CE calls for calm as residents empty shelves amid lockdown fears

Supermarket shelves were wiped out in a matter of hours

Chief Executive Carrie Lam called for calm Monday, as hordes of people rushed to supermarkets across the city amid reports the government is planning to impose a citywide lockdown to control the surge in Covid-19 infections.

The fears were further stoked by a record 34,466  coronavirus cases being recorded in Hong Kong for the day, along with 124 deaths.

Speaking at the Shenzhen Bay Port where she welcomed a top Covid strategy expert from the Mainland, Mrs Lam said the government is still assessing whether people should be stopped from leaving their homes during the planned universal testing of residents in March.

She had said earlier that all of Hong Kong’s 7.4 million residents will be made to undergo three tests, spaced out over several days.

Earlier in the day, Health Secretary Sophia Chan told reporters that a mass lockdown has not been ruled out to ensure the effectiveness of the mass testing.

Chan said that the flow of people might have to be reduced and that people “should not go out, or they should stay at home as far as possible.”

Her statement was repeated by Dr Albert Au of the Centre for Health Protection at a subsequent press briefing. He said the government was looking at a lockdown as a way of ensuring people stay at home until all three tests are completed.

People flocked to supermarkets to stock up amid reports of an impending lockdown

Following this announcement, many residents went on a buying frenzy, leaving many supermarket shelves empty. First to be snapped up were fresh produce and frozen food, which had been difficult to come by in recent days because of cross-border infections among drivers who used to transport them into Hong Kong from the mainland.

While not denying that a lockdown option was being considered, the CE said the government realized many people would still have to go out to provide essential services.

She also said the government is changing its strategy on conducting the mass testing. Instead of calling up people for tests based on their year of birth, they may now have to go for tests along with all members of their household.

In several interviews previously, Mrs Lam had been adamant in saying there would be no citywide lockdown during the mass testing.

However, a senior official of China’s National Health Commission, Li Dachuan, said the planned universal testing would be more effective if it was accompanied by a lockdown.

Li also said that 9,000 testing staff from the mainland would come to Hong Kong to help collect specimens during the exercise.

Pag rehistro ng mga gumagamit ng pre-paid SIM, sisimulan na

Ang website ng isang kumanya kung saan ang mga subscriber ay dapat i-rehistro ng kanilang SIM.

Magsisimula na bukas (March 1) ang Real Name Registration (RNR) ng lahat ng SIM card na nagpapatakbo ng mga mobile phone na ginagamit sa Hong Kong.

Lahat ng gumagamit ng pre-paid na SIM card – iyong binibili na may laman ay binibilhan ng load kung ubos na -- ay kailangan mag-rehistro sa ilalim ng kanilang pangalan, na may patunay ng kanilang pagkakakilanlan.

Ang mga bagong pre-paid SIM card naman ay kailangang i-rehistro muna sa RNR bago ma-activate.

Ang mga gumagamit ng post-paid SIM card, o iyong mayroong binabayaran buwan-buwan, ay hindi na kailangang mag-rehistro dahil nakuha na ng kumpanya ang kanilang personal na detalye noong sinimulan nila ang serbisyo. Kailangan lang silang mag-rehistro ulit kung magpapalit sila ng kumpanyang nagseserbisyo o numero ng telepono.

Ang pagre-rehistro ng SIM card ay hinihingi ng Telecommunications (Registration of SIM Cards) Regulation , na nagkabisa noong September 1, 2021.

Nagsimula na ang mga mobile phone company na magpadala ng mensaheng SMS upang hikayatin ang kanilang mga customer na magparehistro.

Isa sa kanila ay may pa-raffle bawa’t linggo hanggang April 24, na ang premyo ay iPhone 13 o libreng serbisyo sa isang taon.

Kapag hindi nai-rehistro ang isang SIM card bago mag-deadline, hindi na magagamit ito.

Covid-19 cases in HK surge to 34,466, with 124 new deaths reported

CHP says it has received 120k reports of positive cases yesterday but were mostly from rapid tests

The number of coronavirus cases in Hong Kong surged to a new record high of 34,466 Monday, adding to the burden of an already overwhelmed public health care system.

The biggest number of the confirmed cases, 28,487, came from private laboratories while the rest were reported from public laboratories run by the Hospital Authority and the Centre for Health Protection.

But the record tally may just be the tip of the iceberg as Dr Albert Au of the CHP’s Infectious Disease Branch said they received reports yesterday from about 120,000 people who said they had tested positive.

Of these, he said about 56,000 had confirmed PCR test results, so they suspect the bigger number had tested positive using rapid antigen tests (RATs). He did not make it clear why the confirmed cases reported today were far fewer than any of these numbers.

Dr Au repeated the assurance that an online platform will be set up soon so people who received positive RAT results could upload their personal information “so we can count them as confirmed cases.”

He also warned of further surges, saying recent data showed a very high rate of increase, and that it doubles every three days.

Dr Larry Lee, a chief manager at the Hospital Authority, reported a total of 124 new deaths resulting from Covid-19, with 87 of them being recorded in the past 24 hours. The remaining 37 deaths happened between Feb 19 and 25, and were not reported on time.

