24 people arrested in $124M money laundering, phone scam case

Police display items seized from the suspected money laundering group

Hong Kong police has disclosed the arrest of 24 people suspected to be behind a $124 million money laundering case, and for defrauding a number of people for $3 million.

According to officers who conducted a press briefing Thursday, the suspects had used 54 bank accounts since July last year to launder the money whose source appears to be largely unknown.

The 14 men and 10 women, aged between  25 to 75, are also believed to be behind the “guess who I am” scam which caused about 70 people to lose $3 million in total.

According to the police, the suspects made fraudulent calls to some company employees and and falsely claimed to their manager. The staff members were then told to transfer money to a bank account that the syndicate supplied.


During the operation, the police also seized a number of  luxury watches and froze some $2 million in the group’s bank accounts.

Police say an investigation is ongoing, and more arrests could be made.

In the meantime, they warned the public “to be alert to be alert and actively seek proof if they receive suspicious calls, and not to disclose personal information, bank account numbers and passwords to strangers.”

Officers noted that the number of phone scam cases last year doubled from those in the previous year. A total of 2,831 such cases were reported to police last year, compared with 1,140 in 2021.

FDH files civil suit vs employer over alleged rape

The helper has filed a $91,000 claim at District Court against her alleged rapist

An unnamed foreign domestic helper has filed a writ at the District Court, claiming $91,000 in compensation against her former employer who allegedly raped, then got her pregnant two years ago.

The plaintiff, identified as NA in court documents, claimed that from the day she started working for the defendant and his wife in Kam Tin, Yuen Long on Feb. 8, 2021, she had been subjected to sexual harassment.

On her second day at work, her female employer allegedly asked the plaintiff to shave the defendant’s head, and he took advantage of the opportunity to reach into her pants and touch her inner thigh.

Over the next four days, he continued to harass the plaintiff by touching her breasts and inserting his fingers into her private parts.

On Feb. 18, 2021, just eight days into her job, the defendant pushed her onto a sofa, and proceeded to rape her.

The plaintiff said she did not immediately seek help as she had to pay off debts she incurred to secure her job in Hong Kong.

Two weeks after the alleged rape, the FDH felt nauseous and worried that she might be pregnant, confessed to the female employer. However, the latter told the helper to take contraceptive pills and to keep quiet.


In April of the same year, the helper was confirmed to be pregnant. Her female employer allegedly threatened to fire her if she did not abort the pregnancy using contraceptive pills.

She refused, and the following month sought help from a FDH support group which helped her file a complaint with the police against the defendant.

She finally gave birth in November that year at Queen Elizabeth Hospital, and tests revealed that her employer was the baby’s father.

The employer was later charged with four counts of indecent assault and rape. However, the case was withdrawn by the prosecution after the defendant claimed the plaintiff had consented to have sex with him.

The plaintiff also filed a complaint with the Equal Opportunities Commission but it was dismissed as it was not filed within the required time, which was within a year of the alleged incident. 

The plaintiff now seeks to get the District Court to declare that the defendant had violated the Sexual Discrimination Ordinance, and that she should be granted $91,000 in compensation for her unpaid wages, mental and psychological suffering, and hospital delivery costs.

First of 3k imported care workers may start arriving in next 2 months

Labor Secretary Chris Sun takes close look at Filipino workers being trained on elderly care, during his visit to the Philippines last month

Hong Kong may begin hiring in the next two months the first of the 3,000 care workers from abroad who will work in residential care homes (RCHs), a big number of whom are likely to come from the Philippines.

This was hinted at by today Secretary for Labour and Welfare Chris Sun, in a written answer to Legislative Council member Shiu Ka-fai’s question on Hong Kong’s labor shortage.

“We have formulated a special scheme to import care workers from RCHs to address the acute shortage of care workers in the RCH sector by providing greater flexibility and more streamlined procedures to import care workers,” he said.

Sun’s announcement follows an interview with the Manila Times, in which he said Filipino care workers have an advantage over their counterparts from other countries, as the training they receive is at par with the Hong Kong standard for care giving. 

Early last month Sun made a three-day visit to the Philippines last month, which included a stop at a training center of the Technical Education and Skills Development Authority (TESDA) to take a closer look at the training of overseas-bound Filipino workers, including the scope of competencies, quality assurance and recruitment arrangements.

