No new Covid-19 case reported

The Covid-19 situation in HK has been stable for nearly 2 months

Hong Kong reported no new Covid-19 infection today, Jul 31, keeping the city’s tally steady at 11,984, with 212 related deaths.

According to the Centre for Health Protection, fewer than five preliminary positive cases were reported.

This is the sixth time this month that Hong Kong has recorded zero infection. 

In the past 14 days, a total of 28 cases were reported, and all were imported from abroad.

However, since a big number of the imported cases involved local residents who had been vaccinated before going overseas, the CHP reiterated its advice for everyone to avoid non-essential travel even after vaccination, in particular to places specified as extremely or very high risk.

The CHP advisory says the Covid-19 situation remains severe across the globe and there is a continuous increase in the number of cases involving mutant strains that are highly transmissible.

Many elderly people have been isolated from family members since the pandemic began

Meanwhile, the feeling of isolation felt by many elderly residents is cited as the reason for the spike in the number of suicides among those aged 60 and above.

According to the suicide-prevention group, Samaritan Befrienders Hong Kong, a total of 438 suicides among people in this age group was recorded last year, the highest since 1973.

Clarence Tsang, Samaritan executive director, said the pandemic has left many elderly residents isolated, unable to meet other people, including family members.

“The elderly homes are all closed for visits. They won’t be able to see their sons and daughters..their grandchildren. That kind of loneliness is really tremendous,” he said.


Tsang suggested setting up networks among the elderly so they can help each other cope with the forced isolation caused by the pandemic.

Immigration nets 16 people in new anti-illegal work raids

The Immigration Department has kept up its crackdown on illegal workers in Hong Kong with the arrest of 16 people earlier this week.

In a statement released Friday, Immigration said those arrested included 10 suspected illegal workers, who were arrested in a territory-wide anti-illegal worker operations codenamed “Twilight”.

Five of those rounded up were suspected of employing the illegal workers, while one is accused of aiding and abetting the illegal stay of a suspect. Their nationalities were not disclosed.

Immigration task force officers reported 16 target locations such as car parks, garages, house under renovation, a recycling yard, restaurants, retail shops and a shopping mall on Monday, Wednesday and Thursday.

The arrested suspected illegal workers comprised four men and six women, aged 30 to 59. Two men and one woman were holders of recognizance forms, which prohibit them from taking any employment.

Two other women were suspected of using and possessing forged Hong Kong identity cards, the Immigration said.

Five men, aged 20 to 62, were suspected of employing the illegal workers. A 49-year-old woman was also arrested on suspicion of aiding and abetting a person who breached her condition of stay.

The department warned that any person who contravenes a condition of stay shall be guilty of an offense. Visitors are also prohibited from taking employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration.

Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties, the Immigration said.

Illegal immigrants or people who are the subject of a removal order or a deportation order are prohibited from taking any job, paid or unpaid, or setting up or joining any business. Offenders face a maximum fine of $50,000 and up to three years in jail upon conviction.

Using or possessing a forged Hong Kong identity card or an HKID card issued to another person is against the law and offenders face a maximum fine of $100,000 and up to 10 years’ imprisonment upon conviction.


The department said employing people who are not lawfully employable is an offense that makes offenders liable to a maximum fine of $350,000 and up to three years in jail.

Phl accepts HK vaccination record for shorter quarantine

You can use your HK vaccination record to quarantine for 7 days in Phl

If you’re returning to the Philippines from Hong Kong and you’re fully vaccinated you can use the vaccination record issued to you here so you can enjoy the shorter hotel quarantine period of seven days, instead of the regular 10 days.

This was announced by the Philippine Consulate in an advisory posted on its Facebook page late on Jul 29.

According to the advisory, “all inbound travelers to the Philippines who have been fully vaccinated in Hong Kong may present either of the following documents: vaccination card/record issued in Hong Kong or international certificate of vaccination.”

As of now, Hong Kong still does not issue the international certificate as the vaccination record it issues to each person is linked to a centralized system and is easily verifiable and downloadable through electronic means.