The most recent fatalities comprised 59 males and 28 females, aged between 51 and 100 years old.

Lee said 79 of the patients were aged 65 and above, and 49 came from care homes.

Sixty had no vaccination at all, while 10 had one dose of a vaccine, while the remaining 10 had two jabs each.

Three of the patients were below 50, but had chronic diseases. They passed on two to six days after being rushed to hospital with severe symptoms like fever, shortness of breath, vomiting and brain hemorrhage. They tested positive on admission to hospital.

The 37 who died earlier were made up of 23 males and 14 females, aged 37 to 105 years old. The youngest of the patient was said to be in a care home because of a chronic ailment.

He was admitted to hospital with fever, and was discharged on Feb 25 after his condition improved. However, he was sent back the next day because of severe symptoms, and died  in the afternoon of the same day.

The latest fatalities took Hong Kong’s total death toll from Covid-19 to 841, of which 690 were recorded in the fifth wave of infections which began end of December last year.

Corpses are stuck in the A&E departments of some hospitals because morgues are full

Dr Lee also said the surge in deaths in the past two weeks has caused a gridlock in transferring corpses from the emergency rooms of hospitals to the city’s three mortuaries.

He said authorities are looking at expanding the morgues’ capacity of 3,000.

Another problem is the increasing number of HA staff who contract the virus. Lee said that so far, 3,160 health care workers have been infected.

The virus has also continued to spread among care homes across Hong Kong, and doctors say they see the number of cases rising further in the short term.

Dr Au said yesterday, 49 care facilities reported infections, 46 of which were elderly homes, while the three catered to disabled patients. Those affected consisted of 62 staff and 430 residents.

The homes are mostly located in Kowloon, with a few scattered across Hong Kong and the New Territories.

A total of 580 care homes have been affected by the coronavirus so far, and they involve 2,600 residents and 865 staff.

Dr. Au is urging everyone, especially the elderly, who have not been vaccinated to please do so as soon as possible. He also repeated the appeal for people to stay at home if possible because of the relentless spread of the virus.

Pinay asylum-seeker, nagdesisyong umuwi na lang

Hindi na nahintay ng Pilipina ang desisyon ng korte.

Hindi na nahintay ng isang Pilipinang asylum-seeker ang desisyon ng Court of First Instance sa kanyang kaso noong Feb. 17, at nagpasyang umuwi na lang. Sabi niya, unti-unti na daw lumilinaw ang kanyang kaso at hindi na siya natatakot umuwi.

Si Mary Grace Oliveros, na ayon sa korte ay isang illegal immigrant, ay dati nang humingi ng proteksiyon laban sa pwersahang pagpapauwi sa kanya sa Pilipinas noon.

Nang dumulog siya sa Immigration Department ay sinabi niyang nangangamba siyang sasaktan o papatayin siya kung pauuwiin sa Pilipinas.

Pero ibinasura ng Immigration ang kanyang hiling na asylum, at pinagtibay ito ng Torture Claims Appeal Board nang umapela siya.

Pero noong Aug. 14, 2019, iniurong ni Oliveros ag kanyang hiling sa pamamagitan ng sulat.

$2 fare for commuters aged 60 up starts today

The JoyYou card is given to those aged 60 to 64 so they can also enjoy the discounted fare


Residents aged between 60 and 64 years old, as well as the disabled, began enjoying the $2 concession fare in most public transportation starting today, but only if they used their JoyYou Octopus cards.

Previously, those who enjoyed the benefit were only those aged 65 and above.

The JoyYou cards were distributed in phases last year to qualified residents who needed to submit their HKID cards, along with a photograph, to enjoy the discounted fares.

The scheme covers the MTR, franchised buses, 45 red minibus routes, green minibuses and 11 ferry routes.

Those aged 65 years and above can still use their current Octopus cards to enjoy the $2 concession fare, while authorities work out a JoyYou application arrangement for them.

But the privilege gave little joy to one new JoyYou card holder who said she would probably not have much use for it amid the spiraling number of Covid-19 infections in the city.

With figures showing the elderly are most at risk of suffering from severe complications from the virus, she said she was not likely to use it soon, or in the coming days.

“I had thought of going out today to enjoy the perk, but I changed my mind after hearing about the latest surge in Covid-19 cases,” she said.

The launch of the new scheme coincided with Hong Kong reporting a record 26,026 confirmed cases, with 110 additional deaths, mostly involving elderly people.

But the elderly are not the only ones shying away from going out and using public transportation.

Transport operators including the MTR Corporation, have reduced the frequency of their services in recent weeks because of a marked drop in patronage.

MTR said that from Feb 11, it was reducing the frequency of train services in some railway lines starting at 8pm onwards. This was after it noted a 40% drop in patronage of its non-peak hour services, compared to December 2021; and 50% compared to pre-pandemic times.

At about the same time, Bravo Transport Services which runs CityBus and New World First Bus said its passenger load plunged by more than 40 percent as the fifth wave of the pandemic began to take hold.

It has also cut down the number of bus trips after the rush hours.
