Covid more dangerous than flu, says health chief

Lo says it's wrong to say Covid-19 is as mild as the common flu

Health Secretary Lo Chung-mau has hit back at suggestions from some medical experts who said Covid-19 is as mild as flu, saying such comments are misleading.

Writing on his blog on Thursday, Lo disputed remarks that the fatality rate of the coronavirus in Hong Kong was similar to that of influenza, at about 0.1 percent.

He posted his remarks a day after former chief executive of Hospital Authority, Leung Pak-yin, said Covid’s death rate after May this year at about 0.098 percent is similar to flu’s 0.1 percent death rate.

“Some people think the Centre for Health Protection should exclude the number of deaths at the peak of the Omicron outbreak earlier this year and only take into account the 0.1 percent fatality rate of Covid since May. This is a serious mistake. It disregards thousands of people who died of Covid-19, and misleads people into taking the pandemic lightly,” Lo wrote.

He reiterated that the correct fatality rate of Covid-19 on Hong Kong since the pandemic began in early 2020 is 0.6 percent, with more than 9,500 deaths among almost 1.57 million people infected.

“We understand that after more than two years, people hope the epidemic will be brought under control as soon as possible,” he wrote. “However, using the death figures from May onwards... is a generalisation that would make people feel numb about the coronavirus situation and hinder our anti-epidemic work.”

Lo also pointed out that Omicron is more transmissible and mutates more quickly than flu. In addition, many of those infected could develop long Covid – while children who catch the virus are more prone to complications and even death.

The same arguments were raised by Dr Albert Au of the Centre for Health Protection during the daily press briefing on the Covid situation.

Citing statistics, Au said Covid is potentially more dangerous for people who have not been vaccinated, the elderly and young children.

For instance, he said croup, a life-threatening side-effect of a viral infection, has afflicted 5.3% of children who have come down with the coronavirus, compared with just 1.9% of those who catch influenza.

He also cited a report from the World Health Organization that said many of those infected with the coronavirus suffer from long Covid, or the long-term effects of symptoms associated with the disease.

Meanwhile, Au reported a total of 8,187 new Covid infections, including 164 imported cases.

Six deaths were reported, which took the death toll in the fifth and most deadly wave of the pandemic t0 9,623.

The deaths involved two men and four women aged 73-95. Only one of them had the recommended three doses of a vaccine.

Dr Sara Ho of the Hospital Authority said 2,812 patients are in hospital, and among them, 49 are in critical condition, including 10 who are in intensive care; while 58 have severe symptoms.

Of the 164 imported cases, 58 were detected at the airport, 64 at the designated quarantine hotels and 36 between days 4 and 7 of the patients’ arrival. Six others tested positive after day 7 but most are likely re-infection cases.

More than 10 cases were detected from arrivals from six countries, namely, the United Kingdom, Untied States, India, Thailand, the Philippines and Singapore.

Iniurong ng taga-usig ang kaso sa Pilipina sa Eastern Magistracy

Nanatiling malinis ang pangalan ng isang Pilipinang domestic helper nang iurong ang kasong pagnanakaw laban sa kanya sa isang pagdinig ngayong araw ng Huwebes sa Eastern Magistracy.

Si M. Rivera, 58, ay inakusahan ng pagnanakaw ng isang pakete ng sushi at tatlong saging, na nagkakahalaga ng $25.40 sa tindahan ng Fresh sa Kornhill Plaza sa Quarry Bay noong June 19.

Inatras ang kaso laban sa kanya sa bisa ng isang bound-over order kung saan nakipagkasundo siya na hindi gagawa ng kasalanan sa susunod na 12 buwan, kung hindi ay magmumulta siya ng 500, bukod sa parusang itatakda sa kanya sa bagong kasalanan.

Transfer to quarantine hotels to be sped up as Covid tally steady at 7,579

Free coaches to quarantine hotels will carry bigger and clearer new labels 

Health officials reported 7,579 new Covid infections on Wednesday, 161 of which were imported cases.

Ten more Covid patients with chronic ailments, aged from 72 to 99, died the previous day. Six of them had received a booster jab. The death toll in the fifth wave now stands at 9,617.

The number of patients receiving treatment at public hospitals rose slightly to 2,834, and among them, 51 are in critical condition, including 13 in intensive care; while 55 have severe symptoms.

