Comelec extends transfer of overseas voter records to Sept 30

Transfer of registration, reactivation and other services may now be done online

The Commission on Elections (Comelec) has extended the deadline for the transfer or overseas voter registration to the Philippines to Sept. 30. The process should have ended on Aug 31.

But the appeal by Philippine lawmakers and overseas Filipino groups for Comelec to also extend the Sept 30 deadline for the registration of all voters, or until Oct 31, is still under consideration.

Comelec director Bea Wee-Lozada reportedly said during a committee meeting that the proposal to extend the transfer of registration was approved on Wednesday.

“With respect to the August 31 deadline for the transfer of the overseas voter registration record… we would like to announce that this deadline has been extended to align with the September 30 deadline,” she said.

Lozada also reiterated that those who wish to apply as overseas voters and already have biometric data registered with the Comelec, could do so through email.

"For those with existing voter registration records... applicants who wish to apply for registration as overseas voters, provided that they have existing biometric data with us, can do so via email," she said.

Separately, Commmissioner Rowena Guanzon said in a tweet that deactivated voters, or those who have not voted for two consecutive elections, may reactivate their records online.

The online services may also be used to update addresses and contact information, and transfer voting records between different international locations and from overseas back to the Philippines.

Interested applicants may avail of Comelec’s virtual frontline services (VFS) for overseas voters by filling up their application form through the i-Rehistro system on Comelec’s website: https://irehistro.comelec.gov.ph/irehistro/ovf.

Upon receipt of the application, Comelec will schedule a videoconference with the applicant for identity verification and oathtaking.

15 DB residents fined $5k each for ignoring compulsory testing notice

Sunrise in DB was put under compulsory testing notice on Aug 28

The government has warned the public to obey compulsory testing notices to avoid paying a fixed fine or face charges and higher penalties.

The advice came after 15 persons residing at Sunrise, 3 Parkridge Crescent in Discovery Bay were each issued fixed penalties of $5,000 for failing to comply with a compulsory testing notice issued late on Aug. 28.

At the same time, they were issued with a compulsory testing order, requiring them to undergo testing within a specified period, or face prosecution and a possible fine of up to $25,000 and imprisonment for a maximum period of six months.

According to a government statement, officers from the police, the Islands District Office, the Department of Health and the Auxiliary Medical Service conducted an enforcement operation at the building between 7am and 11am today, Sept 3.

During the operation, around 125 persons were asked to show proof of that they had complied with the testing notice by showing SMS notification received through a mobile phone or related certification containing the results of Covid-19 tests.

The fifteen people fined were adjudged to have violated the notice when they failed to show proofs of their test results.

“The government reiterates that the aim of issuing a compulsory testing notice is to stop the spread of Covid-19 in the community as soon as possible to protect overall public health and safety,” said the government statement.

“Persons subject to testing under a compulsory testing notice should, as far as reasonably practicable, take appropriate personal disease prevention measures, including wearing a mask and maintaining hand hygiene, and, unless for the purpose of undergoing the specified test, stay at their place of residence and avoid going out until the test result is ascertained as far as possible.”

The order for residents of Sunrise to get tested was issued after a man who had lived there during the incubation period was confirmed to carry a mutant strain of the coronavirus on Aug 29.

The man had left for the United Kingdom on Aug 15 and returned to Hong Kong on Aug 25. He tested positive on his third day sample while in quarantine at Best Western Hotel in Causeway Bay.

He received two doses of the BioNTech vaccine in HK on Apr 13 and May 4.

Anyone who had been at Sunrise at any time from Aug 4 to Aug 28, including residents, visitors and workers, was ordered to get tested by Aug 30.

As the case involved a mutant strain, everyone covered by the CTN were required to get tested, even those who are fully vaccinated.

Cebu Pacific flight from Manila banned after 4 passengers test positive for Covid-19

Four FDHs aboard Cebu Pacific's Sept 1 flight tested positive on arrival in HK

Hong Kong has suspended Cebu Pacific Airlines flight 5J272  for two weeks starting today, Sept. 3, after four of its passengers tested positive on arrival on Sept. 1.

According to staff at the Health Department, all four infected passengers are foreign domestic helpers and carried the L452R mutant strain.

All were fully vaccinated, three in Hong Kong, and one in the Philippines.

Two of them, aged 35 and 35, developed symptoms on Aug 31, or the day before their flight. The two others, aged 32 and 45, are asymptomatic.

The ones with symptoms each received two doses of the BioNTech vaccine in Hong Kong between Apr 8 and May 28. The two others had Sinovac jabs, one in Hong Kong, on Apr 8 and May 6, and the other in the Philippines,  on May 29 and Jun 26.

This is the second time this week that a flight from the Philippines has been banned from flying to Hong Kong.

Philippine Airlines was suspended from flying in for two weeks starting on Aug 29 after three of its passengers tested positive on arrival in Hong Kong two days earlier. All were also found to carry the L452R mutant strain.

The suspension of the country’s two flag carriers is likely to disrupt the arrival of FDHs who were vaccinated in the Philippines and were allowed to come in starting Monday, Aug 30.

