Duterte warns anew of imposing martial law as he announced the extension of the lockdown

The Philippine government has extended the lockdown in the National Capital Region and nearby provinces until May 15 to keep the coronavirus contagion under control.

As of today, Apr 24, the Philippines has a total of 7,192 Covid-19 infections, with 477 deaths, the second highest in Southeast Asia, after Indonesia.

President Rodrigo Duterte announced the lockdown extension Thursday night through his spokesman Harry Roque, as he threatened to declare martial law to stop rebel attacks.
Previously, he also said he would impose martial law if people continued to ignore lockdown restrictions despite heavily armed police and army troops enforcing the emergency measures to fight Covid-19.

The stay-at-home order in Luzon that Duterte imposed from mid-March to Apr 30 in Central and Southern Luzon provinces was also widened to cover Cebu, Davao and Iloilo.

But Roque said in a televised briefing today, Apr 24, that the quarantine measure in some regions may be loosened starting May 1 to allow the partial reopening of malls and to resume work in agriculture, public construction, manufacturing and other selected industries.
Duterte warned he might declare his own brand of martial law in response to attacks lately by communist New People’s Army on government forces.

“I am now warning everybody. I’m putting notice sa armed forces pati pulis. I might declare martial law and there will be no turning back. Kung ano ang martial law na gagawin ko, akin lang iyan,” Duterte said the media briefing in Malacañang attended by Cabinet members.

“Pero kung gusto ninyo, kasi pinagpapatay ninyo yung mga sundalo ko pati pulis, na walang ginawa kundi sinamahan lang yung nagbibigay ng pera at pagkain, pinatay ninyo. I will try to finish you,” the President said.

He warned that he would also go after big businesses that he accused of giving financial support to the NPA, a decades-old rebel group.

Roque, meanwhile, said the so-called enhanced community quarantine will remain in Metro Manila, Central Luzon, Southern Tagalog (Calabarzon), Catanduanes and Albay, as well as on Mindoro island. Benguet, Pangasinan, Tarlac and Zambales.

But there will be another review of the situation by Apr 30.

The lockdown will also be expanded until May 15 to “high risk” areas in the central and southern Philippines, such as Antique, Iloilo, Aklan, Capiz, and Cebu in the Visayas, and Davao del Norte, Davao de Oro, and Davao City in Mindanao.

Fears for the economy are growing amid the lockdown, with the government already having used up nearly 90% of the almost Php400 billion that Congress had allowed to be diverted to the fight against the pandemic.

But some analysts say that while the lockdown is not good for business, it is a positive step for the healthcare system.


No new case of Covid-19 again today in HK

No new case has been detected, even among new arrivals at the airport

For the second time this week, no new case of Covid-19 was reported in Hong Kong today, Apr 24. 

Thus, there was no briefing again today by the city’s health officials as on Monday, when no new case was also recorded. The last time this happened was on Mar 5, nearly two months ago.

Hong Kong’s total tally since the first case was recorded on Jan 24 this year is now steady at 1,035. But only about a third of the patients are still in 14 public hospitals. The rest have been discharged after recovering.

The death toll has remained at four.

What makes Hong Kong unique is that not one of its health workers has been infected with the virus. This could be attributed both to them being provided with enough PPEs (personal protective equipment) and the strict health protocol being followed in the city.

Everyone found infected, even those who don’t have symptoms, is put in an isolation room in a hospital. They will be discharged only if they return several negative results, to ensure they don’t infect anyone else after leaving the hospital.

To date, a total of 187 asymptomatic carriers have been detected and hospitalized.

Lately, all residents (including migrant workers, students and diplomatic staff) returning from overseas are being  required to undergo tests for the virus at AsiaWorld-Expo near the airport, and will not be allowed to go home until the test results are out.
Those who arrive in the afternoon or in the evening are taken to Regal Oriental hotel in Kowloon where they are quarantined overnight while waiting for their test result.

If the result is positive, the traveler is brought directly to a hospital. If negative, the traveler is put under a mandatory home quarantine for 14 days, and tracked with an electronic wristband to ensure he or she doesn’t venture out. The penalties for violators are stiff.
Since Apr 12, the number of new cases has remained in the single digit, and most of them were brought in by returning residents, mostly from Britain and the United States.

The last locally acquired case was reported on Apr 19. It pertains to a 47-year-old ground crew of Virgin Atlantic who is tasked with ushering arriving passengers to transport links to the immigration counters at the airport. The source of her infection is still being investigated.

But social distancing measures will stay in place until May 7

Despite its exemplary handling of the outbreak, Hong Kong is not taking any chances. Its social distancing rules, which allow no more than four people to gather in public, have been extended until May 7.
Also in line with this policy, venues which attract large gatherings like amusement parks, cinemas, clubs, sports facilities, gyms, massage and beauty parlors, will remain closed.

Restaurants remain open, but are allowed to sit only four people per table, which should at least be 1.5 meters apart.

The airport remains closed to non-residents.