While noting that the daily tally has gone down in recent days, Dr Chuang Shuk-kwan of the Centre for Health Protection said they still need to wait if the recent holiday would lead to a rebound in cases.

Chuang also said the government is also monitoring if the spread of the more transmissible Omicron BA.5 sub-variant has peaked.

The CHP also received reports of 1,625 infections in 785 schools, involving 1,414 students and 211 teachers and staff.

Of the 161 imported cases, 56 were detected at the airport, 43 during the three-day hotel quarantine, and 57 between days 4 and 7 of the patients’ arrival. Another five tested positive after this period, but they are likely re-positive cases.

The positive cases came from 42 countries, with the following having more than 10 infections each: 24 from the United Kingdom, 17 from the Philippines, 16 from the United States, and 11 from Indonesia.

Meanwhile, new measures are set to be implemented from tomorrow, Thursday, to speed up the transfer of inbound travelers from the Hong Kong airport to their respective quarantine hotels.

At the government’s request, the Airport Authority has made improvements at the waiting area for point-to-point transfer services to designated quarantine hotels (DQHs), and rearranged the boarding locations for both the free coach service and the self-paid taxis.

Notices in both Chinese and English will be posted at key areas in the arrival hall to help direct arriving travelers to the waiting areas for the point-to-point transport services.

In addition, electronic display panels will be set up to show the number of taxis waiting at the pick-up point.

Apart from this, both the free coach and the self-paid taxis will carry new and bigger stick-on labels for easier identification.

All the other anti-pandemic vehicles, including the designated bus fleet for transporting Covid patients to the community isolation facilities, as well the taxis that transport patients to designated clinics, will be asked to affix new labels that clearly show their identities.

The moves come amid sporadic complaints from inbound travelers about being made to wait for a long time to catch a taxi to their quarantine hotels, or not getting guidance on where to find them.

Some reports also said taxis meant to transport travelers to quarantine hotels or to designated clinics on an exclusive basis have been spotted taking in passengers along the way. 

Separately, the Hospital Authority said in a press statement that it continues to transfer non-Covid patients to private hospitals to ensure the effective operation of the public healthcare system.

While the number of positive cases has declined recently, the HA says there is still a need to monitor the pandemic situation, especially since a lot of people might have taken part in large social gatherings during the Mid-Autumn festival holidays.

Right now, a total of 423 beds have been made available by 13 private hospitals for patients deemed suitable for transfer from public hospitals, an increase of nearly 40 at the initial stage of the scheme.

Simula sa Nobyembre ay hindi na ililipat mula sa hotel ang lahat ng mga bagong dating sa Hong Kong na nagpositibo sa Covid-19 habang naka quarantine.

Sa kasalukuyan, ang lahat ng mga nakikitaan ng Covid-19 sa loob ng tatlong araw na pananatili nila sa hotel ay inililipat sa Penny’s Bay o sa Kai Tak para sa kanilang isolation.

Filipina DH loses $113k in love scam with Philippine ties

Lily says this was the photo used by the man who wooed, then fleeced her of nearly $113,000

A Filipina domestic worker has been having a lot of sleepless nights ever since she realized the lover she met online less than two months ago left her empty-handed, and buried deep in debt.

Lily (not her real name), 32, was blocked online and on WhatsApp by the man she met on a dating site on July 22 this year, after he had squeezed a total of $112,801.87 (more than Php800,000) from her in less than a month.

The bulk of the money – or $54,000 – came from a loan that her sister had taken out at her request, saying she needed it to buy a house. Another $35,000 was from proceeds of a loan she took out in her name, and the rest came from her life savings.

What angers her more now, on hindsight, is that the scam could have been pulled off by her fellow Filipinos, as the recipients of the money that the man who introduced himself to her as “David Morgan” were all based in the Philippines.

About half of the money went to four Filipinos through bank accounts they held at BPI and Banco de Oro branches in Laguna and La Union, or through a Gcash account. Another half, or $58,000 were sent through bitcoin machines to accounts given her by Morgan.

All the money were sent by Lily herself, or by her sister and a friend at her request, either daily or at one-day interval, between Aug 18 and Sept 1 this year. Lily stopped only when she had exhausted all means at her disposal to keep Morgan happy.

Lily is still desperately hoping to get all, or at least some of her money back, but the prospects are not good. Police officers who took her statement on Sept 6 were sympathetic, but said they could not do much about her case as the suspects were all overseas.

