HK back to normal as Storm Ma-on moves away

Court hearings were cancelled in the morning but resumed this afternoon

People have begun going back to work after the Observatory downgraded its T8 signal to Strong Wind Signal No 3 at  9:20am earlier Thursday, as Severe Tropical Storm Ma-on moved away from Hong Kong.

It has since been dowgraded further to T1 shortly before 4pm, and about an hour later, all storm signals were canceled.

As forecasted, the storm came to within 200 kilometres of the city early this morning but left it relatively unscathed.

The feared storm surge off Quarry Bay reached only half a meter, and there was no widespread flooding in low-lying areas.

Only one flooding case was reported, along with four reports of fallen trees.

The Hospital Authority said one person was injured during the storm and was treated at a public hospital.

However, all schools were closed and financial markets and court hearings scheduled in the mornings were cancelled.

Afternoon classes from primary grades up resumed in the afternoon, along with most government services, including community testing and vaccination for Covid-19. All offices, both government and private, were likewise opened in the afternoon.

Shortly after the storm passed, bus services resumed normal services and the MRT increased the frequency of trains to meet the anticipated rush to get to work in the afternoon.

The Labour Department called on employers to consider allowing staff to work from home or give them more time to get to the office.

"For staff who have practical difficulties in resuming work on time upon the cancellation of a tropical cyclone or rainstorm warning, employers should give due consideration to the situations of individual employees and handle each case flexibly,” a statement from the Department said.

It added employers should not punish staff by withholding wages or sack them because of their failure to get to work on account of weather conditions.

Most commuters who rushed to get to work in the afternoon said the situation was not as chaotic as it had been in past storms.

But there were others who had difficulty getting to the MTR as only a few shuttle buses resumed services on time.

T8 now in force as Ma-on moves closer to HK

Ma-on is expected to come closest to HK between 5am and 9am tomorrow

The Observatory raised Storm Signal No 8 at 7:25pm Wednesday, as severe tropical storm Ma-on moved within 310 kilometres south-southwest of Hong Kong, moving at 28 kilometres an hour.

Ma-on remains on track to come within 200 km south-southwest of Hong Kong early tomorrow morning.

The Observatory said the No 8 signal will remain hoisted until at least 6am tomorrow.

It warned that the storm poses a considerable threat to Hong Kong as it will move close enough to cause a storm surge and “astronomical high tide” or a water level around three meters higher that the normal tide heights.

The high water level which could lead to flooding in low-lying areas is forecast to happen off Quarry Bay between 5am and 9am tomorrow.

Separately, the Islands District Office announced that the flood alert system for residents of Tai O has been activated, amid fears of serious flooding in the area.

This means, an emergency co-ordination centre will be set up to handle any evacuation, rescue and emergency relief efforts.

Residents living in the low-lying areas of Tai O are urged to take shelter elsewhere to avoid being caught in floods.

HK posts 7,884 new Covid-19 cases, 14 deaths

CHP says the caseload could hit 10k soon if the rising trend continues


Health officials reported an additional 7,884 Covid-19 cases on Wednesday, and warned that if the rising trend continues, the daily tally would hit 10,000 soon.

And if that happens, the already restrictive social distancing rules could be tightened further.

The daily caseload was the highest since 8,037 infections were reported on Mar. 27, when the impact from the fifth and most serious wave of the pandemic had begun to wane.

The related death tally today also rose to 14, involving patients who were all over 60 years old, except one 45-year-old woman who had terminal-stage cancer.

Five of the fatalities received no Covid vaccine at all while only four had the recommended three jabs. At least five of them are suspected to have died of other illnesses although they tested positive for the coronavirus.

Dr Chuang Shuk-wan of the Centre for Health Protection said it was hard to predict the trend in the daily infections, but “if the cases keep increasing, the government can tighten the social distancing measures again.”

Chuang said the steady rise in cases lately was due to the spread of the highly contagious BA.5 Omicron sub-variant, which now accounts for more than 40% of all infections.

A total of 2,183 Covid-19 patients are currently being treated in public hospitals and other treatment facilities, including 328 who were admitted in the past 24 hours. Among those receiving treatment, 39 are in critical condition, and 32 are seriously ill.

The infected patients included six doctors who tested positive for Covid after attending a wedding feast on Aug 20. No patients have been identified as close contacts.

Chuang said it is understandable for people to show signs of Covid fatigue because the pandemic has been going on for so long. However, it is important for people to continue following restrictions to prevent the spread of the virus.

“It is important for citizens to abide by the disease-prevention rules, reducing group gathering and wearing masks,” she said.

Dr Larry Lee of the Hospital Authority called on more private doctors and hospitals to be on standby to help in case of another surge in cases.

Lee said the hospitalization rate for infected patients is currently at between 4 to 5 percent, so if the numbers reach 10,000, the hospitals would be swamped again.

Right now, he said 167 non-Covid patients have already been moved to private hospitals at no extra cost to them, while another 22 are being accommodated at the Chinese University of Hong Kong Medical Centre.

Of today’s 227 imported cases, the patients had flown in from 38 places, and among them, seven had more than 10 infections each.

These are: India, 32; United States, 31; the Philippines, 19; United Kingdom, 18; Singapore, 15; Thailand, 14; and Nepal, 12.

The Observatory's graphic tracks Ma-On's movement as it heads towards Guangdong 

The Observatory issued Standby Strong Wind Signal No.3 at 12:40pm today, Wednesday, and said the signal may be raised to T8 between 6pm and 9pm tonight as Severe Tropical Storm Ma-on moves closer to Hong Kong.

At noon, Ma-on was centred about 440km southeast of Hong Kong, and is forecast to move toward the coast of western Guangdong.

The Observatory said the weather will gradually worsen later today. However, the typhoon will come closest to Hong Kong only tomorrow morning, when it may skirt within about 200km south-southwest of the territory, posing considerable threat.

Ma-on is forecast to have maximum sustained winds of 120 kilometers an hour when it makes landfall early tomorrow.

The Observatory warned of possible rough to high seas and swells, and urged the public to take precautions against strong winds and flooding.

Fishing boats and other small sea vessels have been advised not to venture out into the sea, while larger sea vessels have been alerted against big waves.

The severe tropical storm, called Florita in the Philippines, left the country’s “area of responsibility” at past 9am today, but continued to bring associated heavy rains and strong winds in the Ilocos Region, Abra and Benguet.

Damage to property has been moderate, despite the government’s order to shut down all offices and schools in the National Capital Region and nearby provinces yesterday and today.

Latest reports from the country said about 1,344 families, or some 4,600 individuals have been displaced by the typhoon from 60 barangays in the Ilocos, Cagayan Valley and Cordillera regions.