One of the new cases asked to be tested 15 days after going home from quarantine

Hong Kong health officials reported two new imported cases of Covid-19 today, Apr 23, the 12th straight day that the daily tally has been in the single digit. 

The new cases include a 58-year-old man who developed symptoms two days after returning to Hong Kong from the United States on Mar 24, but did not seek treatment immediately.

The patient was found positive of the disease nearly a month after he started coughing and lost his sense of smell, and 15 days after he ended his home quarantine.

In between ending his isolation on Apr 6 and seeing a doctor on Apr 21, the man went back to work in his office at the Hong Kong Club building, visited his dentist in Melbourne Plaza, and went for a hair cut at the Mandarin Oriental Hotel, all in Central.

Dr Chuang Shuk-kwan of the Centre for Health Protection, said the case underlines the need for people to seek medical help immediately once they develop symptoms.

The other patient is a 27-year-old man who visited Switzerland and France starting on Mar 13, and returned to Hong Kong on Apr 21.

He was found infected at AsiaWorld-Expo shortly after arrival, and was sent to Queen Mary Hospital.

The patient said he developed a cough and lost his sense of smell and taste on Mar 16 while he was traveling.

The two cases brought Hong Kong’s total tally to 1,036. Of these, 698 have recovered and been discharged, including the 21 released from hospitals today.
Only 353 patients remain in isolation, with 9 in critical condition (including one patient who was previously classified as seriously ill), and 3 in serious condition. The death toll remains at 4.

Also today, a total of 286 overseas returnees who flew into Hong Kong in the afternoon and evening yesterday, have been sent to the Regal Oriental Hotel in Kowloon City, where they were made to wait for their test results overnight, under a scheme that started on Wednesday.

Undersecretary for Food and Health Dr Chui Tak-yi said all the returnees had tested negative for Covid-19.

Only 150,000 overseas Filipino workers who lose their jobs due to the coronavirus crisis will benefit from the US$200 financial assistance under the DOLE-Akap for OFWs    program, Labor Attaché Melchor Dizon said in a statement issued today, Apr 23.

Dizon’s announcement posted on the Facebook page of the Philippine Overseas Labor Office immediately came under fire from overseas Filipino workers in Hong Kong who complained that the government’s aid program for them does not go far enough.

One also pointed out that Dizon’s announcement contradicted a statement made by the Department of Labor and Employment only hours earlier that the Dole-Akap program will continue despite the maximum target number of recipients being reached.

Labor Undersecretary Claro Arellano who supervises the cash aid program was reported in a national daily as denying a press statement issued by Dole earlier that only 150,000 OFWs will be assisted because of “limited budget.”

“The program will continue,” Arellano was quoted as saying.

Afterwards, even Labor Secretary Silvestre Bello III said in an interview that the application process will go ahead, even if Dole and the various posts abroad have already received around 200,000 applications.

Bello told Business Mirror that only 12 percent of those who applied have qualified for the US$200 cash aid, while the rest are still being screened.

“So far we have only paid 18,000 [applicants]. That is worth P180 million, or only over 10 percent out of total budget,” Bello reportedly said.

He added that Dole may request for additional funding for Akap once the allocated budget has been exhausted if there are still many qualified applicants.

But in his advisory, Dizon quoted a Dole memorandum issued on Wednesday that reportedly said that only Php1.5 billion had been allocated for the Akap program.

“With the said limited budget, only 150,000 out of the million Filipinos overseas can be accommodated under the program,” said Dizon.

“Hence, once the said allocation has been reached, Polos are constrained to stop receiving DOLE-Akap applications and may resume only upon release of any additional funds.”

The Akap program, which awards US$200 or roughly Php10k dole-out to each OFW who loses his or her job, or gets sick because of Covid-19, was unveiled by Labor  Secretary Silvestre Bello III on Mar 27.

Dizon’s advisory was met by a barrage of plaintive comments from OFWs as soon as it was posted on the Polo Facebook page. They complained of not getting any help at all from the government as even their families in the Philippines are excluded from the cash and food aid distributed by local governments.

Neither do they get help from the Bayanihan to Heal as One Act, under which 18 million low-income households will receive Php5,000 to Php8,000 a month for two months under the social amelioration program to cushion the impact of the pandemic.

“Ay buwiset...sa dami ng OFW all over the world yan lang ang bibigyan...post pa kayo ng post, hindi pala lahat bibigyan. Buti pa hindi na sila nagpost kasi madami sasama ang loob lang,” said Acierto Matda Racquel.

Migrant leader Eman Villanueva had said earlier the so-called financial assistance is just lip service intended to show the government is doing something to help the workers.

“Sa totoo lang, sa sobrang dami ng exemptions, mas marami ang hindi makakakuha kaysa sa makakakuha. Ang mangyayari diyan, para ring sa social amelioration sa Pilipinas. Dahil sa dami ng exemption, maya-maya niyan nag-aaway na ang mga tao,” said Villanueva, chairman of Bayan Hong Kong-Macau.