Since Hong Kong is included in the list of “green” countries or territories, arrivals from here can enjoy the shortened quarantine period of seven days in a designated isolation facility.

Previously, the Inter-Agency Task Force which sets out the Philippines’ pandemic-related policies had instructed overseas Filipino workers coming from green places to have their vaccination records verified at the Philippine Overseas Labor Office to enjoy shorter quarantine.

No word was given then as to how non-OFWs could enjoy the same benefit.

Reacting to the announcement, Consul General Raly Tejada said that he would work on having the nearly fool-proof vaccination records issued by Hong Kong to be recognized in the Philippines.

The IATF, through Resolution 123-C, approved on Jun 28, agreed to shorten the quarantine for arriving passengers from “green” countries, so long as they have received two doses of a Covid-19 vaccine at least 14 days earlier.

“Green” countries are those classified by the Department of Health as “’low-risk countries or jurisdictions based on disease incidence rate.”

On Jul 22, the IATF further modified the protocols for fully vaccinated individuals who can avail of the shortened quarantine in an isolation facility under Resolution 128-A.

They must now meet four conditions:

1)      They must make sure their port of origin is a “green” country or jurisdiction, and they stayed there exclusively in the past 14 days before arriving in the Philippines.

2)      They must also be fully vaccinated, whether in the Philippines or abroad, and their vaccination status can be independently verified by Philippine authorities as valid and authentic upon their arrival in the country.


3)      Fully vaccinated individuals using the green lanes will have to take a reverse transcription-polymerase chain reaction (RT-PCR) test on their fifth day in the country.

4)      Even if they test negative, they are still required to complete the seven-day quarantine. If they test positive, prescribed isolation protocols must be followed.

Inbound travelers who come from a place not designated as “green” or who stayed outside a green country of jurisdiction in the past 14 days cannot avail of the 7-day quarantine.

The same applies for those whose vaccination status cannot be verified as authentic upon their arrival in the country.

The updated list issued by IATF designates the following as green countries or jurisdictions: Albania, American Samoa, Anguilla, Antigua and Barbuda, Australia, Azerbaijan, Benin, Bermuda, Bosnia and Herzegovina, Brunei, Bulgaria, Burkina Faso, Cayman Islands, Chad, China, Comoros, Cote d’ Ivoire (Ivory Coast), Dominica, Djibouti, Equatorial Guinea,Falkland Islands, Gabon, Gambia, Ghana, Grenada, Hong Kong SAR, Hungary, Kosovo, Laos, Mali, Marshall Islands, Federated States of Micronesia, Moldova, Montserrat, New Caledonia, New Zealand, Niger, Nigeria, North Macedonia, Northern Mariana Islands, Palau, Poland, Romania, Saba (Special Municipality of the Kingdom of Netherlands), Saint Barthelemy, Saint Pierre and Miquelon, Singapore, Sint Eustatius, Slovakia,Taiwan, Togo.

Noticeably absent are the United States, Canada, and all West European countries including the United Kingdom.

The Philippines has also imposed a ban until Aug 15 on passengers coming from the following countries, in a bid to contain the spread of the Delta variant of the coronavirus: India, Pakistan, Nepal, Sri Lanka, Bangladesh, Oman, United Arab Emirates, Indonesia, Malaysia and Thailand.

Locals told to avoid non-essential travel as 2 more returnees test positive for Covid-19

CHP says many of the new imported cases involved returnees who went on non-essential trips

Hong Kong residents have been urged not to take unnecessary travel, as two more locals who had been fully vaccinated were confirmed today, Jul 30, to have Covid-19, shortly after returning from abroad.

The two imported cases were also found to carry the highly infectious L452R strain of the coronavirus commonly linked to the Delta variant.

The first, a 54-year-old man who came from Switzerland, had his BioNTech vaccines in Hong Kong on Mar 22 and Apr 12.

The second, who is 44 years old and male, came from the United States. He had been jabbed with BioNTech on May 2 and May 27.

They took Hong Kong’s total infection tally to 11,984 confirmed cases.