Sun also paid courtesy calls on Secretary Susan Ople of the Department of Migrant Workers, Secretary of Labor and Employment, Bienvenido Laguesma, Secretary of Foreign Affairs Enrique A. Manalo and the Officer-in-Charge of the Department of Social Welfare and Development Eduardo Punay.

These meetings reportedly focused on strengthening the collaboration between the two governments on the protection of the rights and welfare of Filipino workers in Hong Kong.

Sun assured the officials of Hong Kong’s commitment to protecting foreign domestic workers' rights, and briefed them on government efforts to enhance workers’ protection, regulate employment agencies, and help migrants cope with the Covid-19 pandemic.

The new caregiver positions will supplement the 4,000 imported workers already here, all from the Mainland.

Also in his statement to Legco, Sun said Hong Kong is reviewing its manpower policies for the construction industry.

“… the Construction Industry Council released the latest Construction Manpower Forecast last week. The Development Bureau (DEVB) has indicated that it would make reference to the forecast data and assess how to enhance manpower supply through a multi-pronged strategy including leveraging local manpower resources, enhancing training and bringing in non-local resources as necessary, as well as reducing manpower needs through productivity uplifting measures. The DEVB's target is to present the assessment and a holistic strategy for addressing manpower needs of the construction sector by mid-2023,” he added.

Sun said that since December 28, 2022, the government has ruled that for vacancies falling under the 13 professions, employers are no longer required to provide proof to substantiate their difficulties in local recruitment in to have their recruits admitted.

Filipina among 5 people arrested over slashing of man in Kwun Tong

The brutal attack happened in broad daylight outside the Kwun Tong court building

Five people, including a Filipina, were arrested Tuesday over the bloody knife attack of a local man right outside the Kwun Tong court building on Jan. 19, police say.

Reports said the five, who also included three locals and a Pakistani man and aged from 23 to 28 , were arrested across Hong Kong.

They were reportedly arrested along with the 32-year-old victim by customs officers in relation to a drug trafficking case in Lam Tin in June last year.

Police say three of the suspects slashed the victim on his legs and back, while one drove the getaway car and the other acted as a lookout. All these happened at about 10am in broad daylight, with many people walking past.

The attack was so brutal that the victim bled profusely and was listed in critical condition after he was rushed to Queen Elizabeth Hospital. One of his legs had to be amputated eventually to save his life.

According to police, the mastermind of the gruesome crime appears to have fled Hong Kong and is now on the wanted list.

East  Kowloon Chief inspector Yau Chong-tai said officers successfully identified the attackers through intelligence analysis and in-depth investigations.

They now believe the case involves members of a drug trafficking ring.

The suspects are being held in custody and some are likely to be prosecuted, said the police.

HK crime rate surges by 8.7%, largely due to online scams

While internet fraud worsened, the number of violent crimes dropped to lowest levels

There was a jump of 8.7% in Hong Kong’s overall crime rate, police said at a meeting of the Legislative Council’s security panel Tuesday.

Of the more than 70,000 crimes recorded last year, 28,000 or 40%, were related to scams involving online shopping, employment and investments, as well as phone fraud.

Victims lost about 1.8 billion in all, mostly to scammers they met only online.

Fake investment schemes took a big chunk of the illicit money, while fraudsters who offered fake jobs also raked it in.

Commissioner of Police Raymond Siu said the increase in fraud cases was significant, but it could be due largely to people having more time to trawl the internet as they spent longer time indoors due to the pandemic.

He also admitted the low arrest rate in deception cases was behind the drop in the force’s ability to solve crimes, which fell by 3.3 percent to 35.2 percent.

But a lack of complete awareness on how to detect a scam could also be a factor. Siu said police had stepped up its campaign to inform the public about how scammers operate, but many victims admitted to not paying enough attention to the message.

While internet-related crimes had worsened during the pandemic, other serious crimes such as robbery and wounding dropped to their lowest levels ever.

There were 77 reported cases of robbery last year, and 886 of burglary, the lowest since record-taking started in the late 60s..

Siu said the police is talking with telecommunication companies on the possibility of setting up a verification system for text messages to ensure the source is trustworthy, as a way to cut down on internet fraud..
