A 19-year-old Filipino arrested at Kornhill Plaza in Quarry Bay holding a pair of scissors, has ended up confined at the Siu Lam psychiatric hospital after he pleaded guilty at the Eastern Court.
Principal Magistrate David Cheung ordered that J.A.B. be confined at Siu Lam, known as Hong Kong’s top hospital for mental ailments, until
Dec. 9 when he will be sentenced for possession of offensive weapon in a public
place, contrary to section 33(1) and (2) of the Public Order Ordinance.

In a hearing last Tuesday (Nov 25), Magistrate Cheung called
for Detention Centre, Rehabilitation Centre and Psychiatric reports be done to
guide his decision.
In an amended charge, Police accused Bunoan of having an
offensive weapon, a pair of scissors, “without lawful authority or reasonable
excuse” last Aug. 15 “in a public place near bus stop, outside Kornhill Plaza
(South), No. 2 Komhill Road, Quarry Bay.”

Under the ordinance, people of his age may be sentenced to
stays in jail of up to three years or confinement in a Detention Centre or Rehabilitation
Centre.