Consul Paul Saret, who heads the assistance to nationals section of the Consulate, has also interviewed Lily. He said he has reported the case to the Department of Foreign Affairs in Manila for endorsement to the National Bureau of Investigation and other law enforcement agencies in the country.

As the recipients appeared to be Filipinos who presumably used their real names in opening bank and cash accounts in the Philippines, the investigation could hopefully lead to actual arrests.

Still, Consul Saret could not help express what everybody privy to the case had said- that it was “surprising” that Lily did not think twice about sending so much money to people she did not know.

Sana sa family na lang niya napunta,” (She should have just sent it to her family) is the common sentiment. 

But when love bites, not everyone is able to think straight, as shown by the thousands of people, mostly women, who regularly fall prey to these scams in Hong Kong.

In a statement she gave to police, Lily, who arrived in Hong Kong in 2019, said she met Morgan at a dating site called “Dating.” The man, whose online photo showed him to be clean-cut and good-looking, introduced himself as an American engineer who also worked as a fitness coach. He also said his work required him to travel extensively.

After chatting online, the two started communicating through Whatsapp, with Morgan using a US phone number with a Washington state area code.

“We kept using Whatsapp to chat about our daily lives,” said Lily, who finished high school in the Philippines. By the end of the month, she said they had become lovers.

In an interview, Lily initially said she had seen Morgan on video, but when asked to provide more details of that chat, admitted that the man did sound strange as his accent was more African than American.

She also began to wonder if what she had seen on video was real, after being told that scammers often speak over short clips of a man speaking in the dark so it would look like he was actually conversing with the person on the other line.

Lily also said she had heard vaguely of stories about love scams, but did not think it would happen to her.

About a fortnight after they began chatting, Morgan laid his bait. He said he was in a bind because he had been locked out of his account with “Alley Trust Bank” in the United States. To complete the story, he sent Lily a screenshot of his supposed bank account showing he had an account balance of more than US$2 million.

Looking back, Lily said she did notice on checking with google that there was just an Ally Bank in the US, and it did not have the extra “e” that Morgan had kept mentioning to her in his appeal for funds.

At about 9am on Aug 14, Morgan made his move. He told Lily he badly needed $5,999.95 to buy materials for his work but his bank account was still frozen.

As she could not leave her employer’s house on short notice, Lily asked her sister to send the money and in just over an hour, Morgan’s plea was heeded.

Strangely, the account he provided was in the name of M.A.F. at BDO in Manila, but Lily did not think much about this then.

The Filipina’s obvious willingness to do his bidding spurred the scammer to tighten the noose. On Aug 17 he asked for $10,000 saying he needed to buy a ticket to Beijing, and Lily again complied, with help from her sister. This time, the recipient was one J.T. with a BPI account in Laguna Technopark.

Two days later, he asked for $1,500 for his “daily expenses,” and again, Lily got her sister, who was made to believe that the remittances were for the purchase of a house, to comply with the request. The named recipient was J.T. again.

On Aug 20, Morgan said he needed an additional $7,000 for his living expenses, and Lily’s sister did this bidding again, with J.T.'s BPI account in Binan, Laguna, as the recipient.

The next day, Morgan said he needed more money, this time, to pay for his Covid-19 test before going back to the US. It took her two days to raise the money, but Lily did manage to eventually send $9,832.55 to the account designated by Morgan in the name of M.A.F. with BDO.

On Aug 25, Morgan said he had run out of cash for his living expenses, and asked for $3,000 to be sent through the Gcash account of one B.E.J. As Lily had no Gcash account, she asked a friend to send the money on the same day.

Now on a roll, Morgan made the biggest request for cash on Aug. 28, saying he needed $48,000 immediately to pay the salaries of his staff, or he could be arrested. As that was a Sunday, her day off, Lily managed to raise the money immediately, and sent it all to a bitcoin account given by Morgan, using a machine in Central.

In just over two hours, Morgan felt the need to squeeze for more cash, saying he needed an additional $7,000 as what he received was not enough for his payroll. Lily’s sister, at her behest, sent an additional $4,999.97 to a new recipient, J.H. with a BPI account in San Fernando, La Union.

Spurred by Morgan’s persistent clamor, Lily made her sister send an additional $2,000 to the same account early the next day.

Obviously anxious to squeeze his cash cow dry, Morgan sent another appeal for cash on Aug 31, saying this time that he needed to pay for his hotel in Beijing. He asked that the transfer be made through a bitcoin machine again.

