HK plans to open more isolation facilities as more than 4k new Covid cases reported

More than 5,000 people are in quarantine at Penny's Bay

The Security Bureau said Tuesday that the government is ready to open more isolation facilities as the number of Covid infections continues to rise.

Undersecretary for Security Cheuk Michael Cheuk made the statement following a visit to Penny’s Bay, where the government’s main quarantine facility is located.

Cheuk said about 5,200 people are under quarantine at Penny’s Bay, which is now operating at 60 percent capacity.

"There are other facilities that are in standby mode. We are making sure those facilities are well prepared and ready for use,” said Cheuk. “At the moment, we have around 3,000 rooms in another community facility that are ready for use."

At today’s press briefing, Dr Chuang Shuk-kwan of the Centre for Health Protection reported an additional 4,276 Covid-19 cases.

She said the current reproductive rate of the coronavirus is 1.3, and there is no sign yet that the pandemic is declining.

Despite the indication that the infection has yet to peak, Chuang said the government has no plan to further tighten social distancing rules. But relaxation is also out of the question.

Meanwhile, Hospital Authority’s Dr Gladys Kwan urged the elderly to get vaccinated and seek help immediately if they feel unwell, as there has been a rise in the number of infected people dying at home.

Kwan said that six more Covid patients died yesterday, involving people aged between 84 and 97. The death tally of the fifth wave now stands at 9,265.

She said the condition of elderly people who catch the coronavirus can deteriorate quickly so they must consult regularly.

"We have various channels for these patients to seek help, apart from what we already have, the telephone hotline, we also will ask our colleagues to identify those patients who are at risk, and we will contact them proactively,” said Kwan.

She said that currently, public hospitals are looking after a total of 1,425 patients, after 175 more were admitted yesterday. Among them 31 are critically ill, including seven who are in intensive care, while 17 are in serious condition.

Only those with moderate symptoms or are categorized as high risks get treated at public hospitals or the treatment facility in North Lantau. The rest get sent to isolation facilities or are allowed to self-isolate at home.

The doctors urged patients who test positive on rapid antigen tests, particularly the elderly, to report to the government immediately. They could call the reporting hotline, 1836119, or ask family members to do it for them.

School infections also continued to rise, with a total of 524 positive cases from 387 schools being reported. Eleven schools were told to suspend classes where two or more people had been infected.

Ang Privacy Commissioner ng Hong Kong na si Ada Chung

Nagbabala ang Privacy Commissioner ngayong Martes na isang seryosong krimen ang tinawag na “doxxing” o ang pagkakalat sa internet o social media ng personal na impormasyon ng ibang tao ng wala itong permiso.

Inilabas ang pahayag kasabay ng balitang pinaaresto ng Office of the Privacy Commissioner for Personal Data (PCPD) ang isang 35 taong gulang na babaeng residente  dahil pinakalat nito sa 14 na grupo sa social media nitong December 2021 ang personal na impormasyon ng isang kalaban sa negosyo.

Kasama sa ikinalat ng arestadong babae na taga New Territories East ang pangalan ng kalaban at asawa nito, kanilang telephone number, at mga litrato. Dinagdagan pa daw ito ng akusado ng bintang na manloloko ang dalawa.

Sa ilalim ng batas na ito ay pinagbabawal ang pagkakalap ng mga personal na detalye ng isang tao at mga kapamilya nito - at ang paglalathala pagkatapos ng mga nakalap na impormasyon sa internet, social media, o iba pang online na grupo.

May kaukulang parusa na multa nang hanggang $1 million, at pagkakulong ng aabot ng limang taon, ang sino mang mapatunayang nagsagawa ng ganitong krimen.

Payo ng PDPO, dapat mag-isip ng makailang beses ang sino mang nagbabalak na maglathala ng personal na detalye ng ibang tao – kahit ito ay sa pamamagitan lang ng pagpasa ng impormasyon sa iba.

