, three months of the sentence were ordered to run concurrently, while a further three months were deducted due to Apthorp’s old age and medical condition.

The magistrate instructed the Correctional Services Department to make special arrangements for Apthorp, given his age and medical condition.

Midgley immediately asked for bail pending appeal, citing the “unusual” fact that Apthorp had chosen to defend himself initially during the trial, but the magistrate rejected the application, saying there was no sufficient ground to allow it.


Outside court, Midgley said he would pursue the application for bail pending appeal. He would also look into whether an application for a retrial could be pursued, since the doctor was not represented during the crucial stages of the trial.

The defense counsel drew the ire of some Filipinas who were in court when he suggested that CB’s failure to put an immediate stop to Apthorp’s sexual assaults was “insulting to Filipino women.”

Midgley said, “There’s no fool like an old fool. All it took was for Ms X to say, ‘No,” He further suggested that it was the failure of the victim to protest that left the elderly defendant in the dire situation he was in.

Long-time Filipino community leader Josie Pingkihan was outraged by the suggestion, saying it was victim-blaming.

“Being a professional and a doctor at that, it was the employer who caused all the problems to himself because he took advantage of the vulnerability of the helper,” Pingkihan said.

She welcomed the harsh sentence imposed on the offender, saying it would encourage other domestic workers who find themselves in the same situation to fight back.

In an earlier interview after the verdict, CB said she was happy that justice was served her. She said she decided to complain about the sexual assaults, not just for herself but for all the other domestic workers Apthorp had abused before her.

In her court testimony, CB spoke of the incident on Sept 11, 2018 when Apthorp fondled her breasts and inserted his fingers and an instrument in her genitals in the guise of performing a medical check-up on her.

After that, the octogenarian ordered CB to give him daily massages while he lay on his bed, stark naked. He told CB to pinch his nipples and look into his eyes while he masturbated.

Later, he set aside a weekly “Whipping Thursday” when he told CB to whip his buttocks, penis and other parts of his body while he stood naked in front of a mirror in his bedroom.

When she tried to resist, CB said Apthorp punished her by making her do hard physical tasks, like cutting and pulling off all the bamboo trees in his garden, then hauling them up several flights of stairs so she could dump them by the roadside.

All these incidents, which happened between November 2018 and April 2019, made up the second charge of indecent assault filed against Apthorp.

CB managed to escape in April 2019 when Apthorp left Hong Kong for his annual six-month vacation in France. She complained to the police with the assistance of the NGO, Help for Domestic Workers.

Consulate asks HK to include Phl in lifting of ban for vaccinated travelers

Only vaccinated travelers from countries in the WHO list will be let in, says report

Hong Kong is reportedly set to announce a lifting of the ban on vaccinated travelers from  “extremely high-risk places”, but only if the regulatory agency in their country is recognized by the World Health Organization (WHO).

That means, according to the report in the SCMP, those coming from the Philippines, where thousands of workers and residents have been waiting to fly to Hong Kong since a ban on all passenger flights was imposed on Apr 20, will still not be allowed in.

Indonesia, which was included in the ban on passenger flights on Jun 25 and is the second biggest source of foreign domestic workers in Hong Kong, is also excluded.

The report was immediately met with dismay by Filipino migrant workers who had been clamoring for months to be allowed in, saying they had already spent a lot of money, time and effort while waiting for the ban to be lifted.

But after issuing his statement, Congen Tejada sent a link to the WHO page which provides the "List of Stringent Regulatory Agencies", said to have been started originally to serve as a guide to medicine procurement decisions.

A total of 16 countries are listed as SRAs, and they include nearly all countries in Europe and North America. From the Asia-Pacific region, only Japan and Australia are included. The whole of China, including Hong Kong, is not on the list.

According to the SCMP report which cited an unnamed official source, Hong Kong will allow in residents and workers from extremely high-risk places provided they hold a “recognized jabs record” starting from next week.

Only vaccines received in Hong Kong and other parts of China, as well as those in the list of WHO recognized list like the United Kingdom, will reportedly be considered.


Unvaccinated students from the UK will also be allowed in “on compassionate grounds” to allow them to reunite with their families in Hong Kong during the summer holiday, said the report.

At the same time, tavelers from all countries, regardless of their current risk level, will be asked to present a negative Covid-19 test result taken within 72 hours before departure.

At present, those coming from places designated as medium to low risk are exempted from this requirement.

 

2 more Indonesian helpers face trial for illegal dentistry

One of the Indonesian DHs is charged with pretending to be a dentist

Two Indonesian domestic workers who pleaded not guilty to illegal work or pretending to be a dentist and doing dental works are to be tried in Shatin Court. They will appear for a pre-trial review on Aug 9.

One denied a charge of breach of condition of stay and another of falsely pretending to be a dentist. The second only pleaded not guilty to the first charge.

Meta Yulianti and Dwi Retnowati entered their plea on Jul 11 before Magistrate Jason Wan, on the same day that two other Indonesian workers admitted the same charges.

The two other unnamed helpers were sentenced to four months and two months in jail, respectively, after admitting to breaching their condition of stay and doing illegal dental work.

The first defendant who admitted both charges was jailed for four months. The second who only admitted breaching her visa condition was sentenced to two months in jail.

The four were arrested between Apr 15 and Apr 16 in their employers’ homes by Immigration officers who investigated complaints that they were providing illegal dental services, including installing dental braces and teeth cleaning.

The Immigration Department said the four, aged from 31 to 35, had no dental training. Their employers were unaware of their illicit dental practice.

The four allegedly rented a room in a guesthouse on their rest days and holidays to perform dental work on fellow domestic helpers for a fee.

Seized from their room were business cards and an account book, which were presented as evidence.

Immigration said that apart from breaching their condition of stay, the helpers who practiced dentistry without training also endangered the health of their patients, and could possibly abet the spread of the coronavirus.



Illegal practice of dentistry could result in a jail term of up to three years and a fine of $100,000.

New FDW succumbs to lung cancer

Carnate passed on at Buddhist Hospital early on Tuesday

A Filipina domestic worker who had worked in Hong Kong for just over two years has succumbed to lung cancer.

Winnie Maddawin Carnate, 45, passed away at 7am on Tuesday, Jul 13 at the Buddhist Hospital in Lok Fu.

She was a single mother to her young son and hailed from San Ramon, Isabela.

Records at the Overseas Workers Welfare Administration show Carnate was first deployed on Feb 14, 2019. She worked for her employer who lives on Heng Lam Street in Lok Fu.

But according to one of her friends and fellow domestic worker, Christy Florendo, Carnate had worked in Hong Kong previously but had to go home after getting sick, and was released by her employer.

According to OWWA welfare officer Virsie Tamayao, their regional office in Tuguegarao has been informed about Carnate’s death, and they would in turn talk to the family as to who would claim her remains.

Tamayao said Carnate’s employer would visit the assistance to nationals section on Thursday for a briefing on the procedure and requirements for repatriation.

Carnate was in touch with friends while she was in hospital  

Florendo, who is helping the deceased’s family in coordinating with the Consulate and OWWA on repatriation, said Carnate’s elder brother, Woody, would receive the body when it arrives in the Philippines.

She said a flight had already been booked for flying home Carnate’s remains although the documentation process, including obtaining the medical and death certificate, has yet to be initiated.



Florendo said that if possible, the family would want a wake held for Carnate in Hong Kong so her friends here can say a final goodbye before her remains are flown home to the Philippines.