Early the next day, Sept 1, Lily dutifully transferred the requested amount through a bitcoin machine near her employer’s house in Tsuen Wan. As she was in a hurry to return to her work, she forgot to take a screenshot of the machine as she had previously done.

Still not content, Morgan sent out an urgent appeal for more money, saying he had been arrested by the police in Beijing. But Lily was unable to do his bidding this time, not because she had come to her senses, but because she had run out of ways to satisfy his insatiable greed.

This was when she decided to confide to a friend, who lost no time in making her see the folly of sending money she did not even have, to someone she did not even know.

Amid the pain, regret and immense stress that she is facing, Lily is hopeful that her fellow Filipinos who took part in the scam could be made to give back what they had taken from her.

Baka umulit pa sila, maraming magiging biktima. Baka mas malaki pa ang makuha nila,” she said. (They might do it again and victimize more people. They might even squeeze more money from them).

She also agreed to share her story so fellow OFWs would learn from her mistake.

Baka may magpakamatay pa dahil sa depression dito sa ginagawa nila.”
(Someone might even take her own life due to depression over what these scammers are doing).

For now, all that Lily could do is pray hard that she would have the strength to keep working so she could pay back the big loans she mindlessly took out to satisfy the man she thought would be her passport to a comfortable life.

Nalibre na sa multa, nakaiwas pa sa kulong

Nakalibre sa multa at kulong ang isang Pilipina sa pagdinig sa Eastern Magistracy

Hindi lang nakalibre ang isang Pilipina sa multa na istriktong kinukubra ng gobyerno sa mga lumabag ng mga panuntunan laban sa Covid-19, nakaiwas din siya sa kulong kahit na nag-overstay siya sa Hong Kong nang halos isang taon.

Hinatulan ngayon (Sept. 13) si Ellyn Pinana, 28 taong gulang at dating domestic helper, ni Principal Magistrate Ada Yim sa Eastern Courts ng dalawang buwang pagkabilanggo, na suspendido ng 24 buwan, matapos niyang aminin ang dalawang sakdal na iniharap laban sa kanya.

Para sa unang sakdal na pagtitipon-tipon, na labag sa Prevention and Control of Diseases (Prohibition of Group Gathering) Regulation Cap 599G, hinatulan siya ni Magistrate Yim ng 14 na araw na pagkakakulong, na hinati dahil sa kanyang pag-amin kaya naging pitong araw.

Sa ikalawang sakdal na pag-overstay, na labag sa Immigration Ordinance, hinatulan siya ng tatlong buwang pagkabilanggo, na binawasan ng 1/3 dahil sa kanyang pag-amin kaya naging dalawang buwan.

Ang dalawang sentensiya ay inutos ni Yim na tatakbo ng sabay, at sususpendihin nang 24 na buwan, na ang epekto ay tuluyan nang hindi makukulong si Pinana kung hindi siya magkakasala ulit sa loob ng dalawang taon.

 “Kung ikaw ay gumawa sa loob ng 24 na buwan ng pagkakasala na may parusang kulong,” babala ni Magistrate Yim kay Pinana, “pagsisilbihan mo sa kulungan ang bagong parusa at idadagdag ang parusang ibinigay sa iyo ngayon.”

Hindi naman masasabing nakalusot si Pinana sa kulong dahil napiit siya nang 17 araw mula nang siya ay inaresto noong Aug. 27 hanggang pinakawalan siya ngayon upang mag-report sa Immigration Department para sa susunod na gagawin sa kanya.

Tumagal nang ganito ang kanyang pagkakakulong dahil dalawang beses na pinagpaliban ang pagdinig laban sa kanya. Noong una ay dahil naka quarantine siya dahil close contact ng isang nag-positibo sa Covid-19, at yung pangalawa ay dahil siya na mismo ang naimpeksyon. 

Isa si Pinana sa 46 kataong nahuli sa isang raid noong Aug. 27 na nagtitipon-tipon at nag-iinuman sa LKF The Port bar sa Ho Lee Commercial Building sa D’Aguilar Street, Central, nang lampas sa sa alas dos ng madaling araw, ang tinakdang oras para sa pagsasara ng mga bar.