Ito yung bag ni Irene na nawala sa toilet sa mall

Mahigpit ang pakiusap ni Irene ng Ma On Shan sa kung sino man ang nakapulot o nakakuha ng kanyang bag na may lamang $3,500 na cash, alahas na $5,000 ang halaga, HKID card, passport, Octopus at Visa card, na kung maari sana ay ibalik ito sa kanya.

Ayon kay Irene, naiwan niya ang orange handbag niya na may mahabang strap sa loob ng toilet sa Kam Tai Shopping Centre sa Ma On Shan noong Linggo, Jul 24, bandang 4pm.

Nakaugalian na daw niya na ilagay doon ang kanyang mga mahahalagang gamit at wala naman daw siyang naging problema dahil dito, kundi ngayon lang.

Nawaglit daw sa isip niya ang bag dahil marami siyang dala noon, kabilang ang isang  maleta na pinaglagyan niya ng mga gamit ng kinuha mula sa bahay ng dati niyang employer.

“Tatlo po kasi ang dala kong bag. Ang dalawa ay market bag na sinabit ko sa pintuan. Yung sling bag naman ay pinatong ko sa may banda sa likuran, at yung luggage naman ay nasa labas ng pintuan ng toilet,” sabi ni Irene.

Sa kasamaang palad, yung hand/sling bag niya na naglalaman ng mga mahahalagang gamit ang naiwan niya.

“Hindi ko po napansin kasi nag-aapura akong lumabas dahil iniwan ko sa labas ang luggage ko,” ang sabi niya.

Umabot ng mahigit isang oras bago niya napansin na nawawala na ang kanyang bagat malapit na siya sa tirahan ng amo bago niya naalala na naiwan niya ang kanyang bag. Tumakbo daw siya agad para kunin ang bag pero wala na ito doon, at wala ding nag-iwan sa receptionist ng mall.

Ni report din daw niya sa pulis ang nangyari at tiningnan naman daw ng mga ito ang CCTV na ang isang camera ay nakatutok sa mismong labasan ng toilet, pero wala silang nakitang kakaiba.

“Chineck po nila kaya lang black ang screen, walang makita,” sabi pa ni Irene.

Marcos to cut red tape in processing OFW papers, pledges protection

President Ferdinand Marcos Jr delivers his first State of the Nation address.

President Ferdinand Marcos Jr. laid out plans today to make it easier for overseas Filipino workers to process their papers, faster for foreign employers to hire them, and for them to be brought home quickly if abused or fall into dangerous situations.

In his first State of the Nation address (SONA) before the joint session of the Senate and the House of Representatives at the Batasang Pambansa, Marcos said OFWs deserve these and other measures because of their sacrifices for the country.

 “You OFWs represent the fighting faith of the Filipinos as a nation and as a people,” he said. “Let us transform your overseas journey into inspirational stories for all time.”

His mention of OFWs indicates overseas employment will remain a government priority to earn foreign exchange for the economy, a strategy that his father started in the 70s.

In fact, he added, his government has initiated talks with Saudi Arabia for it to reopen to Filipino workers.

“Kaya natin at gagawin natin ang makipagnegosasyon na mabigyan ang ating mga kababayan doon ng tamang pasahod at mapangalagaan ang kanilang karapatan at kapakanan,” he said.

He said Deparment of Migrant Workers Secretary Susan Ople will go to Saudi Arabia to ensure  adequate staffing to handle the influx of workers there and push the campaign against human trafficking.

Marcos also said all other diplomatic posts will help in finding more work for OFWs, and bringing back those who lost their jobs due to the pandemic.

In the Philippines, he said the government will cut red tape in the processing of OFW papers so that the three months it took for foreign employers to get their Filipino workers would be shortened to three weeks.

“We shall automate the verification of contracts and issue secure overseas employment certification (OEC) that you can keep on your smart phone,” he said, adding that the OFW handbook would be simplified and turned into a pamphlet.

“Mahirap na nga ang buhay kaya naman ayaw na po nating makitang lalo pang nahihirapan ang ating mga manggagawang mandarayuhan sa pagtupad sa kanilang mga pangarap,” he said.