The suspensions mean only two other flights will be able to fly from the Philippine capital in the meantime, Cathay Pacific and Hong Kong Airlines.

An estimated 3,000 Filipino DHs are said to have been stranded by a flight ban that Hong Kong imposed on the Philippines on Apr 20 and lifted for locally vaccinated travelers on Aug 9, for FDHs vaccinated in the Philippines on Aug 30, and all other vaccinated travelers on Sept. 1.

DH staff said there were fewer than five preliminary positive cases, but could not say if any of them also involved arrivals from the Philippines.

Meanwhile, a statement from the Centre for Health Protection said that apart from the four confirmed cases, it has deleted five cases compatible with vaccine strain contamination but gave no other details, thus taking Hong Kong’s total Covid-19 tally to 12,113.

A CHP spokesman said all the false positive cases involved local people.

In view of the recent cases of vaccine strain contamination, the CHP said it has  reviewed all local cases confirmed after the start of the city-wide vaccination program in February this year.

“The genetic analysis of the specimens conducted by the Public Health Laboratory Services Branch of the Department of Health revealed that the specimens of five cases were compatible with the SARS-CoV-2 vaccine strain,” said the spokesman.

One of the cases involved a patient who received a Covid-19 in a community vaccination centre prior to testing, while four went to the same clinic of a doctor who administers the vaccine.

The CHP investigation showed they all involved vaccine strain contamination, so the patients have been deleted from the list of confirmed cases in Hong Kong.

Consulate to open on all Saturdays this month for OV registration

Some voter transactions may be done online, but not first-time registration 

Responding to clamor, the Philippine Consulate General in Hong Kong has announced that it will open on the four Saturdays of this month for overseas voter registration.

In a statement issued Thursday night, the PCG said its voter registration counter will be open from 9am to 4pm for registration on Sept 4, Sept 11, Sept 18 and Sept 25.

Registrants should bring their passports and a copy of the passport page with their photo and personal details.

The move followed an appeal to the Consulate by around 300 Filipino migrant workers to allow them to register on a Saturday, their only day off in the week.

Filipina in $14.6M jewelry theft did not use money to buy properties, says lawyer

The Filipina domestic worker who admitted stealing jewelry and cash totaling $14.6 million from her wealthy Hong Kong employers from June 2018 to August 2019 has no money and property in the Philippines, her lawyer said in court today, Sept 2.

Carmelita Galay Nones, 45, appeared at the High Court before Judge Andrew Bruce, SC, for a mitigation hearing before her sentencing on Sept. 7.

Due to be sentenced with her are her niece, Maricis G. Nones, and cousin, Cristina N Alagna, who both admitted pawning some of the jewelry that Carmelita had stolen from her employers, New World executive David Liang and his wife, Helen Frances.

According to Carmelita’s lawyer, Oliver Davies, none of the properties located in the Philippines and shown in about 2,000 photos obtained by the Filipina’s employer was registered in his client’s name.

“The truth is, they found nothing. There is no evidence to support the allegation that she used the money to buy properties,” said Davies.

But he mentioned that a property linked to Carmelita was a house in the middle of a farmland that belonged to her boyfriend, Eldon.

In asking for a lower sentence for his client, Davies said all the money Carmelita made pawning the jewelry she stole was used to pay for her mother’s medical treatment.

Her mother, who had undergone regular dialysis, reportedly passed away in December last year.

Davies also said that while Carmelita admitted six charges of stealing expensive jewelry, and gold bars from the Liangs’ Deepwater Bay home worth a total of $14,603,200, she made only roughly $1.1 million pawning the items.

Most of the stolen jewelry was recovered, either because Mrs Liang redeemed them from the pawnshops for a total of $1.451 million, or recovered from Carmelita’s other co-accused, her sister, Marina Biala, who pleaded not guilty to theft and will stand trial.

Davies submitted that the Liang’s net loss from Carmelita’s theft was $1.9 million.

In reply, Judge Bruce pointed out to the “victim impact statement” which Mrs Liang made, in which she wrote about how she felt violated by the theft of her personal properties.

“I am more than prepared to accept that there was a violation of Mrs Liang’s privacy,” said the judge.

Lawyers for the two other defendants, Maricris Nones and Alagna, argued for a lower sentence for their clients than the maximum 14 years prescribed for the offense of handling stolen goods.


Duncan Percy, representing Maricris, said his client did not profit from pawning $2,110,000 worth of jewelry for Carmelita, from June 3 to Nov 25, 2018.

While the pawnshops paid a total of $220,250 to Maricris, she said she gave all the money to Carmelita, who needed money to pay for her mother’s medical needs.

Percy reminded the judge that there is no legal basis in Hong Kong for taking emotional impact into account in sentencing.

The lawyer also insisted that while Maricris admitted the theft charges, she “believed” Carmelita when she said the jewelry were given to her by her very generous employer.

Each time his client asked Carmelita where she got the jewelry, she was told they were given by her employer, Percy said.

He also cited the help Maricris gave investigators.

The judge said he would enhance the 30% discount to the sentence but told Percy not to expect more than the limit.