A total of 27 cases have been reported in the past 14 days, and all of them are imported cases. Many involved locals who had themselves vaccinated before flying out, and according to CHP, most had taken non-essential travels.

The CHP urged caution, saying the global rate of infection remains severe and “there is a continuous increase in the number of cases involving mutant strains that carry higher transmissibility, and there are also reports of breakthrough infections in some vaccinated individuals.”

If travel is unavoidable, the person concerned should get fully vaccinated against Covid-19 before departure, said CHP. They must also continue to wear a mask in public, and maintain strict personal and environmental hygiene.

Meanwhile, the CHP said it has been notified of two travelers from Hong Kong who were found infected on their arrival abroad.

The first case involves a 45-year-old man who left Hong Kong on Jul 7 for Japan via flight JL0026. All samples collected from him on Jul 2, 3, and 5 in Hong Kong and Jul 7 on arrival in Japan tested negative.

However, he developed symptoms on Jul 19 and his specimen collected the next day tested positive for Covid-19.


The other case pertains to a 48-year-old male man who left for London on Jul 21 via flight CX251. His specimen collected on his arrival in London tested positive although he remains asymptomatic.

As a precaution, the CHP put the places where the two men had lived and worked in Hong Kong under compulsory testing.

These are: B P International in Tsim Sha Tsui, Unit 14, 6/F, Elite Industrial Centre, 883 Cheung Sha Wan Road, Lai Chi Kok, Tower 5, Phase 3 - The Graces, Providence Bay, Tai Po, Gateway Hotel, 13 Canton Road, TST and Room 3002, 30/F, Citicorp Centre, 18 Whitfield Road, Causeway Bay.

Any person who had been present at these premises for more than two hours during the specified period has to undergo compulsory testing on or before the specified dates.

Separately, the CHP reminded that persons who resided or worked in the same building as confirmed cases will be subject to compulsory testing on days 3, 7, 12 and 19 after the cases are confirmed by the government. They will also be required to undergo self-monitoring until the 21st day.

Filipino driver charged for death of elderly man in road accident

The Filipino driver has been held without bail since the traffic accident

A 39-year-old Filipino driver was charged with dangerous driving in Eastern Court today, Jul 30, following the death of an elderly local man who was hit by a car the defendant was driving in Wan Chai on Wednesday.

Roland M. Ducusin, a domestic helper, was charged over the death of Lee Kwok-leung, 69, on the westbound lane of Queen’s Road East near the junction of Amoy St.

The prosecution said Ducusin was driving his employer’s car, with plate number JB8022, at the time of the accident.

No plea was taken and the magistrate remanded the defendant in custody until the next  hearing on Oct 8. The prosecutor said further investigation was needed.

The prosecutor also said it would oppose bail due to the seriousness of the offense, but the defense lawyer said Ducusin had no bail application.

No further details about the case was mentioned in court, but in a press release on Jul 28 the police said that the car driven by the defendant was travelling along Amoy St southbound at 8:11am when, approaching 183 Queen’s Road East, it knocked down the victim.

The elderly man was rushed to nearby Ruttonjee Hospital with multiple injuries and in an  unconscious state, but was certified dead at 9:47am.

Ducusin was arrested and has been detained since.

AMCB asks for $6,014 minimum wage for FDWs

FDW representatives meeting with HK Labour officials

A migrant support organization has proposed that the minimum monthly salary of foreign domestic workers be raised to $6,014 from the current $4,630.

The Asian Migrants Coordinating Body has also suggested during a meeting earlier today, Jul 30, with Labour Department representatives that the food allowance be raised to $2,895 from $1,121.

The minimum salary rates have been frozen for the past two years in the wake of the pandemic.

The AMCB says the amount they propose represents a “living wage,” meaning it is the minimum amount needed to support the FDW needs in Hong Kong and the family they support back home.

The group is also pushing for a day’s rest for all FDWs who get a vaccination jab.

Many who have had the coronavirus vaccine have complained of being forced by their employers to go straight back to work even if they were feeling unwell from the side effects of the jab.