Marcos announced the launch of the One Repatriation Command Center (ORCC) which can be reached through the social media platform ng Department of Migrant Workers and a hotline to give immediate aid to OFWs who are abused and those who find themselves in war zones and other dangerous situations.

“Noon, nangungutang pa ang isang ina ng bawa’t OFW upang sumakay ng barko para pumunta sa Maynila at mangatok sa iba’t ibang ahensiya para mapauwi ang anak na inaapi,” he said. “Ngayon, kami na ang tatawag sa mga magulang ng OFW para sabihin sa kanila ang petsa kung kailan nila mayayakap ang at makakapiling ang kanilang mga anak.”

Marcos also thanked former President Rodrigo Duterte, who signed the law that created the DMW, “this new home for our OFWs.”

In a statement responding to the Marcos speech, Dolores Balladares Pelaez, chairpersn of Unifil-Migrante Hong Kong, said: “Bongbong Marcos is out of touch with the reality of overseas Filipinos. Hindi ang intensipikasyon ng labour export program ang sagot sa problema ng OFWs. Ang kailangan namin ay trabaho sa ‘Pinas, maayos na serbisyo, proteksyon sa trabaho at agarang pagtigil sa patong-patong na pwersahang bayarin.”

Reports say hotel quarantine stay to be cut despite continuing rise in infections

Various media reports said Monday that Hong Kong is planning to cut hotel quarantine for new arrivals to either five or four days once the two-color health code system is introduced.

The reports come as the daily infection tally remained at more than 4,000 for the fifth day in a row, with outbreaks being reported in Shatin Hospital and Wah Yan College in Yau Ma Tei.

According to reports the government is leaning more towards cutting the hotel quarantine to five days, with travelers being issued with a yellow health code for a further two days, prohibiting them from entering places where they can take off their masks.

Another option being considered is four days of hotel quarantine, with three days of yellow-code restrictions.

Sing Tao Daily, which was the first to report on the supposed plan, said a decision is expected to be announced by the government in the next one to two weeks.

Previously, Health Secretary Lo Chung-mao said he planned to adopt a health code system that will restrict the movements of only two groups of people – the infected who will get a red code; and newly arrived travelers who will be issued a yellow code.

Lo said the majority of the people need not be made to follow strict regulations simply because some people who should be staying at home are still able to move around freely.

This was the reason all infected people have been made to wear electronic tracking bracelets, to prevent them from leaving their homes.

Linking the health code system to the vaccine pass is necessary to stop even those on yellow code from entering certain premises such as restaurants or sports venues where people are allowed to take off their masks.

Meawhile, a total of 4,130 new Covid-19 cases were reported on Monday, which included 224 imported cases.

Three related deaths were also reported, involving one man and two women aged 71 to 96. They took the death toll to 9,259.

The caseload from schools reached a high of 1,112, with infections being reported from 649 schools over the past three days. They involved 941 students and 171 teachers and staff.

Wah Yan College was hardest hit, with 19 of its students coming down with the virus.

The school reported one more student in class 5Y testing positive today, after three of her classmates were found infected earlier.

Apart from this student, more than 10 others also reported positive results today, involving members of the volleyball class and the school choir.

So far, four students in the volleyball class have tested positive, along with 15 in the school choir. It’s believed the virus spread during a choir practice on Jul 20 although everyone present had worn a mask.

Eight other schools were advised to suspend at least one class each after students and teachers caught Covid.

Separately, eight cases were detected at the surgical ward of Shatin hospital, prompting the Hospital Authority to step up testing for patients, staff members and even visitors.

HA’s Dr Gladys Kwan said a 75-year-old male patient in the ward tested positive on Saturday, and following contact tracing, three other patients and four staff were also found infected.

Visits and admissions to the infected ward have been suspended for the time being.

As for the imported cases, 129 were detected on arrival at the airport, 77 during hotel quarantine, and 18 post-isolation.

The positive cases came from 39 different countries, with the following having 10 or more cases: Britain- 44; United States – 22; Thailand – 21; Australia – 16; and the Philippines – 12.