Suzen Chong, who represented Alagna, said her client was the least culpable. The total value of the jewelry pieces that she pawned was $1,145,000, and she gave all the proceeds amounting to $204,960.50 to Carmelita.

On top of this, Chong said Alagna had actively helped the police during investigation by providing them pawnshop receipts and leading them to the pawnshops.

As a result of this, all the items Alagna pawned for Carmelita on six occasions from May 13, 2018 to June 2, 2019 were recovered, Chong said.

Calling Alagna “simple minded with an impeccable character,” the lawyer said Alagna knew Carmelita’s mother was sick, so she did not doubt her cousin’s claim that the expensive jewelry she asked her to pawn were gifts from her employer.

Chong also cited a testimony written by Alagna’s former employer, a senior police inspector, who hailed the helper’s honesty in the 12 years that she worked for his family.

All three pleaded guilty on Jun 7 at the District Court to various offences: Carmelita to six counts of theft and Maricris and Alagna to four and six counts, respectively, of handling stolen goods.

They were all remanded in custody pending their sentencing on Tuesday.

DH in suicide case a victim of ATM scam, friend says

A victim's bank record shows telltale signs of money laundering

The Filipina domestic helper who hanged herself last month in a flat on Stubbs Road, Wanchai, had been saddled by many problems, including being tricked into lending her bank account to a man from Ghana who used it to move illicit money.

This revelation prompted a call from Cynthia Tellez, general manager of the Mission for Migrant Workers, for an intensified campaign by the community and the Consulate to warn Filipino migrants against such scams.

“Kaya nanawagan din kami sa mga kababayan natin pagka may radio program, sa mga Facebook page na iwasan ang pagpapahiram ng kanilang ATM cards, kasi sila ang mapapahamak nun. Siguro maganda rin kung ang Konsulado ay gumawa ng paraan para maiparating sa kanila ito,” Tellez said.  (That’s why we call on our fellow Filipinos on radio programs and on Facebook, to avoid lending their ATM cards, because it would lead them to trouble. It would help if the Consulate would make an effort to relay this message to them).

Tellez’s statement came after a friend of L. Tambong, who police said had hanged herself inside her room at her employer’s flat in Greenville Gardens on Aug. 19, told The SUN that the victim became desperate after Immigration rejected her new visa application.

This was after Tambong received a letter informing her about the suspicious transactions in her bank account, said the friend who uses the name Chel on Facebook.

“Kaya po iyon ang mabigat niyang problema, ginamit ho name niya [in laundering illicit money],” said Chel, who lives in the same housing block as the victim. (That was her big problem, her name was used to launder money).

Chel said that as far as she knew, Tamondong was not arrested over the illegal use of her bank account, but was on the verge of losing her job.

Chel said Tambong ran into money problems, even took out loans she could hardly repay,  after she was tricked into allowing her ATM card and name to be used for money laundering.

(I told her in 2019 to stop what she was doing (because) not only was she tricked into letting her ATM card used for sending (illicit) money, she was also scammed by the guy from Ghana).

The ATM scam link was confirmed by another Filipina named Xyriel who claimed in a Facebook post that she is the victim’s sister-in-law. Both she and Chel said Tambong did not share her problems with others, including family members.

Xyriel asked for prayers for their family so they could bring Tambong’s body to her home in Cavite as soon as possible.

Meanwhile, Welfare Officer Virsie Tamayao who heads the Overseas Workers Welfare Administration, said Tambong’s elderly employers took 10 days to report the helper’s death because they were traumatized and didn’t know what to do.

The female employer named Fung, who was about 72, was sickly, Tamayao said. They were the helper’s only companions in the Shiu Fai Terrace terrace flat.

Fung’s 75-year-old husband was the one who found Tambong hanging by a nylon rope in her room, according to police.

The elderly couple was apparently so upset that they had moved out of their home after the incident.

On Aug 29, the elderly man finally called the employment agency that placed Tambong with them and asked what they should do.

That same day, the agent went to OWWA and the Consulate’s assistance to nationals section to report the death and seek help in contacting the deceased’s family.

Tamayao said their records show Tambong came to Hong Kong in 2017 to work for another employer before being hired by the Fung couple.

Tellez says more effort should be made to stop Filipino workers getting involved in scams 

To head off similar tragedies, Tellez said the Mission has been educating Filipino workers to avoid people who ask to “borrow” their ATM cards in exchange for a small fee.

From their experience, she said Filipina newcomers who are mired in debt because of the illegal placement fees they had to pay to secure their Hong Kong jobs, are easy prey to the sweet-talking scammers.

She reiterated her call for the Consulate to step up the campaign against money launderers and other scammers, especially in the wake of a big number of Filipina domestic workers being arrested recently after a romance scam and money laundering gang was busted by police.

Consul Paulo Saret, who heads ATN, has been doing this for months, since many of those who were arrested in the recent raid and in similar police operations earlier had sought their help.

He said ATN has consistently warned Filipino workers against being lured by easy money offered not just by other nationalities, but also by their compatriots who exploit their trust.