Ayon sa salaysay na binasa sa korte, bandang 3:45am na nang katukin ng mga pulis at ahente ng Food and  Environmental Health Department ang bar,  at bumungad ang malakas na tunog ng sound system, at nakita nila ang mga taong magkakatabing nakaupo at nag-iinuman.

Sa mga sinita sa The Port bar, si Pinana lang ang inaresto at dinala ng pulis dahil wala siyang maipakitang Hong Kong ID. Ang iba ay agad pinagmulta ng tig $5,000.

Sinabi niya sa mga pulis na may sinamahan siyang mula anim hanggang walong katao, at nagpunta sila sa The Port dahil alam nilang bukas yun hanggang madaling araw.

Sa imbestigasyon, lumabas na dumating siya sa Hong Kong bilang domestic helper noong Agosto  13, 2019 at nag-renew pagkatapos ng dalawang taon. Ngunit na-terminate siya nong Sept. 20, 2021 at dahil dito, dapat siyang umalis pagkatapos ng 14 na araw o sa Oct. 5, 2021.

Sinubukan daw nyang humingi ng extension sa kanyang visa pero hindi na nagpakita sa kanyang appointment sa Immigration. Nang mahuli siya ay mahigit sampung buwan na siyang overstay.

Sinabi ng kanyang abogado na hindi agad siya nakaalis ng Hong Kong dahil naghanap muna siya ng bagong employer, pero nabigo.

Hiniling ng abugado na pababain ang sentensiya ni Pinana na may asawa daw sa Pilipinas at 10 taong gulang na anak na babae. Nagsisisi daw siya sa kanyang nagawa kaya agad na inamin ang sakdal laban sa kanya.

Pagkatapos ng pagdinig ay sinabihan si Pinana na maaari na siyang lumabas ng kulungan. Hindi lang malinaw kung ano na ang mangyayari sa kanya ngayon, dahil nahuli na siya sa kanyang pag-overstay.

CE says no decision yet on quarantine cut even as Covid cases drop anew to 7,218

CE Lee says any decision on quarantine rules will have to be made closer to the event

Chief Executive John Lee said Tuesday that the government has yet to decide on whether to cut compulsory quarantine for new arrivals in time for the start of big global events at the end of October.

Speaking to reporters ahead of his weekly meeting with the Executive Council, CE Lee said any decision that will be made will depend on the Covid situation in Hong Kong, so it could only be made closer to the event.

He pointed out that the daily infection figures remained high, at between 800 and 11,000 in the past weeks, straining the resources of the public health sector.

Thus, while the government recognizes the need to return to normal life and maintain Hong Kong’s competitiveness, he said it could not dismiss the fact that the Hospital Authority had to cut 30 percent of its services to deal with Covid patients, and that the vaccination rate for the high-risk groups remained unsatisfactory.

“So we need to make sure that we can protect our public health care system and high risk groups,” he said. “We will keep analyzing data and keep monitoring the situation. We will have regard to the actual situation and decide on our infection control measures.”

After the CE’s remarks, the city’s health officials reported another drop in the daily of Covid infections. The day’s tally stood at 7,218, including 151 imported cases. This marked a drop of about 700 from yesterday’s caseload.

However, Dr Albert Au of the Centre for Health Protection said the decline may be due to some people opting not to take Covid tests during the recent three-day Mid-Autumn holiday.

Au says wait for 2 weeks before declaring that the worst is over for this outbreak 

Au said the daily figures should drop to between 7,000 to 8,000 (or below) in the next two weeks for the government to say the recent surge in cases has peaked.

He said a big chunk of the cases – or 2,886, were reported from 991 schools after the  holiday, although some of the positive results had come out during the three-day break.

Dr Sara Ho of the Hospital Authority said there were ten related deaths recorded yesterday, involving patients aged 52 to 95. Half of them had triple doses of a vaccine.

There are now 2,885 Covid patients receiving treatment in public hospitals, including 343 who were newly admitted.

Among them, 52 are listed in critical condition and 61 are severely ill.

A 10-year-old boy who was previously listed as critically ill has recovered slightly and is now able to breathe without a ventilator, but is still being closely monitored.

Of the 151 imported cases, 55 were detected on arrival at Hong Kong aiport, 43 during the three-day hotel quarantine, 46 during medical surveillance on days 4 to 7, and 7 afterwards, likely re-positive cases.

The United Kingdom again topped the place of origin with the most number of infections, with 22; followed by the Philippines with 16, then the United States with 14 cases.
